As a result of the European Single Use Plastic Directive and as part of the transition to a circular economy, plastic food contact materials (FCMs) are being replaced, often by renewable plant-based materials. This research aimed to identify which chemical substances are present in plant-based materials. In 2022 a total of 28 samples of the latter materials from the Dutch market were analysed for 313 active substances from plant protection products, 47 per- and polyfluoralkyl substances (PFASs) and 27 heavy metals and other elements. Ten samples contained plant protection products that are not authorised in the EU. Most materials contained PFASs at trace or even high levels. Three out of four investigated sugar cane materials contained 6:2 fluorotelomer alcohol at levels up to 1.7 mg/kg. High contents of aluminium, manganese, iron, zinc, and barium were found. Other heavy metals, such as arsenic, lead and mercury were found in relatively low contents. A broad GC-MS screening was performed, which revealed the presence of plant extractable, plasticisers, antioxidants and hydrocarbons, which were not all authorised for FCMs, but may be present as non-intentionally added substances. Plasticisers are commonly used to increase the flexibility of a wide variety of food contact materials including the plastic tubing, liners, and gaskets used in the dairy industry. In recent years, some classes of plasticisers have come under scrutiny due to the potential for transfer of these compounds into the milk itself, which can then be further processed into foods such as powdered milks and cheeses, infant formula, and baked goods. One such set of plasticisers that is being evaluated for frequency of use, potential routes of exposure, and risk to consumers is ortho-phthalates, hereafter referred to as phthalates. In order to better understand the actual use of phthalate versus non-phthalate plasticised tubing, a robust, rapid, and portable analytical method is necessary for on-site screening. Laboratory Raman and near-infrared spectrometers have been used extensively for polymer and additive evaluation, and advances in portable/hand-held technology could lead to feasible plasticiser evaluation in the field. This research overviews efforts to evaluate six portable spectroscopy devices for their ability to identify phthalate versus non-phthalate plasticised polyvinyl chloride (PVC) dairy tubing, liners, and gaskets. The most successful method, a hand-held Raman spectrometer along with a plasticiser spectral library or a chemometric model, can rapidly and accurately identify phthalate containing PVC and has the potential to be employed as a future field screening technique for regulators and the dairy industry. Packaging may represent a source of food contamination, as different organic compounds and degradation compounds may migrate from packaging to foodstuff. For fatty foods, rectified olive oil is the common simulant, which implies time-consuming and laborious liquid-liquid extraction (LLE) procedures to isolate the contaminant(s) from the oil. Here we propose a Multisyringe Flow Injection Analysis manifold to automate this sample treatment, using the monomer 4,4´-dihydroxybiphenyl as the contaminant. The LLE procedure, using water as extractant, was fully automated. After the on-line LLE, the resulting extract was pumped through a fluorescence detector, inside which a flow-cell filled with C18 silica gel solid support was placed. The analyte was pre-concentrated on the solid support (in which the analytical signal was directly recorded), so improving the sensitivity of the system. Under optimum conditions, the method detection limit is 0.05 mg kg−1, well within the specific migration limit of 6 mg kg−1. The method developed was compared with the standard CEN test method (off-line LLE and HPLC determination) observing savings in sample and reagents of 90% and a 7-fold increase in sample throughput. Novel nanoparticles containing non-stick coatings have been developed for food contact applications such as frying pans. Possible release of nanoparticles from such coatings into food is not known. In this paper, the characterisation of commercially available non-stick coatings was performed by use of FTIR, electron and optical microscopy, EDXS and XRD analysis. Characterisation revealed that the coatings contained micron- and nanosized rutile TiO2 particles, and quartz SiO2 embedded in a silicone polymer matrix. In order to estimate possible migration of TiO2 nanoparticles from coatings into food, migration tests into simulants (deionised water, 3% acetic acid and 5 g l–1 citric acid) were performed (2 h at 100°C), and thermal and mechanical degradation of the matrix was studied. Simulants were analysed by ICP-MS after ultrafiltration and by microwave-assisted digestion. The concentration of titanium-containing particles that migrated into simulants was up to 861 µg l–1 (147 µg