• Qualitative outcomes of energy poverty across Australian climate zones are compared. • Outcomes influenced by energy costs and local energy, housing and welfare policies. • Measures of energy poverty and policy responses need to reflect local contexts. Academic interests into energy poverty have been growing since the 1990s. These have ranged from quantitative measures and qualitative reflections, as well as ones that aimed to provide more nuanced definitions. These studies have, however, typically focused on single jurisdictions or across national borders, with very few examining the issue across different climatic and policy contexts within the same nation. This paper aims to address this gap by focussing on differences in climate conditions, local policies and quality of the housing stock across Australia and reflects on how these factors each played a role, to varying degrees, in the prevalence of energy poverty amongst lower-income households across eight metropolitan and regional settings conducted as part of a recent study in Australia. Through a review of focus group, interview and workshop data, it especially highlights the more qualitative impacts of energy poverty, and how each of these factors come to influence the extent to which lower-income households experience energy poverty and the support they were able to access. Additional to the need for more contextualised measures of energy poverty, this paper calls for localised responses to alleviate the negative outcomes reflected by our participants in regard to both energy and housing policies. In Australia, heatwaves are the deadliest natural hazard and a major driver of peak electricity demand. The disproportionately high peak demand increases electricity prices, causes occasional blackouts and exacerbates energy poverty, all of which limit one’s ability to use air conditioning. Meanwhile, increased energy efficiency of dwellings may decrease their heat stress resistance. This paper challenges whether the current Australian Nationwide Energy Rating Scheme encourages heat stress resistance. Cooling consumption, peak cooling demand and the risk of indoor overheating were assessed for a typical single-storey home in Adelaide and Sydney. Design options between 6 and 8 stars, plus two traditional, energy-inefficient homes were simulated with the AccuRate energy simulation program. This paper demonstrates that the NatHERS does not directly encourage heat stress resistance in new homes and can even deliver buildings with worse heat resistance and increased reliance on air conditioning than traditional, energy-inefficient buildings. This overreliance on air conditioning can present a public health hazard, consequently, the integration of heat stress resistance in the Nationwide House Energy Rating Scheme is recommended. There is currently a limited use of timber products in residential development in Australia due to the dominance of heavy materials such as concrete, steel and brick. This dominant use of heavy materials is a reversal of the traditional material choice that was based predominantly on timber products. Technological advances and efficiencies drove the change to heavy materials to use in residential construction. The emerging issue with this reliance on heavy materials is the impact of their use on the environment. The carbon impact and problem of finite resource depletion associated with concrete, steel and bricks need to be addressed due to the increasing pressure from national and international requirements and legislations. The construction industry needs to reduce its negative impact on the environment and the renewable nature of timber presents a material solution to the problem. Timber from sustainably managed forests and plantations can be utilised as lumber or manufactured into engineered products for residential development. This paper examines the benefits of timber used in building envelopes when compared with conventional high-density materials such as brick and concrete when construction is designed with equivalent thermal performance. Multiple case studies were used to demonstrate the reduced life cycle energy and costs, and the time of construction benefits of timber when used as an alternative to heavy materials. Results revealed that Life cycle energy and time of construction showed noticeable differences between timber construction and heavy materials and cost showing marginal differences. A Net Zero Energy Building (NZEB) is a term, subject to ambiguity, that could be used to describe a building with characteristics such as equal energy generation to usage, significantly reduced energy demands, energy costs equalling zero or net zero greenhouse gas (GHG) emissions. Despite lacking an authoritative definition of NZEBs, this relatively new emerging concept in Australia provides significant opportunities to reduce GHG emissions, energy usage and operational energy costs for buildings owners. This paper aims to explore the existing NZEB models, assess the progression of NZEB literature, identify key policies encouraging NZEB development and recognise potential areas of NZEB research. To move to holistic indoor environmental quality (IEQ) assessment methods of residential building performance in Australia, a relevant evidence base on the comfort behaviour and preferences of contemporary households is needed. A lack of information on the environmental conditions, behaviour and preferences relevant to dwellings in Australia’s hot humid climates has been revealed as an area of ongoing policy and research interest. This paper explores the cooling practices of households living in predominantly naturally ventilated dwellings in Darwin, the Northern Territory through a survey of behaviour, preferences and dwelling construction (n = 102) and a 12-month longitudinal thermal comfort study in 20 houses (n = 2535). The results show that these households employ a range of adaptive behaviours in response to warm and hot conditions. The houses were almost always naturally ventilated, with the assistance of ceiling fans for approximately 50% of the time. The limited use of air-conditioning in these houses is more strongly associated with indoor humidity levels than temperature. These patterns of comfort behaviour provide a basis for the enhancement of building simulation models for the performance assessment of dwellings in naturally ventilated mode in hot humid climates in Australia. Australia’s commercial building stock exceeds 134 million m 2 of net lettable area, with retail buildings contributing 35% to this sector’s energy use. The energy intensity of retail buildings in hotter climates is higher than the national average, as is the energy intensity of smaller buildings (under 1500 m 2 ) that are not considered ‘high-end’ commercial properties. Little attention has been paid to improving the energy efficiency of these types of buildings through regulation (for new