The single-use plastic bag is the most legislated item of plastic in the world, banned in over 92 countries. The bans are largely concentrated in Africa and the Caribbean, where the plastic bags are often black and the plastic footprints small. The bans have destabilised essential economic, social, and technical arrangements of marginalised communities reliant on plastic engagements and adaptations to improvise against multiple, overlapping, incursive forms of violence. This article seeks to understand the spatial and material nature of these legislative actions and the particular item of single-use plastic they target. Acknowledging the (spatialised) material realities of the single-use plastic bag, this article argues that these bans are a legislative response to the black plastic bag as spatialised, racialised, sexualised, abject Other. Drawing from monster theory, the article reflects on the trans-corporeal body burdening of black plastic bags and the black hands, black bodies, black markets, and black, corrupt, illicit actions with whom and which they are associated. Reconceptualising the (black) single-use plastic bag as an agape, plastic monster that defines, patrols, and transgresses cultural/economic boundaries, this article calls for making explicit the vermicular activities within economic marginalisation and distinguishing them from the discursively constructed amorphous, tentacled mass. Critical commentaries have often treated the smart city as a potentially problematic 'top down' tendency within policy-making and urban planning, which appears to serve the interests of already powerful corporate and political actors. This article, however, positions the smart city as significant in its implicit rejection of the strong normativity of traditional technologies of planning, in favour of an ontology of efficiency and emergence. It explores a series of prominent UK smart city initiatives (in Bristol, Manchester and Milton Keynes) as bundles of experimental local practices, drawing on the literature pointing to a growing valorisation of the 'experimental' over strong policy commitments in urban governance. It departs from this literature, however, by reading contemporary 'smart experiments' through Shapin and Schafer's work on the emergence of 17th-century science, to advance a transhistorical understanding of experimentation as oriented towards societal reordering. From this perspective, the UK smart city merits attention primarily as an indicator of a wider set of shifts in approaches to governance. Its pragmatic orientation sits uneasily alongside ambitions to 'standardise' smart and sustainable urban development; and raises questions about the conscious overlap between the stated practical ambitions of smart city initiatives and pre-existing environmental and social policies. How can the politics of nature be envisioned for an age conscious of the complexity, contingency, and relationality of the world? What new practices are required to do justice to the recognition that the potential to act, shape, and change emerging worlds lies within complex epistemological and ontological relations? This paper describes an interdisciplinary study conducted between 2007 and 2010 in Loweswater, the English Lake District, that addressed these questions. Here, for three years, a ‘new collective’ as described by Latour emerged that carried out its own epistemological and ontological experiments: the Loweswater Care Project (LCP). The LCP was shaped by ideas about ‘new collectives’ and the commitment to understanding material ‘intra-action’ in situ. This inspired an appreciation of the radical relationality of people and things, and an approach to doing politics with things that we term ‘intra-active collective politics’. In this paper we highlight the consequences of this approach for knowing, but also for action and ‘management’. The research and the experimental forum of the LCP lie at a crossroads between the preoccupations of environmental management (particularly catchment management), the concerns of science and technology studies, and posthumanist thinking. This paper presents an analysis of contradictions in urban low carbon transitions as engines of change. Following Kojève's reading of contradiction in Hegel's oeuvre, I argue that contradiction is a constitutive feature of low carbon interventions. This is an alternative to conventional readings of contradiction as a provisional encounter of opposites in which one will eventually cancel out the other. I unpack the concept of contra diction in three ways: first, by displaying a Hegelian-inspired understanding of contradiction in relation to change, time, and desire; second, by explaining how inherent contradictions can also be read in relation to the excesses that characterize the deployment of methods of calculation in low carbon interventions; and third, by situating these contradictions within the overall dynamics of carbon governance and purposive attempts to bring about a low carbon transition. The paper explores the practical implications of this analysis in a case of low carbon interventions in social housing in Ljubljana, Slovenia. The case study shows that, if contradictions are at the heart of low carbon interventions, contradiction analysis may provide a direction towards broader reconfigurations of social and technological practices and generate a desire to change. Fish consumption advisories (FCAs), or voluntary state recommendations for foraging and consuming fish from compromised waters, place the onus of negotiating contaminated environments squarely upon individuals who consume local fish. As a result, peoples who eat fish caught from local waters for reasons of food insecurity, cultural practice, or religious practice are ignored, producing environmental inequalities. This paper examines the political history of FCAs in a specific geographical context, New York State, in order to assess the explicit environmental governance frameworks through which these inequalities are generated. It demonstrates that FCA policy is principally an outgrowth of a conservation movement geared towards support for recreational anglers and not those who fish for subsistence. However, conservationism is not the only governance framework at work, as this paper also demonstrates that commercialized processes of neoliberal environmental governance substantially mediate scientific data that inform FCA recommendations. In this way this study illustrates how multiple frameworks--conservationist, neoliberal, or other--can, and often do, intertwine to construct environmental policies. [ABSTRACT FROM AUTHOR]

