This paper develops existing work on building design through a focus on one important yet understudied form of regulation: market standards. Market standards are agreed upon definitions of ‘necessary’ provision in buildings and are fundamental in ‘formatting’ markets and determining the value of a building in the market. The paper presents a case study of the design of 10 commercial offices in London, UK, the effects of market standards on the designs and on the potential for the development of lower energy buildings. Theoretically, the paper integrates literatures on standards, institutions and markets to argue that market standards do important ‘work’ in design processes that require closer scrutiny. In particular, we show that market standards are an important form of normative and cultural regulation in the field of commercial office design; format and act as calculative devices in property markets and result in forms of knowledge diminution that break the relationship between building design and occupiers’ practices. Together, these effects result in particular designs being legitimised and valued, and lower energy designs being delegitimised, devalued and pushed to the periphery of the attention of commercial office designers. The interface of a long-standing movement for sustainability at the urban scale and the imperatives of the carbon-reduction agenda are driving change in urban energy systems. This paper seeks to address the nature of that change and, in particular, to consider how different pathways of change are emerging. To do this it draws on the coevolution and pathways literatures to interrogate a database of current urban energy initiatives within the UK. This analysis reveals the multiple pathways of change though which new modes of energy production and consumption are being developed to deliver carbon reductions through the reconfiguring of urban energy systems. The considerable literature on domestic energy consumption practices has tended to focus on either the (re)production and contestation of normative imaginaries, or the links between escalating standards and energy use. Far less has been written which links these related areas together. Accordingly, this paper is positioned at the intersection of debates on domestic consumption, energy use, and home cultures. Through a qualitative study of laptop use in the home, we illustrate how energy-intensive practices, such as 'always-on-ness', and changing computer ecologies and infrastructures, are intimately bound up with the reproduction of particular domestic imaginaries of family and home. A key insight in this paper is that a purely physiological conception of comfort would fail to explain fully why practices such as always-on-ness emerge, and thus we theorise comfort as an accomplishment comprised of inseparable temporal, bodily, spatial, and material elements. Ultimately, we argue here that comfort needs to be understood as a multivalent imaginary that is itself bound up in broader idealised notions of family and home in order to comprehend shifting practices, computing ecologies, and rising energy consumption. In the 2010s, major US initiatives framed urban retrofitting as a decarbonization solution. These programs address an obtrusive legacy of industrial capitalism: its built environments shed energy and emissions when they fall into disrepair. Political ecology and economy have been slow to engage retrofitting, an absence that is conspicuous as these fields take on planetary repair as a conceptual provocation and turn in mainstream conservation. This paper explores US retrofitting as a distinctive material repair practice, one born as an energy poverty program amid the scarcity fears of the 1970s Energy Crisis but seeing a renaissance today as a program for green capitalist growth. I interrogate two economies of repair now emerging around retrofitting, energy market and cleantech aspirations to make energy efficiency a resource and articulated efforts to sell retrofits as new green value for real estate development and investment. Such urban revaluation efforts join an expanding array of green gentrification schemes today. Paradoxically, even as would-be green entrepreneurs are drawn to these seemingly intangible and "clean" forms of waste and value-in-waiting, retrofitting presents intransigent materialities. Its decarbonization ambitions demand not just profit-generating urban repair today but large-scale urban maintenance into the future. This need confronts longstanding efforts to render US cities and built environments flexible to recurrent creative destruction in service of ongoing economic growth. Such logics of de/revaluation and essential disposability permit concurrent US programs for gentrification and urban abandonment today. Over the coming two decades Asia will be the main driver of a 40% increase in global energy consumption. Ambitions for a more sustainable future in the region are severely compromised by the widespread and rapid take-up of energy-intensive methods for cooling the built environment. For the majority of Asia's countries buildings account for more than 50% of all national greenhouse gas emissions. With around half that energy consumption typically associated with cooling or heating interior spaces, national carbon footprints have increased dramatically in recent decades through the introduction of electronic air-conditioning. This paper argues such trends are unsustainable and low-carbon alternatives for environmental comfort are required urgently. It traces shifts in how air has been 'materially imagined' over the last century or so in Asia and how this bears upon the future of sustainable urbanism. Air-conditioning is seen as pivotal to transformations in urban design and living, such that two phases of modernity are identified: preconditioned and conditioned. Energy prosumption has become a common phrase as more householders and communities are producing and consuming their own electricity and heat. Prosumption is a combination of two words: production and consumption, and emerged as a concept at a time when consumers were beginning to be more proactive and take over steps traditionally thought of as ‘production’. In many ways, energy prosumption is nothing new (e.g. wood combustion), yet development of our modern energy system has changed the relationships between energy producers and consumers (e.g. smart meters, renewable energy production). Thus, there is a growing body of research interested in the motivation and conditions for the uptake of microgeneration technologies and the implications to energy infrastructures and big energy producers. However, this ‘energy prosumption’ scholarship generally lacks a strong conceptual foundation and misses the opportunity to build on existing prosumption literature and related debates. This paper brings the wealth of literature on prosumption into the energy context and reflects on the insights offered by a prosumption lens. Our study explores a particular manifestation of prosumption – when a household is simultaneously a producer and consumer of their heat and/or electricity via microgeneration – and we present data from semi-structured interviews with 28 households living with microgeneration technologies in Scotland, UK. Numerous studies have shown that compact, mixed-use, transit-oriented developments contribute to reduced use of automobiles and in turn contribute to lower greenhouse gas emissions. When everyday destinations are within