[Display omitted] • This paper summaries the present regulations and policies concerning M−TES (Mobilized thermal energy storage) in China. • The policies are analyzed based on the aspects including facility manufacture and operation, road transportation, and financial guidance. • The results can provide references for the government or policy makers to promote the development and safe operation of M−TES in China. Mobilized thermal energy storage (M−TES) is a promising technology to transport heat without the limitation of pipelines, therefore suitable for collecting distributed renewable or recovered resources. In particular, the M−TES can be flexibly used for the emergency heating in the COVID-19 era. Though the M−TES has been commercializing in China, there is not any specific regulation or standard for M−TES systems. Therefore, this paper summarizes and discusses the existing regulations and policies concerning M−TES in the aspects of facility manufacture and operation, road transportation, and financial support and guidance. Furthermore, the suggestions were presented including necessary consensus on the development of M−TES among different departments, consideration of local conditions when drafting or revising regulations and policies, sufficient investment, or subsidy on the R&D of M−TES, and qualification recognition of M−TES companies and staffs. In China, the population is expected to continue to grow together with construction of new buildings. Consequently, the energy demand required by the building sector will inevitably rise. This paper focuses on the Chinese residential sector and describes the structure by using the EfB—energy for buildings model. Using this tool it is possible to simulate the trend of the energy demand until 2030. A range of different scenarios – at national and regional level – is presented and discussed, including government plans and the application of some proposed recommendations. The analysis suggests that the energy consumption in this sector will not stop its growth and in 2030 it will comprise between 9500 and 14,000 PJ. Meaningful energy savings can be achieved with the introduction of more aggressive policies and behavioural change. Many difficulties have been faced in this work because of the complexity and rapid evolution of the Country; anyway, it can be considered as a starting point for future research. Among further improvements, the paper suggests the introduction of a more complete description of the building types, the association of the floor area evolution to the construction sector activity and the inclusion of economic and environmental evaluations. Abstract: This paper takes a close look at the China national standard GB50189-2005, Design Standard for Energy Efficiency of Public Buildings, which was enforced on July 1, 2005. The paper first reviews the standard, then compares the standard with ASHRAE Standard 90.1-2004 to identify discrepancies in code coverage and stringency, and recommends some energy conservation measures that can be evaluated in the design of public buildings to achieve energy savings beyond the standard. The paper also highlights several important features of 90.1-2004 that may be considered as additions to the GB50189-2005 standard during the next revision. At the end the paper summarizes the latest developments in building energy standards and rating systems in China and the US. [Copyright &y& Elsevier]

Abstract: The purpose of this research is to found a national statistical system of energy consumption in the residential building sector of China, so as to look into the actuality of residential energy consumption, and to provide data support for building energy efficiency work in China. The frame of a national statistical system of residential energy consumption is presented in this paper, according to current status of the climate, social and historic conditions, and energy consumption characteristics in the five architecture climate divisions in China. The statistical index system of residential energy consumption is constituted which refers to housing unit characteristics, household characteristics, possession and utilization of energy consuming equipment, and residential energy consumption quantities. This index system suits for all the different utilization structures of residential energy consumption in different architecture climate divisions. On this base, a complete set of statistical reports is worked out to measure the energy consumption of cities, provinces and the country stage by stage. Finally the statistical method above is applied to measure residential energy consumption by case studies, in order to validate the feasibility of this method. The research in this paper covers the first step of the elaboration of the statistical method to investigate energy consumption in China, and more work will be done in future to further impel national statistics of residential energy consumption. This paper proposed a hybrid Logarithmic Mean Divisia Index (LMDI) model that decomposes the change of total energy consumption (TEC) in the building sector to three different dimensions: 1) key influencing effects that include area effect, structure effect, population intensity, value intensity, and energy intensity; 2) three phases that include material production, construction, and operation; and 3) geographically distributed regions. Then, the model was validated in China's building sector based on the data collected from 30 provinces during 2007–2015. The key findings show that: (1) the increased final energy consumption in the building industry accounted for 53.3% of that in China. (2) Building material production contributed the most (69.2%) to the energy changes, followed by building operation (29.6%) and construction (1.2%). (3) The change of TEC was attributed the most to the area effect (90.4%) and the energy intensity effect (42.4%). (4) Zhejiang, Jiangsu, Hubei, Hebei, Fujian and Shandong contributed the most (47%) to the increase of China's building energy use. These findings provide an insightful understanding of the building energy changes and also a quantifiable justification for making building-specific energy policies, which are discussed at the end of the study. Currently, there is no clear and unified understanding about the status quo of China's energy consumption in the building sector. In addition, a considerable underestimation of energy associated with buildings has impeded the effective implementation of measures to improve building energy efficiency of China. Thus, in this paper, we seek to identify the building sector's energy consumption of China by establishing an estimation model of building energy consumption from a life cycle perspective. On the basis of macro-level statistical data and relevant literature, we analyze the activities in each phase and calculate associated energy consumptions throughout buildings’ whole life cycle in China from 2001 to 2013. The results show that China's energy consumption associated with buildings has reached 1.66 billion tons coal equivalent in 2013, with a stable growth rate of 7% annually since 2001. Buildings’ life-cycle energy has approximately accounted for 43% of China's total energy consumption for recent three years (2011–2013). What's more, energy consumption in buildings’ operation phase has been salient, accounting for over 20% of China's total energy consumption. More focus should be drawn on energy efficiency in building material production phase and energy consumed in China's rural residential buildings as both have been significantly neglected. SI (Skeleton and Infill) housing system can significantly improve residential adaptability and flexibility, and provides easier access to housing maintenance compared to traditional building structures. However the promotion of this system in China's building industry remains sluggish. By conducting an investigation and applying Factor Analysis method, this paper explored the factors that inhibit the promotion of SI housing system. Findings revealed that costs and benefits, technology and management, industrial chain and enterprise capacity, as well as policies and regulations are the four major factors that confine the application and widespread of SI housing system in China. In addition, Mean Score method was conducted to explore other critical factors for different stakeholders. The results indicate that the government sectors consider enterprise capacity and industry development as the main barriers while other stakeholders lay emphasis on government support and cost. These findings provide a valuable reference for different stakeholders to identify the major barriers, and make appropriate strategies to participate in promoting CSI housing system. Abstract: As an important part of economical society, colleges and universities have been shouldering the important task of education, science research and social service. In this paper, a detailed investigation in the form of questionnaire was carried out for the energy consumption of colleges and universities in Guangdong Province, including electricity, water, gas and cooling energy consumption from 2006 to 2010. The energy meter reading modes, energy conversation investment amount and energy-efficiency retrofit work were also reported and analyzed. Furthermore, as can be concluded from the survey, there exists great difference in per unit energy consumption between different types of universities classified by schools’ discipline, nature and level, which would be taken into account when the energy consumption evaluation indexes system is established. Although energy-saving measures at Guangdong's colleges and universities bear fruit, Guangdong's colleges and universities still have great potential of energy conservation and emission reduction by Conservation-oriented campus construction, and the government should increase funding and improve economic policy to encourage and support energy saving for colleges and universities. Abstract: This paper analyzed the energy consumption of office buildings in several provinces and municipalities directly under the control of the Central Government of China, utilizing data from the first national survey of about 4600 samples which was conducted in 2007. The Electricity Use Intensity excluding District Heating (EUI excl. DH) of different cities or provinces was analyzed. By conducting a cluster analysis, it was found that a unique “Dual Sector Distribution” feature exists in office buildings in China, compared to a “Single-peak Distribution” characteristic in Japan and the US. The research also intended to explain the possible reasons behind this phenomenon. The Lorenz Curve and Gini Coefficient methods were used as references in order to reveal the regional disparity in China. The results suggested that: (1) EUI excl. DH of office buildings in each city or province in China appeared two different groups, most of them distributed on the lower range from 33.6 to 77.5kWhe/(m2 a), 1 [1] 1kWhe means 1kWh of electricity, distinguished from 1kWh heating (illustrating as kWhh) or 1kWh cooling (kWhc). excluding district heating energy use, while some of buildings fell within a higher range from 51.8 to 107.0kWhe/(m2 a). Abstract: The use of groundwater for cooling and heating purposes is of interest from both the economical and the ecological perspective. The groundwater heat pump (GWHP) system utilizes groundwater as alternative renewable and clean energy source for space heating and/or cooling, withdraws water from a production well, passes it through a heat exchanger and discharges the water into an injection well. By utilizing the relatively stable temperature of groundwater, GWHP system can achieve a higher coefficient of performance. Due to the