Resilience has become a foundational component within disaster management policy frameworks concerned with building 'cultures of safety' among vulnerable populations. These attempts at social engineering are justified through a discourse of agency and empowerment, in which resilience programming is said to enable marginalized groups to become self-sufficient and manage their own vulnerabilities. This paper seeks to destabilize this political imaginary through a critical analysis of participatory disaster resilience programming in Jamaica. Drawing on ethnographic fieldwork conducted with Jamaica's national disaster management agency, I argue that resilience operates through an affective economy of fear, hope, and confidence that enacts an immunitary biopolitics. The object of this biopolitics is excess adaptive capacity that results from affective relations between participants and their socioecological milieu. Participatory techniques such as transect walks, focus groups, and education programs attempt to encode and manipulate these affective relations in order to construct an artificial and depoliticized form of adaptive capacity that does not threaten neoliberal order. Recognizing the immunological logic at the heart of disaster resilience opens up new ethical and political imperatives in disaster management that value adaptive capacity as the vital force of new socioecological futures, rather than as an object of governmental intervention and control. This paper engages with recent work in political ecology that explores the ways in which scale is imbricated in environmental governance. Specifically, we analyze the deployment of specific ecological scales as putatively 'natural' governance units in rescaling processes. To undertake this analysis, the paper brings two sets of literature into dialogue: (1) political ecology of scale and (2) political economy of rescaling, drawing on theories of uneven development. Building on this literature, we develop the concept of an eco- scalar fix and explore its analytical potential through a case study of the rescaling of water governance in Alberta, Canada. We argue that although the 'eco-scalar fix' is usually framed as an apolitical governance change—particularly through the framing of particular scales (ie, the watershed) as 'natural'—it is often, in fact, a deeply political move that reconfigures power structures and prioritizes some resource uses over others in ways that can entrench, rather than resolve, the crises it was designed to address. Moreover, we suggest that, although watershed governance is often discursively depicted as an environmental strategy (eg, internalizing environmental externalities by aligning decision making with ecological boundaries), it is often articulated with—and undertaken to address challenges that arise through—processes of uneven development. Landscape managers increasingly draw on indigenous practices of controlled burning to develop vegetation heterogeneity and reduce fuel loads, thereby avoiding extensive and destructive fires. However, anthropogenic fire is also commonly represented as a primary driver of environmental change, which in some places has led to an emphasis on heavy-handed fire suppression rather than fire management. These contradictions in global fire management are an example of the complex articulations between the social production of tropical landscapes and the processes of environmental knowledge production. This article draws on constructivist approaches in political ecology and Lacanian psychoanalysis to analyze a conflict between state agencies and indigenous people surrounding fire management in the Gran Sabana, Venezuela. Iconic features of this cultural landscape operate as signifiers in institutional discourse, informing the ways in which environmental knowledge is appropriated and produced and in turn shaping the subjectivities and practices of state fire managers. Bruno Latour's Politics of Nature (2004, Harvard University Press) argues for a new ‘common sense’ for political ecology that disabuses it of any foundational grounding in nature. In this paper I interrogate Latour's project in relation to struggles that might be termed ‘subaltern political ecologies’. I argue that Latour's account of the political as bearing on the ‘progressive composition of the world’ offers insights for engaging with the inventiveness of subaltern political activity. I suggest that subaltern political ecologies offer both resources and challenges to the project of reworking the common sense of political ecology. To demonstrate this, I engage with the struggles against unequal social and material relations of the 18th-century Irish peasant movement, the Whiteboys. I follow the movement of their forms of political activity to London's dockside spaces. I suggest two skills that subaltern political ecologies ‘add’ to the politics of ‘heterogeneous associations’: the configuring of strategic arrangements of humans and nonhumans in