Government governance reform is not only a vital motivation for high economic quality but also an important factor in stimulating the government's environmental governance responsibility. The article empirically examines the fiscal Province-Managing-County (PMC) pilot reform on the synergic governance of haze and carbon reduction and its mechanism. The results show that the policy helps to realize the synergic governance of haze and carbon reduction, and the reform of fiscal Province-Managing-County promotes regional haze and carbon reduction mainly through structural effect, innovation effect, and fiscal expenditure responsibility effect. The heterogeneity analysis shows that the policy has an asymmetric effect on haze and carbon reduction under different administrative structures, economic structures and levels of government intervention. Further analysis shows a policy linkage effect between this policy and the Green Fiscal Policy. The policy has the situation of blood-sucking in the provincial capital city and leads to an increase in financial funds. The above results prove that the policy can help to realize haze and carbon reduction and provide practical ideas for the further expansion of the policy. China's coastal region is the major geographical unit for the future development of China's industrial sector. The transformation of basic structure to high-class development in China's coastal places is a significant tool for promoting the changes related to quality, power and efficiency in regional economic development. In the 21st century, environmental and energy issues have increased worldwide, and challenges related to environmental pollution, energy crises, and ecological imbalances have emerged. To climate change and energy utilization, the sustainable progress of clean energy is the new route of future energy development. Based on China's non-polluting energy growth process in the last ten years, this article explores China's clean/green energy policies and economic growth development plans. Clean energy utilization is crucial for sustainable development in the context of high-quality economic growth and climate change. However, the monetary evolution and carbon emission are not investigated whole from the clean energy aspects. Using Wind energy sources as the acceptable variable, this paper employs threshold regression and impulse functions to assess the energy consumption and economic growth on carbon emission in 30 Chinese provinces over the 2000 to 2020 period. The Deep Belief Network (DBN) model predicts wind energy utilization and efficiency. The results show that economic development and carbon emissions are connected. Further, growth influences promote the offset of carbon emissions. Green innovation alters the nexus of carbon emissions, and China's economy reduces carbon usage. Accompanying China's accession to the World Trade Organization, the rapid development of the Chinese economy has led to increasingly serious environmental issues. However, the inherent mechanisms underlying the impact of Environmental Information Disclosure (EID) policy and trade on the environmental effects of Chinese paper enterprises remain unclear in the context of the era's requirement for a resource-conserving and environmentally-friendly society. The pollution problem in the papermaking industry has received attention worldwide, and how to balance the environmental and development issues of papermaking enterprises is an urgent issue that needs to be solved in the academic community. This study explores the impact mechanisms of EID policy and trade on the environmental effects of enterprises from the perspective of financial constraints. Utilizing the PSM-DID model, the study investigates the moderating effects of financial constraints on the EID policy and import-export trade. The findings reveal that both external and internal financial constraints have negative, detrimental effects on the environmental effects of the EID policy and trade. These constraints impede research and development investment and technological upgrades, hinder productivity improvement, and hamper the realization of "regulatory and trade innovation effects". Promoting green and low-carbon development has become the consensus of the policymakers and the academic, with green transformation of enterprises being the top priority. This paper adopts the difference-in-difference model to investigate the effect of green credit policy on green transition in China, by utilizing the "Green Credit Guidelines" (2012 Guidelines) policy as a quasi-natural experiment. Using panel data from publicly listed companies in China, an empirical investigation is conducted, we explain the dependent variable from two dimensions: economic performance and environmental performance, leading to the following results. First, the green credit policy affects the economic performance and environmental performance of treated firms positively, and the robust tests confirm the reliability of this primary conclusion. Second, the indirect impact of green credit policy on green transition can be explained through two mediating mechanism channels including internal capacity building and external market attention. In addition, the proposal of "Dual Carbon Targets" makes the impact a slight change. Finally, heterogeneous test also shows that the implementation effect of green credit policy is better in non-state-owned enterprises with high political relevance. Sleep is pivotal to health, wellbeing and functioning in daily life, but sleep difficulties are common and may be affected by modifiable qualities in the residential surrounding environment, in terms of greenspace. However, population-based studies on individual-level greenspace and sleep are limited. The objective of the current study was thus to investigate prospective associations between fine-grained individual-level residential greenspace and sleep, and moderating effects of life style (physical activity, work status) and sex, in a nationwide population-based Swedish cohort. Participants of the Swedish Longitudinal Occupational Survey of Health (SLOSH)—a population-based sample of adults in Sweden—were studied during 2014–2018 (19,375 