Data related to building energy use fuels the research and applications on building energy efficiency, which is an essential measure to address global energy and environmental challenges. However, in most cities, there is a lack of comprehensive and publicly accessible building energy use datasets with necessary temporal and spatial granularities to support urban building energy modeling, regional energy planning, city-level building performance benchmarking, and policymaking on building energy efficiency. Data owners and governments are facing challenges in determining which and how building energy use data should be disclosed at the city level and how to protect data privacy. This review paper provides insights to answer these questions based on a comprehensive and critical review of worldwide open datasets and their applications in the built environment context. Detailed information about the collected 33 building energy datasets is summarized and categorized. Studies identified into 11 subdomains using these open datasets are critically analyzed and compared. Potential policy implications based on the studies are also proposed. Moreover, non-energy datasets that are frequently used in research relevant to urban building energy use are also introduced. Solutions to privacy issues are discussed to address concerns from data publishers. Finally, significant conclusions are made to support the proper disclosure of city-level building energy data. This paper summarises the results of a study to identify and quantify the potential impact of measures and policies to reduce the energy consumption of air conditioning in European countries over a 10-year period. The market penetration of air conditioning in Europe has increased steadily over several decades. On a “business as usual” basis, its energy consumption would increase by over 50% by 2020. Measures to restrict this increase are therefore important, but the savings potential straddles several overlapping areas which are subject to different constraints including those imposed by the replacement rates of systems and products, and the refurbishment rates of existing buildings. This work reported in this paper is based on the use of information from a variety of sources in a highly disaggregated model to assess the “realisable” savings over a 10-year period, taking into account relevant constraints. The paper summarises results at a European level, focussing on those cases that generate the greatest realisable savings. Savings are possible in three areas: improved equipment and system efficiency, reduced cooling loads, and more effective operation. The cases that offer the largest savings provide the basis for recommendations for policy measures, often using existing policy instruments. Abstract Beyond the definition and measurement of energy poverty, which have mainly attracted research interest over the last decades, attention has recently begun to turn to a broader notion of energy vulnerability. So far, this has mostly been approached on a theoretical base, suggesting the incorporation of broader socio-economic aspects into the energy poverty framework. However, the quantitative measurement of energy vulnerability is still an unexplored field of research. In this paper, the "Vulnerability Index" is developed, which, based on stochastic analysis, quantifies the vulnerability of a population to the energy poverty ratio, compared to a reference population. Moreover, Sensitivity Analysis quantifies the particular contribution of various parameters to the problem, by determining their weighting factors. As case study, the vulnerability of Greek mountainous regions with respect to the country level was studied. The results showed that households living in mountainous regions are more vulnerable versus those of the whole country, at 89.7%. It was also found that energy policy should focus on raising incomes of mountainous population and, afterwards, on energy saving measures and reduction of heating cost in mountains. Abstract Nearly zero energy buildings (NZEBs) constitute one of the main pillars of the energy policy of European Union (EU). Greece has recently established a clear definition for NZEB, however the interdependence between cost-optimality and the energy performance of NZEB has not been adequately studied. The present work includes a cost effectiveness analysis among different energy efficiency interventions for the existing residential Greek building stock. To this end, the calculation of the investment as well as the operating and maintenance cost for a wide range of energy efficiency measures were carried out. All calculations were based on the methodology defined in the Directive 2010/31/EU on the energy performance of buildings, while the economic evaluation assumptions were based on the EN 15459-1 standard. The goal is the determination of the most cost effective (cost-optimal) measures that are applicable for two different building types; Single Family House (SFH) buildings and Multi-family House (MFH) apartment blocks, taking into account the period of their construction and the climate zone they belong to. Furthermore, the scope of the paper includes also the assessment of the gap between these measures and the NZEB thresholds. One of the long-term challenges outlined within the UK Government's Energy White Paper (2011) is to cut both greenhouse gas (GHG) emissions and energy bills by improving household energy efficiency. As such, several energy-related initiatives have, in recent years, been promoted including the Community Energy Saving Programme. In this study, we explore how patterns of user consumption as influenced by occupant awareness and behaviour, can both positively and negatively