This paper presents an innovative approach to addressing critical global challenges in long-term energy planning for low- and middle-income countries (LMICs). The paper proposes and tests an international enabling environment, a delivery ecosystem, and a community of practice. These components are integrated into workflows that yield four self-sustaining capacity-development outcomes. Planning long-term energy strategies in LMICs is particularly challenging due to limited national agency and poor international coordination. While outsourcing energy planning to foreign experts may appear to be a viable solution, it can lead to a reduction in government agency (the ability of a government to make its own informed analysis and decisions). Additionally, studies commissioned by external experts may have conflicting terms of reference, and a lack of familiarity with local conditions can result in misrepresentations of on-the-ground realities. It is argued here that enhancing national agency and analytical capacity can improve coordination and lead to more robust planning across line ministries and technical assistance (TA) providers. Moreover, the prevailing consulting model hampers the release and accessibility of underlying analytics, making it difficult to retrieve, reuse, and reconstruct consultant outputs. The absence of interoperability among outputs from various consultants hinders the ability to combine and audit the insights they provide. To overcome these challenges, five strategic principles for energy planning in LMICs have been introduced and developed in collaboration with 21 international and research organizations, including the AfDB, IEA, IRENA, IAEA, UNDP, UNECA, the World Bank, and WRI. These principles prioritize national ownership, coherence and inclusivity, capacity, robustness, transparency and accessibility. In this enabling environment, a unique delivery ecosystem consisting of knowledge products and activities is established. The paper focuses on two key knowledge products as examples of this ecosystem: the open-source energy modeling system (OSeMOSYS) and the power system flexibility tool (IRENA FlexTool). These ecosystem elements are designed to meet user-friendliness, retrievability, reusability, reconstructability, repeatability, interoperability, and audibility (U4RIA) goals. To ensure the sustainability of this ecosystem, OpTIMUS is introduced—a community of practice dedicated to maintaining, supporting, expanding, and nurturing the elements within the ecosystem. Among other ecosystem elements, training and research initiatives are introduced, namely the Energy Modelling Platform for Africa, Latin America and the Caribbean, and Asia-Pacific as well as the ICTP Joint Summer School on Modelling Tools for Sustainable Development. Once deployed via workflows, the preliminary outcomes of these capacity-development learning pathways show promise. This paper reviews and assesses India's energy policy in the context of its commitment to achieve the target of net-zero carbon emissions by 2070. It emphasizes the central role of green electrification, particularly through the expansion of solar power capacity. It discusses policies outside the energy sector that need to be part of a strategy of achieving this target, including the use of information technology, infrastructure development, and transportation. Furthermore, it examines possible policy options for accelerating the target date to 2050, especially with the use of carbon capture to manage the transition from the current heavy use of coal. The paper also discusses the possible financial and growth implications of various strategy options, arguing that feasible external financing commitments can allow India to achieve net-zero goals without sacrificing economic growth. This paper is a review of research undertaken, and subsequent policy change enacted, in the years 2018 to 2022 regarding the integration of cooking loads and needs into modern energy planning. Building on an earlier paper which described how the dominant global approaches to tackling the enduring problem of biomass-fuelled cooking was failing, and how a new UK Aid programme (Oct 2018) would be seeking to intentionally change international energy policy towards cooking and enable a significant transition in energy use, in this paper we review whether this strategy is being adopted by researchers, governments, and the private sector across the world and whether it is likely to make a significant contribution to the fulfilment of Sustainable Development Goal 7. In particular, the call is for integrated planning of modern energy inclusive of cooking loads—the potential 'Mutual Support' that both can lend to each other. The review considers the international commitments made by donors and governments to this end, the research that positions the use of modern energy as a cost-effective proposition, the urbanisation and societal changes reinforcing such planning, and positions the review in the light of climate change and the need to reach net zero carbon by 2050. The European transition to green economy is based on long-term strategies. The Europe 2020 Strategy was launched in 2010 in order to promote smart, sustainable, and inclusive growth in the region. Later, the ambitions regarding this strategy were followed by the Green Deal and Sustainable Development Goals. Now, the effort of countries towards the green economy is even more relevant than ever because of the context of today's global energy crisis and economic uncertainty due to many challenges such as the COVID-19 pandemic or Russia invasion of Ukraine. This paper seeks to assess the countries' achievements in seeking climate change and energy targets of the Europe 2020 Strategy by applying the innovative multi-criteria decision-making (MCDM) technique. The kernel-based comprehensive assessment (KerCA) method was applied for the calculations of the progress achieved and countries' rankings. It allows to evaluate countries' achievements