Abstract: Recently, in the United Kingdom, two issues have dominated the energy policy agenda: effective climate change mitigation and energy security. Whilst evolving government policy has led to government support for new build nuclear power as part of the nation''s future energy mix, limited attention has been devoted to examining how arguments were constructed to lead ‘naturally’ to nuclear new build as an option for addressing these two issues. Using Critical Discourse Analysis this paper analyses the struggles within the climate change mitigation and energy security discourses in generating and/or replacing meanings. In particular, it examines how construction of the dominant (hegemonic) discourses led ‘naturally’ to the necessity of new build nuclear power. This paper draws upon 24 stakeholder interviews to examine the hegemonic and counter-hegemonic discourses. It outlines how climate change and energy security were perceived as motivators for energy policy; it shows how the combination of the dominant construction of climate change as an environmental issue and the construction of energy security as a ‘gas gap’ lent weight to the argument for nuclear new build. Struggling against these discourses is a counter-hegemonic discourse centred around climate change as a symptom of unsustainability and energy security as a lack of energy diversity. The latter, rather than ‘naturally’ proposing an urgent need for nuclear new build, lead to the argument for readdressing the focus of, and use of resources by, society – reducing energy demand and increasing energy supply diversity. Abstract: This paper aims to contribute to media studies on climate change through a study of the ways in which the adequacy of transnational measures of tackling climate change are represented in media outlets in the UK, Ireland, Sweden and Finland. Media texts on the European Union Energy and Climate Package, introduced in January 2008 and approved in modified form in December 2008, are analyzed in-depth. Through an exploratory cross-societal comparison of media representations, the paper traces some of the dynamics of contemporary environmental debates. We argue that the adequacy of proposed transnational measures for tackling climate change becomes a relative concept in the media: measures are not adequate or inadequate per se, but contingent upon social context and relative with regard to time and to the comparisons made. Abstract: This paper is concerned with environmental governance and policy formation in the area of climate change. Specifically, it examines a decision by the UK Government in 2003 to adopt a demanding, long-term CO2 emissions reduction target, following the advice of one of its longest standing environmental advisory bodies, the Royal Commission on Environmental Pollution. It explores the origins of the Commission''s recommendation and the reasons for its relatively rapid uptake in public policy. It argues that in both cases, a complex mix of structural and contingent, cognitive and non-cognitive factors can be identified, operating at different levels of governance. Finally, the paper reflects on what we might learn from this particular case about policy processes and the role of knowledge and expert advice within them. [Copyright &y& Elsevier]

The science of climate change is full of uncertainty, but the greater vulnerability of poor countries to the impacts of climate change is one aspect that is widely acknowledged. This paper adapts Dryzek''s ‘components’ approach to discourse analysis to explore the media construction of climate change and development in UK ‘quality’ newspapers between 1997 and 2007. Eight discourses are identified from more than 150 articles, based on the entities recognised, assumptions about natural relationships, agents and their motives, rhetorical devices and normative judgements. They show a wide range of opinions regarding the impacts of climate change on development and the appropriate action to be taken. Discourses concerned with likely severe impacts have dominated coverage in the Guardian and the Independent since 1997, and in all four papers since 2006. Previously discourses proposing that climate change was a low development priority had formed the coverage in the Times and the Telegraph. The classification of different discourses allows an inductive, nuanced analysis of the factors influencing representation of climate change and development issues; an analysis which highlights the role of key events, individual actors, newspaper ideology and wider social and political factors. Overall the findings demonstrate media perceptions of a rising sense of an impending catastrophe for the developing world that is defenceless without the help of the West, perpetuating to an extent views of the poor as victims. Policy makers have now recognised the need to integrate thinking about climate change into all areas of public policy making. However, the discussion of ‘climate policy integration’ has tended to focus on mitigation decisions mostly taken at international and national levels. Clearly, there is also a more locally focused adaptation dimension to climate policy integration, which has not been adequately explored by academics or policy makers. Drawing on a case study of the UK, this paper adopts both a top-down and a bottom-up perspective to explore how far different sub-elements of policies within the agriculture, nature conservation and water sectors support or undermine potential adaptive responses. The top-down approach, which assumes that policies set explicit aims and objectives that are directly translated into action on the ground, combines a content analysis of policy documents with interviews with policy makers. The bottom-up approach recognises the importance of other actors in shaping policy implementation and involves interviews with actors in organisations within the three sectors. This paper reveals that neither approach offers a complete picture of