The research problem of this paper is related to numerous open questions in the field of energy, its understanding, its use, and the challenges of the energy future. After the introductory part, in which a brief historical overview of energy literacy is provided, the paper focuses on energy literacy, its emergence, and the different approaches to its definition and measurement. The paper analyzes the energy literacy of students at the Faculty of Economics in Rijeka based on their cognitive, affective, and behavioral skills. Their knowledge about energy, energy processes, and the energy efficiency of the objects they encounter on a daily basis is examined. Their personal attitudes and values are examined through various forms of personal initiatives and active participation in energy sustainability projects. Finally, the habits and behavioral patterns that the respondents have in their daily lives and their tendencies to save energy resources and find energy-efficient solutions are examined. Despite some positive findings, the current results are not satisfactory and point to the creation of adequate public policies with a particular focus on education and the role of the corrective mechanisms of the state, but also the need for joint negotiations between policy makers, regulators, scientists, representatives of civil society, and the business community. The particular contribution of this work is reflected in being the first research of its kind conducted among Croatian economics students, as well as among Croatian students in general; in the creation of a research instrument that is conceptually consistent with the findings from the existing literature, but with an original set of questions within each energy literacy skill adapted to the cultural and sociological background of the respondents; and in a kind of progress from previous research by taking into account the quantitative aspect (in addition to the qualitative) assessment of the respondents' energy literacy. Energy saving in buildings is essential as buildings' operational energy use constitutes 30% of global energy consumption. Urban building energy modeling (UBEM) effectively understands urban energy consumption. This paper applied UBEM to assess the potential of peak demand reduction and energy saving in a mixed-use community, using 955 residential buildings, 35 office buildings and 7 hotels in Shenzhen, China, as a case study. The building type and period were collected based on the GIS dataset. Then, the baseline models were generated by the UBEM tool—AutoBPS. Five scenarios were analyzed: retrofit-window, retrofit-air conditioner (AC), retrofit-lighting, rooftop photovoltaic (PV), and demand response. The five scenarios replaced the windows, enhanced the AC, upgraded the lighting, covered 60% of the roof area with PV, and had a temperature reset from 17:00 to 23:00, respectively. The results show that using retrofit-windows is the most effective scenario for reducing peak demand at 19.09%, and PV reduces energy use intensity (EUI) best at 29.96%. Demand response is recommended when further investment is not desired. Retrofit-lighting is suggested for its low-cost, low-risk investment, with the payback period (PBP) not exceeding 4.54 years. When the investment is abundant, retrofit-windows are recommended for public buildings, while PV is recommended for residential buildings. The green transition is a challenge for the Polish economy and energy sector. In this paper, the expert method of analysis was applied and findings revealed that the challenges and prerequisites for an effective transformation of the power sector mainly include technical, technological and organizational issues of energy production and use. The provision of electricity at competitive prices and with a low carbon footprint, for individual consumers and industry, is a prerequisite for maintaining the well-being of the population and ensuring the competitiveness of domestically produced goods. The ambitious climate policy goals of the European Union require immediate action and call for radical changes in the Polish energy sector; in the coming years, it must drastically reduce the amount of energy produced from fossil fuels and replace it with so-called green energy from renewable sources. The main purpose of this article was to highlight the need to modify Poland's energy policy until 2040 in order to make it more consistent with the ambitious climate goals of the European Union. This article also shows that Poland's energy transition must include a shift from fossil fuels to renewables, while ensuring that energy security is stabilized by the current energy and generation resources. Combined Heat and Power (CHP) has been identified by the EU as a powerful resource capable of making substantial contributions to energy savings and reducing GHG emissions. Spain's effort to promote CHP has been prolific since the 1980s. In this regard, there have been various Laws, Royal Decrees (RDs) and European Union (EU) Directives addressed to reach the national objectives set for the CHP sector. Despite these attempts, the evolution and growth of installed CHP capacity has been irregular, compared to other technologies. Likewise, the academic treatment of the Spanish CHP evolution has not deserved the same attention as other technologies such as wind, photovoltaic and thermal solar systems. As a result, this article is aimed at providing a comprehensive overview of the regulatory frameworks applied to the Spanish CHP sector and analysing the reasons behind the variable evolution of the installed CHP capacity. The study covers the legislative context from 1980 to 2020, describing the evolution during both the pre-liberalization and liberalization periods, highlighting the modifications in economic policies that affected self-producers and the so-called Special Regime (SR) for CHP, and examining the challenges faced during the cost containment measures that followed. The manuscript finds and explains the connection between the regulatory framework and the evolution of installed CHP capacity in Spain. Likewise, the connection between the industrial situation and the promotion of CHP, as well as the influence of the Spanish Electricity Sector (SES)'s liberalization on the CHP sector are also pointed out. The paper intends to provide valuable insights for CHP experts and policymakers by showcasing the importance of aligning regulatory measures with the objectives of energy efficiency. Energy poverty affects numerous households across the globe and has several key implications and concerns for public health and social equity. Energy poverty is defined as "the lack of access to modern and affordable energy services". Individuals or communities in energy poverty face limitations in accessing reliable, affordable, and sustainable energy. This review paper examines a focused subset of recent research on energy poverty highlighted by the "NSF 2026: Priorities and Research Needs for an Equitable Energy Transition" workshop and the United States Department of Energy's Office of Energy Justice Policy and Analysis to help frame energy poverty's impacts on policy, poverty alleviation, environmental impact, and social inequity. This review paper uses five themes to organize previous energy poverty work: (1) Energy Poverty and Justice Definitions and Metrics; (2) Behavioral Aspects of Energy Poverty; (3) Efficacy of Energy Assistance Programs; (4) Efficiency of Energy Efficiency Policy; (5) The Energy Transition and Environmental and Energy Justice. We found that the literature examined how comprehensive assessment of energy poverty requires going beyond standard statistics and metrics and must include an understanding of how underserved households interact with energy. We found strong optimism for the clean energy transition's ability to significantly alleviate energy poverty, but only if policymakers include equity. Finally, we found that while there is plenty of work highlighting deficiencies there is a dearth of work examining successful implementations and how to replicate them which will be needed if the clean energy transition is to match its potential. The availability of empirical energy data from Advanced Metering Infrastructure (AMI)—which includes household smart meters—has enabled residential energy demand to be characterised in different forms. This paper first presents a literature review of applications of measured electricity, gas, and heat consumption data at a range of temporal resolutions, which have been used to characterise and develop an understanding of residential energy demand. User