The skyrocketing single-plastic demand during the coronavirus disease 2019 (COVID-19) pandemic proved the limitation of top-down environmental policies in accomplishing sustainable consumption and waste management. Nevertheless, 'smart consumers' can make smart choices for sustainable development. However, a review of the South Korean environmental education curriculum reveals that the current structure heavily leans towards the elementary level and does not enlighten the public on 'what' and 'how' to live sustainably. This study uses a quick survey to suggest that the effectiveness of environmental education may be enhanced if: (1) guidance on how to live with the natural environment in harmony for collective cooperation towards resilient and sustainable community building is incorporated with a clear purpose, (2) environment-friendly culture-building activities are enforced to institutionalise a new paradigm of sustainability to replace today's consumerism, and (3) contents are updated regularly to include Earth and environmental science knowledge in the state of art. Tackling environmental problems is one of the main policy challenges facing governments. The process of forming attitudes starts at a young age, and is mostly shaped by education. Participation in pro-environmental initiatives at schools is mainly voluntary. Local governments can play an important role as the institution that links communities with the environment. In this paper, we examine the role of local governments/municipalities on school participation in an environmental educational program, with a special focus on primary and secondary education. We use data from the Sustainable School Program in Chile. We model schools' participation and level of participation by an ordered probit model with sample selection. Results show that public schools are more likely to participate in the program compared with private schools, and schools with more teachers reveal a higher probability of being part of the program. In addition, while school performance and teachers' perceptions correlate with achieving higher levels of certification, a more intense commitment to the program is more likely in communes whose local authorities have the capacity to promote voluntary financial and environmental initiatives. Modern societies have loose ties to nature, environmental processes and problems remain mostly invisible to our eyes. This paper investigates environmental experts' motivations, thoughts, attitudes and beliefs in relation to environmental communication and their practice in promoting changes in people's environmental behavior via fifteen in-depth interviews from Hungary. The interviews reveal the potential for establishing human-nature connectedness in childhood or through field encounters, faith, but reflect the ambiguous nature of fear appeal in environmental communication. Many barriers hinder communication, such as inadequate messaging, social inability and defense mechanisms that could be overcome by using examples and policies close to people. The answers given in interviews suggest that grassroots initiatives are not satisfactory, yet an engaged society can influence decision-makers to strengthen the aims with top-down regulations. Public managers play a critical role in making and implementing environmental policies. Pre-service training provides an important opportunity to influence the environmental attitudes of public managers. Nevertheless, we know little about this influence. This research employs a classic experiment to examine the effects of a pre-service training program that exposes trainees to ecological decline in a national training program in Taiwan. There are three major findings. First, exposure to ecological decline increases trainees' pro-environmental attitudes. Second, visual presentation modes sustain the effect. Third, trainees highly motivated for public services demonstrate greater and longer-lasting pro-environmental attitudes due to ecological exposure. This is a personal reflection on the first 25 years of the journal, Environmental Education Research. It begins in the 1990s with the ideas behind the need for a new journal and explores the journal's early years as it established itself. The paper then looks at two quite different papers from Volume 1 of the journal that identified issues that remain pertinent today, albeit in the very changed social context that we now experience where rapid climate change demands national and international responses from governments and educators. The paper then draws on three recent studies published in Environmental Education Research to examine what research might now focus on. It ends with a personal reflection on how all those involved in the journal are bound together by more than the professional imperative to publish; that is, by a need to address great questions of our time that are now much more urgent than they were when Environmental Education Research was started, or when the modern environmental movement and environmental education as we know it today began. Taking England as our case study, this paper reviews secondary school environmental education from a policy perspective. By drawing on Stevenson's typologies for environmental improvement and Lucas' categorisation of environmental education, we analyse national policy documents, local authority and Multi-Academy Trust policies; and individual school planning documents. Our findings suggest in these areas a general absence of environment education policy, and where identified a rhetoric towards conservative reform framed as technology solutions, where learning is about the environment, rather than for the environment. We explain how the (lack of) environmental education rhetoric is a result of global economic changes and national austerity policies, and offer insights and signposting for policy makers. This study consists of two interdependent parts. First we categorise the environmental philosophies prevalent amongst environmentalists in India by comparing the way the environmental crisis is understood and what its causes and solutions are thought to be. In the second part, we use this categorisation for a case study of three high school science teachers in Indore, Madhya Pradesh. Our aim is to find out what environmental philosophies underlay their teaching. In order to do this, we collected data by interviewing the teachers, observing their classrooms, and studying their textbooks. We then looked through our data for indications of the environmental philosophies found in part 1. Although the interviews showed some signs of Gandhian, Appropriate Technology, Eco-marxist, and other philosophies, in the classrooms the teachers adhered mainly to Ecological Modernisation and Eco-capitalist philosophies, and rarely expressed their own opinions. Despite progressive policy statements, the teaching was mainly textbook based, neglecting to consider systemic causes or solutions. One of the most significant findings was the prevalence of an idealist faith in a 'Balance of Nature' which was trusted to rectify upsets caused by human immorality. [ABSTRACT FROM AUTHOR]