the potentially enabling or constraining effects of different policies on future adaptive planning, but together they offer new perspectives on climate policy integration. These findings inform a discussion on how to implement climate policy integration, including auditing existing policies and ‘climate proofing’ new ones so they support rather than hinder adaptive planning. This paper reports on the barriers that members of the UK public perceive to engaging with climate change. It draws upon three mixed-method studies, with an emphasis on the qualitative data which offer an in-depth insight into how people make sense of climate change. The paper defines engagement as an individual''s state, comprising three elements: cognitive, affective and behavioural. A number of common barriers emerge from the three studies, which operate broadly at ‘individual’ and ‘social’ levels. These major constraints to individual engagement with climate change have implications for achieving significant reductions in greenhouse gases in the UK. We argue that targeted and tailored information provision should be supported by wider structural change to enable citizens and communities to reduce their carbon dependency. Projections of future climate change are plagued with uncertainties, causing difficulties for planners taking decisions on adaptation measures. This paper presents an assessment framework that allows the identification of adaptation strategies that are robust (i.e. insensitive) to climate change uncertainties. The framework is applied to a case study of water resources management in the East of England, more specifically to the Anglian Water Services’ 25 year Water Resource Plan (WRP). The paper presents a local sensitivity analysis (a ‘one-at-a-time’ experiment) of the various elements of the modelling framework (e.g., emissions of greenhouse gases, climate sensitivity and global climate models) in order to determine whether or not a decision to adapt to climate change is sensitive to uncertainty in those elements. Water resources are found to be sensitive to uncertainties in regional climate response (from general circulation models and dynamical downscaling), in climate sensitivity and in climate impacts. Aerosol forcing and greenhouse gas emissions uncertainties are also important, whereas uncertainties from ocean mixing and the carbon cycle are not. Despite these large uncertainties, Anglian Water Services’ WRP remains robust to the climate change uncertainties sampled because of the adaptation options being considered (e.g. extension of water treatment works), because the climate model used for their planning (HadCM3) predicts drier conditions than other models, and because ‘one-at-a-time’ experiments do not sample the combination of different extremes in the uncertainty range of parameters. This research raises the question of how much certainty is required in climate change projections to justify investment in adaptation measures, and whether such certainty can be delivered. Many factors can conspire to limit the scope for policy development at the national level. In this paper, we consider whether blockages in national policy processes − resulting for example from austerity or small state political philosophies − might be overcome by the development of more polycentric governance arrangements. Drawing on evidence from three stakeholder workshops and fifteen interviews, we address this question by exploring the United Kingdom’s recent retrenchment in the area of climate change policy, and the ways in which its policy community have responded. We identify two broad strategies based on polycentric principles: ‘working with gatekeepers’ to unlock political capital and ‘collaborate to innovate’ to develop policy outputs. We then empirically examine the advantages that these actions bring, analysing coordination across overlapping sites of authority, such as those associated with international regimes, devolved administrations and civic and private initiatives that operate in conjunction with, and sometimes independently of, the state. Despite constraining political and economic factors, which are by no means unique to the UK, we find that a polycentric climate policy network can create opportunities for overcoming central government blockages. However, we also argue that the ambiguous role of the state in empowering but also in constraining such a network will determine whether a polycentric approach to climate policy and governance is genuinely additional and innovative, or whether it is merely a temporary ‘sticking plaster’ for the retreat of the state and policy retrenchment during austere times. • Three forms of adaptation are identified; scientific , collaborative , reflexive. • Practical examples of reflexive adaptation are missing. • An 'Adaptive Planning Process' (APP) applying reflexive adaptation is introduced. • The APP's three linked workshops were co-developed and trialled in a water utility. • Reflexive adaptation enables new ways of addressing uncertainties and resilience. 'Adaptive management' concern attempts to manage complex social-ecological and socio-technical systems in nimble ways to enhance their resilience. In this paper, three forms of adaptive management are identified, 'scientific' forms focused on collation of scientific data in response to management experiments, but more recent developments adding processes of collaboration as well as emphasising the need for reflexivity, that is, conscious processes of opening up debates to different perspectives and values. While reflexive adaptive management has been increasingly discussed in theory, there is a lack of examples of what its application means in practice. As a response, this paper examines an 'Adaptive Planning Process' (APP), seeking to apply reflexive adaptive management as a means to improve climate resilience in the UK water sector. The APP's three inter linked workshops – Aspiration, Scenario and Roadmapping – were