Based on input-oriented Malmquist productivity index and parametric decomposition approach, this paper measures China’s green total factor productivity (TFP) index and its growth sources using a panel dataset of 30 provinces of China main-land from 1997 to 2014, and assesses the effect of CO2 intensity regulation on the green TFP growth in China. The results show that the green TFP has been growing at a yearly averaged rate of –1.51% during this period. The results also indicate that the policy of CO2 intensity regulation does not generate significant effect on the green total factor productivity of China’s provinces when using the two stage least squares (2SLS) estimator to control for the potential endogeneity biases. On the other hand, there exists significant heterogeneity in the effect of the CO2 intensity regulation on the green TFP of China’s provinces. Specifically, the CO2 intensity regulation promotes the green development performance of provinces in the eastern area, while it does not generate obvious impacts on the green TFP of provinces in both central and western areas. This paper explores how aspects of national culture may shape the design and implementation of public policy, using the example of energy policy in China. It focuses on cognitive style and on political and legal culture. China’s energy policies display a combination of pragmatism, incrementalism, internal contradiction and ambiguity. This is consistent with evidence from experimental psychology and history that the development of Chinese and East Asian cognitive styles have taken a path distinct from those of Western civilizations with their Greek philosophical heritage. These variations of cognitive style between cultures are reflected in brain function and genes. Policy implementation also bears features from imperial times in the political culture of China’s Communist Party and the contemporary legal system. These arguments reinforce existing calls for caution when seeking to transfer energy or other public policy approaches between countries with different cultures. [ABSTRACT FROM AUTHOR]

The energy rebound effect is a potential threat to energy-saving targets based on energy efficiency improvements. This paper employs a stochastic energy demand frontier model to analyze the energy demand and rebound effect in China's urban residential sector. Using a panel data set of 30 Chinese provincial-level regions over the period 2001-2014, for the first time, we investigate the degrees and determinants of China's urban residential energy demand and energy rebound effect. The results show that residents' income level, energy price, temperature deviation, population scale, household size, and district heating system are significant influencing factors of residential energy consumption. Regarding the energy rebound effect, we find that energy price is negatively correlated with the rebound effect, and an inverted U-shaped relationship between residents' income level and rebound-effect size exists. The magnitude of the rebound effect varies across regions, with an average of 65.4%. The main policy implication generated by this study is that it should be in urgent need of energy pricing reform to mitigate the rebound effect in China. [ABSTRACT FROM AUTHOR]