groups, sectors, and policy areas that can benefit from the research are identified. Multiple residential energy demand datasets have been collected in the UK that enable this characterisation. This paper has identified twenty-three UK datasets that are accessible for use by researchers, either through open access or defined processes, and presents them in an inventory containing details about the energy data type, temporal and spatial resolution, and presence of contextual physical and socio-demographic information. Thirteen applications of data relating to characterising residential energy demand have been outlined in the literature review, and the suitability of each of the twenty-three datasets was mapped to the thirteen applications. It is found that many datasets contain complementary contextual data that broaden their usefulness and that multiple datasets are suitable for several applications beyond their original project objectives, adding value to the original data collection. The widely recognised Energiewende, ("energy transition") in Germany has lost its original momentum. We therefore address the question of how the transition process to a new energy system can be reignited. To do so, we developed the "5Ds approach", which lays the groundwork for a process analysis and the identification of important catalysts and barriers. Focusing on the five major fields required for the energy transition, we analyse the effects of: (1) Decarbonisation: How can efficiency and renewable energies be expanded successfully? (2) Digitalisation: Which digital solutions facilitate this conversion and would be suitable as sustainable business models? (3) Decentralisation: How can potential decentralised energy and efficiency opportunities be developed? (4) Democratisation: How can participation be strengthened in order to foster acceptance (and prevent "yellow vest" protests, etc.)? (5) Diversification of service: Which services can make significant contributions in the context of flexible power generation, demand-side management, storage and grids? Our paper comes to the conclusion that German policy efforts in the "5D" fields have been implemented very differently. Particularly with regard to democratisation, the opportunities for genuine participation among the different social actors must be further strengthened to get the Energiewende back on track. Energy efficiency programs funded by utility customers provide an electricity resource in most U.S. states, but their scale and cost of saving electricity varies significantly by state. In this paper, we explore the drivers of the cost of saved electricity in these programs with an econometric model and nearly a decade of data reported by efficiency program administrators. We found strong evidence for economies of scale and weak evidence for diseconomies of scale, which suggests that states with low levels of efficiency savings relative to retail sales can increase the size of their efficiency programs without large increases to the cost of saved electricity. We discuss examples of energy efficiency forecasting and potential modeling in light our econometric analysis and identify methodological improvements relevant to utilities and grid operators. Bottom-up energy system models have been used extensively to analyse future energy scenarios, addressing a wide variety of policy questions. This paper focuses on energy efficiency, a key energy, climate, and economic policy area where several examples of energy system model applications can be found in the literature. This paper analyses how different studies implement energy efficiency scenarios in energy system models and explains how the approach taken can affect the results significantly, potentially affecting policy decisions. This analysis contributes to understanding how this type of modelling framework considers energy efficiency policy issues and the extent of insight provided, or not, on different dimensions. With the aim of identifying 'best practice' in using energy system models to inform effective analysis of energy efficiency policy, the UK TIMES energy system model is used to implement five different energy efficiency scenarios for residential heating following different modelling approaches and replicating scenarios available in the literature. The study concludes that energy efficiency scenarios, implementing the same target, produce significantly different results in terms of technology mix, energy use, emissions and costs. Additionally, the outcomes show that there is no overall best energy efficiency scenario, as each impacts on different policy targets, which could come into conflict with each other. The integration of Small Modular Reactors (SMRs) into energy systems requires a meticulous assessment of various factors, spanning renewable energy potential, legal frameworks, technical considerations, community engagement, and consumer preferences. This article synthesizes a multifaceted discussion on the subject, focusing on the need for comprehensive analyses before deciding to implement SMRs. Drawing insights from geographic information systems (GIS) and lessons from renewable energy development in Poland, this paper underscores the significance of aligning energy strategies with local needs, emphasizing stakeholder participation. This study examines the factors influencing location attractiveness for various energy technologies, including small modular nuclear reactors (SMRs), wind, solar, and hydroelectric power plants, within Poland. Employing 17 indicators sourced from Statistics Poland and URE, coupled with the application of the k-means algorithm, we outline four distinct clusters that delineate the zones of location attractiveness for SMRs and other renewable energy sources. While large and medium-sized cities exhibit optimal location attractiveness, coastal counties in northern Poland emerge as more suitable for renewable energy sources than for SMRs. The study outlines four distinct energy development strategies based on typologies of regions, each tailored to maximize the utility of available resources and minimize environmental impact. The strategies encompass renewable energy utilization, energy efficiency enhancement, energy diversification, and adaptation through innovation. Emphasizing the interplay between renewable energy potential, energy demand, and local conditions, the research suggests the strategic deployment of SMRs as part of an energy mix in areas where renewable energy resources are limited. This paper is a review of research undertaken, and subsequent policy change enacted, in the years 2018 to 2022 regarding the integration of cooking loads and needs into modern energy planning. Building on an earlier paper which described how the dominant global approaches to tackling the enduring problem of biomass-fuelled cooking was failing, and how a new UK Aid programme (Oct 2018) would be seeking to intentionally change international energy policy towards cooking and enable a significant transition in energy use, in this paper we review whether this strategy is being adopted by researchers, governments, and the private sector across the world and whether it is likely to make a significant contribution to the fulfilment of Sustainable Development Goal 7. In particular, the call is for integrated planning of modern energy inclusive of cooking loads—the potential 'Mutual Support' that both can lend to each other. The review considers the international commitments made by donors and governments to this end, the research that positions the use of modern energy as a cost-effective proposition, the urbanisation and societal changes reinforcing such planning, and positions the review in the light of climate change and the need to reach net zero carbon by 2050. The world is facing severe environmental challenges as it heavily relies on a USD 100 trillion fossil-fuel-based economy. Its transition from a fuel-intensive to a material-intensive economy is not well understood. The conventional energy resources are responsible for the excessive generation of Green House Gas (GHG) emissions resulting in increased environmental degradation owing to climate change. The human impact has been cited as highly indisputable in this respect. Pakistan is one of the most climate-vulnerable countries highly suffering from such increased impact of climate change and, thus, has been warned against the excessive use of conventional resources. As such, in the premises of Pakistan, conventional products are being excessively utilized in both power generation and transport sectors. Apart from the electrical