Educators who introduce critical socio-ecological issues into learning contexts often experience formidable internal and external challenges. This is especially true when intersecting Indigenous and environmental issues are involved. Compounding such difficulties in Canada is an inadequate level of pre-service, curricular, resource, and research support in this area. As such, while an increasing number of bold educators are incorporating discussion of Indigenous environmental issues, activism, and related history, law, and policy into their teaching practice, many others are interested, but remain understandably reticent. This study explored the experiences of educators in a variety of contexts across Canada with attempting to incorporate critical consideration of Indigenous environmental issues into their teaching practice. One of the main outcomes of the Rio + 20 Conference was the agreement to set Sustainable Development Goals (SDGs). The most common terms in the17 goals are economic growth, resilience and inclusion, all of which are critically examined in this article. This article discusses how these goals are reflected within existing sustainability programs at a vocational college, and at the undergraduate and postgraduate university levels in The Netherlands. Within all three institutions the author has integrated lectures on sustainable development with specific emphasis on the SDGs. The aim was to engage students in critical discussion, allowing reflection on the issues and paradoxes that characterise the larger discourse of sustainability. The case studies illustrate how curriculum aimed at this awareness can be developed stimulating the students’ recognition of critique of economic development, inclusion and resilience. As a result of the courses, the students were able to develop a certain degree of critical, imaginative, and innovative thinking about sustainable development in general and the SDGs in particular. Cradle to cradle and circular economy approaches were named as more promising for current production systems. Pressing problems of environmental degradation are typically argued to require coordination, primarily through state intervention. Social scientists are struggling to understand how attitudes toward such state interventions are formed, and several drivers have been suggested, including education. People with university degrees are assumed to have certain values as well as the analytical skills to understand complex issues such as climate change. By using a unique panel data-set with students in different university programs (economics, law and political science), this study provides a better understanding of whether and how education affects environmental policy acceptance. One important finding is that university studies generate variation in support and scepticism toward different types of policy measures. For example, economics students tend to develop more positive attitudes toward market-based policy measures. Environmental issues are a shared human concern as communities in all nations and geographic regions are grappling with environmental degradation. Despite this concern, there are multiple different viewpoints on the current state of environmental issues and how to understand these problems. Understanding how different communities conceive of the environment and sustainability is paramount in efforts to increase the frequency of environmentally conscious choices. If an awareness of others’ perspectives of the environment is lacking, then the development of sustainable choices is placed at risk because of potentially competing views of what sustainability means in a particular context. As such, solutions to these environmental problems are frequently viewed as ‘wicked problems.’ This study investigates the shared and divergent environmental viewpoints of teachers and community members in Kenya. This study utilized photo-methodologies and qualitative in vivo analysis. The shared viewpoints were on positive and negative notions of environmental issues. Neoliberal ideology has made an impact on environmental education (EE) policies and practices in Brazil. The EE in Family Agriculture Program, of national scope and administered by the Ministry of the Environment, seeks to promote sustainable development in rural areas, specifically through strategies focused on adult education and non-formal education aimed at small producers (family agriculture). This program reveals profound ideological contradictions between the critical and transformative rhetoric of public policy and the actual program structures and practices administered by the state in a dependent economy, which primarily serve to reinforce a capitalist mode of production marked by high environmental impact and deeply stratified class relations. In the neoliberal era, states intending to protect the environment through critical EE strategies suffer serious limitations due to their role as stewards of a globalized economy based on the supply of raw materials, high-impact land-use, and a cheap labor force. This paper is concerned with the twinning of sustainability with priorities of economic neoliberalization in education, and in particular via the mobility or diffusion of education policy. We discuss the literature on policy mobility as well as overview concerns regarding neoliberalism and education. The paper brings