Climate disruption today and anticipated future climate breakdown are reshaping demographic and spatial processes, with profound consequences for societies across the globe. Specifically, migration can become a key strategy to attempt to respond to and cope with environmental change. This paper seeks to make sense of one type of migration, counterurbanisation, in this climate breakdown era. It provides conceptual clarity to what is termed 'climate-related counterurbanisation' vis-à-vis wider climate-induced migration and positions climate disruption within the counterurbanisation literature. Climate-related counterurbanisation is presented as a largely voluntary movement down the settlement hierarchy as a direct or indirect response to climate change, with positive representations of 'rurality' central to the relocation decision: individual adaptation. However, it is mediated by numerous geographically variegated and specific environmental, cultural, social and economic factors. Indeed, it may ultimately come to be seen more as maladaptation than adaptation. While moving from urban to rural may make sense at individual household level, such relocations can overall have much more negative impacts on host rural communities or the urban people left behind. Urbanisation, climate change and natural hazards present serious challenges for the Caribbean which Habitat III brought into focus. This paper critically examines problems associated with these complex challenges, to propose a relevant Caribbean specific New Urban Agenda and suggest implementation mechanisms which are essential to forge ahead. It reviews urban issues for fifteen countries that constitute the Caribbean Community (CARICOM). These problems are investigated from the perspective of four pillars of economic, social and environmental sustainability, and governance. The paper reveals that with the application of these main components and related thematic elements, many countries in this grouping are underperforming in achieving the sustainable development goal of safe, resilient and sustainable urban settlements. The main conclusion drawn is that countries of the CARICOM Caribbean should not adopt an imported blueprint to resolve critical urban issues. This is an opportune time for crafting a relevant indigenous New Urban Agenda for CARICOM Caribbean countries and finding the right implementation mechanisms to be at the frontline of change. Globalisation has brought a number of challenges to the fore, particularly those problems which require collaboration, innovation and capability development between nations. There are some complex issues piquing the attention of researchers with respect to sustainable development, such as, waste management, climate change, and access to amenities, housing or education. Non-Governmental Organisations, Institutions, governments and others working in the field of international development have been grappling with these difficulties for decades. However, it is becoming apparent that many of these difficulties require multifaceted solutions, particularly in Low and Middle Income countries (LMIC) where it is difficult to consolidate gains and fund schemes. Development work can sometimes be disjointed and inefficient, impairing the capability of local communities and inhibiting sustainable and innovative approaches. Transdisciplinary collaboration is reliably a more efficient way of tackling some of the most pertinacious challenges. This paper presents findings from a transdisciplinary research project focussed on developing resources and capacity for the construction of affordable homes in a low income community in Nigeria. The project explored the suitability of using upcycled materials such as plastic bottles and agricultural waste in construction. Using a user-centred, co-creation methodology, a team of experts from the UK and Nigeria worked with local entrepreneurs to build a prototype home. The study explores the functionality of the home and the sustainability of project. The findings demonstrate the benefits of tackling global challenges from a transdisciplinary perspective. A paradigm shift in water management is recognized as a necessary and fundamental step for adaptation to climate change and crucial for furthering sustainability. In contexts of rapid urbanization, this paradigm shift is particularly challenged since social and environmental needs often come into conflict. In Bogotá, as other Latin-American cities, demands for new housing are increasing daily, while the overall housing deficit remains an unresolved problem. Currently, the city faces the challenges to deal with the pressure to continue to urbanize flood prone areas with low-cost housing projects and simultaneously protect these areas in view of flooding, which promise to increase with the predictions of climate change. In order to contribute to context-responsive solutions to the water and housing issues, this paper investigates the shifting relations between settlement patterns, water infrastructure and landscape in Bogotá's El Tintal watershed. This sub-watershed of the Bogotá River has a rich history of formal and informal low-cost housing. The critical reading of the landscape transformation of the El Tintal has shown how the water system interventions were and can be instrumental in different stages of development. This reading was the base to elaborate design investigations that could translate to spatial adaptation measures. This paper argues that “soft” water management tools can be part of a twofold strategy to create spatial quality and provide resilience for more qualitative future urban development. The impacts of climate change and decreasing local resources are increasingly threatening the resilience and sustainable management of urban areas and infrastructures worldwide. To cope with such threads and vulnerabilities, urban sustainability and resilience oriented plans have been developed. Accordingly, policy makers need to learn how to properly integrate urban sustainability with urban resilience principles and practices in the re-shaping of urban agendas. In order to highlight the future potential of integrating transformative resilience principles into the general sustainability approach, this paper provides a critical review of a recent and successful urban regeneration and development plan, the “Mexico