Climate adaptation planning is said to be a necessary and inevitable facet of future societies, and is rapidly occurring across a range of geopolitical scales. Previous scholarship suggests that a democratic decentralized approach, one that fosters inclusive participation and representation, is central to achieving equitable and sustainable outcomes of adaptation. However, recent studies frequently characterize the adaptation process as dominated by a techoscientific approach, among expert and elite actors, that tends to obscure or neglect the perceptions and desires of more marginalized members of society. This paper employs a values-based approach to better understand motivational factors for a closed and non-inclusive adaptation process. Through a case study of early, yet formidable stages of adaptation planning in the urban, coastal region of Hampton Roads, Virginia, empirical data among the epistemic community were gathered by interviews and participant observation at de facto adaptation planning forums. Research results document an exclusionary process favoring the participation and representation of technocratic elites and the exclusion of elected officials and local citizens. When linking these case study findings to value theory, inferences are made that adaptation planning in Hampton Roads is motivated by dominant institutional actor values of power and security, those that are theorized to be in opposition to values fostering social and environmental justice. In light of these research results, this paper calls for a critically reflexive adaptation practice, thereby challenging values, assumptions, and beliefs of the self, as well as social structures and power relations that shape adaptation planning. While the urban is identified as a productive site for addressing climate change, the ‘post-political’ critique dismisses climate policy as a vacuous discourse that obscures power relations and exclusion, defends the established neoliberal order, and silences challenges. This paper argues that rather than consensus, there is a conflict between urban climate policy and the need to reignite economic growth in the context of austerity urbanism, but also that we should not assume that challenges to neoliberal understandings of the ‘sensible’ will always be disregarded. Rather, urban climate policy can be progressed through partnership processes utilising ‘co-production’ techniques which entail significant agonistic, if not antagonistic, contestation. The argument is illustrated with a case study of climate policy making in the context of austerity urbanism in Liverpool, UK. While ‘low carbon’ is conceptualised by elite actors in Liverpool in neoliberal terms as a source of new low carbon jobs and businesses, with an emphasis on energy security and fuel poverty, this view is not unchallenged. The paper recounts how an ad hoc group of actors in the city came together to form a partnership advocating for more strategic decarbonisation, which should be progressed through a bid for the city to be European Green Capital. The disputes that emerged around this agenda suggest that in the context of austerity urbanism the need for cities to act to mitigate against dangerous climate change is not as uncontested as conceptions of the post-political suggest. As the world's largest carbon emitter, China is under great pressure to cut down carbon emissions. Understanding the evolution of carbon emissions across Chinese cities is important for policymakers when allocating carbon emission quota among these cities. This paper draws upon the Open-source Data Inventory for Anthropogenic CO2 to calculate city-level per capita carbon emissions in China from 2001 to 2016. Overall, we find that per capita carbon emissions of Chinese cities have been generally on the rise during the 2001–2016 period. However, there has been on average a modest decline in per capita carbon emissions of cities in China's Yangtze River Delta region and Pearl River Delta region from 2011 to 2016, after a remarkable increase during the 2001–2011 period. The role of urban regions in action on reducing greenhouse gas emissions has become increasingly central to global urban governance over the past 20 years and particularly after new promises and agreements made at COP21. Despite some attention across urban studies, the need to interrogate how new forms of urban carbon governance are transforming infrastructure space remains pressing. This paper examines the low-carbon restructuring of the waste system in Mbale, Uganda, a town struggling to address its socio-ecological futures. The paper asserts that a UPE approach to how urban carbon governance is materialised advances three particular concerns; the governing of urban circulation, carbon capital and socio-material relations. Through examining these, the paper shows how global actors are increasingly involved in low-carbon transformation, use places such as Mbale as spaces of experimentation and dominate the governing of this restructuring. This paper explores the relationship between ‘green’ identity and community environmental practice. It focuses on the ways in which professional community development facilitators and lead members of community groups attempt to actively shape how environmental projects are locally received. Drawing principally on identity, social sustainability and social practice theory scholarship, it