these analyses to bear in considering the uptake of sustainability in education policy. We ask to what extent sustainability as a vehicular idea may be twinning with processes of neoliberalization in education policy in ways that may undermine aspirations of, and action on, environmental sustainability. Toward the end of the paper, we draw on data from an empirical study to help elucidate how the analytic frames of policy mobility can inform our analyses of the potential concerns and possibilities of sustainability as a vehicular idea. In particular, we investigate how sustainability and related language have been adopted in the policies of Canadian post-secondary education institutions over time. The paper closes by suggesting the potential implications of the proceeding analyses for policymakers, practitioners, and researchers concerned with sustainability in education policy. Scholars of environmental education (EE) and education for sustainable development (ESD) have been among the environmental leaders calling for individuals to become increasingly engaged in political action aimed at addressing environmental and sustainability issues. Few, however, have studied how educational experiences might foster greater environmental political engagement. Fortunately, there is a rich body of research in political science, psychology, and education that provides insights that EE and ESD scholars and educators can build on. Studies in these domains suggest, for example, that political efficacy (the belief that individuals’ actions can influence political processes) and political interest (individuals’ willingness to pay attention to politics) are strong predictors of political participation. Moreover, these studies have shown that educators can strengthen individuals’ political efficacy and interest through activities such as open-ended discussions of political issues, opportunities to identify with politically oriented groups, and involvement in actual and simulated democratic decision-making processes. This conceptual paper: (1) reviews the broad support for preparing individuals for environmental political participation through education, (2) synthesizes research on the factors that influence political participation, (3) provides a theoretical framework for researchers and educators interested in fostering environmental political participation, and (4) offers recommendations for descriptive, measurement, and educational studies that can provide educators with further guidance on how to foster individuals’ environmental political participation. This article tries to contribute to the critical debate on the ideological and globalising potential of education for sustainable development (ESD), which exists in the research field of environmental education, by highlighting potential contradictions in the argumentation for ESD’s ideological and globalising tendency. Further, the authors of this article argue for an alternative perspective on how education policy on ESD can be seen to contribute to globalisation and homogenisation by merging two conceptualisations of ‘globalisation as connection' and the role of ‘empty signifiers' in political discourse. The ambition with the merger is not to provide a universal explanation of globalisation and ideology, instead, the intention is to outline an alternative theoretical outlook that allows for an empirical study of the processes that can be seen to feed into or interrupt the preservation of hegemony in a global setting. This paper presents results from 15 little publicized state and national environmental surveys in the US that used similar questions. Our analysis reveals trends in adult understanding of environmental issues. These trends indicate that many may have difficulty making informed decisions about environmental policy as citizens, voters, and consumers. Some environmental myths are still prevalent in the US public’s understanding of environmental issues. The authors compare data from the National Environmental Education Foundation survey in the US and data from state surveys using the same questions to examine how public knowledge has changed from 1995 to 2008. Environmental myths and how they may affect the public’s perception of environmental topics are discussed. This paper investigates Mexican and New Zealand children’s conception of the environment and their understandings of environmental issues, focusing on how personal experiences, culture and school-based environmental education (EE) programmes influence their perspectives. Sixty Year 5 children (age 9–11) from three schools in Dunedin (New Zealand) and three schools from Ensenada (Mexico), their teachers and school principals were interviewed. The study found that children from both cities had limited opportunities for contact with nature. Most children understood the environment as nature, and did not typically link environmental problems to human activities or social causes. Rarely were children critical of the effect of socio-economic structure on the environment. The analysis shows that children’s understandings of the environment are connected to their personal experiences and mediated by culture. Children from Ensenada had a more global perspective on environmental issues but a more passive attitude towards their local environment, participating in fewer environmental activities than children from Dunedin. In both countries, children from schools with an EE programme did translate environmental practices learnt at school into environmental practices at home. Based on our results, EE could be improved by considering the cultural context, enhancing children’s contact with nature, encouraging critical thinking and more environmental activities. Individual behaviour change is fast becoming a kind of ‘holy grail’ to tackle climate change, in environmental policy, the environmental movement and academic literature. This is contested by those who claim that social structures are the main problem and who advocate collective social action. The objective of the research presented in this paper is to better understand why environmentally concerned citizens choose one of these two types of engagement. Our focus is on the role of experiences of and/or convictions about power in