City Green Plan”. This paper also discusses a feasibility study for urban redevelopment and transition towards resilience in Mexico City, in order to illustrate the necessity and potential of urban resilience for the improvement of the life prospects of disadvantaged inhabitant groups. The Valle del Chalco neighborhood in Mexico City is presented as an example, whereby resilient and sustainable urban transformation was achieved through an integrated and sustainable decentralized water management and infrastructure plan. In practice, the terms ‘Sustainability’ and ‘Resilience’ can be exploited to justify conventional, non-sustainable urban development practices. The results discussed in this paper demonstrate the necessity of the integration of transformative resilience principles within sustainable urban redevelopment and regeneration. The main findings are i) Policy makers underestimate the potential of urban resilience in shaping more sustainable urban futures, since they only understand resilience as the flipside of specific vulnerabilities, ii) The building of urban resilience within sustainable urban transitions and redevelopment can effectively foster people empowerment, particularly in combination with the decentralization of resources management systems, and iii) The main challenge for the implementation and execution of transitions processes towards urban resilience and sustainability is the elimination of political barriers. Most individuals living in low-income households in cities like Dhaka, Bangladesh, reside in informal, high-density settlements that experience exacerbated vulnerabilities from climate change. When determining development approaches that take into account future needs for adaptation, community residents and the professionals and policymakers who support these communities must consider the existing challenges associated with living in poverty, the rapidly increasing rate of urbanization, and future climate risks. The key objectives of this paper are to expand the understanding of the co-evolution of these “wicked problems” and the need for developing alternative strategies for adaptation. The paper explores the organic creativity of residents living in informal settlements as they draw upon locally available resources to create situation specific, pragmatic solutions to locally defined challenges. We term this practice “fluid engagement,” a design approach that aspires to be flexible, situated, pragmatic and participative, and demonstrates a willingness to be open to heterogeneous combinations of purpose and programs. Critically, “fluidity” suggests a participative approach to design that takes into account the “voices” beyond the policy and professional nexus to the participation of the community. This paper aims to connect emerging literature concerning the urban practices of low-income households in cities of the South with a detailed case-study analysis of the spatial practices at the micro-level in an informal settlement in Dhaka. Climate change adaptation is a rising global issue and has become the primary issue for transnational organisations and EU institutions. Particularly in developing and dynamic cities like Istanbul, the pressure of rapid urbanisation, institutional and legislative uncertainties are expected to create new vulnerabilities in ecosystems and their services. Climate change can cause new vulnerabilities in ecosystem services (ESs) through events such as floods, heat-waves, and droughts brought on by rises in temperatures and changes in precipitation. These vulnerabilities may affect the well-being of inhabitants and interfere with the reaching of sustainable development goals in the future. Istanbul has a unique geographical location for biological diversity when compared with other settlements in the region, and the urban development dynamics of the region play a significant role in the well-being of ecological units and biological diversity of the Istanbul Metropolitan Area (Özhatay, Byfield, & Atay, 2003; Tezer, 2005; Tezer et al., 2008). This paper aims to define which ESs are vulnerable due to both LCLU change caused by urbanisation and potential impacts of climate change. Particular importance is given to the result of the survey done with related stakeholders as it is used to define and to verify the existing and future vulnerabilities of ESs in Istanbul. Regarding the close relationship between ESs and LCLU, the impact of changes in LCLU on key ESs are evaluated by developing LCLU scenarios. Climate change scenarios are used in this paper to understand the possible future climatic conditions of Istanbul and their impact on LCLU and ESs. These two sub-results are prepared according to scenario analyses and are evaluated together to address the future vulnerabilities of ESs. Integration of ESs and climate change adaptation strategies into spatial planning (EEA, 2010) seems to be both necessary and urgent. Therefore, a spatial planning framework that is climate change adapted and ESs oriented is proposed as a key tool to achieve a climate resilient, sustainable development in Istanbul. The framework used in this paper can be used to develop relevant strategies and planning tools by considering climate change adaptive policies for other rapidly developing settlements. Abstract: Building adaptive reuse plays a critical role in emissions reduction and supports global climate protection. Thus, the designing of future buildings with embedded adaptive reuse potential is a useful criterion for sustainability. This paper describes the development of a new rating tool known as adaptSTAR, which offers holistic and unified design criteria suitable for assessing the adaptive reuse potential of future buildings. The findings show that criteria can be identified and weighted according to physical, economic, functional, technological, social, legal and political categories to calculate an adaptive reuse star rating. In addition, this paper reports on the first stage of the research methodology used in the initial development of the rating tool and concludes with some preliminary observations from 12 selected successful case studies in New South Wales (NSW) and Melbourne, Australia. Abstract: Issues related to sustainable urbanisation are best addressed when coordinated within a strategic framework and facilitated by a system of policy