reviews the often very personal and place-specific ways in which appeals to green identity are variously understood and applied, or are actively avoided, by community group leaders. Individuals who have become skilful in negotiating and influencing the presentation of environmental projects to the local community are understood here as (green) identity entrepreneurs. Arguably, it is the situated entrepreneurial skilfulness of lead individuals in negotiating the multiple and evolving (green) identities circulating through any one project, which plays a significant part in determining its subsequent impact and longevity. In understanding the contribution of (green) identity entrepreneurship, however, its relational association with everyday practices, routines and meanings of community and place is brought to the fore. The paper also considers how divergent external interpretations of what constitutes legitimate environmental practice at a local level further shape project identity. The discussion is informed by evidence drawn from a qualitative study of 17 community groups and 7 professional environmental support officers participating in a Welsh Government led programme aimed at facilitating ‘community action on climate change’. The growth of community-based Transition Town initiatives in countries like the UK, USA and Canada is popularly perceived to represent a broad, socially inclusive and grounded approach to tackling environmental problems in place-based communities. In focusing on resilience as a core theme, so-called re-localisation initiatives attempt to adopt consensus based approaches to decision making and to highlight the need for an ‘inner transition’ of the self that encourages closer connections between individuals and nature. In this way, Transition has been framed as a new form of social and environmental movement that is re-casting community and political relations for a low carbon and post ‘Peak oil’ future. Yet despite these emergent philosophies of Transition and the considerable scholarship being generated on the role and success of such initiatives, there is an urgent need to situate and analyse Transition within broader understandings of environmental activism. Using data from a two year research project on ‘Values in Transition’, this paper argues that the praxis and spatial complexity of Transition can be understood more deeply through a narrative lens. In mobilising critical scholarship on environmental activism, the paper calls for a ‘Transition Geographies’ that views re-localisation as a dynamic and complex coalescence of competing narratives that sit between traditional forms of environmental activism and directive initiatives for individual behaviour change. As such, the paper highlights the ways in which this new form of environmental activism is shaping praxis across space, and the implications this has for those advocating re-localisation as a strategy for tackling climate change and resource scarcity. The proliferation of markets and market-based policy instruments in environmental governance is premised on the establishment of metrological regimes and the practices of measurement, commensuration, and commodification that underlie these regimes. This paper develops the concept of metrology and examines its role in the function and dysfunction of emissions trading markets. The concept invites us to question the social, political, and scientific conditions under which agreements about measurement and commensuration do or do not occur, and the consequences or effects of particular metrological systems. The paper provides three examples of how measurement, commensuration, and commodification have framed the design and function of emissions markets in order to illustrate the effects of particular metrologies on market rule. Contrary to claims that measurement serves as a means to ‘cool’ political disputes, this paper argues that because markets inevitably have distributional effects, the metrological systems which frame market design are frequently a site of focused political contestation. Seeing measurement and commensuration as inherently political can also provide insight into ongoing disagreements about the appropriate metrics and responsibilities for mitigating climate change and the form and function of markets more generally. Economics does not come in only one version. In order to understand the emergence of carbon markets, this paper turns to the offices of politics and administration and argues that carbon markets ought to be seen as an effect of different versions of economics. Hence, the paper suggests that, in analysing and exploring the emergence of carbon markets, it is not sufficient to focus on market devices. We must study a wider set of devices, such as modelling practices, planning documents, and paper trails. The basis for this analysis is a study of a particular office, the Norwegian Ministry of Finance. The paper traces how, within this office, the climate issue was transformed into an oil issue and how accounting and planning technologies took part in enacting the macroeconomy, rather than the environment, as an endangered object. Hence, when studying the performativity of economics, the macroeconomy must be included, the paper argues, and so must the study of the issue that is being enacted. In pursuing the analysis in this way, the paper seeks to demonstrate