In the literature on the subject, it is argued that tax policy is one of the tools stimulating the transition toward sustainable economies. Public authorities can use two functions for this purpose: fiscal and non-fiscal functions. High emission rates and the rising rapid atmospheric changes that come with them are serious threats to the climate and sustainable development. Reducing greenhouse gas emissions is one of the goals towards which the world strives (including the EU), so as to keep a balance between people's expectations, economic aspects, and the needs of the environment. Therefore, it is necessary to explain whether, along with other factors, environmental policy and its component "green taxes" can act as a factor in limiting greenhouse gas emissions. The purpose of this article is to seek an answer to the question of whether "green taxes" as an instrument of tax policy are a significant factor influencing climate change by contributing to reducing greenhouse gas emissions. This article attempts to identify the determinants of greenhouse gas emissions (the dependent variable) using the method of linear regression analysis. Multiple linear regression models are used to predict the value of the dependent variable based on the values of the independent variables (identified from the literature). Trading of CO2 emissions was not included in the analysis due to lack of data. The regression analysis was carried out using specialized statistical software (SPSS). The authors negatively verified the hypothesis that environmental taxes are a significant determinant of greenhouse gas emission reductions compared to the analyzed determinants. "Population", "current and capital transfers for environmental protection", and "supply, transformation and consumption of solid fossil fuels" are the most important factors influencing greenhouse gas emissions. Changing consumer behavior (as an effect of the non-fiscal function of taxes) appears to be an extremely important factor in reducing greenhouse gas emissions. Hence, the public authorities should promote behaviors conducive to their reduction by means of incentives, and not mainly taxation of negative behavior or fiscal incentives. [ABSTRACT FROM AUTHOR]

Nowadays, increased urbanization is visible in most European Union countries. At the same time, it can be noticed that in the studied period (2000–2018), GDP per capita increased, and CO 2 emissions per capita and energy consumption per capita decreased. These trends should be assessed in an unequivocally positive way. Considering these trends, especially with regard to economic development, our research goal is to answer the following questions: is there a long-run relationship between urbanization, energy consumption, economic growth, and carbon dioxide emissions, and what roles do urbanization and energy consumption play in the concept of the environmental Kuznets curve? This study aims to contribute to this growing area of research by exploring the European Union countries in the period covering the accession of new member states from Central Europe that needs intensifying European environmental policy. In order to test cointegration, we used Pedroni and Westerlund's panel tests. To estimate the long-run coefficients, we employed the FMOLS, MG, CCEMG, and AMG tests. Our findings confirmed the long-run relationship between variables. We find that urbanization has a high negative impact on carbon dioxide emissions per capita. Interestingly, our studies' results differ from those in most of the previously published articles about European countries. The ongoing transformation of the Polish power sector have been shaped by a number of factors. In this article, both external conditions for the Polish energy market—such as the country's membership in the European Union—and internal ones—including domestic energy resources and demand for electricity, or the structure of the Polish economy—have been analysed. This study focuses specifically on the issue of development of clean generation technologies as these are fundamental to the energy-transition process. Its determinants have been examined empirically. To this end, econometric models have been developed using sectoral data from the Polish electric power industry. Improvements in technology have been measured as innovation inputs, that is, RD&D investments in environmental technologies. Explanatory variables encompass economic as well as institutional measures: energy price, environmental policy stringency, long-term interest rate, market concentration and protection of intellectual property rights. The findings obtained point to a positive impact of the variables named on the innovative activity in Poland, with the exception of market concentration, which was proven to be statistically insignificant. The constant rise in the consumption of resources puts the environment under pressure. Most resources are non-renewable in nature, which is why they must be utilized with great care. For this reason, the European Union devotes increasingly more attention to their efficient use. It deals with these aspects, making an effort to maintain the long-term competitiveness and to secure sustainable development in line with all of the related environmental impacts. In this context, several goals have been set out, to which the individual EU member states are bound. A method for monitoring resource efficiency was developed, consisting of indicators, the aim of which is to assess