formulation that combines local opinions with scientific insights. This implies that planning for sustainable urbanisation has the potential to minimise climate change threats. While there is a pressing need for this potential to be realised globally, the current level of success in fast growing cities of the developing world is very limited. An approach to overcome this limitation has recently been successful in Dhaka, one of the fastest growing global megacities. It involved the identification of a strategic framework for the city. This framework was then combined with a locally-informed model of sustainable urbanisation to produce the Dhaka Metropolitan Development Planning Support System (DMDPSS). This paper discusses the climate change adaptation and mitigation issues that can be addressed through such a method in Dhaka, using a scenario-based approach. Two alternative development options (constrained and unconstrained) are constructed and analysed. A common set of indicators are used: first to evaluate which alternative is more sustainable; and then the mitigation and adaptation issues addressed. Results show that the ‘constrained’ scenario, which includes a series of development limitations, is both more sustainable and can address more mitigation and adaptation issues than the other alternative. The scenario analysis, however, is only a part of the strategic framework needed for Dhaka. Indeed other factors, such as dissemination of facts and issues, and the ease and equity of communication in the community, are critical both for progress towards sustainability and to enhance community resilience to climate change. The paper concludes that the optimum combination of adaptation and mitigation measures can be identified in fast growing cities by using systems, such as the DMDPSS, based on the core principles of sustainable development. Abstract: This paper discusses adaptation and mitigation strategies as outlined in climate change scenarios. The adaptive perspective is closely connected to the concept of resilience understood as different views on nature''s capacity to absorb shocks, renewal and re-organization. In constructing normative scenarios images of the future are generated illustrating potential ways of living, travelling and consuming products and services where certain goals such as a reduced climate impact are fulfilled. This paper argues that tension arising from climate strategies relying on either adaptation or mitigation strategies, or combining the two strategies, warrant further examination. In this paper the inter-relationships between adaptation and mitigation are discussed by examining processes of citizen-participation in constructing scenarios and applying the concepts of resilience, vulnerability and adaptive capacity. We discuss this using the concept of deliberative planning processes as a means to achieve legitimate, effective and sustainable futures. As a part of this approach, we argue that methods for citizen-participation applied in exploring different science and technology options also provide useful insight for this type of planning processes. The theoretical arguments are combined with examples from environmental scenario construction in practice. The paper brings attention to tensions between sustainability content values, such as reduced climate impact, and more process-oriented values such as legitimacy, learning and participatory scenario construction. Moreover, the concept of open innovation processes is introduced to the context of participatory scenario construction comparing shared ground in terms of user-involvement in search of novel solutions and also increasing robustness of action plans implemented to reduce climate change. Abstract: There is a growing awareness that both adaptation and mitigation measures are needed to reduce the impacts of climate change. Historically, due to a wide variety of reasons, mitigation and adaptation have been framed by scientists and policy makers as two different approaches to deal with the same problem: climate change. As a result, there are large differences in the way knowledge is produced, the analytical approaches that are used, and the designed policy strategies. This paper discusses the origin of the adaptation–mitigation dichotomy. Second, the paper addresses the relationship between climate change responses and spatial planning since there is a growing awareness that spatial planning can function as a switchboard for mitigation, adaptation and sustainable development objectives. Furthermore, the paper explores the role that spatial planning can play in developing effective mitigation and adaptation options in an integrated manner, searching for synergies and trade-offs. This creates the necessity to take climate change responses into account in spatial planning practices. We argue that climate change could also lead to changes in the traditional administrative structures that spatial planners are accustomed to. Since many of the main impacts of climate change have a water dimension, we discuss the river basin approach as the new administrative level at which spatial planning can increase the effectiveness of adaptation and mitigation measures and integrate these into other sustainable development policies. Lima's environmental sustainability is threatened by increasing water scarcity, heavy rain events and limited attention for water vulnerability and climate change scenarios. In this paper we examine how knowledge construction and risk perception on water-related disaster risks and vulnerabilities affects decision-making and implementation in urban governance networks, specifically looking at some of the reasons behind high levels of risk tolerance and the lack of decision-making initiatives in putting adaptation and/or preventive measures in place. New forms of metropolitan governance have constructed spatial knowledge about water-related vulnerabilities using inclusive scenario-building processes. These unpack complexities, uncertainties and spatial inequalities in water governance, making them visible by mapping and spatial representations as strategic instrument for social and policy learning. This article analyzes two case studies, which either already are or can become disasters (scenario-building). The first, concerns the long-term plausible scenario of water scarcity and droughts