individuals; 43,062 observations). Residential greenspace land cover, and coherent green area size, were assessed via high resolution geographic information systems, at 50, 100, 300, 500 and 1000 m buffers around residences. Prospective greenspace and sleep associations were assessed via multilevel general linear models, adjusting for demographic, socioeconomic (individual and neighborhood), life style and urban factors. Higher greenspace availability in the immediate residential surroundings (50 m and 100 m buffer zones) was associated with less sleep difficulties, even after adjustment for confounders. Greenspace effects were generally greater among non-working individuals. Among the physically active, and among non-working, greenspace and green area size further away from home (300, 500 and 1000 m, i.e. dependent on mobility) were also associated with less sleep difficulties. Residential greenspace in the immediate residential surroundings is associated with significantly less sleep difficulties. Greenspace further away from home was associated with better sleep especially among the physically active, and non-working individuals. The impact of democracy on governments’ choice of environmental policies has attracted significant academic attention in recent years. However, less attention has been devoted to the role of the social cognitive capital of the national population. Does society's cognitive capital matter in governmental choice regarding environmental policies, if at all? This study addresses this question through a large-N analysis of 94 countries accounting for the role of both political regimes and social capital in governmental choice of climate change policies. We find that higher social cognitive capital within a democratic state radically increases that state's commitment to adopt environmental policies. More specifically, a 1-point increase in the democracy index is associated with nearly 5 points increase in the adoption of the Climate Laws, Institutions and Measures Index (CLIMI). In a similar vein, a 10 points increase in social cognitive capital is associated with a nearly 16 points increase in CLIMI. The findings presented in this study aim to contribute to the ongoing debate on the impact of democracy and the cognitive capital of society on international environmentalism. The findings will also be interesting for scholars working on the impact of political institutional factors and the role of society in environmental policy choices made at the international level. Growing evidence indicated an association between PM 2.5 exposure and cognitive function, but the causal effect and the cognitive effect of prenatal PM 2.5 exposure remain elusive. We obtained 15,099 subjects from a nationally representative sample of China and measured their cognitive performance. We ascertained subjects' prenatal PM 2.5 exposure and chronic PM 2.5 exposure of the recent two years. Using this national sample, we found that PM 2.5 exposure during the mid- to late-pregnancy was significantly associated with declined cognition and income; chronic PM 2.5 exposure was also independently associated with cognition and income measured at adulthood with greater magnitude. Negative effect modification was observed between prenatal and chronic PM 2.5 exposure. Instrumental variable approach and difference-in-difference study verified causal effects: every 1 μg/m3 increase in prenatal and chronic PM 2.5 exposures were causally associated with −0.22% (−0.38%, −0.06%) and −0.17% (−0.31%, −0.03%) changes in cognitive function, respectively. People with low cognition and low income were more vulnerable to PM 2.5 exposure with greater cognitive and income decline. In the future, although China's improved air quality continues to benefit people and reduce cognitive decline induced by chronic PM 2.5 exposure, high prenatal PM 2.5 exposure will continue to hurt the overall cognition of Chinese population, since in total 360 million people were born during the 2000–2020 polluted era. Prenatal PM 2.5 -induced cognitive decline would remain largely unchanged before 2050 and gradually reduce after 2065, regardless of environmental policy scenarios. In recent years, the climate change impact on the concentrations of persistent organic pollutants (POPs) has become a topic of notable concern. Changes in environmental conditions such as the increase of the average temperature, or the UV-B radiation, are likely to influence the fate and behavior of POPs, ultimately affecting human exposure. The state of the art of the impact of climate change on environmental concentrations of POPs, as well as on human health risks, is here reviewed. Research gaps are also identified, while future studies are suggested. Climate change and POPs are a hot issue, for which wide attention should be paid not only by scientists, but also and mainly by policy makers. Most studies reported in the scientific literature are focused on legacy POPs, mainly polychlorinated dibenzo- p -dioxins and dibenzofurans (PCDD/Fs), polychlorinated biphenyls (PCBs) and pesticides. However, the number of investigations aimed at estimating the impact of climate change on the environmental levels of polycyclic aromatic hydrocarbons (PAHs) is scarce, despite of the fact that exposure to PAHs and photodegradation byproducts may result in adverse health effects. Furthermore, no data on emerging POPs are currently available in the scientific literature. In consequence, an intensification of studies to identify and mitigate the indirect effects of the climate change on POP fate is needed to minimize the human health impact. Abstract: Studies in the 1990s by Schwartz and by Salkever provided the bases for measuring the earnings impacts of IQ decrements due to lead exposure for children, and many subsequent regulatory, policy guidance, and academic analyses adopted the estimates from these studies. Results by Salkever implied somewhat greater impacts of IQ decrements, but have been contested, in a series of more recent critical review articles, as overestimates of the negative impacts on children׳s future earnings caused by IQ decrements due to lead exposure. This paper examines the contentions of proponents