the efficiency of the use of soil, water, energy, with the most fundamental one being resource productivity. The results of the efficiency of use of the individual resources in the member states greatly differ, even without further investigating the links and correlations between the indicators. Research on the interrelationships of the individual indicators in terms of mutual influence has not yet been completed. The aim of our study was to define the correlation between the main indicator, resource productivity, and the other indicators at the level of the EU and its member states. For this purpose, we prepared a database with data which, for the sake of uniformity, were obtained from the publicly available Eurostat database. Subsequently, the data were analyzed and evaluated using the statistical software JMP 15 by a regression and correlation analysis. By using the multiple regression analysis, we created a model describing the significance of the impact of the observed variables on the resulting resource productivity of the EU member states. Generally, there is a positive correlation between the resource productivity and the Eco-Innovation index, as well as the utilization rate of recycled materials. For the sake of comparison, we developed a regression model at the level of the V4 countries, with the aim of evaluating the impact of the historical background of the countries on their contemporary ability to reach the goals set out by the environmental policy. The V4 countries are lagging far behind in meeting all of the environmental policy objectives, not only in tracking the main indicator (resource productivity) on which the multiple regression analysis is based. It was interesting to find that the multiple regression model at the V4 level does not include the indicators defined by the EU level model, the key ones, in this case, being water productivity, energy dependence, energy productivity, and environmental tax. This finding may also, after further analyses, be the key for other countries joining the EU in the future, in defining the weaknesses of the newly acceding states in terms of the EU's move towards a circular economy. Environmental protection policy is a widely discussed issue in scientific works. However, special attention should be also paid to the effectiveness of expenditures on environmental protection, and this is the main goal of this paper. The countries of the European Union were selected for this analysis due to the fact that, in recent years, this region has become an informal world leader with respect to the implementation of policy measures in the field of environmental protection. For that reason, the data envelopment analysis methodology was used, which allows the calculation of input-output efficiency for the years 2005–2015. The analysis shows that, among the 30 analyzed countries, the most effective in environmental protection actions is Finland. The hypothesis that higher environmental protection expenditures does not result in better environmental results has been confirmed. Our analysis confirmed the problem of the deteriorating efficiency of environmental expenditures across the selected European Union Member States, caused by increases in spending. Environmental protection is currently one of the key priority areas of the European Union (EU). The search for precise tools to assess the impact of the economy, industry, or the production of individual products or services is crucial for an effective and efficient policy in environmental protection. Blockchain technology, originally related to the financial sector and cryptocurrencies, is an innovative solution that is increasingly being implemented by other areas of the economy and industry sectors. The authors reviewed the literature and based on it presented the possibilities and effects of using blockchain technology in Life Cycle Assessment (LCA), which is in line with the current development trends of this method. The analysis of the research conducted in this area also allowed to present not only the advantages of blockchain in LCA, but also the limitations of this technology and the potential directions of further research. As part of its climate strategy, the EU aims at increasing the share of electricity from renewable energy sources (RES-E) in overall electricity generation. Attaining this target poses a considerable challenge as the electricity sector is "locked" into a carbon-intensive system, which hampers the adoption of RES-E technologies. Electricity generation, transmission and distribution grids as well as storage and demand response are subject to important path dependences, which put existing, non-renewable energy sources at an advantage. This paper examines how an EU framework for RES-E support policies should be designed to facilitate a carbon lock-out. For this purpose, we specify the major technological, economic and institutional barriers to RES-E. For each of the barriers, a policy review is carried out which assesses the performance of existing policy instruments and identifies needs for reform. The review reveals several shortcomings: while policies targeting generation are widely in place, measures to address barriers associated with electricity grids, storage and demand are still in their infancy and have to be extended. Moreover, the implementation of policies has been fragmented across EU Member States. In this respect, national policies should be embedded into an integrated EU-wide planning