walking distance, people are more likely to walk or cycle, and if transit is within walking distance people are more likely to use it. Other studies have shown that compact development enables reductions in building energy consumption that contribute further to emissions savings. The reduced emissions are assumed to rely on the combination of compactness and transit connectedness. However, this combination requires an extensive transit network covering large areas both of residential and of employment destinations. Such networks often do not exist and are too costly to construct. When they do exist, the transit networks often do not reach those outlying neighbourhoods with the greatest potential for future growth and densification. This paper therefore asks what emissions savings compact development can achieve in the absence of high-frequency transit. In an examinination of the life-cycle emissions of four variations of density in three different neighbourhoods in Vancouver, none of which is well served by transit, we found a wide range of emissions profiles. A mixed-use new urbanist development produced 22% fewer emissions than an adjacent development of large single-family homes, both of which were in a transit-poor area on the far edge of a suburban city. A high-density neighbourhood adjacent to a suburban city centre, and one adjacent to a central city centre, produced 50% and 67% fewer emissions than the neighbourhood of large single-family homes. Findings suggest that, while compactness may be most effective when it is coupled with high frequency transit, decoupling the pair and building compactness before or without transit can still yield considerable household emissions reductions. This paper explores the active roles that domestic consumers might play in different transition pathways to a lower carbon electricity economy. It begins with a review of psychological and sociological perspectives on the drivers for everyday energy-use patterns, situating these in the context of the body of research on transitions in sociotechnical systems. On the basis of the review, a social-science-based framework is proposed for analysing the active ways in which domestic actors might facilitate or support the transition to a lower carbon economy. Applying the framework to an analysis of centralised and decentralised transitions pathways suggests that domestic actors can play an active role in transition through establishing new routine and conventional uses of energy in everyday life. Domesticating lower carbon technologies such as smart meters and microgeneration equipment supports the disruption of unsustainable energy-using routines and could help to make energy consumption and energy costs more visible and relevant to the everyday lives of domestic users. In this paper I aim to develop a relational geographical interpretation of energy poverty in the postsocialist states of Eastern and Central Europe, through a field-based study of inadequately heated homes in the Macedonian cities of Skopje and Štip. According to the reviewed evidence, domestic energy deprivation simultaneously shapes, and is shaped by, the institutional relationships between policy actors at different levels of governance, and the day-to-day interactions between vulnerable households and the built environment. It is contingent on three sets of processes: the socioeconomic implications of energy reforms in postsocialism, the inadequate energy efficiency of the homes of energy-poor households, and the mismatch between housing needs and heating systems at the household level. As a result of such interdependencies, households may become ‘imprisoned’ in particular types of sociospatial arrangements that contribute to the emergence of poverty. [ABSTRACT FROM AUTHOR]

Policy efforts to reduce the carbon intensity of domestic energy consumption have, over the last three decades, been dominated by an almost dichotomous reading of the relationship between technology and social change. On the one hand, there is a conception of personal responsibility that constructs domestic energy users as key actors in the adoption and (appropriate) use of low carbon energy technologies; from this perspective, environmental change becomes a matter of mobilising personal capacities such that individuals make better choices. On the other hand, decarbonising homes is conceived to be an outcome of top-down infrastructural interventions, with householders (or end users) positioned as relatively passive agents who will respond to engineered efficiency in linear and predictable ways. In practice, both positions have been found wanting in terms of accounting for how (and why) change happens and in turn delivering on ambitious policy goals. The argument we develop in this article goes beyond critiquing these problematic framings of technology and the locus of agency. Drawing on three contrasting low carbon energy technology projects in the UK, we present an alternative perspective which foregrounds a more experimental, ad hoc and ultimately provisional mode of governing with domestic energy technologies. The growing recognition of the importance of indoor environments as 'active political-ecological spaces' has rarely been followed up by a systematic empirical engagement with the constituent dynamics and conceptual issues associated with infrastructural deprivation in this domain, particularly in non-Western contexts. Therefore, we investigate the relationship between self-reported perceptions of thermal comfort in the home, on the one hand, and a range of sociodemographic, housing, and health-related variables, on the other, via a quantitative analysis of a large-scale survey undertaken in the Eastern Ukrainian town of Stakhanov. Using the perceived level of thermal comfort as a starting point for its empirical explorations, we estimate the number and type of households who feel that they are receiving inadequate energy services in the home. Despite covering only 2.7% of the world's total surface area, the world's cities are responsible for 75% of the world's energy consumption and 80% of greenhouse-gas emissions. For this reason, the redesign of cities is essential in the transition towards sustainability. However, planning and designing sustainable neighbourhoods is not a simple task, given that there is no agreement on what the sustainable settlement should be, nor on how this should be achieved. Furthermore, planners have to strive to achieve a balance between financial, environmental, and social goals, and must deal with multiple actors and stakeholders and with site-specific characteristics. The aim of this work is to describe the key determining factors—both opportunities and constraints—found in the process of designing and planning a neighbourhood, based on a case study in the city of Barcelona. In this practical experiment, led by the authors, the ecodesign methodology was applied on an urban scale in the neighbourhood of Vallbona, Barcelona, which occupies an area of 32.6 ha and will host 2120 dwellings. From this neighbourhood ecodesign exercise, it was found that territorial (urban form, urban fabrics, and density; availability of local resources), financial, legal, and political (local government's wishes and leadership) determinants are the most important. It is concluded that there is no single path to achieve urban sustainability, since the design of neighbourhoods in different locations will lead to different results. [ABSTRACT FROM AUTHOR]
