Objective: To evaluate the health information system (HIS) of Mexico according to the information reported to the Organization for Economic Co-operation and Development (OECD). The ultimate goal is to identify the improvements that should be considered., Method: Health indicators published by the OECD (2017 to 2021) are analyzed according to 11 thematic groups. Coverage (quantity and type of indicators reported by thematic group) and quality of information were assessed, according to OECD guidelines., Results: Mexico reported annually 14 of 378 indicators (3.7%), and discontinuously 204. In no group were all indicators reported annually, except for the two on COVID-19. Three out of 88 were reported annually on use of services; and none on health status, quality of care and pharmaceutical market. Twelve indicators (5.5% of those reported by Mexico, 3.2% of the full OECD set) had optimal quality and annual reporting. 57.7% of the reported indicators had at least one quality defect., Conclusions: Within the framework of the standards set by the OECD, of which Mexico is a member, the Mexican HIS presents significant deficits in coverage and quality of information. Objective: To examine the presence of women in the organs of the Interterritorial Council of the Spanish National Health System (CISNS)., Method: Annual reports of the CISNS from 2005 to 2022 were analyzed. Artificial intelligence was used to assign gender, and percentages of women's participation were calculated. Temporal evolution, vertical segregation, and horizontal segregation were analyzed., Results: Between 2005 and 2022, there were 14,308 participations in 85 organs, with 52% women, rising from 42% in 2005 to 61% in 2022. There was a higher participation of women in propositional organs (54%), followed by executive ones (50%), and plenary sessions (40%). The General State Administration had 61% women compared to 48% in autonomous communities. Women's participation varied by topic, being higher (82%) in gender violence and lower (35%) in inspection., Conclusions: Although there is a slight reduction in the participation gap between women and men, inequalities persist. Women have less presence in higher hierarchical levels (plenary sessions), maintaining vertical segregation. Additionally, women's representation in certain topics remains low, maintaining horizontal segregation. Este trabajo revisa las políticas para disminuir las desigualdades sociales en salud y presenta algunos ejemplos. Previamente repasa el modelo sobre los determinantes sociales de las desigualdades en salud. El modelo descrito sobre los determinantes de las desigualdades en salud es el utilizado por la Comisión de los Determinantes Sociales de la Salud de la Organización Mundial de la Salud, que contiene tres elementos principales: el contexto socioeconómico y político, la posición socioeconómica y los factores intermediarios. Se describen 10 principios que cabe tener en cuenta para poner en marcha intervenciones dirigidas a reducir las desigualdades en salud, y se describen distintas políticas según «el punto de entrada» considerado en el modelo conceptual. Finalmente, se ofrecen dos ejemplos: la política de salud pública de Suecia y el programa «Barrio Adentro» de Venezuela.This paper reviews policies to reduce social inequalities in health and presents some examples. Previously it presents the model on social determinants of health inequalities. The model described on the determinants of health inequalities is used by the Commission on Social Determinants of Health of the World Health Organisation that contains three main elements: the socio-economic and political context, socioeconomic status and intermediary factors. It describes 10 principles to keep in mind to launch interventions aimed at reducing inequalities in health and describes various policies depending on different «entry points» considered in the conceptual model. Finally we present two examples: The Public Health Policy of Sweden and the programme «Barrio Adentro» in Venezuela.

Objetivos: Analizar el contenido de las políticas sanitarias estatales y autonómicas dirigidas a inmigrantes en España. Métodos: Se realizó un estudio comparativo descriptivo de las políticas sanitarias para inmigrantes, estatales y autonómicas, mediante análisis de contenido. Se seleccionaron Andalucía, Comunidad Valenciana, Comunidad de Madrid y País Vasco por tener políticas específicas, proporción diferente de inmigrantes y evaluación de la política. Se seleccionaron planes estatales o autonómicos con intervenciones sanitarias dirigidas a inmigrantes. Se realizó un análisis de contenido cuyas dimensiones iniciales fueron: principios, objetivos, estrategias y evaluación. Posteriormente se clasificaron las estrategias según el ámbito de actuación. Resultados: Las políticas sanitarias dirigidas a inmigrantes se definen principalmente en los planes de inmigración. Los principios se basan en la igualdad de derechos en salud con la población autóctona, y los objetivos se dirigen a su consecución. Buena parte de las acciones están encaminadas a la mejora del acceso a la atención. Además, contemplan estrategias específicas para adaptación de los servicios, promoción de la salud, análisis de las necesidades y formación de los profesionales. Las políticas autonómicas siguen las directrices generales marcadas para todo el Estado, pero con acciones más concretas. Las evaluaciones de las políticas son muy limitadas. Conclusión: El contenido de las políticas sanitarias, especialmente estatales, responden a aspectos importantes a considerar en la atención a la población inmigrante. Sin embargo, la ausencia de evaluaciones, junto a la persistencia de problemas en la atención e inequidades en el acceso, podría indicar una insuficiente implantación y requiere un seguimiento cuidadoso.Objectives: To analyze the content of health policies for the immigrant population developed by central and regional governments in Spain. Methods: A descriptive comparative study of central and regional healthcare policies for the immigrant population was conducted in Spain through content analysis. The selected regions were Andalusia, Valencia, Madrid and the Basque Country as these regions have specific policies, distinct proportions of immigrants and policy evaluations. National or regional health and immigration plans with health policies for immigrants were selected. Contents analysis was conducted of the following main dimensions: policy principles and objectives, strategies and results' evaluation. Subsequently, strategies were categorized according to the area of intervention. Results: Healthcare policies for the immigrant population are mainly included in national and regional immigration plans. The principles of these policies are based on equal rights to healthcare between the immigrant and native-born populations and the objectives aim to achieve this end. National objectives and actions address access to and adaptation of health services, health promotion, health needs assessment, and health personnel training in cultural competences. Regional policies follow the national guidelines but their actions are more specific. Policy evaluations are highly limited. Conclusions: The content of the health policies, especially national policies, address major issues in meeting immigrants' healthcare needs. However, the absence of assessments, together with persistent problems in the provision of care and inequalities in access, could indicate insufficient implementation and requires careful monitoring.