dm–2). Titanium was present in simulants in ionic form as well. The presence of TiO2 nanoparticles in 3% acetic acid was confirmed by SEM-EDXS analysis. Thermal stability study (TG/DSC MS analysis) did not show degradation of the matrix under foreseeable conditions of use, but mechanical degradation studies (scratch and tribological testing) showed possible release (microgram quantities per punched sample) of titanium-containing nanoparticles. The matrix degradation results were confirmed by observations of the morphology of the same type of coatings actually used for food preparation. Dissolution from the surface and matrix degradation can both contribute to nanoparticles release from this type of non-stick food contact coatings. [ABSTRACT FROM AUTHOR]

The Food Contact Notification (FCN) programme was authorised by the US Food and Drug Administration (USFDA) Modernization Act of 1997. Manufacturers may file FCNs for food contact substances (FCSs) not already authorised or pre-sanctioned by the USFDA by demonstrating a reasonable certainty of no harm for their intended uses. The Division of Food Contact Notifications (DFCN) 10-year Retrospective Assessment Group was formed to collect and develop metrics associated with the first decade of the FCN Programme and determine the extent selected aspects of the review process contributed to the effective FCN. Comparative analysis of 924 FCNs revealed that 76% become effective, 23% were withdrawn and 1% received a not accepted status. This research determines the concentrations of various phthalates in French wines and grape spirits marketed in Europe or intended for export. Dibutyl phthalate (DBP), diethylhexyl phthalate (DEHP) and butyl benzyl phthalate (BBP) were the most frequently detected compounds in the wines analysed. While only 15% of the samples examined contained quantifiable concentrations (> 0.010 mg kg–1) of DEHP and BBP, 59% of the wines contained significant quantities of DBP, with a median value as high as 0.0587 mg kg–1. Only 17% of the samples did not contain any detectable quantity of at least one of the phthalates and 19% contained only non-quantifiable traces. In the spirits analysed, DBP (median = 0.105 mg kg–1) and DEHP (median = 0.353 mg kg–1) were the substances measured at the highest concentrations, as well as the most frequently detected (90% of samples). BBP was present in 40% of the samples at an average concentration of 0.026 mg kg–1. Di-isobutyl phthalate (DiBP), which is not permitted in contact with food, was found in 25% of the spirits tested. According to the specific migration limits (SML) for materials in contact with food, slightly more than 11% of the wines analysed were non-compliant, as they exceeded the SML for DBP (0.3 mg kg–1); just under 4% were close to the SML for DEHP. Concerning spirits, 19% of the samples analysed were considered non-compliant to the SML for DBP and nearly 7% were close to the SML for DEHP. The aged grape spirits analysed were often excessively contaminated with DiBP, which is not permitted to be used in contact with food (> 0.01 mg kg–1). A study of various materials frequently present in wineries revealed that a relatively large number of polymers sometimes contained high concentrations of phthalates. This paper describes the use of a suite of extraction procedures applicable to the assessment of the in vitro toxicity of paper/board samples intended for food-contact applications. The sample is extracted with ethanol, water, or exposed to modified polyphenylene oxide (Tenax®) for fatty, non-fatty and dry food applications, respectively. The water extracts are directly suitable for safety assessment using in vitro bioassays. The ethanol extracts of the paper/board and of the exposed Tenax require pre-concentration to give acceptable sensitivity. This is because the in vitro bioassays can tolerate only a small percentage of added organic solvent before the solvent itself inhibits. The extraction procedures have been selected such that they mimic the foreseeable conditions of use with foods and that they are also fully compatible with the battery of in vitro biological assays for the safety assessment of the total migrate. The application of the extraction protocols is illustrated by the results for one of the many paper/board samples provided by the BIOSAFEPAPER project industrial platform members. The assessment indicated that this sample should not be considered as suitable for use with fatty foodstuffs but was suitable for dry and non-fatty foods. Information subsequently received from the manufacturer revealed that this was a non-food-grade product included in the project to test the capabilities of the bioassay procedures. The selection criteria for the test conditions and the suite of methods developed have been prepared in Comité Européen de Normalisation (CEN) format and is currently being progressed by CEN/TC172 as a European Standard.