of the RES-E system with overarching energy scenarios and partially harmonized policy rules. Decarbonization is an activity aimed at reducing greenhouse gas emissions to limit climate change and global warming. Ensuring macroeconomic stabilization is the basis for ecological action. The question is whether macroeconomic stabilization helps companies, institutions and countries act for decarbonization. This article presents research on the impact of components of macroeconomic stabilization on decarbonization and energy efficiency in the largest greenhouse gas emitters in the European Union from 1990 to 2020. We focus on the following countries, France, Germany, Italy, Poland and Spain. The contribution to knowledge is using the pentagon of macroeconomic stabilization to assess macroeconomic stabilization's impact on decarbonization and energy efficiency. According to the correlation coefficients, the Ordinary Least Squares and the Seemingly Unrelated Regression method, there is a statistically significant impact of components of macroeconomics stabilization on decarbonization and energy efficiency. Moreover, our models show a different strength and direction of relationships between the explained and explanatory variables. Research results confirm the necessity to coordinate the macroeconomic with environmental policy. We think that it is essential to use effective tools of economic support (European Union Emissions Trading System, environmental taxes) and greater pressure from European Union institutions on countries that emit harmful substances. Humanity is dependent on natural resources. Use and productivity of these resources plays an important role in energy savings and circular economy. The goal of this contribution is to evaluate productivity of resources in the frame of EU countries. Single analysis deals with data from the publicly available portal database and collected data were processed in the statistical software JMP. The trend of development and analysis of variability and linear dependence helped to create cluster analysis and comparison of the EU countries. The results from the view of average value of the indicator registered the growth, and from the view of variability the statistically important differences were verified for EU member states. Some pairs of indicators recorded positive, while some pairs recorded negative linear dependence. Cluster analysis shows two groups of countries—the first one with positive results, having the lowest tax burden in the case of energy taxes and environment, and the second one with negative results, having the highest tax burden of environmental and energy policy. The results are useful for a proper setting of energy and environmental goals that can increase the effectiveness of resource productivity in the countries studied. [ABSTRACT FROM AUTHOR]

The energy transformation towards renewable energy sources in the conditions of climate change and the accompanying climate risk is a priority for all countries in the world. However, the degree of advancement of activities in this area varies significantly between countries, which is the result of different activities for renewable energy sources in individual countries. The aim of this article is to determine the trends of changes in the area of the use of renewable energy sources in EU countries. The study uses TMD (taxonomic measure of development) methods and dynamic classification, which allowed to distinguish typological groups of objects with similar dynamics of the studied phenomenon. The EU 28 countries were analyzed. Statistics (Eurostat database) are provided for the period 2004–2019. As a result of the research, it was found that the Scandinavian countries and the countries of Western Europe were characterized by the highest stability in terms of the use of renewable energy sources over time. These countries also recorded the smallest increases in TMD. On the other hand, the unfavorable situation in terms of stability was observed mainly in the countries of Southern Europe. Safety monitoring provides the detection of changes in systems or operations that may suggest any case of approaching a point close to exceeding the acceptable safety standards and indicates whether corrective/prevention actions have been taken. Safety information should be maintained within the scope of transport undertakings to ensure safety and be communicated to all responsible staff, depending on each person's function in the processes. Regulatory authorities should continuously monitor the implementation of safety management processes and the processes performed by road transport service providers. Safety management, therefore, requires investment in development and modernisation to meet market needs resulting from the mobility of residents, the growth of transport, and the obligations of countries resulting from the transport and environmental policy pursued by the European Union. Along with changes in the transport system, a need to assess their significance for the transport system's safety arises. Depending on the transport mode (rail, air, water, road), the scope of standardised requirements is quite different each time. The paper analyses the legal requirements and acceptable practices for assessing the significance of the change in all transport modes and develops a standard method for assessing the significance of the change that meets all the requirements of electromobility safety management systems. One of the key