influence policy initiative delivery. In so doing, we present the results from an extensive pre- and post-retrofit home energy use and performance survey of 150 properties located in Nottingham's Aspley ward, home of one of England's pilot CESP schemes. Our results show that whilst this specific initiative significantly improved home conditions and reduced energy consumption, it failed to achieve the predicted £300 annual savings on household energy bills. This was found to be largely attributed to occupants’ ingrained habits towards household energy use, higher comfort level preferences, (lack of) energy consumption awareness, and insufficient information provided to help residents better manage their home energy use following the retrofit. • EU policy efforts on energy efficiency in buildings stared in the 1970s in response to the oil crisis. • The first comprehensive EU policy was the SAVE directive in 1992, introducing policy actions still relevant today. • A major step forward was the Energy Performance of Buildings Directive in 2002 and its subsequent amendments. • Mandatory energy performance standards are progressively converging towards near zero energy buildings. • Additional policies and financing are needed for the full decarbonisation of the building stock. The reduction of energy demand in buildings through the adoption of energy efficiency policy is a key pillar of the European Union (EU) climate and energy strategy. Energy efficiency first emerged in the EU energy policy agenda in the 1970s and was progressively transformed with shifting global and EU energy and climate policies and priorities. The paper offers a review of EU energy policies spanning over the last half century with a focus on policy instruments to encourage measures on energy efficiency in new and existing buildings. Starting from early policies set by the EU in response to the Oil Embargo in the 1973, the paper discusses the impact of EU policies in stimulating energy efficiency improvements in the building sector ranging from the SAVE Directive to the recently 2018 updated Energy Performance of Buildings Directive and Energy Efficiency Directive. The review explores the progress made over the last 50 years in addressing energy efficiency in buildings and highlights successes as well as remaining challenges. It discusses the impact of political priorities in reshaping how energy efficiency is addressed by EU policymakers, leading to a holistic approach to buildings, and provides insights and suggestions on how to further exploit the EU potential to save energy from buildings. Policy makers have realized that without significant increases in the energy efficiency and notable reductions in the energy use of the household sector, it will be impossible to lower carbon dioxide emissions and mitigate the risks of climate change at the global level. The energy demand in residential buildings is influenced by several parameters, such as national economic growth, climate and weather, demographic structure, and technological development. In this paper, we analyze the determinants of electricity and natural gas consumptions in Italy during the period from 2004 to 2013. We provide estimates of price and income elasticities of the demand for both the energy sources in the residential sector. The role played by both energy price and household income is worth attention because it provides evidence for the occurrence of the direct rebound effect. In order to achieve greater energy sustainability, the European Union has begun the reform process of the energy policy. Two main lines have been raised: electricity generation with renewable energy and energy saving. The raising cost of energy makes indoor lighting techniques as one of the most important contributors for energy saving in most of the industrialized countries. Therefore, the history of indoor lighting is not exclusively linked to the development of new light sources, having impact on energy saving and sustainability. The aim of this paper was to study and analyse the evolution and milestones of indoor lighting from incandescent bulbs to the modern light-emitting diodes (LEDs) and organic lighting emitting diodes (OLED) going through intermediate milestones like fluorescent lamps (FL) and/or techniques in lighting induction lamps. As main conclusion of this review, it has been found that indoor lighting techniques with their energy efficiency have opened new perspectives for optimizing the energy conversion and this in turn will play a major role in people's quality of life and well-being. Climatic zoning is an important tool in building energy policy and regulations, smaller and more homogeneous climate zones could help enhance the rationality of energy policymaking. In most countries, climate zoning is based on simplified climate models, and it is difficult to accurately represent the energy demand characteristics of buildings. Therefore, this paper proposes a novel climate subdivision method that tackles the complex relations between climate and building energy-efficient, which move from traditional weather-based approaches to a performance-based approach. Integrate the uncertainty analysis method and the building dynamic performance simulation to extract a novel statistically significant index as the basis for classification. The K -means clustering method and discriminant analysis method are used to obtain and verify the clustering results, respectively. Furthermore, the comparison with clustering results based on degree days confirms the superiority of the new method proposed in this paper in identifying building energy demand. The method is applied to the cold climate zone of China as a showcase. The results show significant