shaping this choice. Within the framework of an explorative qualitative study, we engaged in in-depth interviews with 12 young environmentally concerned citizens. On this basis, five main findings are elaborated. Firstly, powerlessness is shown to be a crucial experience, whatever the respondents’ engagement. Secondly, ‘strategy scepticism’ seems to be a more important obstacle for engagement than ‘climate scepticism’. Thirdly, many respondents express significant resistance towards being ‘conditioned’ by awareness-raising campaigns. Fourthly, a ‘gap’ is observed between respondents’ analysis and their strategy proposals. Finally, we underscore another important gap between concrete and abstract levels in respondents’ discourses. Focussing on the film Sharkwater directed by Rob Stewart (2006), this article discusses formal interpretive aspects of recent environmental documentaries which are intended to raise awareness about environmental issues. It is argued that contemporary environmental documentaries seek to persuade audiences to protect the shared physical environment by increasing the amount of information and imagery available to a shared cognitive environment. An integral part of this process is the conscious awareness of attitudes towards information presented. In the case of recent environmental films about threatened species it is argued that the inclusion of the human and the wild animal in the frame is a technique used to raise awareness of the complex questions concerning human attitudes towards other animals as well as towards other human beings. Social-ecological resilience, a rapidly expanding area of scholarship internationally, seeks to understand how society and ecosystems mediate, adapt, and learn from change. This special issue is a pioneering attempt to explore the overlap of resilience, learning, and environmental education, in which four broad perspectives have emerged: (1) environmental education and learning may foster attributes of resilient social-ecological systems (e.g., biological diversity, participatory forms of governance, short feedback loops); (2) environmental education should not be viewed as an isolated means to address environmental issues, but rather as a complex and multifaceted part of a larger system of interacting structures and processes; (3) resilience thinking at multiple levels suggests a 'way out' of the instrumental/intrinsic split in environmental education; and (4) parallels among concepts used in learning theory and social-ecological systems resilience may contribute to discussions of transferability of ideas across disciplines. Whereas the authors are overwhelmingly positive about the potential contributions of environmental education and learning to resilience, in this endpiece to the special issue we offer cautions in suggesting the need to look for counter examples and to be concise in the use of terminology. Finally, we pose several research questions that might guide further work in this area, including: What are the outcomes of different approaches to environmental education relative to resilience attributes, such as social capital and ecosystem services? How do environmental education programs situated in management practice impact learning and values at the level of individuals and organizations? The purpose of the present article is to present and illustrate two different ways of analysing the normativity and discursivity of classroom communication during education for sustainable development (ESD). The two types of analysis can provide important knowledge for discussions of ESD in relation to morals and democracy. Both methods are based on pragmatism and the later works of Wittgenstein. The first approach was developed to examine the relationship between cultural and psychological processes in environmental ethical meaning-making. It draws on the endeavours of sociocultural research and cultural psychology to take the individual into account, or in other words, the intra-personal dimension of meaning-making, which is not usually the case in the analysis of ESD. The second method relates to the normativity of ESD. Dewey refers to the apparently implicit socialisation taking place during education as 'collateral learning'. We refer to the content included in subsidiary forms of learning as companion meaning, which either follows on automatically when teaching knowledge content, or becomes collateral learning when one learns scientific meanings. Lack of environmental awareness is one of the underlying causes of severe environmental degradation in Ethiopia. As teachers' colleges are a seedbed of such awareness, assessment of college curricula should shed light on the possibilities they offer to develop capacities to address environmental degradation. This small-scale study is based on the assessment of the curricula of the Kotebe and St Mary's teachers' colleges, Ethiopia, and the knowledge and opinions of a sample of teaching students on pertinent environmental issues facing the country. Comparative analysis of data generated through questionnaires and interviews was undertaken across college, curricula and gender categories. The results suggest: a 'paradigm shift' from a core-focused to a pedagogical-focused curriculum in the last three decades; a declining trend in the provision of outdoor environmental education; inadequate levels of factual knowledge amongst current college students; and variations in knowledge levels and attitudes among the respondents taking different curricula. If the work of teachers' colleges is to support wider efforts throughout Ethiopia to address the causes and effects of environmental degradation, the findings of the study underscore the necessity of revisiting the composition of course categories and maintaining the existence of outdoor environmental education in the current college curricula. This paper engages questions about ends in environmental education research. In doing so, I argue that such questions are essentially normative, and that normative questions are underrepresented in this field. After cautioning about perils of prescribing research agendas, I gently suggest that in environmental education key normative questions exist at the intersection of 'education' and 'ethics', and