power sector, the transport sector is also one of the main contributors to GHG emissions. In this context, the automobile industry has emerged as an environmentally friendly solution, which presents Electric Vehicles (EVs) as an efficient and feasible alternative to mitigate the GHG footprint. The transition from fossil-fuel-based vehicles (FFVs) to EVs is, therefore, considered as a potential way to decarbonize the transport sector, where the socio-economic conditions may be improved to a significant extent. A major prerequisite under planning and implementation in Pakistan is forecasting of load growth of EVs in Pakistan. Therefore, this paper proposes a load growth model (load forecast), used to forecast the load growth expected for electric vehicles in Pakistan from 2021 to 2030. This paper discusses in detail the original and revised models. According to the revised model, total EV energy demand stood at 24.61 GWh in 2020 and increased up to 2862.54 GWh in 2030. Manufacturing facilities use about 35% of the domestic energy in the United States every year. Implementing an effective energy management system (EnMS) is one of the most important approaches to improve energy efficiency. However, the implementation of EnMS is low for many countries (including the US) and even for energy-intensive sectors. The reasons for the low implementation rate of energy management systems had been investigated by multiple researchers, but very few studies have focused on the barriers and challenges of implementing ISO 50001-based energy management systems. To contribute to this understudied area, this paper discusses the implementation and outcomes of the first Better Plants 50001 Ready Virtual In-plant Training. This paper first provides an overview of 50001 Ready and the 50001 Ready Navigator Tool. Then, it provides details on this training event and its outcomes. Finally, it discusses findings from the responses to 40 live polling questions about the status of the 25 tasks of the 50001 Ready Navigator for participating companies, key components of the participating manufacturing companies' energy management systems, and challenges and barriers that these companies are facing. The findings suggest that although many companies understood the importance of an effective energy management system, about half of them do not understand the required resources for building energy management systems, and most of them have only just begun establishing these systems and need more assistance and resources in multiple areas. More specifically, more assistance is necessary for the following: (1) improving corporate management's understanding of the time and resources needed to build an EnMS as well as the benefits; (2) creating linear regression models for more accurate energy performance tracking; (3) understanding energy use, collecting and analyzing energy performance data; (4) optimizing equipment operational controls, and creating action plans. This paper is a literature review of fuel and transport poverty in the U.K. with a focus on contextualising this challenge in Scotland. Building on the discussion in the literature, we see that the objective of policy interventions should be to provide a mechanism for identifying vulnerable households. First, we analyse the definitions of fuel, energy, and transport poverty and observe that definitions in policy have been used to limit the scope of the issue to make it more easily addressable. In contrast, academic research points out that fuel poverty should not only encompass all energy use, including household heating, but that transport poverty should be considered under the same umbrella as the drivers overlap. We then consider the indicators used to measure fuel and transport poverty, finding that the thresholds set are arbitrary and only measure one of many possible drivers, namely expenditure. Through an analysis of the drivers, it is clear that both fuel and transport poverty are complex multidimensional challenges requiring a combination of indicators to allow the policy to accurately identify vulnerable households. Although European energy policy supports the reduction of energy consumption, the current economic and political situation in Poland and uncertainty related to the origin of energy sources do not support it. Therefore, the aim of this paper is to identify and assess the factors that affect the energy-saving behaviour of Polish consumers in the process of energy consumption. The research problem concerns the specificity of behaviours that are part of new trends in consumption, such as greening and the ethical dimension of consumption. The research question arises as to what the social responsibility of consumers is in the process of energy consumption. The research problem comes down to the question of factors that determine the behaviour of an individual consumer in the energy market. In order to realise the indicated purpose of the article, a conceptual research model was built and direct research was conducted using the research method, which was an online survey (CAWI). The research was run among 1422 individual consumers. After verifying 14 research hypotheses, it can be concluded that energy-saving behaviour is influenced in similar ways by a set of factors. In the paper there are findings which show that the generally understood energy-saving behaviour (Y1—at home and Y2—off-site) is influenced by the following factors: X1—energy-saving knowledge, X3—green consumer values, X5—social influence, X6—beliefs, and X7—consumer awareness. The specific mechanism of influence of each of the dominant factors is that the higher the intensity of these factors in consumer behaviour, the more actions are taken to save energy inside or outside the home. This paper presents the challenges of increasing the energy efficiency investments in European Union (EU) residential buildings in the context of achieving climate neutrality by 2050. The paper presents the results of the PRIMES buildings model in key energy policy applications to support cost-effective and fair policy making in buildings across Europe. The model covers, in detail, the building sector for all the EU Member States (MS), segmenting the buildings into many categories. The approach proposed includes non-market barriers in conventional microeconomic modelling, which combined with idiosyncratic preferences can capture poor energy efficiency choices and still represent rational behaviours. The model includes a detailed portrayal of policies specific to the sector, comprising economic and regulatory policies as well as institutional measures. The results of the model show that the removal of non-market barriers is of great importance in reducing energy consumption and increasing both the pace and the depth of renovation investment. However, the institutional measures alone are not enough to induce energy efficiency improvement to the scale required to achieve the climate neutrality objectives. Economic (i.e., subsidies) or regulatory measures (i.e., energy performance standards) are also required to decrease emissions and energy consumption in buildings and the paper compares different configurations thereof. The optimum policy mix obviously derives from a compromise among various aims including the cost-effectiveness of the policy budget and the distributional impacts across building and consumer types. This paper explores the effect of carbon trading on low-carbon transformation of high energy consumption enterprises in China. Based on the mechanism of interaction and restriction among high energy consumption enterprises, carbon verification agencies and the government, a tripartite evolutionary game model is constructed. The three-dimensional dynamic system is built to analyze the behavior patterns of the three parties. The evolution path of the tripartite game is visualized, and the low-carbon transformation states of high energy consumption enterprises in different situations are described. The results show that the high energy consumption enterprises, verification organization and the government cannot reach the optimal game equilibrium (low-carbon transformation, verification and supervision) temporarily when seeking their own interests. The corresponding measures should be taken with different situations of the tripartite game. EU countries declared the strategic goal to achieve energy independence and increase energy efficiency. In this case, EU countries have provided a vast range of incentives, mechanisms, and directives to promote energy efficiency. Ukraine as a potential candidate should provide a convergent