that the emergence of carbon markets pertained to not only an emergent climate issue but also to an emergent oil issue. Coastal megacities pose a particular challenge for climate change adaptation and resilience planning. These dense concentrations of population, economic activity, and consumption—the majority of which are in the Global South—are often extremely vulnerable to climate change impacts such as sea level rise and extreme weather. This paper unpacks these complexities through a case study of Metropolitan Manila, the capital of the Philippines, which represents an example of “double exposure” to climate change impacts and globalization. The city is experiencing tremendous population and economic growth, yet Manila is plagued by frequent natural disasters, congestion, inadequate infrastructure, poverty, and income inequality. The need for metro-wide planning and infrastructure transformations to address these problems is widely recognized, but governance challenges are a major barrier. Drawing on fieldwork, interviews, and other primary and secondary sources, I argue that climate change and globalization, in combination with Manila’s historical and physical context, critically shape metro-wide infrastructure planning. Focusing on electricity and green infrastructure, I find that the largely decentralized and privatized urban governance regime is perpetuating a fragmented and unequal city, which may undermine urban climate resilience. This study extends the double exposure framework to examine how global processes interact with contextual factors to critically shape urban infrastructure planning, and how the resulting system conforms to theorized characteristics of urban climate resilience. Putting climate neutrality on the urban agenda inevitably requires a re-imagination and delineation of the boundaries of the city, both at the geographical level, with regard to its inscription in history and concerning the social groups it is composed of. Such an exercise of (re-)imagination or representation is a profoundly political act. It is on the level of this symbolic representation that the (de)politicised nature of sustainability projects must be assessed. Leuven Klimaatneutraal 2030 (LKN2030), a project which aims to make the city of Leuven (Belgium) carbon neutral by 2030, is a case in point. The way it delineates its spatial boundaries, inscribes itself in time and conceives of the main actors representing the city generates profound forms of depoliticisation. Our contention is that these can explain some of the obstacles the project currently faces, whereas it initially triggered a lot of enthusiasm. Though mechanisms of in- and exclusion and agenda-setting inevitably take place in every sustainability project, in LKN2030 these choices tend to be neutralised behind a technical, managerial and scientific discourse. As a result, the project risks to translate potentially interesting dynamics into a consensual project for urban renewal and city marketing, whereby sustainability goals are reframed into marketing objectives and economic opportunities. Recent climate change adaptation policy positions previously mundane weather events, such as heatwaves and coldsnaps, as increasingly dangerous. Within this discourse of ‘extreme’ weather, the health sector is promoting climate-controlled indoor environments as a sensible coping strategy. Such responses mask our constant and ongoing adaptations to weather, which are becoming more dynamic and varied in mobile and globalised societies. In this paper, we are interested in reconceptualising adaptation as a series of everyday and remembered experiences with weather, which are situated within and carried by bodily social practices that contribute to keeping warm and cool. We are particularly concerned with what happens to these practices when those who carry them become mobile, through migration to other countries and climates. We consider the proposition that practices involved in staying warm or cool become more adaptable and innovative when they move. We explore these ideas through a study of international students who had recently moved to Melbourne, Australia from a range of countries. Using a ‘practice memory scrapbook’ method, we consider how student practices are resurrected, modified and/or transformed on arrival to a new locale, where memories are carried forward and disrupted by local varieties. Our analysis redefines the goal of adaptation as achieving tolerable, interesting, manageable, exciting, challenging and curious conditions; rather than pursuing comfort, familiarity and safety. We conclude that increasing exposure to varied weather conditions may enhance adaptive responses, and call for further research with mobile populations to provide further insight into adaptation to weather. It is commonly acknowledged that the world’s rural poor are vulnerable to loss and suffering from global climatic change, but there remains disagreement about how vulnerability should be defined and measured. In this paper, we advance the “profile approach” to vulnerability analysis, illustrated through a cluster analysis of livelihoods and assets of 521 households in India. Our approach focuses on household differentiation as a means to tease apart the causes and conditions that shape variegated exposures to risk. By exploring how vulnerability unfolds through specific constellations