and compare them using the mathematical models. The analysis of the national target implementation in the countries allows to determine the compliance of countries with their commitments and liability towards other countries and the European Union (EU). An analysis of the implementation of the strategy can serve as a guide to further develop climate change and energy policy in the region. Furthermore, the added value of the article is systematic overview of scientific studies proposing different methodologies for the analysis of target implementation at the whole region level. The main objective of this paper is to demonstrate that the energy transition as part of prosumer capitalism is a socio-economic process whose complexity increases over time, which makes it an example of a super wicked problem. It comprises many new phenomena emerging spontaneously, and often unpredictably, in the energy markets. The main contemporary challenge involves such an energy sector transformation which will prevent climate change and will ensure the sustainable development of the global economy. However, this requires solving a large number of sub-problems in areas such as legislation, energy distribution, democracy, and cybersecurity. Therefore, this is a multidisciplinary issue. Moreover, the situation is complicated by the frequently omitted fact that energy transition is not part of the standard capitalism model, extensively described in handbooks and scientific literature, but it is conducted as part of a new economic system—prosumer capitalism, which has not been properly explored yet. However, a solution to this super wicked problem has to be found soon, as the energy system may be threatened with complexity catastrophe, which denotes exceeding the upper complexity limit associated with the breakdown of its adaptability. Therefore, developing effective techniques for alleviating the complexity catastrophe, including redefining the change management and complexity management methods to the global scale, becomes the top priority among the tasks faced by science. According to the Intergovernmental Panel on Climate Change (IPCC) 5th Assessment report, energy-efficient appliances can reduce global electricity consumption even though there is an expected increase in the number and ownership of appliances. The International Energy Agency (IEA) expects a high increase in energy efficiency in traditional appliances (refrigerators, washing machines, television, etc.), and in the number of new appliances installed (also called plug loads). The bibliometric study of publications related to energy-efficient appliances carried out in this paper shows that research on this topic is growing in developed regions (North America and Europe) and even more in some developing regions (Asia Pacific) with a high emphasis on China and India. The results indicate that, in general, policies are always implemented before the core of publications on the topic, with time spans ranging from 3 to 30 years. However, the trend seems to be changing with publications related to new appliances where the core research happens shortly after or in parallel to the establishment of policies. The European Union has set ambitious targets for deployment of renewable energy sources to reach goals of climate change mitigation and energy security policies. However, the current state of electricity transmission infrastructure is a major bottleneck for further scaling up of renewable energy in the EU. Several thousands of kilometers of new lines have to be constructed and upgraded to accommodate growing volumes of intermittent renewable electricity. In many countries, construction of electricity transmission projects has been delayed for several years due to concerns of local stakeholders. The innovative BESTGRID approach, reported here, brings together transmission system operators (TSOs) and non-governmental organizations (NGOs) to discuss and understand the nature of stakeholder concerns. This paper has three objectives: (1) to understand stakeholder concerns about the deployment of electricity transmission grids in four pilot projects according to five guiding principles: need, transparency, engagement, environment, and impacts on human health as well as benefits; (2) to understand how these principles can be addressed to provide a basis for better decision-making outcomes; and (3) to evaluate the BESTGRID process based on feedback received from stakeholders and the level of participation achieved according to the ladder of Arnstein. This paper goes beyond a discussion of "measures to mitigate opposition" to understand how dialogue between TSOs and the public--represented mainly by NGOs and policy-makers--might lead to a better decision-making process and more sustainable electricity transmission infrastructure deployment. Policymakers are seeking a transformation of the energy system driven by concerns about climate change, energy security and affordability. At the same time, emerging developments in underpinning science and engineering are opening up new possibilities across the whole technology spectrum covering renewables and other supply side technologies, energy demand and energy infrastructure. This paper reviews both the "policy pull" for energy innovation activities and the "science and technology push". It explores the expectations of a variety of organisations in both the public and private sector regarding these pressures and possibilities by assessing various scenarios and outlook exercises that have been published since 2013. It reveals a wide range of beliefs about the future development of the energy system. The paper then moves on to analyse private sector expenditure on energy research and development (R&D) and public sector budgets for energy R&D and demonstration (RD&D). This analysis demonstrates significant divergences in patterns of innovation between the private and public sectors and leads to the hypothesis that the private sector is, broadly, taking