To attain China's target of carbon neutrality by 2060, the implementation of the Energy Consumption Trading (ECT) system serves as an effective approach to improve energy efficiency and mitigate CO 2 emissions. Nevertheless, it is crucial to consider not only the importance of carbon reduction effect caused by ECT system but also the associated cost. Therefore, this paper applies the spatial difference-in-differences (SDID) model to assess the direct and spillover impacts of the ECT policy on the carbon abatement cost, which is measured by shadow price of CO 2 emissions and calculated using SBM-DEA model. Panel data encompassing 279 Chinese cities from 2010 to 2019 are employed for analysis, with additional insights provided through heterogeneity and mechanism analyses. The results show that ECT policy increases the local carbon abatement cost in pilot cities but decreases the cost of surrounding cities. Meanwhile, such a declination effect in neighboring cities with a spatial attenuation boundary of 1000 km. The heterogeneity analysis suggests that the implementation of ECT policy leads to an increase in the carbon abatement cost in cities located in non-Eastern Coastal regions, cities with abundant natural resources and cities with small populations. The mechanism analysis indicates that the ECT policy implementation facilitates the improvement of green technology in the neighboring cities of the pilot project, consequently lowering the carbon abatement cost. Besides, this policy also results in a decrease in the carbon intensity of the pilot cities. Owing to the U-shaped association between carbon intensity and the carbon abatement cost, the policy implementation stimulates an increase in the cost within the pilot cities. • This paper estimates the carbon abatement cost (MAC) using SBM-DEA method. • The SDID model is used to investigate the impacts of ECT policy on carbon MAC. • We test whether green technology and carbon intensity are mediating variables. • ECT policy increases the carbon MAC in pilot cities through carbon intensity. • ECT policy lowers the carbon MAC of adjacent cities through the green technology. The aggravation of the global warming crisis, due to excessive consumption of traditional energy, urgently calls for the strategic goal of sustainable development. This study addresses endogeneity concerns by employing panel fixed effect and DID models, employing panel data from China's provincial green finance index spanning from 2016 to 2021. The empirical findings indicate that: (1) the impact of the new energy industry on environmental and economic benefits is more pronounced in inland areas characterized by lower GDP and smaller population size; (2) this effect is driven by green technological innovation, government incentive policies, and job creation. Government auditing plays a crucial role in enhancing energy efficiency and advancing green and low-carbon economic development. Given that audit oversight's quality and efficiency are influenced by the independence of auditing institutions, this study utilizes the vertical management reform of government auditing institutions as an exogenous shock, and empirically examines its impact on urban energy efficiency (UEE) using a Difference-in-Differences model (DID). We find that the audit reform improved UEE by 0.023 which is both economically and statistically significant. Concurrently, the audit reform and the development of the digital economy play substitutive roles in enhancing UEE. Finally, the results of the mediation analysis using the stepwise regression method indicate that the improvements in audit efficiency, green technology innovation, and energy structure optimization have mediated the promotion of UEE in the audit reform process, accounting for respective mediation effects of 4.35%, 4.35%, and 8.69%. • We investigate the audit independence from the level of audit management systems. • This paper finds a substitution effect of digital economic development. • The study discusses the heterogeneity in audit oversight from a global perspective. Two main national policies, feed-in tariff (FIT) and tradable green certificate market (TGC) are adopted to support China's renewable energy (RE) development. Yet it remains an open question whether their influences effectively contribute to regional sustainable development. This study first measures the green total factor productivity (GTFP) of 31 mainland provinces from 2013 to 2020. Then, an empirical investigation is conducted to analyze the impact of China's FIT reduction and TGC policies on provincial GTFP. So far as provincial GTFP is concerned, empirical results confirm promotion effects from FIT reduction policy, and negative effects from green certificate trading practices. It also presents similar effects on provincial green technology innovation, promotion from FIT reduction, while hindering influence from TGC market. A point worth noting is that a positive effect on provincial GTFP results from a joint implementation of FIT reduction and TGC. Provincial GTFP is partially affected through RE power generation proportions. This paper's highlight lies in revealing energy policies' crucial role, such as FIT reduction and TGC markets, in regional sustainable development promotion. Abstract: This paper investigates the relationship between the green economy and green jobs in China through the following question: Can the current GHG mitigation policies in China’s power generation sector bring more jobs to China? Using both analytical and input–output models this paper analyzes the direct and indirect employment impacts of two main mitigation policies in the power generation sector. This paper proves that the above-mentioned question is not simple. Mitigation policies in China’s power generation sector from 2006 to 2009 caused a total of 44 thousand net jobs losses. However, as the share of renewable energy that has an indirect employment impacts increased in 2010, the policies from 2006 to 2010 actually resulted in 472 thousand net job gains. This paper asserts that to ensure the co-existence of green economy and green jobs in China’s power generation sector, policy makers should further promote solar PV, biomass and wind technologies. In 2010, for every one percent increase in the share of solar PV generation there could be a 0.68% increase in total employment in China, larger than any other power generation technology. Finally, this paper argues that a matching educational system and personnel structure is also needed. [Copyright &y& Elsevier]