that they point to an area of research that deserves more attention. In describing the intersecting nature of these ideas, I show that how education is conceived in turn shapes interpretations of ethics, and vice versa. Seen this way, I also show how ethics inquiry in an educational context can be conceived as a means to explore controversy, dissonance, unconventional ideas, and to imagine new possibilities. Finally, I argue that research at this intersection of education and ethics can provide insights that can enable us to teach, inquire, and ultimately live as if the world mattered. In 2007, Environmental Education Research dedicated a special issue to childhood and environmental education. This paper makes a case for 'early childhood' to also be in the discussions. Here, I am referring to early childhood as the before-school years, focusing on educational settings such as childcare centres and kindergartens. This sector is one of the research 'holes' that Reid and Scott ask the environmental education community to have the 'courage to discuss'. This paper draws on a survey of Australian and international research journals in environmental education and early childhood education seeking studies at their intersection. Few were found. Some studies explored young children's relationships with nature (education in the environment). A smaller number discussed young children's understandings of environmental topics (education about the environment). Hardly any centred on young children as agents of change (education for the environment). At a time when there is a growing literature showing that early investments in human capital offer substantial returns to individuals and communities and have a far-reaching effect - and when early childhood educators are beginning to engage with sustainability - it is vital that our field responds. In William Scott's plenary address at the World Environmental Education Conference, he expressed concerns about the relevance of environmental education research in a world facing global environmental and demographic change. In responding to Scott's concerns, I argue that addressing challenges related to development and the environment requires examining EE goals at multiple levels as well as bridging diverse disciplines. I further suggest that integrating social-ecological systems and other approaches in environmental education research may provide a means for consilience among potentially divisive environmental education practice and research traditions. In so doing, I hope to spark debate about possibilities for an environmental education research agenda and learning organisation that spurs action relevant to concerns about the environment, individuals, and their communities. Can we avoid inheriting serious issues from research related to environmental education when the researcher community is addressing education for sustainable development? This paper identifies and discusses three main issues: if an explicit and coherent concept of environmental education or education for sustainable development is missing; if the field is dominated by researchers with an environmental science background; and if the research is aiming at improving practice through prescriptive, normative recommendations. The elaboration of the issues is taking a point of departure in the World Environmental Education Congress 2007 in Durban with perspectives for future ESD research and traces the historical roots of some of the trends and issues. It is argued that the overall question is related to a basic dichotomy: is the researcher seeing the role as a support to solving environmental problems here and now, or is the researcher seeing long-term empowerment through education as the main idea. Following Scott (this issue), this paper examines how environmental education researchers might intervene to greater effect in the policies and practices of our governments and local and international organizations through individual and collective programmes of research. Suggesting that public scholarship or academic activism can engage a wide spectrum of genres and outcomes of research activity, the paper proposes that what stands out are not the methods employed in seeking to have research 'be of use', but instead what can be termed modes of engagement. These can be described as including interpretive critique or 'speaking truth to power', public space and collaboration, and the role of research imagination in social life. These three modes are discussed with the hope that researchers will consider their possibilities and implications in working towards more powerful public scholarship in environmental education. The breadth and depth of the environmental crisis and the consequently wide and inclusive interpretations of 'sustainable development' has promoted a disparate range of academic responses encouraging a loose interpretation of environmental education and Education for Sustainable Development. This in turn reduces the capacity for the development of a clearly defined discourse and for a sufficiently robust debate conducive of effective change. This paper attempts to assess the current situation within environmental education in this respect, by means of an analysis of papers presented at the recent World Environmental Education Congress in Durban, South Africa (July 2007). By quantifying the use of specific terms and words used in presentations, the authors reveal evidence to suggest that there is not the degree of self critical analysis and academic rigour that the urgency of the environmental crisis might reasonably demand. This paper suggests a particular question that higher education researchers might ask: 'Do educational programs use teaching methods that are environmentally, socially and economically sustainable?' It further proposes that program evaluation research (PER) can be used to answer the question. Consideration is given to: a) program evaluation research processes and indicators, and their modifications for evaluating the sustainability of teaching methods; and b) institutional sustainability evaluation research tools and their modifications for the evaluation of teaching. Integrated unit plans with an environmental focus can provide opportunities for school students