The article focuses on the issues surrounding the Framework Convention on the Protection and Sustainable Development of the Carpathians, or Carpathian Convention. The Carpathian Convention is said to be aimed at safeguarding the values of the outstanding natural and cultural heritage of Carpathian Mountains. It is said that while the signing of the Biodiversity Protocol by five out of seven Carpathian Countries was the main achievement of the Convention, it is still observed to have some setbacks. One setback is the confusion regarding the scope of the Convention's application. Another is the unresolved issue of which city will claim the seat of the secretariat. Lastly, there is also an issue regarding the role of the European Union in the Carpathian Convention.

The article discusses the European Union's Common Fisheries Policy and the practical issues surrounding the enforcement of compliance with fisheries management rules. Non-compliance is said to be a crucially important issue and the technical difficulty and expense of monitoring compliance is noted. Significant cooperation is needed between various branches of government service, such as Customs, the Coast Guard and trade ministries, in order to conduct effective inspections. Involving stakeholders from the fishing industry in the decision-making process is strongly recommended.

The article presents news and developments relevant to environmental law and policy discussed in the articles "Dneiper River Basin Clean-up and EU Legislation-Comparison of Standards used," by Hannah Hull Naumoff-Dulski and "GMO's: Commission Defeated on Food Beans." Clean-up efforts in the Dneiper River Basin by three countries, Belarus, Russia and Ukraine was evaluated and analyzed by the United Nations Industrial Development Organization, to assess whether the efforts complied with European Union legislation. It has been discovered that the efforts was in accordance with the United Nations Environment Program's recommendations but some of the standards did not comply with the European Union Directive 91/271/EEC.

The article presents the launching of the second European Climate Change Programme (ECCP II). The ECCP I's goal is to help identify the most environmentally and cost effective European Union (EU) measures enabling EU to meet eight per cent reduction in greenhouse gas emissions under the 1997 Kyoto Protocol while the ECCP II focuses on the further development of EU climate policy.