policy with EU countries to increase energy efficiency. The paper aims to estimate energy efficiency based on the revealed convergent and divergent determinants of energy policies among the EU and Ukraine. The data are compiled from the World Energy Statistics Yearbook, the European Statistical Office, the International Energy Agency, SolAbility agencies, and State Statistics Service of Ukraine. The study applies σ- i β-convergence theory to determine the convergent and divergent determinants of the country's energy efficiency. The empirical results allow concluding that Ukraine has an average level in the integrated energy efficiency index of the national economy, and the highest value of this index was in 2008. The highest values of energy efficiency were in Sweden and Denmark among EU countries. Besides, the findings confirm that the Ukrainian government should pay attention to divergent determinants (expenditure for environmental protection, pricing for energy resources, etc.) to improve the country's energy efficiency. To adapt to frequent charge and discharge and improve the accuracy in the DC microgrid with independent photovoltaics and distributed energy storage systems, an energy-coordinated control strategy based on increased droop control is proposed in this paper. The overall power supply quality of the DC microgrid is improved by optimizing the output priority of the multi-energy storage system. When photovoltaic and energy storage work simultaneously, the proposed method can dynamically adjust their working state and the energy storage unit's droop coefficient to meet the system's requirements. In DC microgrids with energy storage units of different capacities, the proposed strategy can be used to maintain the stability of bus voltage, improve the equalization speed and accuracy of the energy storage state of charge, and avoid the shutdown of energy storage units due to overcharge or discharge. Verification of the proposed strategy is implemented with MATLAB/Simulink. The simulation results show the proposed control strategy's effectiveness in balancing energy supply and demand and reducing the time of charging and discharging energy storage units. Improving energy efficiency includes a number of measures implemented as part of the greening of the energy industry, which in turn is a prerequisite for the creation of a sustainable energy industry to ensure energy and environmental security for the world. Despite the adoption of the EU directives on energy efficiency, there is still insufficient public awareness in this area in Poland and Slovakia. This is particularly surprising because improving energy efficiency not only brings national and global benefits, but also has a significant impact on the well-being of individuals and households. The main purpose of the paper is to analyze the national policies of Poland and Slovakia, which are based on the European Directive 2012/27/EU on energy efficiency, and which introduce new measures aimed not only at increasing energy efficiency, but also at increasing the well-being of households and individuals. Methods of desk research and content analysis were used. The current situation in both countries is illustrated by case studies that document the administrative process (Slovakia) and the calculation of energy savings (Poland) when using renewable energy sources in the case of family houses. The energy balance constitutes a powerful management instrument for government agencies, as it offers an overview of the energy situation of the country (or region) and serves as a guide for energy policies and monitoring of these policies. Although Brazil has published the national energy balance for more than half a century, the national publication does not adequately address energy statistics at the level of the states. This occurs either due to the lack of specific data or the absence of total disaggregation. Accordingly, the elaboration and implementation of public policies for the energy sector in the Brazilian states lack consistent energy statistics. Therefore, this paper aims to present a model for the Brazilian states to elaborate the energy balance. The proposed model consists of applying internationally referenced methodologies to develop a user-friendly software, which includes automatic energy unit conversions, different chart styles, high-level data organization, and Sankey diagrams. As a result, the software can be adopted by local governments as a tool to maintain the state energy balance publication periodically, and hence obtain the detailed information necessary to manage and formulate energy policies. The advantage of the software is that it can be operated by non-experts and the energy flow as well as the entire report can be generated automatically. Saving energy is an important strategy to address the current energy crisis and environmental degradation. Regarding the pilot policy of the energy quota trading as a quasi-natural experiment by employing a difference-in-differences method, the purpose of this paper is to investigate the effect of this pilot policy on energy saving and its mechanisms based on city-level data in China from 2006 to 2020. We find that the energy quota trading policy can reduce the total energy consumption and energy consumption intensity of pilot cities, and the effect of the policy can gradually strengthen over time. The market-oriented reform of energy factor allocation can effectively promote energy saving and economic growth. These results are convincing through a series of robustness checks. The heterogeneity test shows that the energy quota trading has a significant energy saving effect on economically developed cities, densely populated cities and southern cities, but not in economically underdeveloped cities, sparsely populated cities and northern cities. Further mechanism inspection suggests that the pilot policy of energy quota trading mainly achieves energy conservation through industrial structure upgrading and green technology innovation. Since modern times, the increase in shipborne equipment has brought tremendous pressure to the energy supply system. Establishing an accurate and reliable energy consumption model that reflects the dynamic characteristics of the system will provide an essential theoretical reference for energy efficiency optimization. This paper proposes a modeling method that considers both the dynamic characteristics and energy consumption characteristics of the system, based on the power bond-graph theory. Firstly, the transmission principle and energy transfer process of hydraulic and electric helicopter traction devices are analyzed. Then, the energy consumption is analyzed, and the state equation and energy equation of the system are established. Finally, the simulation tests are carried out. The results show that the proposed dynamic modeling method is reasonable and effective and can well reflect the dynamic characteristics and energy consumption characteristics of the system. Market-based instruments such as white certificates offer the potential to increase efficiency gains, reduce primary energy consumption and make energy systems more resilient. The purpose of this paper is to provide insights into the white certificate scheme through a case study analysis. In light of increasing decarbonization and energy efficiency targets, it is important to rethink the role that policy instruments play in the energy transition, including the energy efficiency obligation schemes within which white certificate schemes fall. We focus on Italy's white certificate scheme because it is among the longest-lived and has achieved notable results. The scheme is characterized by annually increasing energy savings targets, flexibility, the opportunity to include many interventions, and the role of energy services companies. We provide evidence based on an empirical survey and fill the research gap left by the latest updates to the scheme along with an appraisal of those updates, which covers prominent scheme innovations such as its stability mechanism. Our research can serve as a baseline for policymakers in designing white certificate schemes in countries with little related previous experience and provide useful information from countries where similar schemes have been implemented to fine-tune similar market-based mechanisms to improve energy efficiency. The need for improved energy security in Nigeria cannot be over-emphasized. Currently, energy security is rather poor, while access to energy is fundamental to socio-economic development and poverty alleviation. Renewable energy could potentially