of factors on the ground, we believe that the profile approach will serve as a useful tool to build theory on the causes and conditions that shape household vulnerability in different contexts and to aid in the formulation of better-targeted interventions. This paper investigates the scales and temporalities through which climate change impacts may be rendered into socio-ecological fixes for crises of overaccumulation within the (re)insurance industry. The property insurance and catastrophe reinsurance sectors are notorious for their cyclicity, with prices and returns oscillating dramatically between “soft” and “hard” markets. The problem of overaccummulation in soft market periods is often resolved by the destruction of reinsurers' capital reserves through huge catastrophic losses. This is typically followed by the revision of catastrophe models and reestimation of exposed values, processes which absorb additional (re)insurance capital and provide technoscientific legitimacy for raising rates. Reframing climate change risk in terms of ecologically-sourced devaluation suggests that, rather than posing an immediate existential threat, in the short to medium term the uncertain impacts of global climate change might constitute a recurrent “catastrophic fix” for particular segments of financial capital. This highlights both the productivity of uncertainty about climate change impacts and the limits of presuming that the operations of the private insurance market can produce a built environment more adapted to climate change. Rather, the more likely outcome is splintering protectionism: a patchwork of high risk, high reward areas where insurance is available only to those with the ability to pay rising premiums, leaving the state to manage the retreat and relocation of less remunerative properties and populations. Many have argued that the burning of fossil fuels is an essential component of the socionatural metabolism of capitalism as we know it, and that the anthropogenic climate change it is causing may finally bring about capitalism’s end. In this paper, I explore the potential for, instead, a societal shift towards renewable energy sources as the dominant components of global energy supplies to provide a socioecological ‘fix’ to current forms of crisis. In so doing, I develop a notion of an integrated socioecological fix that combines the central elements of Harvey’s ‘spatial fix’ and of neoliberal environmental ‘fixes’ that maintain accumulation by enrolling new elements of nonhuman nature into circuits of capital. I argue, first, that the capital intensiveness and spatial extensiveness of any such transition could provide a global-scale, if temporary, socioecological fix to capitalist crisis tendencies; and, second, that the creation of global scale geographies of renewable energy production, distribution, and consumption would necessarily involve powerful new rounds of investment in, and claims on, rural areas. These impacts would likely fall disproportionately on rural areas, where land values are lowest and existing users often have less power and fewer formal land rights. [ABSTRACT FROM AUTHOR]

This paper starts from the premise that our understanding of the extent to which, and of the conditions under which, we might rely on new or neoliberal forms of governance beyond the state to deliver particular public interest objectives is limited, especially when they seek to instigate changes in corporate behaviour. In response, we briefly explore some of the key elements of debates on 'governance from the outside' where public, private, and civic actors engage in activities that seek to shape the behaviour or performance of a corporation, and 'governance from the inside' where the behaviour of a corporation is shaped by, for example, its structures and systems, resources and opportunities, and cultures and values. We hypothesise that the ability of a particular set of governance conditions to change the behaviour or performance of a business will be shaped by the strength and alignment of (a) the range of external governance pressures surrounding the business and (b) the internal governance conditions within that business. We then consider the reasons why firms within one key sector (UK supermarkets) have responded to one key issue (climate change) in recent years. We argue that a specific set of governance conditions brought about a step change in UK supermarkets' approach to climate change in 2007/08, and that this has triggered a period of improvement in their climate-related performance. However, we suggest that this process of improvement is bounded by the presence of a business case that simultaneously supports incremental change and constrains the potential for more transformative change. We conclude by suggesting that if the business case weakens, then governance conditions are likely to be characterised either by collective inaction or by socially led governance, with its influence being determined by whether the diverse forms of social pressure that are central to it are stronger and better aligned than any associated forms of business resistance. We argue that this has significant implications for our understanding of the extent to which new or neoliberal forms of governance beyond the state can be relied upon to ensure that corporations--or indeed other actors--might help to deliver public interest objectives.