The importance of dealing with the relationship between foreign direct investment (FDI) and green innovation for sustainable development is being highlighted. However, since FDI can have both positive and negative effects on sustainable development, coupled with regional differences and different development conditions, there is uncertainty about the relationship between FDI and green innovation. Based on the panel data of 30 provinces in China from 2007 to 2018, this paper uses the two-tier stochastic frontier model to decompose the positive and negative effects of FDI on green innovation in different time periods and provinces, and considers the role of regional conditions that lead to regional differences in the green innovation effects of FDI, in order to better provide precise research findings for analyzing the relationship between FDI and green innovation in different provinces in China. First, empirical research shows that the inhibition effect of FDI on green innovation efficiency is smaller than the promotion effect, which makes the combined effect not obviously positive. The average inhibition effect of FDI on green innovation efficiency is 0.0041 and the average promoting effect is 0.0047, which makes the combined effect averaged 0.0006. Second, there are regional differences in the driving effect of FDI on green technology innovation. The western region's FDI has a greater drive effect on the efficiency of green innovation than the central and eastern regions. Third, the promoting effect character of FDI on green innovation efficiency is a "U" type with 70% percentile of the environmental regulation intensity as the inflection point. Due to the imperfection of China's economic structure at this stage, China's relatively developed regions have not yet established the market and industrial structure advantages to fully release the green innovation effect of FDI. Based on the research conclusions, to better promote green innovation efficiency, it is necessary to overcome the disadvantages of the green innovation process dominated by the central government, cultivate and develop green innovation markets, adopt incentive initiatives for foreign enterprises with green technology spillover effects, implement policies to address regional differences, and strengthen the interaction mechanism between FDI and green technology innovation in home countries. • Analyze the bilateral effects of FDI on green innovation efficiency. • FDI not only promotes but also restrains the efficiency of green innovation. • The inhibition effect of FDI is smaller than the promotion effect. • The combined effect of western regions is greater than eastern regions in China. The "Digital China" strategy is changing China's economic development model, and China is gradually shifting from pursuing rapid economic growth to high-quality economic development quality. This paper constructs China's urban information and communication technology (ICT) comprehensive development index and then innovatively undertakes the impact of the ICT on green total factor energy efficiency (GTFEE). Using panel data from China's 213 prefecture-level cities from 2011 to 2018, this study explores the direct impact, mediating effect, nonlinear relationship, and regional and development differences of ICT development on GTFEE. The dynamic panel model results show that ICT development positively promotes GTFEE, moderated by technological innovation and industrial structure effects. It is also indicated that the impact of ICT development on GTFEE varies with different resource mismatch levels by using the dynamic threshold model novelty. Moreover, diverse regional locations and development levels lead to varying influences of ICT development on GTFEE. Green economic growth and sustainable development complement each other, promoting green economic growth has important practical significance. However, the existing research focuses on qualitative analysis and less on quantitative analysis of the green economic growth. This study constructs a comprehensive index system of green economy, and uses entropy weighted TOPSIS method to evaluate the green economic growth from 2000 to 2017 in China. This study shows that:(1) Since the 21st century, China's green economy has been constantly improved. Ecological civilization and social progress are the main support for green economic growth. Economic development is secondary, and innovation-driven is lagging behind. (2) There are obvious regional differences in green economic growth. The eastern region is obviously better than the central and western regions, but the overall regional differences are shrinking. At the same time, the green economic growth shows obvious spatial agglomeration effect. (3) Population size, economic development level, technological innovation, industrial structure, urbanization, environmental regulation and FDI have impacts on the green economic growth, but the spatial effect of each influencing factor is different. In the process of developing the green economy, policy-makers should fully combine the spatiotemporal evolution of the green economy and its influencing factors, and make targeted policies. • This paper measures China's green economic growth. • Entropy weighted TOPSIS framework is employed. • China has made great progress in green economic growth. • China's green economic growth has obvious regional heterogeneity. • China's green economic growth has a spatial effect.