co-developed and trialled in a water utility. By describing and justifying the choices made in the development of the APP, the paper aims to reveal some of the challenges that arise when trying to design processes that achieve reflexive adaptation. The paper concludes that, if applied to planning for climate change, reflexive adaptation has the potential to explore multiple value positions, highlight different potential futures and acknowledge (and hence, partly address) power differentials, and therefore to offer the possibility of real change. On the basis of the trial, we argue that through tapping the depth and breadth of internal knowledge the APP process created the potential for decision making to be joined up across different parts of the utility, and hence offering new strategies and routes for addressing uncertainties and delivering more resilient water services. The processes that lead to radical institutional change in environmental governance have been theorised from various different perspectives. Six years ago an article published in Global Environmental Change argued for a more systematic evaluation of the potential and utility of complementing Kingdon's Streams Model with other policy-making explanatory approaches. Although Brunner's (2008) article highlighted various limitations of the framework, and suggested employing it with other lenses, only one other attempt has been made to date. This paper explores the value of combining Kingdon's model with Discursive Institutionalism which argues that a focus on discourse has significant, although as yet unfulfilled, potential for shedding new light on institutional change through explaining actor preferences, strategies and normative alignment. By evaluating these arguments in one significant recent example of radical institutional innovation, the UK Climate Change Act 2008, this article shows that by examining discursive interventions, in addition to more structural determinants, significant new insight can be generated into the conditions under which change can occur. The results have implications for theorising radical institutional innovation and also engage in wider debates on governing complex sustainability issues such as climate change. Abstract: This paper provides an in-depth analysis of the links between dematerialisation and climate change mitigation. Methods used for material flow analyses (MFA) within the wider context of industrial ecology (which includes a focus on all resource flows in an economy, not purely material tonnage) tend to focus either on detoxification and pollution reduction or dematerialisation and resource productivity. An environmentally extended input–output (EEIO) model incorporates both aspects, which need to be dealt with when looking at how to meet challenging greenhouse gas (GHG) emission targets. The approach understands both production systems and consumption patterns and has the ability through scenarios to analyse the (GHG) effectiveness of a wide range of material efficiency options. This analysis adopts an environmentally extended input–output approach to assess the role of material efficiency measures in reducing UK GHG emissions by 2050. A method for projecting the variables and parameters in the model, including the supply of and demand for materials and products, is presented and applied to investigate thirteen material efficiency strategies in the UK. Abstract: Copenhagen 2009 was a major moment in the development of climate change as an issue. But climate sceptics before and during this event, sought to influence the nature of debate, and for this reason, the way Copenhagen was covered in the mass media was particularly important. This paper outlines the contours of contrarian arguments and claims, and assesses their reflection in the coverage at Copenhagen. The focus is on television, and extends to the assessment of internet – both modes of mass communication underrepresented in the existing literature. The results suggest a higher profile for contrarians and scepticism than is perhaps healthy, and speak to the role of these mass media, now and in the future, particularly with regard to the issue of public comprehension of the issues involved. Abstract: The film The Age of Stupid depicts the world in 2055 devastated by climate change, combining this with documentary footage which illustrates many facets of the problems of climate change and fossil-fuel dependency. This study investigates the effects of the film on UK viewers’ attitudes and behaviour through a three-stage survey. Analysis of changes in attitudes focussed particularly on respondents’concern about climate change, motivation to act, fear about the potential for catastrophe, beliefs about responsibility for action, and sense of agency. The film increased concern about climate change, motivation to act, and viewers’ sense of agency, although these effects had not persisted 10–14 weeks after seeing it. It was also successful in promoting some mitigation actions and behavioural change, although respondents reported barriers to further action, such as limited options for improving home energy efficiency among those in rented accommodation. However, filmgoers were atypical of the general public in that they exhibited very high levels of concern about climate change, knowledge about how to reduce their carbon emissions, and contact with organisations campaigning about climate change, before they saw the film. The paper considers how these factors may have enabled viewers to respond to the film as they did, as well as policy implications for those seeking to develop effective climate change communications. Abstract: The relevance of climate change for society seems indisputable: scientific evidence points to a significant human contribution in causing climate change, and impacts which will increasingly affect human welfare. In order to meet national and international greenhouse gas (GHG) emissions reduction targets, there is an