The field of ethnic and racial studies has been transformed in important ways over the past four decades. This Special Issue brings together nine original research papers presented in draft form at a conference to celebrate the 40th Anniversary of the journal Ethnic and Racial Studies. In this introductory paper, we discuss key facets of contemporary debates and review some key arguments explored in the papers that follow. We also take the opportunity offered by this reflective issue to explore some of the issues that concern us editors of the journal and which formed part of the discussion at the conference. The changing boundaries of the study of ethnicity and race have been the subject of much debate in recent years. New theoretical debates have come to the fore and empirical research has broached new questions. Taking its cue from the wide range of themes covered in this special issue, this article seeks to map out some of the key areas in which this transformation has become apparent and to highlight the implications for ethnic and race relations as a field of study. This article presents information on the aspects of Israeli society within the boundaries of the present state, not including the occupied territories on the West Bank and in Gaza. The phenomenon of migration to Israel has transplanted groups of diverse Jewish origins together in the same state, with more or less self-conscious policies for the promotion of national integration and absorption of immigrants into a constructed Israeli nation. The territory was previously occupied by an indigenous Arab population, itself internally differentiated, many of whose descendants no longer live within the borders of Israel, but are part of the population of the West Bank and Gaza, of the very large groups of Palestinian refugees in the region, or of the wider Palestinian diaspora. Globalization has particular connotations in the context of Jew and Arab in Israel, for both are internationally dispersed communities. Israel is a Jewish state, which came into existence in 1948, open to in-migration by any Jew anywhere in the world, the most recent sizeable migration being by Soviet Jews. To the extent that assumptions of primordial difference persist, as in Israel, each group is likely to remain isolated from the other within unequal, closed and perpetual corporate categories which are defined in terms of the differentia which override all other differences.

Out of the five books under review, three address directly the work of the principal author, Gunnar Myrdal and his wife, and the work's influence, two are more concerned with the general development of the social sciences and the retreat of scientific racism in the period. It considers the book "An American Dilemma," by Gunnar Myrdal to be a watershed in the study of race relations. "An American Dilemma" may be regarded as the apotheosis of liberalism both for its content and argument and in terms of the biographies of the principal author and his wife. In personality, however, Myrdal remained the confident, assertive, arrogant and ambitious man. Myrdal resented competition, and from childhood consistently needled and denigrated his son, a conflict culminating many years later in a volcanic row about Sweden's stance towards the Vietnam war resulting in all contact being broken between son and parents for the last twenty years. Myrdal's study of race relations was commissioned by one the great American philanthropic foundations, the Carnegie corporation of New York.

The article focuses on Chicago Commission on race relations. It probed the Chicago race riots of 27 July to 8 August, 1919, in which thirty eight people died and 537 were injured. Chicago race riots began when a Black was stoned by Whites on the twenty-ninth Street beach at the lake shore and was drowned. When the White police was called to the scene, they refused to write complaints against the stone-throwers. But they arrested one Black onlooker on the complaint of a White. Blacks at the scene attacked Whites, the police retaliated and the rioting began. Two initiatives for the formulation of a policy on race relations occurred during rioting. On 30 July, eleven leading citizens suggested to the Illinois governor a commission of five to eight members. Two days later, on 1 August a powerful appeal was issued to the governor by a meeting asking him to appoint an emergency state committee to study the psychological, social and economic causes underlying conditions resulting in the present race riots. The commission was unusual in having equal representatives of both races.

The aim of this article is to remind readers of the historical roots of the study of the field and to draw attention to the reappearance of major works. In the first book, the publishers do not claim the status of a classic for its collection of articles originally published between 1887 and 1937 and brought into one volume in 1940. They say simply that it is a title for which there is a steady but small demand. For the author, a classic is either a leading work from a period that has special significance for scholars in a particular discipline, or it is a work which remains important for a new generation of readers. According to the author, this book is not a classic but a collection of articles some of which were historically important, both on original publication and subsequently, because of their wider influence in the U.S. as well as upon the development of North American anthropology. The seminal work, first published twenty years ago, is now reissued, in the second book, unaltered, in a library of modern classics. Victor Kiernan's humanity and erudition permit him to survey the whole story of relations between Europe and the remainder of the non-western world. Some non-western societies were ancient, advanced civilizations; some isolated, backward communities, but all in the end were subjected to western imperial dominance, although this process took centuries to complete.

Ethnic and Racial Studies has sought over the years to cover a wide range of debates about the study of race, ethnicity and nationalism. In doing so we have by no means always succeeded in covering fully questions about teaching and pedagogy. The periodical produced a special issue in 1996 that was framed around the teaching of race and ethnicity in a number of disciplines (vol. 19, No.4) and there have been occasional articles about this theme in the period since. A major part of this issue of Ethnic and Racial Studies is taken up by a special Symposium on the teaching of ethnic and racial studies. An important facet of research in this field is that in practice researchers have been pulled in a variety of directions, by both political and academic pressures. Given the rapid growth in both the research and teaching components of ethnic and racial studies in recent years it is perhaps not surprising that there has emerged an undercurrent of concern about the shifting boundaries of this field of scholarly inquiry.