Objective: To summarize public health policy models reported in studies published between 2002-2017., Method: Using MesH vocabulary, we systematically searched articles in English, Spanish and Portuguese in the PubMed, Scielo, Jstor, ProQuest and Google Scholar data-bases. The quality of the articles was assessed using the tool for understanding a qualitative study by CASPe., Results: A higher proportion of scientific studies were conducted in the African continent. The policies relating to health care were most frequently investigated. Walt and Gilson's model and Kingdon's multiple streams framework were more frequently reported., Conclusions: The articles set out the public policy analysis model, but not the approach to guide it. A more robust theoretical body needs to be built to enable discussion about the approaches and models for the analysis of public policies. A policy brief is a document that summarizes research to inform policy. In a brief and succinct way, it defines a policy problem, presents a synthesis of relevant evidence, identifies possible courses of action and makes recommendations or key points. The objective of this note is to describe the methodology used to produce a policy brief for communicating public health research. This note is based on the model presented by Eugene Bardach in addition to the authors' own experiences. We describe six steps: 1) identifying the audience; 2) defining the problem; 3) gathering information and evidence; 4) consideration of policy alternatives; 5) projecting results and designing recommendations; and 6) telling the story. We make a case for the use of policy briefs as a part of an overall communications strategy for research that aims to bring together research teams and stakeholders., (Copyright © 2017 SESPAS. Objective: To determine the impact that intersectoral policies and social participation, implemented worldwide, have had on the modification of the social determinants for health and on the reduction of social health inequities., Method: A scoping review of the literature published in the period 2005-2015 was performed. The literature search was conducted on PubMed and Scielo databases. Two researchers reviewed each document. Data were analysed according to the intersectoral action and social participation variables and according to the theoretical frameworks of the Social Determinants Model of the Commission on Social Determinants of Health (CSDH) and the theoretical constructs of Social Capital (SC) and Life Course (LC)., Results: Out of 45 documents likely to be selected for final review, all of them based on title and abstract, 20 documents were eventually picked out and analysed; most them (n = 8) were conducted in all Latin America and Latin America's countries. Twelve documents reported intersectoral action associated with social participation in partnership with different institutions. Regarding theoretical frameworks, most of studies (n = 8) used CSDH and SC. In relation to health outcomes, the studies showed mainly: increased access to health and education, follow-up of pregnant women, increasing in prenatal examinations, reduction in malnutrition/child mortality, reduction in extreme poverty/hunger; reduction in epidemics/tuberculosis, control of alcohol/drug consumption, promotion of health/mental as well as basic sanitation improvements., Conclusions: Intersectoral and social participation experiences studied yielded positive outcomes regarding health status and quality of life in the communities in which such experiences were implemented., (Copyright © 2017 SESPAS. Harm reduction encompasses interventions, programmes and policies that seek to reduce the negative consequences of the consumption of both legal and illegal drugs on the individual and public health. Harm reduction looks to mitigate the harm suffered by drug users through drug use monitoring and prevention, and promotes initiatives that respect and protect the human rights of this population. The harm reduction policies that have proven effective and efficient are: opioid substitution maintenance therapy (methadone); needle and syringe exchange programmes; supervised drug consumption rooms; and overdose prevention through peer-based naloxone distribution. In order to be effective, these policies must have comprehensive coverage and be implemented in areas where the target population is prevalent. Resident-based opposition to the implementation of these policies is known as the NIMBY (Not In My Back Yard) phenomenon, which is characterised by being against the implementation of new measures in a particular place, but does not question their usefulness. Given that any NIMBY phenomenon is a complex social, cultural and political phenomenon, it is important to conduct a thorough analysis of the situation prior to implementing any of these measures. Harm reduction policies must be extended to other substances such as alcohol and tobacco, as well as to other conditions beyond infectious/contagious diseases and overdose., (Copyright © 2016 SESPAS.