contribute to resolving this because renewable sources such as solar radiation are more available and sustainable, and can be set up in small generation units, meaning that it is suitable for community management and ownership. In theory, a community energy approach could well apply. In this paper, the main research question is: In what ways can community energy initiatives contribute to increasing the use of renewable energy sources and improving energy security in Nigeria according to selected stakeholders and households? A mixed methods research approach was used to answer this question, with stakeholder interviews and survey data from 124 residents in two case studies of selected housing estates in Lagos. The results show that 58% of the households and most of the stakeholders express support for community renewable energy as a viable approach for increasing energy access and greening energy supply. The present study shows that there is a need to raise awareness and support projects for effective and supportive renewable energy policy to encourage local renewable energy community formation. The current legal and policy system of renewable energy in China has set up a framework of policy instruments, which provides an important foundation for dealing with climate change and promoting the healthy development of the renewable energy industry with the goal of "carbon neutrality" and "emission peak". However, the current policy instruments cannot meet the needs for rapid development of the renewable energy industry. This paper investigates, analyzes, and concludes the status of renewable energy development along with related policy instruments in different renewable energy sources by literature and points out the problems of current policy instruments, and puts forward corresponding countermeasures. Moreover, from the perspective of energy consumption market transformation, the authors carried out an analysis of China's challenges of policy instruments, pointing out that China's renewable energy policy instruments have the potential to take one step further in the areas of the regulatory system, legal system and legal security system. The COVID-19 pandemic and Russia's war on Ukraine have impacted the global economy, including the energy sector. The pandemic caused drastic fluctuations in energy demand, oil price shocks, disruptions in energy supply chains, and hampered energy investments, while the war left the world with energy price hikes and energy security challenges. The long-term impacts of these crises on low-carbon energy transitions and mitigation of climate change are still uncertain but are slowly emerging. This paper analyzes the impacts throughout the energy system, including upstream fuel supply, renewable energy investments, demand for energy services, and implications for energy equity, by reviewing recent studies and consulting experts in the field. We find that both crises initially appeared as opportunities for low-carbon energy transitions: the pandemic by showing the extent of lifestyle and behavioral change in a short period and the role of science-based policy advice, and the war by highlighting the need for greater energy diversification and reliance on local, renewable energy sources. However, the early evidence suggests that policymaking worldwide is focused on short-term, seemingly quicker solutions, such as supporting the incumbent energy industry in the post-pandemic era to save the economy and looking for new fossil fuel supply routes for enhancing energy security following the war. As such, the fossil fuel industry may emerge even stronger after these energy crises creating new lock-ins. This implies that the public sentiment against dependency on fossil fuels may end as a lost opportunity to translate into actions toward climate-friendly energy transitions, without ambitious plans for phasing out such fuels altogether. Climate and energy policies are the key areas of the European Union's development aspirations in the international arena. The European Green Deal sets ambitious new goals in this respect, emphasizing clean energy. The development of the energy sector, relying chiefly on renewable sources, is one of the conditions for the EU to transition to energies that do not produce waste that pollutes or is otherwise harmful to the Earth and human health. This paper assesses the development of renewable sources of energy in the EU and identifies challenges to the realization of the EU's energy priorities. An analysis of renewable sources of energy in the EU in 2012 and 2020 is the prime method. The generation of primary energy from renewable sources, the share of energy from renewable sources in the final energy consumption, the structure of energy generation from renewable sources, and the share of energy from renewable sources in the energy used by the transport sector are discussed. Secondary data are employed, made available by Eurostat and Statistics Poland. To reach the objective of the study, Z. Hellwig's taxonomic method is applied to assess the development of renewable energy sources (RES). Cluster analysis (Ward's agglomerative clustering method) is additionally used for separation of objects and member states that are similar with regard to the phenomenon reviewed. Particular attention is paid to the challenges that societies and economies face in view of the assumptions of the EU's new Green Deal, which envisages a balancing of CO2 emissions and absorption. The relationship between information and communication technology investment (ICT), environmental impacts, and economic growth has received increasing attention in the last 20 years. However, the relationship between ICT, energy intensity, environmental impacts, and economic growth was relatively neglected. In this paper, we aimed to contribute to the environmental literature by simultaneously analyzing the relationship between ICT, energy intensity, economic growth, Carbon dioxide (CO2) emissions, and energy consumption for the period of 1990–2020 in G7 countries. We employed the Panel Quantile Auto Regressive Distributed Lag (PQARDL) method and Panel Quantile Granger Causality (PQGC) methods. According to the results of PQARDL method, energy consumption, ICT, CO2 emission, and energy intensity have effects on economic growth in the long and short run. According to the of PQGC methods allowing causality results for different quantiles, there is evidence of a bidirectional causality between ICT investment and economic growth for all quantiles and evidence of a unidirectional causality from ICT to energy consumption and from CO2 emissions to ICT investment and energy efficiency. Our results indicate that the governments of the G7 countries have placed energy efficiency and ICT investment at the center of their policies while determining their environmental and energy policies, since energy consumption is a continuous process. The Special Issue "Industry and Tertiary Sectors towards Clean Energy Transition" is focused on technical, financial and policy-related aspects linked to the transition of industrial and services sectors towards energy saving and decarbonisation. According to the Intergovernmental Panel on Climate Change (IPCC) 5th Assessment report, energy-efficient appliances can reduce global electricity consumption even though there is an expected increase in the number and ownership of appliances. The International Energy Agency (IEA) expects a high increase in energy efficiency in traditional appliances (refrigerators, washing machines, television, etc.), and in the number of new appliances installed (also called plug loads). The bibliometric study of publications related to energy-efficient appliances carried out in this paper shows that research on this topic is growing in developed regions (North America and Europe) and even more in some developing regions (Asia Pacific) with a high emphasis on China and India. The results indicate that, in general, policies are always implemented before the core of publications on the topic, with time spans ranging from 3 to 30 years. However, the trend seems to be changing with publications related to new appliances where the core research happens shortly after or in parallel to the establishment of policies. Establishing conditions that meet climate requirements should be one of the most important goals of the whole world in order to protect against the negative effects of climate change. Without cooperation and considerable commitment from everyone, it is possible that these negative effects will worsen. The implementation of the Energy Policy from now until 2050 