buildings) or through market mechanisms (for retrofitting). As many of these buildings are single storey ‘warehouse’ type buildings, their predominant heat load comes through the roof, and thus are well suited to benefit from cool roof technology. Despite this, there remains a deficiency in quantifying the benefit of such technology in the context of single-storey retail buildings in Australia. This paper reports on an experimentally validated numerical study aimed at addressing this deficiency. Results show that application of cool roof technology to a warehouse type building in a subtropical environment increases the energy efficiency by shifting space temperature towards the design set point (21–23 °C), and thus reducing cooling energy demand. This study also indicates an energy saving every month with the application of cool roof, with the largest saving in hotter months and no heating penalty in cooler months. Application of cool roof technology on warehouse style buildings across Australian buildings indicates energy savings can be achieved in all broad Australian climatic zones, with the greatest energy reduction associated with tropical, subtropical and desert environments. A rapidly warming planet provides a significant challenge to the design, delivery, and maintenance of habitable housing across Australia. Information on the adequacy of current measures for cooling Indigenous houses in regional and remote communities in relation to climate change and rising energy consumption costs is lacking. Such information is needed to better protect low socio-economic status householders, people with pre-existing health conditions, and people living in climatically exposed regions. This article models the thermal performance of both existing and 'improved' (built to current national construction code standards) housing stock in relation to various occupancy density, cooling system, and ventilation practice scenarios. This modelling was undertaken for housing in Australia's tropical, arid, and hot/mild climate zones, matching the sites where most discrete Indigenous communities are located. Results show that retrofitting existing housing stock and even building new stock to meet recommended standards are not adequate measures for current or future climate changes. This paper challenges current knowledge, policy, and practices regarding Indigenous housing, demonstrating that significant reform is necessary to maintain habitable conditions and improve energy resilience. Aquatic centres are popular recreational facilities in Australia and other developed countries. These buildings have experienced exponential demand over the past few decades. The growing desire for better indoor environmental quality in aquatic centres has resulted in a marked increase in energy consumption in this sector. With the existence of multiple user groups, achieving thermal comfort has always been challenging. Even though several thermal comfort studies are conducted in other building types, such studies are very limited with respect to aquatic centres. This paper analyses the thermal comfort conditions of various user groups in seven aquatic centres in Australia. Comfort measurements are performed through monitoring environmental parameters and surveying swimmers, staff and spectators. The results revealed the variation of air temperatures among the buildings, resulting in high level of thermal discomfort for the spectators and staff in some of the buildings. The thermal sensation of the staff and spectators had good correlation with the indoor temperatures and PMVs. Altering temperature settings according to the seasons will help to improve the comfort with respect to the adaptation and expectation of the occupants. [ABSTRACT FROM AUTHOR]

Moisture-related issues in buildings can accelerate the decay of building materials and increase occurrence of mould, resulting in significant economic and health implications. Transient hygrothermal risks assessment proved to be the most reliable approach, yet its application at early design stages is impeded by the high number of assumptions, input and skills required to be robustly applied. Climate-based indicators can assist in determining effective prevention design strategies based on the magnitude of the potential hygrothermal risks. However, in Australia, the National Construction Code relies on a climate zoning originally developed for thermal and energy efficiency provisions, clustering locations that present different moisture profiles. This paper investigates the suitability of the existing climate zones for hygrothermal risk indications by calculating the moisture index for several representative cites across Australia. Results reveal the current climate mapping to be unsuitable and too coarse to reliably provide robust indications for moisture management. Further, a new characterization of Australian climates for hygrothermal assessment purposes is proposed as a first step towards a better representation of moisture risks within the building code. In assessing the energy efficiency of a house design, particularly methods incorporating building performance simulation, assumptions are made about how the occupants operate the building. Often these assumptions are standardised to simplify the assessment process with the intention of enabling a straight forward comparison between designs. Assessment of performance using standardised operations may pose a disadvantage to house designs that are intended for households who are likely to operate the house outside of the assumed norm. This paper examines occupant behaviour in low energy houses in the context of the Australian regulatory house energy rating scheme and, using simulation, demonstrates the impact of alternative occupancy settings on the validity of the predicted house energy rating. The results clearly show that current occupant assumptions within the scheme fail to adequately reflect actual heating and cooling practices in low energy dwellings and, as such, overestimate energy consumption within these households. Based on these results it is suggested that, for equitable assessment of these households, settings within the simulation engine used for assessment must be modified to align with actual user behaviour. Abstract: Building performance simulation has a key role in facilitating effective retrofitting of commercial buildings, an essential task to reduce Australia's greenhouse gas emissions. Simulation users commonly rely on assumptions for certain ‘hard-to-measure’ building and behaviour inputs, and the range of values use can significantly affect predicted energy consumption. New financing methods in Australia may attach financial risk to this simulation uncertainty. This paper reports on a study examining the sensitivity of total predicted building energy consumption to hard-to-measure simulation inputs for two template Australian office buildings; a 10-storey office