Climate change is already occurring in the Arctic and the Arctic Climate Impact Assessment recently concluded that future climate change could be devastating for Inuit. This paper characterises vulnerability to climate change in two Inuit communities in the Canadian territory of Nunavut, focusing on the resource harvesting sector. In both communities, Inuit have demonstrated significant adaptability in the face of current changes in climatic conditions. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in resource use, and institutional support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity and have resulted in emerging vulnerabilities. Global and regional climate projections indicate that climatic conditions which currently pose risks are expected to be negatively affected by future climate change. These projections are not without precedent and analysis of current vulnerability and identification of adaptation constraints by Inuit in the two communities indicate the continued importance of traditional coping mechanisms. The ability to draw on these coping mechanisms in light of future climate change, however, will be unequal and the research indicates that young Inuit and those without access to economic resources, in particular, are vulnerable. We are living in a climate of fear about our future climate. The language of the public discourse around global warming routinely uses a repertoire which includes words such as ‘catastrophe’, ‘terror’, ‘danger’, ‘extinction’ and ‘collapse’. To help make sense of this phenomenon the story of the complex relationships between climates and cultures in different times and in different places is in urgent need of telling. If we can understand from the past something of this complex interweaving of our ideas of climate with their physical and cultural settings we may be better placed to prepare for different configurations of this relationship in the future. This paper examines two earlier European discourses of fear associated with climate – one from the early-modern era (climate as judgement) and one from the modern era (climate as pathology) – and traces the ways in which these discourses formed and dissolved within a specific cultural matrix. The contemporary discourse of fear about future climate change (climate as catastrophe) is summarised and some ways in which this discourse, too, might be dissolved are examined. Conventional attempts at conquering the climatic future all rely, implicitly or explicitly, upon ideas of control and mastery, whether of the planet, of global governance or of individual and collective behaviour. These attempts at ‘engineering’ future climate seem a degree utopian and brash. Understanding the cultural dimensions of climate discourses offers a different way of thinking about how we navigate the climatic future. However our contemporary climatic fears have emerged – as linked, for example, to neoliberal globalism, to ecological modernisation and the emergence of a risk society, or to a deeper instinctive human anxiety about the future – they will in the end be dissipated, re-configured or transformed as a function of cultural change. The least annual precipitation in the western interior of North America occurs in the northern Great Plains, including an area that encompasses parts of south-eastern Alberta, south-western Saskatchewan and eastern Montana. During 1999–2001, most climate stations in this region had record low precipitation. This paper examines this three-year drought in the context of historical climate records from Medicine Hat, Alberta and Havre, Montana and summer (June–July) and annual (August–July) precipitation reconstructed from standardized tree-ring widths (residual chronologies) from Pinus contorta (lodgepole pine) sampled in the Cypress Hills of Alberta and Saskatchewan and the Bears Paw Mountains of north-central Montana. Drought is operationally defined as precipitation in the lower 10th and 20th percentiles. Plots of reconstructed precipitation and cumulative departure from median values indicate a shift in climate variability prior to the twentieth century, when EuroCanadians settled in this region. The eighteenth and nineteenth centuries are characterized by sustained periods of progressively wetter and drier conditions, including prolonged drought. Various archival sources document the significant impacts of these prolonged droughts. While drought was frequent in the twentieth century, it tended to be of short duration and the impacts also were ameliorated by intervening periods of relatively high precipitation. Since dust storm frequency in the African Sahel is considered an indicator of drought phases, this paper points out basic interrelations of annual and interannual dust storm, rainfall and temperature variability in the region, as well as some large-scale patterns of atmospheric control. The normal seasonal pattern is characterized by a temperature maximum in June/July, a rainfall maximum in August, and a dust storm maximum in April which is linked to a negative soil water budget towards the end of the dry season. However, the dust storm minimum is reached as late as October, i.e. after sufficient soil water infiltration and vegetation cover increase. Thus, seasonal parameter interrelation reflects seasonal shifts in regional atmospheric circulation.Interannual variability, however, seems to occur with periodicities around 2-4 years, 6 years, 11-12 years and 25 years, a result that applies when modelling temperature, rainfall and dust storm series. Further statistical analysis provides insight into the internal structure of the short-term oscillations. Positive springtime dust storm anomalies are preceded by one or two dry years with above-normal summer temperatures. In this case, the evolution of a secondary dust storm maximum in winter is most likely. Over a sequence of 2-3 dry years, dust storm anomalies increase from spring to the following winter.When considering possible atmospheric controls, it was observed that higher summer temperatures in a Sahelian dry year are followed by increased zonal flow in the mid-latitude circumpolar vortex, and colder winters in the Sahel itself. The summer and winter relationship implies these processes to be an effect of meridional transport of excess latent heat after suppression of the West African Walker cell in early summer, and an oversteepened pressure gradient with increased surface trades during the following winter.