should facilitate the transformation of the coal-based power system toward a more sustainable and diversified mix of energy sources. Financial investments in the countries analyzed in this paper create real opportunities and changes for the transition toward renewable energy sources (RES), but there is criticism concerning the insufficient speed of change and the costs of the transformation for society. The dominant emphasis on the optimum selection of energy sources creates conflicts, especially in democratic decision-making. Resource management is both incremental and participatory, and while decisions are strongly based on science, the decision-making process is rarely rational or comprehensive. It is difficult to estimate environmental costs, especially because there is no method for comparing the many criteria between the different energy sources since there are differences in the energy efficiency results obtained in different areas. Public opinion is of great importance and it has a huge influence on the development of the development strategies and policies that are undertaken. Therefore, as part of our analysis, we conducted research using a questionnaire to obtain opinions on fundamental issues regarding the climate and energy strategies that have been adopted in the EU. This was important for achieving the main goal of this article, which is a multidimensional analysis of activities aimed at adapting the national economy to the EU strategies that are responsible for reaching the energy and climate goals by 2050. The low-emission energy transformation is aimed at introducing significant changes for the entire economy while at the same time ensuring the implementation of the so-called European triad of goals (energy security, energy competitiveness and climate protection), which often contradict each other in practice. In the context of the global potential energy crisis and aggravating regional environmental pollution, Chinese photovoltaic power generation still faces the key problems of sustainable development, even given its favorable background in large-scale exploitation. Scientific evaluation of the comprehensive efficiency of photovoltaic power generation is of great significance because it will improve investment decision-making and enhance management level, evaluate the development conditions of photovoltaic power generation and then promote sustainable development capability. The concept of “comprehensive efficiency” is proposed in this paper on the basis of the resource development of solar energy and exploitation of photovoltaic power generation. A system dynamics model is used to study the conduction mechanism of the comprehensive efficiency of photovoltaic power generation. This paper collects data from 2005 to 2015 as research models, establishes the evaluation model of the comprehensive efficiency of photovoltaic power generation and conducts empirical analysis based on a super-efficient data envelopment analysis (SE-DEA) model. With the evaluation results, this paper puts forward political suggestions as to the optimization of the comprehensive efficiency of photovoltaic power generation. The research results may provide policy-oriented references on the sustainable development of photovoltaic power generation and give theoretical guidance on the scientific evaluation and diagnosis of photovoltaic power generation efficiency. Buildings are the focus of European (EU) policies aimed at a sustainable and competitive low-carbon economy by 2020. Reducing energy consumption of existing buildings and achieving nearly zero energy buildings (NZEBs) are the core of the Energy Efficiency Directive (EED) and the recast of the Energy Performance of Building Directive (EPBD). To comply with these requirements, Member States have to adopt actions to exploit energy savings from the building sector. This paper describes the differences between deep, major and NZEB renovation and then it provides an overview of best practice policies and measures to target retrofit and investment related to non-residential buildings. Energy requirements defined by Member States for NZEB levels are reported comparing both new and existing residential and non-residential buildings. The paper shows how the attention given to refurbishment of NZEBs increased over the last decade, but the achievement of a comprehensive implementation of retrofit remains one of main challenges that Europe is facing. The current European energy policies have an influence on the need to rehabilitate the housing stock in order to meet the objectives of the European Union. Most of this housing stock was built without any type of energy regulation in adverse technical and economic conditions and thus is now energetically obsolete. The major rehabilitation effort required must be approached through actions based on previous quantitative energy knowledge of the existing buildings in order to guarantee the efficiency of energy-retrofitted solutions. This assessment can be carried out through monitoring dwellings conditioned by use patterns; through simulation programs, which do not usually offer faithful representations of energy conditions; or by using test cells, which allow us to evaluate a controlled indoor environment without the influence of users. The objective of this paper is to present the design and performance of test cells as an experimental method for vertical facade analysis in order to tackle the problem of retrofitting residential buildings in a Mediterranean climate, taking into account energy and environment. Improved energy efficiency has become a strategic issue and represents a priority for European competitiveness. Countries adopt various energy policies on local and national levels where energy audit programs are the most common energy end-use efficiency policy for industrial small- and medium-sized enterprises (SMEs). However, studies indicate that cost-efficient energy conservation measures are not always implemented, which can be explained by the existence of barriers to energy efficiency. This paper investigates how Swedish municipalities can support local micro- and small-sized enterprises with improved energy efficiency and the existence of different barriers to the implementation of energy efficiency. Relating this empirical case study to the theoretical barriers outlined in the text, this study found that the major explanatory factors related to non-implementation of cost-effective energy efficiency measures among micro- and small-sized industrial enterprises were bounded rationality (lack of time and/or other priorities), split incentives (having other priorities for capital investments), and imperfect information (slim organization and lack of technical skill). This study also found that information in the form of a report was the main thing that companies gained from working on the project "Energy-Driven Business". Notably, the study involved companies that had participated in a local energy program and, still, companies face major barriers inhibiting implementation, indicating a need to further study other alternative policy models and how knowledge transfer can be improved. As the leader of the largest economy, President of the United States has substantive influence on addressing climate change problems. However, a presidential election is often dominated by issues other than energy problems. This paper focuses on the 2016 presidential election, and examines the energy plans proposed by the leading Democrat and Republican candidates. Our data from the Iowa caucus survey in January 2016 suggests that voters were more concerned about terrorism and economic issues than environmental issues. We then compare the Democratic and Republican candidate's view of America's energy future, and evaluate their proposed renewable energy targets. We find that the view on renewable energy is polarized between Democratic and Republican candidates, while candidates from both parties agree on the need for energy efficiency. Results from our ordinal least squares regression models suggests that Democratic candidates have moderate to ambitious goals for developing solar and other renewables. The Republican candidates favor fossil fuels and they choose not to provide any specific target for developing renewable energy. In addition, this trend of party polarization has grown more significant when compared with the past three presidential elections. Our observation suggests that energy policies need to be discussed more often regarding the diversification and decarbonization of the nation's energy system. [ABSTRACT FROM AUTHOR]