challenges for climate policies is the identification of strategies that will effectively support the implementation of environmental goals. Environmental policies are connected with other development policies carried out by governments. In order to comprehensively shape environmental policy, it is important to understand the interactions between sustainable development goals (SDGs) as well as their impact on environmental goals. Employing econometric modeling based on the least absolute shrinkage and selection operator (Lasso) method and full-factorial analysis, the authors identify a number of statistically significant relationships between the implementation of sustainable development goals and the environmental variable represented by greenhouse gas emissions. Analysis reveals that implementation of particular sustainable development goals, namely SDG4 (Ensure inclusive and equitable quality education and promote lifelong learning opportunities) and SDG17 (Strengthen the means of implementation and revitalize the global partnership for sustainable development), explicitly facilitate the achievement of environmental policies. In addition, other SDGs exert an indirect influence on environmental goals through their reinforcing interactions with SDG4 and SDG17 variables. These are: SDG1 (End poverty), SDG3 (Ensure healthy lives and promote well-being), SDG8 (Promote sustained, inclusive and sustainable economic growth, and productive employment) and SDG15 (Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests and halt biodiversity loss). These findings have important implications for proper identification of effective government policy instruments which indirectly support the achievement of environmental goals. The energy strategy and environmental policy in the European Union are climate neutrality, low-carbon gas emissions, and an environmentally friendly economy by fighting global warming and increasing energy production from renewable sources (RES). These sources, which are characterized by high investment costs, require the use of appropriate support mechanisms introduced with suitable regulations. The article presents the current state and perspectives of using renewable energy sources in Poland, especially photovoltaic systems (PV). The specific features of Polish photovoltaics and the economic analysis of investment in a photovoltaic farm with a capacity of 1 MW are presented according to a new act on renewable energy sources. Against the backdrop of climate and environmental pressures, as well as limited resource availability and trade conflicts, devising policies for energy and the use of natural resources in general becomes exceedingly complex. Moreover, policies are required to account for interrelations between individual resources and between different sectors and policy fields, but implementation often lacks. To evaluate the current state of integrated policy design in the EU, a review of European energy, water, and agricultural policies was conducted. Using a qualitative comparative research approach, the objective was to identify and explain the differing degrees and variations in policy integration among them. To this aim, the concepts "Environmental Policy Integration" and "Water-Energy-Land Nexus" were jointly applied as analytical frameworks. The analysis revealed that currently, different authorities are endowed with largely sectoral mandates. Accordingly, the respective sectoral policy sets are historically grown based on differing sets of formal and informal rules and processes, thus making policy integration among the sectors, let alone within the nexus, a highly challenging task. In recent decades, various policies have been implemented to reduce energy consumption, as well as a considerable increase in research that analyzes the determinants of energy consumption, both with a standard feature, mitigating environmental degradation. However, few studies investigate the economic and spatial determinants of energy consumption in the European Union (EU). Therefore, to cover the knowledge gap, based on the review of the existing literature, this document is designed to analyze the determinants and energy policy in energy consumption in the EU. For this reason, the objective of this research is to analyze the effect of human capital, the price of oil, and Kyoto Protocol policy on energy consumption. In addition, the effect of contiguity and spatial concentration on energy consumption is studied for 34 European countries, of which 26 belong to the EU, for the period 2000–2016. For this, data collected from the World Bank (2017) and the World Energy Statistical Review (2017) were used. The work methodology is based on the application of econometric techniques for panel data, and spatial econometrics, based on the application of a Spatial Durbin Model (SDM), through which the existence of "spillovers" was determined in the implementation of the energy policy. The results of the estimates show a negative effect of the price of oil and human capital concerning energy consumption, and the variable "Policy" reflects a reduction in the energy consumption of the EU countries in the period analyzed. Additionally, the space panel confirms that the behavior of a country's energy consumption depends on its past values and the level of consumption presented by its neighbors, corroborating the importance of territorial contiguity in the success of environmental policy in the case of the European Union.
