The predominant view in the literature holds that the main objective of the Soviet rulers was growth of the official measure of aggregate output, irrespective of its use structure, that is, growth for its own sake. We show that the pursuit of this objective would have been irrational, and argue instead that the main objective was the pursuit of military might. This formulation returns the Soviet rulers to the company of rational economic actors, helps explain the main characteristics of the Soviet economic development better than the majority view, and provides a different perspective on the system's final decades. The main purpose of this article is to establish to what extent migration from Bulgaria and Romania to Spain first, has a temporary and circulatory or a long-term and permanent nature, and secondly, responds to family or individual strategies. Several indicators are analysed: demographic composition; family reunification processes; migratory strategies within the family framework; the age of immigrants' children; and the frequency of movements between the destination and origin. The article demonstrates that many immigrants do not follow family reunification strategies but rather adopt individual strategies and that long term migration is the predominant pattern. This article analyses the potential for Russian oil export growth through the next decade. It concludes that supply for exports will continue to grow, albeit moderately. The greater or lesser intensity of that growth will depend on the evolution of both production and internal consumption, and especially on the reaction by investors to sector changes promoted by government energy policy. From this analysis, we find three likely scenarios for Russian oil exports. The most positive envisages it will be possible to diversify exports while the most negative suggests that Russia will have scant opportunity to develop an export diversification strategy. This article examines the effect of increased state control over the Russian gas sector and its ultimate impact on energy security in Europe. The various mechanisms by which the state has acquired ownership (or quasi-ownership) over several independent gas producers as well as the potential dangers this poses for European energy supplies are scrutinised. Due to the demonstrated inefficiency of Russian state-controlled companies, negative consequences, such as slowed production growth, are likely to result. The few remaining independent gas producers are still hampered in their development due to the government's reluctance to implement structural reforms in the Russian gas sector. The article discusses the success of the United Russia political party in the December 2007 Russian Duma election. Special focus to the connection between the rapid economic success Russia experienced under Russian President Vladimir Putin, Putin's connection and to the United Russia party, and voter support the party received during the 2007 elections. Topics include 'Putin's Plan," the election as a referendum on Putin's policies, and rapid improvements in Russian standards of living. The European Neighbourhood Policy (ENP) is modelled on the institutional and procedural experience of the EU's eastward enlargement, although it explicitly excludes a membership perspective. It thus aims to define an alternative incentive for domestic reform in neighbouring countries, referred to as 'a stake in the internal market'. This article suggests that the ENP amounts to a form of 'conditionality-lite' for non-candidate countries. Within the ENP the key defining elements of conditionality - clear incentive and enforcement structures - are vague for both the EU and its neighbouring countries. Thus, the ENP is conceptually and empirically weak when measured against a simple, rationalist conditionality model. In line with the alternative understanding of conditionality as a process rather than a clear-cut variable, the main function of the ENP is twofold: it provides an external reference point which domestic political actors in the ENP countries can choose to utilise when it fits their agenda (both pro-EU or anti-EU); and a loose framework for socialisation. This process of socialisation involves both the EU and the ENP countries. Through an analysis of the ENP process in Ukraine and Moldova it concludes that while the ENP tries to prevent a repeat of the EU's 'rhetorical entrapment' in further eastward enlargement, it paradoxically paves the way for a 'procedural entrapment' in ENP countries that harbour membership aspirations and provides a momentum, though not a guarantee, for conflict resolution. This article examines the reform of the Serbian intelligence agencies since the fall of Slobodan Milosevic and argues that they are important actors in democratisation, with a powerful capacity to influence and frustrate the reform process. However, the Serbian experience demonstrates that the role of intelligence agencies in democratisation is complex. In Serbia, governance of the intelligence sector has been characterised neither by a simple maximisation of civil power over the agencies themselves, nor by outright resistance to change by inherently compromised, authoritarian-era structures. Instead, the role and reform of Serbia's intelligence agencies since 2000 has been closely integrated with developments in the political sphere, and has exhibited considerable continuity with past practice. This study examines the role of oil and gas in the making of Kazakhstan's foreign policy. It argues that Kazakhstan has been following a multi-vector foreign policy in relation to its oil-led development and the geopolitics of exporting oil from this landlocked region. The significance of geopolitical considerations and the resulting pragmatism of Kazakhstan's leadership only allow a limited role for national identity and internal political dynamics in the making of its foreign policy. Hungary's constitutional commitment to support kin-nationals beyond its borders (nation policy) has been a central feature of its post-1989 foreign policy and highlights a particularly important national security concern - the societal security of national identity, culture, language and tradition. This article examines Hungary's societal security concerns and the policy methods it utilises, including its EU membership and the promotion of minority rights at the European level, to help combat these concerns. It is suggested that Hungary has found it somewhat difficult to balance its societal security policy objective with internal economic demands on its welfare system and its external foreign policy objective to maintain good neighbourly relations. This article also notes that Hungary's attempts to Europeanise, or rather 'EU-ise', minority and ethnic rights issues as a means to enhance societal security for the Hungarian nation has certain political consequences for the EU. This suggests that societal security provision is an issue that cannot be overlooked when trying to understand the longer-term implications of EU eastern enlargement. [ABSTRACT FROM AUTHOR]

This article discusses two basic strategies of Russian companies—isolation from, and close cooperation with the state. The author analyses several ways in which companies realise these strategies, drawing analogies with the ‘exit’ and ‘voice’ strategies suggested by A. Hirschman. It is shown that under the conditions of a weak state these strategies lead either to an expansion of the shadow economy or to ‘state capture’. Both the privatisation of the state and the lack of its privatisation result in budget crises as well as drastic social and political shocks, leading to calls for a ‘strong hand’ in the business community itself. However, as there is little political competition and the mechanisms of democratic control are weak, state consolidation takes place as a bureaucratic consolidation accompanied by new opportunities for informal ‘business capture’ by the authorities. Nevertheless, the high degree of openness of the economy and the remaining heterogeneity of political actors provide business with a wide range of possible strategies of interaction with the state. This article explores how these strategies are becoming more formal and public compared to the 1990s. Strategies of isolation from the state now take place as legal strategies of internationalisation. Cooperation strategies, on the other hand, currently seem to be more efficient when switching from the traditional lobbying of private interests to more rational and collective actions aimed at providing the necessary conditions for sustainable economic development.