to develop critical thinking skills, and to act in responsible ways - that is, to develop 'action competence'. In this study, environmentally focused integrated unit plans, developed and implemented by final year pre-service teachers at an Australian regional university, were analysed to determine the extent to which they contained concepts that promoted action competence. Results here suggest that more work could be done in the area of pre-service education to prepare teachers for teaching, learning and acting responsibly in relation to complex environmental issues. In particular, there could be more emphasis on developing integrated unit plans that empower school students and promote critical thinking, democratic processes and action-oriented knowledge. This paper focuses on a case study pilot project working with a small group of children aged 6- to 10-years-old in a village in the northeast of England. The study was established to examine children's attitudes to environmental issues, particularly their involvement in environmental decisions and their feelings about planning, design and management of neighbourhood landscapes. This paper discusses findings in relation to children's views on participation and landscape decisions. There was a strong feeling that their local landscapes were not planned or managed in favour of children, that children had a potentially valuable contribution to make and they were willing to voice opinions given the chance. The paper reflects on these findings, particularly the success of the mosaic methodology used in relation to the difficulties and ethics of carrying out exploratory research in participatory projects. This article illustrates the importance of nature experience for environmental knowledge, values and action. Recent empirical German research on the importance of nature experience will be analysed with regard to research foci, innovative research contributions and selected research results. Research deficits and challenges will be identified. Recommendations for improving nature experience research will be given. The paper argues that nature experience is one central foundation for the development of knowledge and values in relation to the environment. Nature experience has frequently been shown to influence environmental action in everyday situations with low task complexity. The full challenge for education for sustainable development is posed, however, by situations of high factual and ethical complexity. In this article, we explore a series of issues and tensions raised by the papers in this Special Issue of Environmental Education Research . The papers focus on developments in environmental education and ESD research in Germany, Austria and Switzerland. In order to provide an alternative framework for contextualising and understanding the trends and challenges illustrated in the collection, we begin with an examination of Germany’s green political movement, both at the level of national politics but also in relation to broader cultural shifts that have taken place in recent years. We then invite further debate on environmental education and ESD by focusing on three nodes within the discourse on these complex, dynamic and linked fields of theory and practice. First, we explore the themes of compatibility and compliance regarding environmental education and the ‘global’ as two of the key ingredients to ESD. Second, we consider the growing dominance of competency-based approaches to ESD, primarily in terms of educational standards projects, but also in relation to images of the human therein. Third, we look into understandings of agency in relation to innovation and change, including the role of NGOs in research and policy-making, and the sources and drivers of possible frames for future research agendas. The article ends by inviting wider discussion and critique of the achievements, tensions and challenges for research and development in environmental education and ESD, both in the three countries, and further afield. This contribution analyses the development of educational efforts to engage with ideas about the position of humans within the environment. It seeks answers to the question: in which ways and intensity can educational work in schools match different stages of general societal discussions on environmental problems? It is often said that school and school teaching suffer from a general ‘cultural lag’—that is, that they lag behind current social problems. It is argued in this article that there is a remarkable parallelism between public discussion of environmental issues and their consideration in school teaching. This analysis goes back to the roots of Education for Sustainable Development (ESD). Contrary to some current positions, it is argued here that ESD not only has roots in nature protection education and environmental education, but also that it goes beyond those roots. The article starts with a short overview on environmental education policy in Germany that complements the accounts of programmes and research projects found in the contributions of de Haan, Seybold & Riess and Scheunpflug & Asbrand in this volume. This article outlines the state of the art in German research on environmental education and education for sustainable development (ESD). Empirical German research on the importance of environmental education and ESD for schools is analysed in relation to three research fields. First, survey research describes the practice of environmental education and ESD, for example in the ways instruction is organised by teachers and pupils. Second, research on innovation analyses strategies for implementing environmental education and ESD in the school system, while third, research on teaching and learning examines the effects of teaching and learning processes. In describing the state of the art, longitudinal research providing evidence on the development from environmental education to ESD is examined, as are teachers’ understandings of the new concept. This article outlines the leading concepts which are being discussed in the current debate on education for sustainable development (ESD) in Austria, detailing their historic development and characteristic features, as well as the empirical experience gained