Chinese energy consumption has been dominated by coal for decades, but this needs to change to protect the environment and mitigate anthropogenic climate change. Renewable energy development is needed to fulfil the Intended Nationally Determined Contribution (INDC) for the post-2020 period, as stated on the 2015 United Nations Climate Change Conference in Paris. This paper reviews the potential of renewable energy in China and how it could be utilised to meet the INDC goals. A business-as-usual case and eight alternative scenarios with 40% renewable electricity are explored using the EnergyPLAN model to visualise out to the year 2030. Five criteria (total cost, total capacity, excess electricity, CO2 emissions, and direct job creation) are used to assess the sustainability of the scenarios. The results indicate that renewables can meet the goal of a 20% share of non-fossil energy in primary energy and 40%-50% share of non-fossil energy in electricity power. The low nuclear-hydro power scenario is the most optimal scenario based on the used evaluation criteria. Integrating natural resources and ecological services in the production process is crucial to implement sustainable agriculture. However, the measurement of natural resource efficiency remains difficult. This paper aims at contributing to this issue, by investigating French farms' use and excess (slack) of energy resources through Data Envelopment Analyses (DEA). Results show that disentangling energy resources from the rest of intermediate consumption highlights energy use excess which is masked when considering intermediate consumption as a whole. The analysis of the determinants of energy use excess and of intermediate consumption shows a discrepancy in results, which policy-makers should take into account when designing energy policies. In addition, results show that large and highly capital intensive farms perform better in terms of energy use excess, while the dependence on public subsidies is a constraint. [ABSTRACT FROM AUTHOR]

Improved industrial energy efficiency is a cornerstone in climate change mitigation. Research results suggest that there is still major untapped potential for improved industrial energy efficiency. The major model used to explain the discrepancy between optimal level of energy efficiency and the current level is the barrier model, e.g., different barriers to energy efficiency inhibit adoption of cost-effective measures. The measures outlined in research and policy action plans are almost exclusively technology-oriented, but great potential for energy efficiency improvements is also found in operational measures. Both technology and operational measures are combined in successful energy management practices. Most research in the field of energy management is grounded in engineering science, and theoretical models on how energy management in industry is carried out are scarce. One way to further develop and improve energy management, both theoretically as well as practically, is to explore how a socio-technical perspective can contribute to this understanding. In this article we will further elaborate this potential of cross-pollinating these fields. The aim of this paper is to relate energy management to two theoretical models, situated action and transaction analysis. We conclude that the current model for energy management systems, the input-output model, is insufficient for understanding in-house industrial energy management practices. By the incorporation of situated action and transaction analysis to the currently used input-output model, an enhanced understanding of the complexity of energy management is gained. It is not possible to find a single energy management solution suitable for any industrial company, but rather the idea is to find a reflexive model that can be adjusted from time to time. An idea for such a reflexive model would contain the structural elements from energy management models with consideration for decisions being situated and impossible to predict. This paper analyzes the impact of policy changes on the Romanian renewable energy producers. Attracted by a generous subsidy scheme, foreign and domestic investors flocked to the market. Consequently, the sector witnessed remarkable progress, especially in the wind power category. Romania fast approached the national target set by the European Union concerning the share of the country's energy consumption from renewable sources. However, frequent changes in the support scheme and in the regulations issued by public authorities led to chaos. The aim of the paper was to emphasize the evolution of renewable energy policy in Romania, to investigate the incentives and their effects, and to critically assess the impact of the changes on renewable energy producers. It highlights, by means of an exploratory study and several interviews with executives of renewable energy companies, the challenges and shortcomings of policymaking. The main finding was that the revision of the subsidy scheme and the changes in energy policy that followed are the major determinants for the declining financial performance of renewable energy producers. Subsequently, some recommendations for improved policymaking are suggested, so as to re-establish the trust of investors and to promote the sustainable development of the sector. India, Pakistan, and Bangladesh (IPB) are the largest South Asian countries in terms of land area, gross domestic product (GDP), and population. The growth in these countries is impacted by inadequate renewable energy policy and implementation over the years, resulting in slow progress towards human development and economic sustainability. These developing countries are blessed with huge potential for renewable energy resources; however, they still heavily rely on fossil fuels (93%). IPB is a major contributor to the total energy consumption of the world and its most energy-intensive building sector (India 47%, Pakistan 55% and Bangladesh 55%) displays inadequate energy performance. This paper comprehensively reviews the energy mix and consumption in IPB with special emphasis on current policies and its impact on economic and human development. The main performance indicators have been critically analyzed for the period 1970–2017. The strength of this paper is a broad overview on energy and development of energy integration in major South Asian countries. Furthermore, it presents a broad deepening on the main sector of energy consumption, i.e., the building sector. The paper also particularly analyzes the existing buildings energy efficiency codes and policies, with specific long-term recommendations to improve average energy consumption per person. The study also examines the technical and regulatory barriers and recommends specific measures to adapt renewable technologies, with special attention to policies affecting energy consumption. The aim of this paper is to present the state of development of renewable energy sources (RES) in Poland in accordance with the obligations of European Union energy policy. The EU Member States are obliged to adopt different support mechanisms for the development of renewable energy sources, and in consequence to achieve their Directive's targets. Poland, being a Member State of the EU since 2004, has accepted a target of a 15% share of energy generated from renewable energy sources in final energy consumption, including 19.3% from renewable electricity until 2020. Due to the difficulties with target achievement, the authors found it reasonable to analyze the challenge of RES development in Poland. The article presents energy policy in the EU, as well as the review of measures implemented for renewable energy development. The current state of and perspectives on using renewable energy sources in Poland and in the EU are also depicted. In the article, the authors analyze the relation between reference prices at dedicated RES auctions in Poland and the levelized cost of electricity (LCOE). The paper also provides a description of the renewable energy sources' development in three areas: electricity, heat and transport biofuels. Energy efficiency is a pillar for the energy system transition and for reaching the Sustainable Development Goals. In the light of the "energy efficiency first!" principle, European member states enforce policies to spread energy saving throughout the whole energy chain involving both citizens and industries. In this context, information and training campaigns arise as valuable support tools to disseminate energy efficiency and, therefore, for reducing energy consumption. Although various studies have