of this overstatement hypothesis, the applicability of the evidence they offer, and the results from an additional important study from 1998 heretofore overlooked in the literature. Results of this examination indicate that the evidence for the overstatement hypothesis is seriously flawed. Studies cited to support this hypothesis (1) often report only evidence on wage impacts and thus ignore IQ impacts on hours of work and work participation rates, (2) give lesser weight to or completely exclude population groups that show relatively higher IQ impacts (e.g., women), and (3) give substantial weight to pre-1980 wage and earning data, thereby omitting the influence of recent upward trends in skill differentials in earnings and increasing returns to education. Because of these and other deficiencies, available evidence does not substantiate the overstatement hypothesis. In contrast, recent evidence overlooked by the proponents of this hypothesis suggests that the results reported by Salkever understate the actual strength of the negative IQ impacts from lead exposure. Abstract: Mercury is a global pollutant and presents policy challenges at local, regional, and global scales. Mercury poses risks to the health of people, fish, and wildlife exposed to elevated levels of mercury, most commonly from the consumption of methylmercury in marine and estuarine fish. The patchwork of current mercury abatement efforts limits the effectiveness of national and multi-national policies. This paper provides an overview of the major policy challenges and opportunities related to mercury in coastal and marine environments, and highlights science and policy linkages of the past several decades. The U.S. policy examples explored here point to the need for a full life cycle approach to mercury policy with a focus on source reduction and increased attention to: (1) the transboundary movement of mercury in air, water, and biota; (2) the coordination of policy efforts across multiple environmental media; (3) the cross-cutting issues related to pollutant interactions, mitigation of legacy sources, and adaptation to elevated mercury via improved communication efforts; and (4) the integration of recent research on human and ecological health effects into benefits analyses for regulatory purposes. Stronger science and policy integration will benefit national and international efforts to prevent, control, and minimize exposure to methylmercury. [Copyright &y& Elsevier]

Abstract: Anthropogenic activities have enriched mercury in the biosphere by at least a factor of three, leading to increases in total mercury (Hg) in the surface ocean. However, the impacts on ocean fish and associated trends in human exposure as a result of such changes are less clear. Here we review our understanding of global mass budgets for both inorganic and methylated Hg species in ocean seawater. We consider external inputs from atmospheric deposition and rivers as well as internal production of monomethylmercury (CH3Hg) and dimethylmercury ((CH3)2Hg). Impacts of large-scale ocean circulation and vertical transport processes on Hg distribution throughout the water column and how this influences bioaccumulation into ocean food chains are also discussed. Our analysis suggests that while atmospheric deposition is the main source of inorganic Hg to open ocean systems, most of the CH3Hg accumulating in ocean fish is derived from in situ production within the upper waters (<1000m). An analysis of the available data suggests that concentrations in the various ocean basins are changing at different rates due to differences in atmospheric loading and that the deeper waters of the oceans are responding slowly to changes in atmospheric Hg inputs. Most biological exposures occur in the upper ocean and therefore should respond over years to decades to changes in atmospheric mercury inputs achieved by regulatory control strategies. Migratory pelagic fish such as tuna and swordfish are an important component of CH3Hg exposure for many human populations and therefore any reduction in anthropogenic releases of Hg and associated deposition to the ocean will result in a decline in human exposure and risk. Soil organic carbon (SOC) is a critical indicator for healthy and fertile lands across the world. It is also the planet's largest terrestrial carbon pool, so any changes of this pool may have profound implications for both land productivity and climate stability. However, SOC changes have so far remained largely unexplored, although their understanding is essential for many international environmental policies. Here we investigate for the first time recent global SOC changes, based on some SOC stock interannual data that were processed for the 2001–2015 period on a planetary scale. We analysed the global SOC dynamics using the Mann-Kendall test and Sen's slope estimator, which are widely acknowledged to be reliable geostatistical tools for detecting various environmental trends from global to local scale. We explored SOC changes via three metrics (averages, quantities, areas) of negative and positive trends, but also of the balance between soil carbon trends, a key statistic for monitoring land quality stability and soil–atmosphere carbon fluxes in the global environmental policies. Globally, we estimated a net average decrease of −58.6 t C km2 yr−1, a total loss of ~3.1 Pg C, and an area affected by net SOC losses of ~1.9 million km2. Many environmental justice communities face elevated exposures to multiple stressors, given biases in urban and environmental policy and planning. This paper aims to evaluate sound level exposure in a densely populated environmental justice city in close proximity to major roadways, a nearby airport and high levels of industrial activity. In this study we collected various sound level metrics to evaluate the loudness and frequency composition of the acoustical environment in Chelsea, Massachusetts, USA. A total of 29 week-long sites were collected from October 2019 to June 2020, a time period that also included the influence of the COVID-19 pandemic, which drastically altered activity patterns and corresponding sound level exposures. We found that Chelsea is exposed to