in school development to date. These concepts are environmental education, development education/global learning and peace education. With the emergence of ESD and, notably, the launch of the United Nations Decade for ESD, these hitherto separate currents should start to converge. We will be seeing common endeavours to define ESD more concretely as a regulatory idea and to learn from one another and, in joint settings, to support cooperation, launch joint projects and also to enhance individual profiles. This article outlines a critical position in relation to education for sustainable development referring to a socio-ecological approach to environmental education. This approach was developed in a cooperative research process with pre-academic secondary schools over several years in Switzerland. For 13 years our research group has been the one in Switzerland to systematically research curriculum and professional development in environmental education in secondary schools. The group was established at the Swiss Federal Institute of Technology in Zurich (ETHZ) supported by funding from the Swiss National Foundation for Scientific Research, and from 1998 proceeded with research projects at the Institute for Teacher Education (upper secondary level) at the University of Zurich. Case studies were carried out to explore the potentials and constraints which teachers and students meet when working with environmental issues. Two case studies from different research phases are shown which illustrate how both teachers and learners are challenged to cope with increasingly unstructured and unknown situations, pluralistic and controversial perspectives, and with the critical role of science in society. This article focuses on the relationship between development education/global education and education for sustainability. A short introduction describes the current use of the term ‘global education’ and the different groups working and competing within this area in the development field. In the first part, the history of the concept of ‘global education’ is outlined. The authors describe the conceptual shifts from Third World pedagogy to development education to global education. In the second part, the current conceptual debate within the global-education discourse itself is described. The relationship between the concepts of global education and education for sustainability is reflected on in the third part. This article aims to describe the German BLK ‘21’ Programme (State—Federal States Commission for Educational Planning and Research Promotion [BLK]) which supported the introduction of Education for Sustainable Development (ESD) into schools from 1999 to 2004. Its political basis, conceptualisation, implementation and results are described. This article discusses how far (and by what practical means) the growing global trend for universities to commit to sustainable development has spread across German academia. Following this introduction, part 2 will outline the political framework of the sustainability discourse in German higher education. Part 3 will emphasise the integration of sustainability principles into universities’ operational practices and institutional missions through teaching and research. Part 4 discusses Eco-Audits for universities as a promising step towards sustainability. That the commitment to becoming a sustainable institution is not without its challenges is described in the final section, part 5, by a case study of the University of Lüneburg. In this essay the author uses a sample of Greek primary school teachers to investigate environmental education awareness in three counties of northern Greece. The author begins by outlining the status of environmental education in Greek primary schools. The author then states the study’s rationale by defining the term ‘awareness’ and moves on to discuss the methodological considerations that guided the project. This is followed by a presentation of the study’s findings. Here the author shows that environmental education awareness is influenced by several philosophical notions about nature and that its implementation is mediated by both local and state factors. This then allows the author to offer recommendations for enhancing the current practices of environmental education and discuss future perspectives for it in Greece. [ABSTRACT FROM AUTHOR]

Citizen participation in environmental decision-making is of extreme importance in securing a good quality of life. Local communities know best what alternate solutions should be implemented for appropriate management of their area. This paper presents findings about the environmental characteristics of various Greek citizens’ groups, where respondents’ abilities and willingness to participate in environmental issues governance in relation to their free-choice learning context was analyzed. The results indicate that participants desire access to an appropriate non-formal/informal environmental education that will enable them to enhance their knowledge and acquire skills for critical thinking and active participation. This paper examines the implications for sustainability policy of environmental uncertainty and indeterminacy, and relates the associated problems with a conventional understanding of sustainable development to Hayek's critique of collective planning. It suggests that the appropriate recourse is not, however, a Hayekian endorsement of the free market, but an extension of his key idea of spontaneous order to characterise the learning society. The argument is illustrated by a practical application: the analysis of natural capital explored in this Special Issue is shown to be directly relevant to the improvement of the UK's headline sustainability indicators package. The pervasiveness of metaphor in environmental discourse suggests important questions about the role of metaphor in environmental learning. A conception of environmental thinking and action is proposed, which identifies five analytically distinct ‘moments’ of ‘environmental sensemaking’: conceptualising, knowing about, knowing how to respond, responding and acting. The (much-criticised) ‘information deficit’ model of environmental learning requires that the second moment—knowing about the environment—is the only