tower located in a Central Business District (CBD), and a 3-storey office on the fringe of a CBD. The predicted energy consumption for the archetypes varied by more than 50% from baseline consumption for all Australian capital cities, using high and low assumptions. The input parameters that significantly influence energy consumption were found to be; cooling set-point, Information and Communications Technology (ICT) power density, ICT usage schedule, and lighting power density. A case study of a simple lighting upgrade to a 10-storey office building in Sydney showed that the payback period could vary from 2.4 to 10.3 years depending on the simulation assumptions used. Abstract: High growth in the uptake of electrical appliances is accounting for a significant increase in electricity consumption globally. In some developed countries, standby energy alone may account for about 10% of residential electricity use. The standby power for many appliances used in Australia is still well above the national goal of 1W or less. In this paper, field measurements taken of standby power and operating power for a range of electrical appliances are presented. It was found that the difference between minimum value and maximum value of standby power could be quite large, up to 22.13W for home theatre systems, for example. With the exception of home audio systems, however, the annual operating energy used by most electrical appliances was generally greater than the annual standby energy. Consumer behaviour and product choice can have a significant impact on standby power and operating power, which influences both energy demand and greenhouse gas emissions. [ABSTRACT FROM AUTHOR]

• A hybrid short-term load forecasting method is proposed. • A data preprocessing module is conducted based on de-noising technique and fuzzy time series. • To balance the forecasting accuracy and stability, a multi-objective optimization algorithm is applied to optimize the BPNN model. Countries around the globe have introduced renewable energies (RE) and minimized the dependency of fossil resources in power systems to address extensive environmental risks. However, such large-scale energy transitions pose a great challenge to power systems due to the volatility of RE. Meanwhile, power demand is increasing over time and it shows temporal characteristics, such as seasonal and peak-valley patterns. Whether the future power system with a larger proportion of RE can meet the surging but fluctuated electricity demand remains problematic. Previous studies on short-term load forecasting focused more on forecasting accuracy than stability. Further, there is a relative paucity of research into temporal patterns. In order to fill in these research gaps, this paper proposes a fuzzy theory-based machine learning model for workdays and weekends short-term load forecasting. Fuzzy time series (FTS) is applied for data mining and back propagation (BP) neural network is used as the main predictor for short-term load forecasting. To exploit the trade-offs between forecasting stability and accuracy, multi-objective optimization is applied to modify the parameters of BP. Moreover, an interval forecasting architecture with several statistical tests is constructed to address forecasting uncertainties. Short-term load data from Victoria in Australia is selected as a case study. Results demonstrate that the proposed method can significantly boost forecasting stability and accuracy, and help strategy making in the field of energy and electricity system management and planning. Abstract: A two-storey rammed earth building was built on the Thurgoona Campus of Charles Sturt University in Albury-Wodonga, Australia, in 1999. The building is novel both in the use of materials and equipment for heating and cooling. The climate at Wodonga can be characterised as hot and dry, so the challenge of providing comfortable working conditions with minimal energy consumption is considerable. This paper describes an evaluation of the building in terms of measured thermal comfort and energy use. Measurements, confirmed by a staff questionnaire, found the building was too hot in summer and too cold in winter. Comparison with another office building in the same location found that the rammed earth building used more energy for heating. The thermal performance of three offices in the rammed earth building was investigated further using simulation to predict office temperatures. Comparisons were made with measurements made over typical weeks in summer and winter. The validated model has been used to investigate key building parameters and strategies to improve the thermal comfort and reduce energy consumption in the building. • The impacts of COVID lockdown on six aged care communities' energy and peak demand are studied. • The lockdown period was compared with the same period of similar temperature in previous years. • The impacts of COVID lockdown varied enormously in different climate regions. • Effectiveness and limitations of existing energy KPIs are discussed. In late March to April 2020 residential aged care facilities (RAC) in Australia were under COVID-19 lockdown. This paper explores whether the resultant restrictions on entry and exit and elimination of site group activities within RACs impacted on the total electricity use, peak demand and electrical load profiles. Six RACs in four different climate zones are analysed, comparing historical electricity load and demand profiles with the lockdown period. The facilities in warm regions showed largest reductions in energy use and peak demands. There was a peak demand timing shift in temperate regions and hot regions' changes were negligible for energy use or peak demands. This study revealed the limitations of using aggregate data as the key performance indicator (KPI) – energy use per bed. Also, KPIs in relation to cooling degree days (or total cooling and heating degree days) have been examined and are not recommended for temperate regions or temperate seasons. The potential CO 2 emission reduction from onsite renewable generation is quantified. Further research is to investigate energy use changes at circuit levels under lockdowns, and develop more nuanced KPIs that include the rate of energy use and the timing of that use. The dominant models of adaptive thermal comfort are derived from observations largely drawn from commercial and non-residential buildings. The appropriateness of these models for application in the evaluation or specification of residential thermal performance, however, remains largely untested and emerging work suggests that people within their own homes—with more opportunities for adaptation—have markedly different comfort preferences. This study draws on a substantial database of observations from Australian residential thermal comfort field studies, comprising of over 50,000 observations contributed by occupants of over 300 houses and apartments.