differences in building energy demand and the order of key features affecting building performance between each region in the climatic zones. The zone can be further sub-divided into four groups considering the climate factor and building feature uncertainty, and clustering results have been verified by several evaluation indicators. • Residential sector accounts for a quarter of consumption and a fifth of CO 2 emissions. • HVAC accounts for a third of residential consumption, equivalent to 8% of final energy. • Collecting and reporting information is crucial to target residential energy policies. • Retrofitting of residential stock and adopting conservation behaviours are mandatory. • Residential electrification is far away and needs to be accompanied by the decarbonisation of the electricity sector. The residential sector is a major contributor to climate change, accounting for almost a quarter of global energy consumption and a fifth of CO 2 emissions in 2019. Since 2000, residential consumption has grown at a sustained rate of 1%/year, driven by the development of emerging economies, despite stagnation in developed countries. The increasing demand for living space, energy services and comfort levels seems difficult to curb, especially in the developing world on its fair attempt to reduce inequality. To understand these trends, this paper analyses the trajectories of key indicators of activity and efficiency in this sector, for emerging and developed regions, as well as for major consuming nations, mainly China, United States, European Union, Russia, India, Japan and Brazil. Despite data limitations, meaningful cross-country comparisons are presented for fuel mixes, energy services and dwelling types. Heating, ventilation and air conditioning (HVAC) systems account for a third of residential consumption and will grow rapidly as increasing wealth in emerging economies allows for satisfying the thermal comfort demand. Economic development will naturally increase housing size and equipment level and reduce household size, and could close the per capita consumption gap between developing and developed regions. Efficiency improvements could reduce the energy use intensity to around 10 koe/m2 but will not be enough to curb residential consumption. International cooperation, policy support and funding are essential to accelerate development and efficiency gains in developing countries without compromising environmental targets. In the meantime, politicians should focus on decarbonising the energy mix and promoting energy efficiency, while citizens focus on energy conservation to avoid irreversible environmental damage. • In 2017, renewable heat used in residential buildings in AT and CH was 48% and 30% • Renewable heat must be increased by 131% in AT by 2040 and 210% in CH by 2050. • Public subsidies contributed to 51% and 36% of total heat savings in AT and CH. • AT relies more on public subsidies and has a lower cost-effectiveness of policies. • CH obtains similar heat savings with eight times lesser public subsidies. Reducing heat demand and decarbonising heat supply are essential if countries have to meet net zero emission targets. This paper presents a comparative assessment of the impact of energy efficiency polices for heat demand reduction and heat decarbonisation in the buildings sector (2000–2017) in Austria (AT) and Switzerland (CH). It assesses the heat demand, heat supply, effect of different factors on changes in total heat consumption, impact of energy policies that provide public subsidies for heating and compares the effectiveness of different policies and measures. The assessment shows that renewable heat supply in residential buildings has to be increased by about 150 PJ (130% increase from 2017) in AT by 2040 and by 120 PJ (210%) in CH by 2050, which is challenging. Energy savings from improvements in energy efficiency from 2000 to 2017 are 83 PJ in AT and 97 PJ in CH, but these are largely offset by increase in activity and wealth effects thereby resulting in small changes in final heat consumption. The average (2014–2017) annual public subsidies for heating were about 2500 million Euros and 310 million CHF and contributed to 51% and 36% share of energy saving in AT and CH respectively. Both countries achieved similar energy savings, albeit following different policy approaches. Public subsidies for heating are an important policy instrument in AT but have lower cost effectiveness. On the other hand, CH minimised the use of public spending by deploying other policies and funding measures that leveraged private investment to achieve similar energy savings. Energy consumption has long been emphasized as an important policy issue in today's economies. In particular, the energy efficiency of residential buildings is considered a top priority of a country's energy policy. The paper proposes a genetic programming-based framework for estimating the energy performance of residential buildings. The objective is to build a model able to predict the heating load and the cooling load of residential buildings. An accurate prediction of these parameters facilitates a better control of energy consumption and, moreover, it helps choosing the energy supplier that better fits the energy needs, which is considered an important issue in the deregulated energy market. The proposed framework blends a recently developed version of genetic programming with a local search method and linear scaling. The resulting system enables us to build a model that produces an accurate estimation of both considered parameters. Extensive simulations on 768 diverse residential buildings confirm the suitability of the proposed method in predicting heating load and cooling