evaluated the impact of information campaigns targeted to citizens, there is a lack of investigations that assess the impact of campaigns dedicated to industry sectors. This study discusses the results of a survey targeted at energy-intensive Italian companies, with a sample of 300 responses. Starting from the analysis of drivers that trigger the implementation of energy efficiency measures, the paper proposes an approach to evaluate the amount of energy savings linked to the Italian information and training program targeted to industries carried out by the Italian Energy Efficiency Agency. Results show that although information campaigns are not a crucial driver for companies, they are recognized as a factor that contributes to the implementation of energy efficiency practices. Findings show that roughly 1.4% of energy savings noted by interviewed companies to the Italian Energy Efficiency Agency are a direct effect of the information and training program. This outcome has significant implications, especially for decision-makers, giving evidence of the efficacy of information campaigns on industries, which have great potential for the transition to low carbon production systems. In response to extreme climate change, China has set a goal of reaching emission peak by 2030 and achieving carbon neutrality by 2050. Energy conservation and emission reduction of building heating in northern China are key to achieving this goal. Based on building area prediction and energy consumption intensity, this paper establishes a model for calculating heating energy consumption and carbon emissions in northern residential buildings at the macro level, which provides a basis for formulating policies related to heating and emission reduction in northern buildings. Based on the research method of scenario projection, combining the carbon emission subsets and future heating energy mix projections in northern China, the heating energy consumption in northern China decreases to 175, 149 and 135 Mtce in 2050 under the baseline, medium control and strict control scenarios, respectively. The heating energy consumption in the northern region should be controlled at least under the medium control scheme. Under this scenario, building heating carbon emissions in the north could be reduced to 450 MtCO2 by 2050, or 280 MtCO2 if more stringent abatement technologies are adopted. In order to achieve this goal, a combination of energy-saving technologies must be used. The use of biomass and solar technologies should be emphasized in rural heating, while envelope renovation makes the greatest contribution to heating energy savings, with envelope renovation contributing up to 92 Mtce to urban heating. This paper investigates energy use efficiency at the province level in China using the stochastic frontier panel data model approach. The stochastic frontier model is a parametric model which allows for the modeling of the relationship between energy use and its determinants using different control variables. The main control variables in this paper are energy policy and environmental and regulatory variables. This paper uses province level data from all provinces in China for the period 2010–2017. Three different models are estimated accounting for the panel nature of the data; province-specific heterogeneity and province-specific energy inefficiency effects are separated. The models differ because of their underlying assumptions, but they also complement each other. The paper also explains the degree of inefficiency in energy use by its possible determinants, including those related to the public energy policy and environmental regulations. This research supplements existing research from the perspective of energy policy and regional heterogeneity. The paper identifies potential areas for improving energy efficiency in the western and northeastern regions of China. The primary objective of this paper is to analyse the growth of energy-related CO2 emissions in ASEAN (Association of Southeast Asian Nations), with specific emphasis on identifying its trends and underlying drivers. This objective is premised on the arguments that: (1) there is a general lack of analysis of energy-related CO2 emissions growth across ASEAN countries; and (2) such an analysis is critical, because it could enable an assessment to be made of the efficacy of existing energy policies for reducing emissions. Decomposition analysis is the main approach adopted in this paper. The findings of this paper suggest that the growth of energy-related CO2 emissions has slowed in some major emitters in the region, due to energy efficiency improvement, and, to a lesser extent, a gradual switch in energy fuel mix towards lower emission sources (gas and renewables). However, this improvement is unlikely to drive a major transformation in the energy sectors of the region to the extent considered adequate for redressing the challenge of rising emissions, as indicated by a steady emissions growth in most ASEAN countries over the entire study period (1971–2016). This paper examines energy efficiency across 28 selected European Union (EU) Member States and reviews the potential for energy recovery from waste according to the efficiency scores obtained. The efficiencies are assessed through data envelopment analysis (DEA) and the following variables are used, inputs: final energy consumption, labour, capital, population density and outputs: gross domestic product (GDP), nitrogen oxide (NOx) emissions, sulphur oxide (SOx) emissions and greenhouse gas (GHG) emissions for the years 2008, 2010, 2012, 2014 and 2016. Results show that most countries maintain their efficiency scores with only a few marginally improving theirs and at the same time, it is noticed that most are decreasing after 2012. Based on these efficiency scores, this paper recommends moving towards waste-to-energy with two main objectives, namely sufficient and sustainable energy production and effective treatment of municipal solid waste (MSW). This option would enhance the circular economy, whereas prioritization needs to be given to prevention, preparation for reuse, recycling and energy recovery through to disposal. Together with the EU Commission's competition strategy, these options would ensure reliable energy supplies at rational prices and with the least environmental impacts. Moreover the efficiency scores need to be examined along the financial crisis which has been affecting the EU since 2008, showing a decrease in those efficiency scores after 2012 under a more imminent crisis. The COVID-19 pandemic has significantly affected the energy sector. The new behavior of industrial and non-commercial consumers changes the energy consumption model. In addition, the constraints associated with the coronavirus crisis have led to environmental effects from declining economic activity. The research is based on evidence from around the world showing significant reductions in emissions and improved air quality. This situation requires rethinking the energy development strategy, particularly the construction of smart grids as a leading direction of energy development. Evaluating the efficiency of smart grids is a vital tool for disseminating successful experience in improving their management. This paper proposes an approach to a comprehensive assessment of smart grids based on a comparative analysis of existing methods, taking into account the changes that need to be considered after the experience gained from the COVID-19 pandemic. The approach provides an accurate set of efficiency indicators for assessing smart grids to account for the direct and indirect effects of smart grids' implementation. Chile has set itself to achieve Greenhouse Gas emission neutrality, with at least 70% of electricity coming from renewable energy sources by 2050. To this end, institutional and regulatory frameworks have been improved, resulting in significant progress in medium and large-scale projects. However, solar energy production at residential level and its surplus injection to all distribution networks has been very limited. This paper analyzes the evolution of the regulatory energy policies in Chile in order to contrast it with an economic evaluation of residential projects. The analysis focuses on the city of Arica, one of the highest potential regions in terms of solar energy within the country. There, a particularly low penetration of residential solar energy usage has been observed. Based on the current situation, projections are made for Arica in 2050, through the identification of barriers and opportunities on a residential scale development.