urgent need to understand and enable societal engagement in mitigation. Yet recent research indicates that this involvement is currently limited: although awareness of climate change is widespread, understanding and behavioral engagement are far lower. Proposals for mitigative ‘personal carbon budgets’ imply a need for public understanding of the causes and consequences of carbon emissions, as well as the ability to reduce emissions. However, little has been done to consider the situated meanings of carbon and energy in everyday life and decisions. This paper builds on the concept of ‘carbon capability’, a term which captures the contextual meanings associated with carbon and individuals’ abilities and motivations to reduce emissions. We present empirical findings from a UK survey of public engagement with climate change and carbon capability, focusing on both individual and institutional dimensions. These findings highlight the diverse public understandings about ‘carbon’, encompassing technical, social, and moral discourses; and provide further evidence for the environmental value-action gap in relation to adoption of low-carbon lifestyles. Implications of these findings for promoting public engagement with climate change and carbon capability are discussed. [Copyright &y& Elsevier]

Abstract: This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. It has been claimed that high social capital contributes to both positive public health outcomes and to climate change adaptation. Strong social networks have been said to support individuals and collective initiatives of adaptation and enhance resilience. As a result, there is an expectation that social capital could reduce vulnerability to risks from the impacts of climate change in the health sector. This paper examines evidence on the role social networks play in individuals’ responses to heat wave risk in a case study in the UK. Based on interviews with independently living elderly people and their primary social contacts in London and Norwich, we suggest that strong bonding networks could potentially exacerbate rather than reduce the vulnerability of elderly people to the effects of heat waves. Most respondents interviewed did not feel that heat waves posed a significant risk to them personally, and most said that they would be able to cope with hot weather. Bonding networks could perpetuate rather than challenge these narratives and therefore contribute to vulnerability rather than ameliorating it. These results suggest a complex rather than uniformly positive relationship between social capital, health and adaptation to climate change. [Copyright &y& Elsevier]

Biological recording is a long-established feature of amateur natural history in Britain. Phenology (the recording of seasonal events) in particular has provided scientists with important long-term data sets. These data are of increasing interest as indicators of climate change and its impacts. Most scientists treat the data as the object of interest, while less attention has been paid to the two-way process of knowledge creation, and the significance of the inner, personal part of that. Phenological recording provides an interesting window on this because it is relatively straightforward (and therefore involves a wider range of people than more technically demanding recording), and because it is linked to the climate change discourse (and therefore connected with emotional and moral framings of the situation). This paper describes the rise of popular phenology in the UK and explores these dynamically related aspects of knowledge creation by drawing on accounts in the media and by participants. It concludes that reflexivity and credibility are important aspects of both personal and interpersonal meaning-making, and suggests that attention to both subjective integration of data, and the scale of local cultures of knowledge, are important in understanding the potential for connecting networks of citizen science. Phenology therefore appears to have a particular role to play in public understanding of climate change, which extends beyond the merely extractive collection of data to a more deeply integrated connection between observation and meaning. The UKCIP02 climate change scenarios have become the standard reference for climate change in the UK since their release in 2002. This paper describes and reflects on the ways in which they have been applied. It then identifies some strengths, weaknesses and barriers to their application, and extracts key lessons that may inform the development and provision of future climate change scenarios. Analysis of the application of UKCIP02 shows that the scenarios have been used primarily as a communication device, as well as for scientific research and to inform policy and decision-making on climate change. They have played a critical role in raising awareness on climate change and in engaging organisations in the need to adapt. Their presentation in an accessible style, and their availability in a variety of formats, greatly facilitated their uptake. However, analysis has also revealed weaknesses which served as barriers to their uptake. Some of these, such as file format and accessibility issues, were readily overcome through technical solutions. Others, such as the issue of how to use uncertain information in decision-making, have only been partially addressed and remain an outstanding challenge for future scenario packages. Two key lessons have emerged which may benefit the provision of future climate scenarios in the UK and elsewhere. First, it is not enough to simply make climate change scenarios available. Their provision must be accompanied by ongoing guidance and support to ensure widespread and appropriate uptake. Second, on-going dialogue between those providing scenarios and the communities using them is fundamental to constructively meet the challenges associated with delivering credible scenarios that balance user requirements and expectations