antagonistic ways and the making of solidarities as ongoing interventions in the constitution of networks. This reworking of key political processes as active engagements in world-building activities seeks to foreground forms of political identity and agency which have often been marginalised, ignored, or dismissed. The environmental — racial order in northern New Mexico is maintained through a process of racial triangulation in which Anglos, Native Americans, and Hispanos are valued relative to one another along axes of environmental stewardship and victimization (Kim C J, 1999, ‘The racial triangulation of Asian Americans’ Politics and Society 27 105–138). Both axes involve the juxtaposing of three long-standing images: (1) Spanish injustices to the Indians; (2) the inability of Mexicans to manage their land properly; and (3) Indians being preeminent environmental stewards. In contrast to Kim's formulation of racial triangulation, however, the axes also involve imagery that contradicts these images: the debauched, poverty-stricken Indian; and European culture as a despoiler of the environment. Also in contrast to Kim's formulation, racial triangulation can involve the creation of new identities. In the 1960s Hispano activists began claiming to be heirs to a hybrid culture that included elements of both Native American and Spanish cultures. While this claim to hybridity enabled the creation of new oppositional discourses, the reconciling of contradictory imagery by historicizing the discourses and by other means undermines the new Hispano oppositional discourses as well as Hispano identity itself. Racial triangulation is thus a fluid and contested process in which identity formation and the interchange between predominant and oppositional discourses are constitutive of power relations. Contradictory imagery in the discourse facilitates the maintenance of the environmental — racial order, even as it enables subordinates to challenge their racialized positions and to effect change in the distribution of material wealth, rights, and privileges. Landscapes are often discursively constructed as wildernesses through an erasure of the histories of people in the landscape. Current representations of Bikini Atoll in the Marshall Islands as an Edenic wilderness are no different. What is unusual about conceptualizations of Bikini Atoll as a pristine wilderness is that it is the site of a recent history of colonial appropriation and massive landscape transformation through nuclear-weapons testing. Although people both outside and within the Bikinian community regularly represent the atoll as a kind of paradise, there are strong differences of opinion regarding what the future uses of the atoll should be. This is because there is a sharp division between representations of the atoll as a pristine wilderness with visually pleasing landscapes and seascapes that need to be preserved and locally produced representations of the atoll as an Eden with an abundance of useable natural resources. In this paper I want to ask whether there is anything to be gained by taking seriously a posthumanist analysis of the relationship between humanity and the natural world, one that in fact extinguishes the dualism and produces only ‘naturecultures’. I will examine this question through a new analysis of the relationship between gum trees and Australia. Most humanist accounts, such as those developed in ‘traditional’ social anthropology and sociology, privilege the activity, agency, and representations of humans, and in so doing render the natural world and its individual species as passive and of interest only insofar as they provide a palette of meanings for essentially human symbolism, dreamings, and imaginaries. Such an approach has an impeccable track record from Emile Durkheim to Mary Douglas and it is not one I want to challenge here per Se. What I do want to challenge is the implicit assumption that this is all there is to, or all we can say about, the relationship between nature and humanity. Rather than (only) ask what nature (or gum trees in this case) means, I want to ask (also) what nature does, and, importantly, what implications those actions have for the world, nature, humans, and ‘the social’. Gender has long been recognised as important within environmental issues, but there has been considerable debate over how to conceptualise the gender-environment nexus. As feminist theorising around women and gender has changed, so have conceptualisations about gender and environment, leading to a key debate within ecofeminism and related literatures about whether there is an essential or a contingent relationship between women and natural environments. Within geography, most political ecologists work with the assumption that the gender-environment nexus is a contingent relationship, and thus investigate how gender relations are salient in the symbolic and material construction of environmental issues. In this paper I seek to build from this work and again raise the issue of how gender is conceptualised in relation to environment. I begin by briefly reviewing some of the work that has been done on gender and environment and then draw from poststructural feminism to suggest that gender itself has been undertheorised in work on environment. Once gender is reconceptualised as a process, the dynamic relationship between gender, environment, and other aspects of social and cultural life can be brought into view. What emerges is the need for political ecologists to examine gender beyond the household and community and the need to reconceptualise the gender-environment nexus. A case study of community forestry in Nepal is used to illustrate the importance of interrogating the processes by which gender relations become salient and are reproduced symbolically and materially.