high levels of sound, both day and night (65 dB (A), and 80 dB and 90 dB for low frequency, and infrasound sound levels). A spectral analysis shows that 63 Hz was the dominant frequency. Distance to major roads and flight activity (both arrivals and departures) were most strongly correlated with all metrics, most notably with metrics describing contributing from lower frequencies. Overall, we found similar patterns during the COVID-19 pandemic but at levels up to 10 dB lower. Our results demonstrate the importance of noise exposure assessments in environmental justice communities and the importance of using additional metrics to describe communities inundated with significant air, road, and industrial sound levels. Centuries of human activities, particularly housing and transportation practices from the late 19th century through the 1980's, dispersed hundreds of millions of tons of lead into our urban areas. The urban lead burden is evident among humans, wild and domesticated animals, and plants. Animal lead exposures closely mirror and often exceed the lead exposure patterns of their human partners. Some examples: Pigeons in New York City neighborhoods mimicked the lead exposures of neighborhood children, with more contaminated areas associated with higher exposures in both species. Also, immediately following the lead in drinking water crisis in Flint MI in 2015, blood lead levels in pet dogs in Flint were 4 times higher than in surrounding towns. And combining lead's neurotoxicity with urban stress results in well-characterized aggressive behaviors across multiple species. Lead pollution is not distributed evenly across urban areas. Although average US pediatric lead exposures have declined by 90% since the 1970s, there remain well defined neighborhoods where children continue to have toxic lead exposures; animals are poisoned there, too. Those neighborhoods tend to have disproportionate commercial and industrial lead activity; a history of dense traffic; older and deteriorating housing; past and operating landfills, dumps and hazardous waste sites; and often lead contaminated drinking water. The population there tends to be low income and minority. Urban wild and domesticated animals bear that same lead burden. Soil, buildings, dust and even trees constitute huge lead repositories throughout urban areas. Until and unless we begin to address the lead repositories in our cities, the urban lead burden will continue to impose enormous costs distributed disproportionately across the domains of the natural environment. Evidence-based research has shown the efficacy and cost-effectiveness of some US public policies to prevent or reduce these exposures. In Chile organophosphate pesticides are widely used in the production of fruits. Pesticides use is regulated for professional practice but there is no regulation regarding exposure to the general population. To relate exposure to cholinesterase's inhibitor pesticides during the spray season with neuropsychological impairment in occupationally exposed (OE) and environmentally exposed (EE) groups of people. Exposure was assessed through inhibition of acetylcholinesterase (AChE) and butyrylcholinesterase (BChE) activity and neuropsychological outcomes were evaluated through a large battery of tests covering general mental status, language, memory, attention, executive function, praxis and psychomotricity. Evaluations were carried out firstly in a period of no/low organophosphate pesticide use and subsequently during the spray season. All parameters were calculated as the relative change from baseline to spray season. For this study in total 156 participants were recruited divided equally over participants with environmental exposures (EE) and participants with occupational exposure (OE). In the EE, BChE's enzyme activity inhibition ≥30% showed significant association with 10% or more decreased performance in several tests evaluating six of the eight cognitive areas (excepting psychomotricity and mood status); besides, for AChE inhibition in EE, the association was significant in three tests evaluating attention and one of executive function. Whereas, in OE, the inhibition of the BChE ≥30% was associated with a low performance of one attention test and for AChE the exceedance of the standard was associated with diminished performance in one test of memory and attention, respectively. The association between biomarkers of biological effect and cognitive impairment persisted among the EE group after removing confounders. No association was found between biomarkers of biological acute effect and decreased cognitive performance in the OE group. Increased exposure to pesticides was confirmed by increased inhibition of cholinesterase's in both exposure groups; which was associated with a diminished neuropsychological performance, mainly in the environmentally exposed study group. The practice of hair dyeing is a rapidly expanding industry on a global scale; however, it has become a major concern for Asian countries because they have been undergoing rapid transformations of their environment and lifestyles. While the socio-economic benefits and impacts of this globalization trend are widely understood, the environmental effects are largely unknown. In particular, commonly available oxidative dyes potentially pose specific environmental risks due to their use of a toxic aromatic amine p-Phenylenediamine (PPD). In investigating the environmental impacts of PPD chemicals, we first provide context to the study by setting out the socio-psychological drivers to industrial expansion in Asian countries along with an overview of research into its effects, to show that its environmental impacts are under-researched. We then investigate the environmental toxicity of PPD by focusing on the role of microbes in metabolizing waste products. Results show that Acinetobacter baumannii EB1 isolated from dye effluent prevents autoxidation of PPD under oxygen-enriched (shaking) or oxygen-deficient (static) conditions representing different environmental settings. Microbes transformed PPD into more toxic metabolites, which then significantly reduced plant growth, thereby having a direct bearing on ecosystem services.