locus of environmental learning. On the information deficit model the only role of metaphor is didactic. On the proposed conception, all five moments of environmental sense-making may be independent moments of environmental learning. Metaphor can have a rhetorical role (encouraging responsiveness) and, more importantly, conceptual metaphors can frame our understanding of the environment. The development of new metaphors plays a key role in environmental learning. The ‘natural capital’ and ‘real options’ metaphors are considered as ‘case studies’ of conceptual (or first-moment) learning. It is argued that while they may be important innovations in environmental sense-making, our general discussion of the role of metaphor in environmental learning suggests that we need to look beyond economic metaphors to improve our understanding of the environment-human relationship. The paper discusses the ‘value-through-utility’ argument as a key ingredient of environmental educators' interests in traditional ecological knowledge (TEK), and examines some of the epistemological and philosophical tensions it generates in employing TEK within the context of learning with sustainability in mind. In an earlier article (Reid et al., 2002), we argued that it is important to recognize that it is outsiders rather than insiders who usually conceptualize TEK. In this paper, we develop this point further, exploring the theorization and practice of TEK-based environmental education in the context of discourses about sustainability and environmental education. This paper reports on a Delphi Study undertaken at Dalhousie University in which a multi-stake- holder panel was consulted in order to generate ideas that could be incorporated into an Implementation Plan for the University Environmental Policy (UEP). The objectives of the study were twofold. First, the study endeavored to develop ideas as to the most desirable and feasible ways in which to incorporate the UEP into the activities and structure of the university. Second, the study sought to assess the applicability of the Delphi Technique for consulting with stakeholders in the development of an implementation plan. The final analyses confirm the literature on the challenges, barriers and opportunities encountered for institutional environmental change in higher education. The study also confirms the findings of existing research that promotes the Delphi Technique as an excellent tool to inform the creation of educational and social policy. Specifically, this study illustrates the benefits of applying the Policy Delphi Technique to the development of an Environmental Policy Implementation Plan in higher education. International environmental agreements are a primary mechanism of global environmental governance. Increasingly, international environmental agreements recognise the importance of public participation through education. Yet, despite the prominence of international environmental agreements on the international agenda, and the stated commitment to public participation through education, effective public involvement remains an elusive goal. The research informing this article suggests that the 'problem' of public participation through education is not simply an issue of procedural exclusion from the policy process. Instead, it argues that procedural exclusion is one outcome of deeply held assumptions and beliefs about knowledge, education and the public that operate within the discourse of international environmental agreements. The field of environmental education faces a process of continuous conceptual reconstruction that is underpinned by the complexity of the social and political changes occurring throughout the world as consequences of environmental crises and the different perspectives through which they are understood in different contexts. Thus there is a need to review and reflect on the meanings of environmental education, its theory and its practice. To address such issues the seminar, 'Environmental Education: from policy to practice', was held at King's College London in March 2001, under the sponsorship of the British Council and directed by Justin Dillon. The seminar brought together environmental educators from a broad spectrum--policy developers, researchers and practitioners--from Belize, Botswana, Brazil, Canada, Colombia, Cyprus, the Czech Republic, India, Mexico, the Russian Federation, Singapore, Swaziland, Sweden, the United Kingdom, the United States of America, Venezuela and Zimbabwe. During a thought-provoking six days the seminar discussed a diverse range of ideas about the current trends and future practices in environmental education. In this report we present our 'reading' and reflection on two major aspects of the discussion: the meanings of environmental education and education for sustainable development in different cultures and contexts. Environmental responsibility has become a major theme for universities. Most have an Environment Committee that advises their top administrators on practical approaches to enhancing environmental practices and education in the university with a broad mandate to develop a University Environment Policy and Implementation Strategy. An essential input into this process is the response from stakeholders to the performance of the policy and the strategy in terms of actions that are seen as both important to stakeholders and successful in achieving the desired outcomes. While not denying that stakeholders' perceptions may not reflect the actual environmental benefits of a policy, these perceptions are often influential in establishing the effectiveness and acceptability of a suite of environmental strategies. This paper focuses on establishing a framework within which a university can identify how important an issue is to stakeholders and track how successful it has been in addressing the issues of importance. A specific focus is placed on the mapping of these perceptions with each stakeholder segment to reveal the relative degrees of support. As part of the development of the University of Sydney's Environment Policy, the Institute of Transport Studies was commissioned to undertake a survey to identify the views of the university's key stakeholders on a number of environmental issues.