with what the science can deliver. The UK is witnessing a new line in political debate around new nuclear energy generation as one potential feature of future energy policy, specifically for contributing to climate change mitigation alongside energy security. Little is known about how ordinary citizens might be responding to this reframing. This paper reports the results from a major British survey (n=1491) undertaken in the autumn of 2005. The consistent message is that while higher proportions of the British public are prepared to accept nuclear power if they believe it contributes to climate change mitigation, this is a highly conditional view, with very few actively preferring this over renewable sources given the choice. People see both climate change and nuclear power as problematic in terms of risks and express only a ‘reluctant acceptance’ of nuclear power as a ‘solution’ to climate change. The combined data from this survey can also be interpreted as an indication of the complexity surrounding beliefs about energy futures and the difficulty of undertaking simplistic risk–risk tradeoffs within any single framing of the issues; such as nuclear energy versus climate change. The results also indicate that it would be unwise, in the UK as elsewhere, to simplistically assume that there exists any single or stable public ‘opinion’ on such complex matters. Abstract: Drawing on results of a 2003 survey of environmental officers in every Local Authority (LA) in England and Wales, this paper assesses the reception and response of local government to the information being provided through the UK Climate Change Programme. Over three quarters of respondents () felt they did not have access to the best information about the impacts of climate change on their areas. Although up-to-date information is freely available from a number of official Government sources, those official sources are not consulted as consistently as the media or as intensively as the internet, despite being consistently regarded as much more accurate, credible, and appropriate to LA needs. We interpret this apparent contradiction between LA officer confidence in official sources and their relatively infrequent use as a consequence, first, of technical–cognitive and practical–temporal difficulties accessing and understanding official sources of climate change information and, second, of concerns about the practical relevance of that information for the administrative functions of local government and thus for any meaningful response by LAs to climate change. Our survey recorded considerable levels of stress, cynicism, and futility among LA officials that not only complicate communication efforts but also call into question the central assumption of the UK Climate Change Programme that simply making more locally specific information about climate change impacts available will motivate appropriate action. • Timing of ecosystem restoration can influence its resilience to climate change. • This study quantifies the opportunity cost of delaying restoration-based GHG mitigation. • Delaying mitigation substantially decreases the economic benefits of peatland restoration. • Climate change beliefs explain variation in benefits of increased peatland resilience. • Results provide economic arguments for early investments in nature-based solutions. Ecosystem restoration and, in particular, peatland restoration, are considered a promising greenhouse gas (GHG) mitigation strategy to move towards net zero emissions. To remain within acceptable limits for projected warming scenarios, inaction with respect to GHG mitigation in the short term implies a need for even larger removals of GHGs in the longer term, which can be conceptualized as a 'mitigation debt'. This paper explores the economic implications of delaying GHG mitigation through ecosystem restoration using data of a large survey (N = 1377) that included a choice experiment to elicit the public's willingness to pay (WTP) for peatland restoration in Scotland, UK. The valuation specifically considers the interaction between the timing of restoration action and long-term ecosystem resilience. We find that respondents have a substantial WTP for peatland restoration. Importantly, we find considerable benefits for early restoration action (up to £191 million annually in our case study), which is linked to an increased resilience of peatlands under future climate change. This demonstrates that delaying restoration and thus accumulating a mitigation debt has an important opportunity cost that substantially decreases the related economic benefits. Attitudes towards climate change and climate change beliefs are found to explain variation in the public's WTP. Our research strengthens the economic argument for not delaying climate change mitigation through ecosystem restoration, demonstrating that the mitigation debt also translates into a welfare loss. To fully realise the potential benefits associated with immediate mitigation using peatland restoration, however, more needs to be understood about the mechanisms that facilitate large-scale implementation in practice. Abstract: After a short summary of the main current drivers of internal migration in the UK, the paper discusses likely future migration patterns and processes under different social scenarios. It then anticipates the effects of environmental change on these migration flows. The main conclusion is that the impacts will probably be relatively minor; the UK is considered to be extremely well placed to adjust to climate change without a major redistribution of its population. A minor exception to this is that greater river and coastal flooding is likely to render some areas hazardous to settlement and/or very costly to protect. And crucial to successful adaptation is good governance, specifically a strong state that can plan and execute major environmental infrastructures, and can respond quickly and decisively to environmental challenges.