load. • Linking top-down energy efficiency indicator analysis with bottom-up policy analysis. • Explaining the contribution of energy efficiency policies in Germany and Switzerland. • Analysing the counteracting effects to energy policy of rebound and non-compliance. This paper studies the factors underlying the evolution of the energy consumption for space heating in residential buildings by linking top-down analysis, based on meso -indicators, and bottom-up analysis, based on policy evaluations. The top-down analysis (i.e. the perspective from energy statistics) allows one to separate the change in total energy use into activity level, societal factors and energy efficiency gains. The explanatory power of the resulting meso-(statistical) indicators is often limited, if the underlying factors are not examined (e.g. changes in heating levels and patterns, weather effects, cost of energy and policies regarding insulation and heating system standards). We overcome most of these drawbacks by conducting a bottom-up analysis (i.e the perspective from single policy measures), which enables us to discern the contribution of energy efficiency policies to the changes observed with the meso -analysis. We focus on space heating consumption in the residential sectors for Germany and Switzerland. A major aim of this analysis is to show the contribution of energy efficiency policies (such as thermal building regulation, subsidy programmes, fiscal measures etc.) towards the changes in this indicator. The results show that the progress in energy efficiency (both autonomous and policy induced) in both countries had the greatest effect (-776 PJ for Germany, −42 PJ for Switzerland) regarding the change in energy consumption for space heating in the period from 2000 to 2016. However, the impacts of "technical and comfort" rebounds (+436 PJ for Germany, N/A for Switzerland) and other developments such as societal changes (+316 PJ for Germany, +35.5 PJ for Switzerland) were found to compensate for a significant part of the energy efficiency gains. In both countries, it was possible to link physical energy efficiency indicators to policy evaluation, but limitations were also identified which are primarily related to data gaps. The energy performance of 11 bank branches in the Brazilian city of Curitiba was analysed using bottom-up engineering energy benchmarking method. As part of a previous study to classify bank buildings, these bank branches were selected for a further study with their building parametric and energy-related data obtained from building drawings and specifications as well as on-site surveys. The energy assessment of these branches was conducted using the existing (RTQ-C) and proposed (INI-C) Brazilian energy efficient labelling regulations for non-domestic buildings. The ability of both systems to produce results which are compatible and could be used to reflect the actual building energy consumption was examined. The study shows improvement of the INI-C system with calculation of energy consumption values and conditions for different reference buildings. However, performance gap between the calculated and actual energy consumption was found due to various reasons including reference values for office buildings were inaccurate for bank buildings. Hence, a list of modified reference values was proposed for bank buildings to represent bank buildings more accurately. This paper highlights the strengths and limitations of both the existing and proposed regulations and presents a reality check against the calculations of energy ratings and actual energy consumption of the buildings. It was concluded that the existing and proposed regulations have to be improved significantly in terms of calculation methodology in order to meet the demand of future energy policy in Brazil. • A replicable methodology for identifying reference buildings is presented. • The k -means clustering method is applied to the energy performance certificate database. • To illustrate the methodology, an EPC database including 13,701 offices is used. • Sixteen clusters and corresponding representative offices are identified. • Representative offices can be used for cost-optimal retrofitting analysis of the entire stock. A large number of buildings must be evaluated to formulate energy retrofitting policies for existing building stock. In this context, it is crucial to identify reference buildings that can effectively represent the entire stock, since such buildings can then be used to assess the individualized cost-effectiveness of retrofitting measures. This paper presents a novel approach for identifying and defining a set of reference buildings by applying the k -means clustering method to energy performance certificate databases. To this end, a four-step methodology has been envisaged. First, an energy performance certificate database is prepared and variables that have an impact on energy consumption are pre-selected. Selected data are then pre-processed. Next, the k -means clustering method is applied. Finally, the resulting cluster centroids are used to identify the closest energy performance certificates in the database, in other words, the representative buildings that will then be used for cost-optimal retrofitting analysis. The methodology is illustrated using the energy performance certificate database managed by the Catalan Institute of Energy (ICAEN), which includes a sample of 13,701 offices. Due to the large number of missing values in the database, the k -means clustering algorithm was finally performed over 6,083 energy performance certificates. Seven representative office blocks and offices in industrial buildings and nine representative offices in residential buildings were identified.