measures to reinforce the existing energy paradigm while the public sector is focusing on new energy technologies that support wider policy objectives. This pattern is consistent with past technological transitions, with innovation efforts that would transform the energy system being counteracted by countervailing efforts that reinforce the existing fossil fuel-based paradigm. Climate change is recognised as one of the key challenges humankind is facing. The Information and Communication Technology (ICT) sector including data centres generates up to 2% of the global CO2 emissions, a number on par to the aviation sector contribution, and data centres are estimated to have the fastest growing carbon footprint from across the whole ICT sector, mainly due to technological advances such as the cloud computing and the rapid growth of the use of Internet services. There are no recent estimations of the total energy consumption of the European data centre and of their energy efficiency. The aim of this paper is to evaluate, analyse and present the current trends in energy consumption and efficiency in data centres in the European Union using the data submitted by companies participating in the European Code of Conduct for Data Centre Energy Efficiency programme, a voluntary initiative created in 2008 in response to the increasing energy consumption in data centres and the need to reduce the related environmental, economic and energy supply security impacts. The analysis shows that the average Power Usage Effectiveness (PUE) of the facilities participating in the programme is declining year after year. This paper aims to analyse the economy-wide implications of a carbon tax applied on the Chilean electricity generation sector. In order to analyse the macroeconomic impacts, both an energy sectorial model and a Dynamic Stochastic General Equilibrium model have been used. During the year 2014 a carbon tax of 5 US$/tCO2e was approved in Chile. This tax and its increases (10, 20, 30, 40 and 50 US$/tCO2e) are evaluated in this article. The results show that the effectiveness of this policy depends on some variables which are not controlled by policy makers, for example, non-conventional renewable energy investment cost projections, natural gas prices, and the feasibility of exploiting hydroelectric resources. For a carbon tax of 20 US$/tCO2e, the average annual emission reduction would be between 1.1 and 9.1 million tCO2e. However, the price of the electricity would increase between 8.3 and 9.6 US$/MWh. This price shock would decrease the annual GDP growth rate by a maximum amount of 0.13%. This article compares this energy policy with others such as the introduction of non-conventional renewable energy sources and a sectorial cap. The results show that the same global greenhouse gas (GHG) emission reduction can be obtained with these policies, but the impact on the electricity price and GDP are lower than that of the carbon tax. Hydrogen is fast becoming a new international "super fuel" to accelerate global climate change ambitions. This paper has two inter-weaving themes. Contextually, it focuses on the potential impact of the EU's new Carbon Border Adjustment Mechanism (CBAM) on fossil fuel-generated as opposed to green hydrogen imports. The CBAM, as a transnational carbon adjustment mechanism, has the potential to impact international trade in energy. It seeks both a level playing field between imports and EU internal markets (subject to ambitious EU climate change policies), and to encourage emissions reduction laggards through its "carbon diplomacy". Countries without a price on carbon will be charged for embodied carbon in their supply chains when they export to the EU. Empirically, we focus on two hydrogen export/import case studies: Australia as a non-EU state with ambitions to export hydrogen, and Germany as an EU Member State reliant on energy imports. Energy security is central to energy trade debates but needs to be conceptualized beyond supply and demand economics to include geopolitics, just transitions and the impacts of border carbon taxes and EU carbon diplomacy. Accordingly, we apply and further develop a seven-dimension energy security-justice framework to the examples of brown, blue and green hydrogen export/import hydrogen operations, with varying carbon-intensity supply chains, in Australia and Germany. Applying the framework, we identify potential impact—risks and opportunities—associated with identified brown, blue and green hydrogen export/import projects in the two countries. This research contributes to the emerging fields of international hydrogen trade, supply chains, and international carbon diplomacy and develops a potentially useful seven-dimension energy security-justice framework for energy researchers and policy analysts. Climate change, due to anthropogenic emissions of greenhouse gases, is driving policymakers to make decisions to promote more efficient energy use. Improved industrial energy efficiency is said to play a key role in the transition to more carbon-neutral energy systems. In most countries, industrial small and medium-sized enterprises (SMEs) represent 95% or more of the total number of companies. Thus, SMEs, apart from using energy, are a major driver in the economy with regard to innovation, GDP growth, employment, investments, exports, etc. Despite this, research and policy activities related to SMEs have been scarce, calling for contributions in the field. Therefore, the aim of this paper is to critically assess how adequate energy efficiency policy programmes for industrial SMEs could be designed. Results show that scientific publications in the field differ in scope and origin, but a major emphasis of the scientific papers has been on barriers to and drivers for energy efficiency. Scientific contributions from studies of energy policy programmes primarily cover energy audit programmes and show that the major energy efficiency measures from industrial SMEs are found in support