In this paper I explore immigrants' notions and practices of citizenship, and how these contribute to the citizenship debate. In order to achieve this, I examine Latin American immigrants' struggle for belonging in Toronto by looking at the Canadian Hispanic Day Parade. This multicultural celebration of ethnic diversity takes place in a marginalized suburban neighbourhood of the city, and I argue that Latin Americans use it to affirm the existence of a Latin American identity and community in Toronto. But, while the parade serves to contest dominant representations of immigrants, visible minorities, and the disadvantaged, it also reveals how forms of community mobilization can internalize neoliberal social relations and even promote a neoliberal agenda. The aim of the paper is to reflect upon the political potential of ethnic celebrations, as well as the constraints and complexities of immigrant citizenship practice within the contemporary context of Canadian multiculturalism and neoliberalism. Low-wage migrant workers in the United States confront a perilous labor market, where wages are low, the risk of injury on the job is high, and the fear of apprehension by immigration authorities is widespread. There is increasing empirical evidence that civil society organizations are becoming involved in mediating labor-market problems, but work remains to be done in developing a robust theoretical conception of why such organizations are involved in this arena and how we might evaluate the impacts of their interventions. This paper presents a framework for interpreting the role of migrant civil society organizations as labor-market intermediaries, by extending Karl Polanyi's theory of the 'double movement' and more recent writing to neoliberalism and precarious work. On the basis of data collected from migrant nonprofit organizations in Chicago, I theorize migrant civil society organizations as part of the creation of a new countermovement that protects the interests of both workers and employers from the destructive nature of an unregulated labor market, as predicted by Polanyi. I catalogue organizations' responses to precarious work and create a generalizable framework for evaluating the contingent outcomes of their strategies. Organizations' work is interpreted as complex and sometimes contradictory: the potential to shield workers and advocate for progressive change is in constant tension with the neoliberal patterns of state and economic restructuring that such organizations can support. This paper documents the rise and fall of a micro-learning region in Philadelphia. The central actors in this region are undocumented Mexican immigrants who until recently were able to draw on the intensity of their workplace interactions and their heterodox knowledge to produce new and innovative building techniques in the city's residential construction. The new knowledge they developed was primarily tacit. More significantly, the learning practices through which immigrant workers developed skills and innovated new techniques were also heavily tacit. Because these practices were never made formal and were never made explicit, they remained invisible and difficult to defend. With the housing-market collapse and subsequent decline in housing renovation in the south-center region of Philadelphia, this tacit knowledge, and the practices that gave it shape and significance, are no longer easily accessible. We draw on this case to demonstrate the importance of access to the political and economic resources to turn learning practices into visible structured institutions that protect knowledge and skill. Whether or not the practices that support knowledge development are themselves made explicit can determine whether the knowledge they produce becomes an innovation that is recognized and adopted or whether it remains confined to a set of ephemeral practices that exist only so long as they are being enacted. his paper presents an object-centred account of the politics of memory at a National Historic Landmark: Angel Island Immigration Station, San Francisco. Once a port of entry and detention for Chinese immigrants arriving in the United States, the Immigration Station exists today as a historic site managed by California State Parks who are in the midst of implementing a new interpretive programme with a mission to: ‘turn a history of exclusion into a future of inclusion’. The discussion fixes on three objects located within the park which play an important role in the representation of the site's past despite being labelled as ‘noncontributing’ in the site's National Historic Landmark's nomination. The biographies of a bronze bell, a granite monument, and a group of wax mannequins as sketched out here suggest novel ways to be sensitive to the many and often unexpected contributions brought by the materiality of an object in practices of remembrance.