utilization of groundwater stored in the aquifer, the assessment of the hydraulic capacity of the aquifer based on numerical groundwater models is always needed for the optimum design and the efficient performance of GWHP. In this paper, numerical methods of underground heat-water transfer, energy balance method and thermal storage method were presented to calculate the capacity of unit area of shallow groundwater aquifer. The model results indicate that the numerical method, which is based on performance efficiency of GWHP, represents the behaviour of groundwater pumping/recharging processes, and serves better than energy balance method and thermal storage method, in addition it has been proven itself that this method has the advantages of energy saving and environmental protection. The calculated capacity is positively related to aquifer thickness. It is found that it is easy for ground water recharge in alluvial and pluvial fan located at the piedmont, while the calculated capacity is relatively smaller compared with that of south-east plain where it is not easy for groundwater recharge. • Two-year monitoring campaign of IEQ parameters of a nearly zero energy building was firstly presented in China. • The nearly zero energy building can provide the indoor with a comfortable thermal environment and good air quality with less energy demand. • The overheating problem in the whole year would be especially paid attention during design and operation. • The occupant behavior has a significant impact on energy consumption and thermal comfort. The paper presents a two-year field measurement and assessment of a nearly zero-energy Building in cold zones of China. These parameters of indoor environment quality (IEQ) and electricity consumption for HVAC are recorded. According to the measurement data, the most of indoor temperature was controlled in the range of 23 °C ~ 26 °C and relative humidity (RH) mainly fluctuates within the range of 30% ~ 60%. The concentrations of carbon dioxide (CO 2) and particulate matter (PM 2.5) are lower than the relevant standard requirements in most of the time. The average electricity consumption for HVAC was 33.05kWh/(m2·a) and the heating and cooling demands could be reduced by 55.2% and 54.0%, respectively, compared with existing buildings. In general, the NZEB can provide indoor comfortable thermal environment and indoor air quality with less energy demand, but the overheating problem in summer and effect of occupant behavior should be especially paid attention during operation. Overall, the experience from the actual operation of NZEBs will help China to reach its goals of reducing carbon emissions and addressing climate change through realizing the energy-saving potential of NZEBs. This paper presents the first study of standby power use and its saving potential in China. Standby power use refers to power consumed by appliances when they are switched off or are not providing their intended functions. Appliances in 28 urban Chinese homes were surveyed and standby power use was measured. The combined standby power use was about 29 W per home. However, many occupants unplug appliances when not in use, so standby energy use accounts for 50–200 kWh per year in an average urban home. Residential standby power consumption in China requires the electrical output equivalent of at least six 500 MW power plants. Levels of standby power use in Chinese homes are below those observed in developed countries but still high in part because Chinese appliances have higher standby than similar products in developed countries. Over the past decade, there has been an unprecedented growth in the development of green building projects in China. Using a unique cross-sectional database compiled from multiple sources, this study employs a Negative Binomial regression model to analyze the determinants of local green building development in 282 municipalities, with a focus on local policy and design standards. We present evidence that geographical location, local fiscal revenue, and real estate investment are strong predictors of green building counts. In terms of policy effectiveness, the results indicate that both mandatory regulations and incentive-based policies contribute to increasing the adoption of green buildings; nevertheless, mandatory regulations have a stronger effect on green building development than incentive policies. • PMV overestimated the thermal sensation of students. • Students preferred cooler thermal environment. • A higher percentage of students felt local thermal discomfort. • The lower limit for 80% acceptability determined by TAV could be 19 ℃. • If indoor design temperature is 19 ℃, 3.46% of annual heating load can be saved. A classroom thermal environment directly not only influences students' thermal comfort but also energy-saving. Numerous studies indicate that students' actual thermal comfort is different from the PMV and adaptive model predictions, and the current thermal comfort standards could not be applicable for the classroom thermal environment design and evaluation. This paper aims to study the university students' general and local thermal comfort by a field survey conducted in a classroom during the heating season in Taiyuan, China. The results indicated that PMV overestimated the thermal sensation of students. Thermal acceptance vote (TAV) defined the widest acceptable temperature range, and the lower limit for 80% acceptability could be 19 ℃ in Taiyuan. Students preferred a cooler than a neutral environment. The indoor design temperature determined by the heating load duration curve (LDC) was about 21.85 ℃. If the indoor design temperature could decrease from 21.85 ℃ to 19 ℃, 3.46% of the annual heating load could be saved. Moreover, although a majority of students found the environment general thermal acceptable, a higher percentage of students felt local thermal discomfort.