processes. The review further reveals an imbalance in geographic scope of the papers within the field, where a vast majority of the papers emanate from Europe, calling for scientific publications from other parts of the world. Climate changes necessitate measures to reduce greenhouse gas emissions (GHG). The European Union's climate and energy policy places particular emphasis on the development of renewable energy, considered to be the primary mean in achieving the climate neutrality goal by 2050. Having in mind the aforementioned, the study was conducted to determine time delay in the development of renewable energy sources between the Visegrad Group (V4) countries and Germany, considered the most advanced country in developing renewable energy and having the greatest impact on shaping European Union climate and energy policy. The time delay econometric method was used in four of its variants. The research results show that, despite the existence of support mechanisms, the development of renewable energy sources (RES) in the V4 countries has a high mutual correlation. There is a hight correlation between RES penetration in energy mix and UE goals of the climate and energy policy until 2020. At the same time, the available data from the analysed period 2004–2019 indicate growing time delay between the reference facility—Germany and the surveyed group. This paper aims to identify the determinants of the decarbonisation processes in Poland within the scope of energy transformation. The purpose of the study is to identify how the public perceives decarbonisation determinants in order to develop a sustainable energy strategy for Poland. The transition of the energy market to low-carbon technology is a policy challenge. Governments must implement policies that are environmentally friendly, cost-effective, but, most of all, socially acceptable. Social acceptance risk plays a significant role in Poland, influencing the decarbonisation process. In Poland's case, the coal share is decreasing, but it is still the most important fuel for electricity production. This process of decarbonisation is a fundamental influence on the transformation of the energy sector in Poland. The social perception of solutions that can be applied was examined. The Polish natural environment is poisoned. Poles suffer from diseases related to the burning of coal for energy production. Societal awareness, how people perceive the government's actions, and what they expect in this regard is crucial. [ABSTRACT FROM AUTHOR]

This paper presents estimates of short run impacts of a carbon price on the electricity industry using a cost-minimizing mathematical model of the U.S. market. Prices of $25 and $50 per ton of carbon dioxide equivalent emissions cause electricity emissions reductions of 17% and 22% from present levels, respectively. This suggests significant electricity sector emissions reductions can be achieved quickly from a modest carbon tax, and diminishing reductions occur when increasing from $25 to $50. The model captures short run effects via operational changes at existing U.S. power plants, mostly by switching production from coal to natural gas. A state-level analysis yields the following conclusions: (1) states which reduce the most emissions are high coal-consumers in the Mid-Atlantic and Midwest regions, (2) 15 states increase emissions after carbon policy because they increase natural gas consumption to offset coal consumption decreases in neighboring states, and (3) a flat per-capita rebate of tax revenue leads to wealth transfers across states. Decarbonization by the mid-21st century requires strong commitment to greenhouse emission abatement measures, but national emission reduction pledges are made for the medium term. Achieving medium term targets without taking into account the long term can lead to a lock-in effect, binding countries in pathways that cannot lead to strong decarbonization. This paper sheds light in this issue by combining a theoretical approach with real-world engineering and cost data. We develop a constrained optimization model to examine least-cost greenhouse gas emission abatement pathways, taking into account (a) emission reduction objectives for two years: 2030 and 2050; and (b) the potential speed of implementation of each measure, which expresses technical and behavioural inertia in the deployment of a measure. We focus on European countries and economic sectors that are not subject to the EU Emissions Trading System. We derive relationships between 2030 abatement targets of varying ambition and the possibility for a country to achieve a strong 2050 target. We find that more ambitious EU-wide targets have to be set by 2030 so that Europe delivers deep decarbonization by 2050. Moreover, if air pollution costs are taken into account, strong decarbonization by 2050 has lower social costs than less ambitious policies. [ABSTRACT FROM AUTHOR]

This paper presents an approach to the assessment of the Mexican energy system's evolution under the climate and energy objectives set by the National Climate Change Strategy using an energy optimization model. Some strategic indicators have been chosen to analyze the performance of three integration elements: sustainability, efficiency, and energy security. Two scenarios have been defined in the medium and long-term: the business as usual scenario, with no energy or climate targets, and the National Climate Change Strategy scenario, where clean energy technologies and CO2 emissions objectives are considered. The aim of this work is the analysis of some of those strategic indicators' evolution using the EUROfusion Times Model. Results show that reaching the strategy targets leads to improvements in the integration elements in the medium and long term. Besides, meeting the CO2 emission limits is achievable in terms of technologies and resources availability but at a high cost, while clean technologies targets are met with no extra costs even in the business as usual scenario.