analyzing population growth rates, water distribution and consumption through the Chance2Sustain research project and presenting spatial representations. The maps were used to define possible spatial intervention priorities to deal with future water vulnerabilities in Lima. The second, refers to short term extreme weather events that already manifest as mudslides and floods and El Niño in Chosica, eastern Lima. We investigate the first at the metropolitan city scale level and the second at the scale of vulnerable communities. The cases illustrate iterative spatial knowledge construction, in which processes of risk prioritization, normalization and tolerance occur, and the resulting [in-]action by a variety of actors so far. The methodology used collective and iterative mapping processes, using technical, organizational and geographical knowledge from a variety of governance, experts and practitioner networks in Lima. The main outcome is the social learning derived from bringing together different kinds of knowledge and integrating several dimensions through spatial representations. This has raised awareness, increased capacities for dealing with uncertainty and contributed to the approved metropolitan Climate Change Adaptation Strategy, but not implemented by the Lima Municipality yet. The main conclusions are two: 1) spatial planning is a quite political process (c.f. Flyvbjerg 1998), in which knowledge is contested or even when acknowledged, does not necessarily steer decision-making processes, either by local communities, authorities and private institutions. And 2) existing models linking knowledge construction to risk framing, risk tolerance and how these influence decision-making processes and actions to prevent disaster may ignore the issues of risk tolerance, through normalization and prioritization at their peril. Since climate change is no respecter of geographical boundaries, concerted mitigating actions such as clean development mechanism (CDM), are desirable. In CDM, developed countries can earn certified emission reduction credits from emission reduction projects undertaken in developing countries. Recent research suggests that, theoretically, CDM can be extended to the building sector. However, there is limited research on how CDM can be integrated in the development approval process (DAP) of buildings. This paper presents an investigation on how CDM could be integrated into the DAP of buildings in urban Uganda. A method of process modelling was used to describe the existing DAP, and also to design a new DAP. To demonstrate how CDM could be integrated into the new DAP, a typical dwelling unit was used. Two options for the dwelling were considered: a baseline (i.e. constructed using typical materials, plant, and workforce) and alternative (i.e. constructed using provisions to reduce carbon emissions). The difference in emissions in the two options constituted the basis for a CDM. Results suggested that the existing DAP does not consider carbon accounting and thus was not congruent with CDM modalities. A new DAP which is compatible with CDM was proposed. When the CDM concept was integrated into the new DAP, a bottom-up projection regarding construction of 28,000 houses annually within the capital city showed that reductions of over 200 ktCO 2 could be achieved in a period of 10 years. These figures were comparable with prevailing CDM initiatives. The structure of a CDM programme aided by the new DAP was presented and discussed. This study shows that integrating CDM into the DAP of buildings in Uganda is possible if assessment of carbon emissions is incorporated in the existing DAP. Decentralization, the devolution of fiscal, political, and administrative powers and responsibilities from centralized governments to local ones, has spread rapidly throughout Asia. Proponents of decentralization argue that it has the potential to improve local capacity for governing many challenging issues, including the management of hazards, disasters, and the effects of global climate change. Disaster governance is particularly challenging in small cities, communities that house a large portion of Asia's urban population but where disaster management institutions, knowledge, and capacity are often lacking. Across Asia, a substantial portion of urban growth is occurring in small cities. This paper examines whether decentralization has led to more effective disaster governance in small cities in India, using the state of West Bengal as a case study. It finds that decentralization has created the potential for improved disaster governance, by providing constitutional and legal authority for improved urban governance and local disaster management plans and programs. The paper reports on a research study undertaken on the differentiation of green building certification systems at an international, national and local level. Through a cross comparison, authors are able to explain the differences by the contextualism theory which could be traced back to the fundamental divergence on lifestyles, preferences, urban morphology besides climatic variations. The discussion is derived from a study of three green rating systems representing international, national and local systems with reference to intentions, mechanisms and benchmarks to facilitate objective assessments. For the case of Hong Kong, local challenges are identified and compared with counterparts at a national level. Two residential projects having certified by the ‘modified, localized’ national system is selected for a case study for synopsis with a view to explain the cause and effect of transferability versus non-transferability of assessment credits and protocols. Community-based protests against major construction and engineering projects are becoming increasingly common as concerns over issues such as corporate social accountability, climate change and corruption become more prominent in the public's mind. Public perceptions of risk associated with these projects can have a contagious effect, which mismanaged can escalate into long-term and sometimes acrimonious protest stand-offs that have negative implications for the community, firms involved and the construction industry as a whole. This paper investigates the role of core group members in sustaining community-based protest against construction and engineering projects. Using a thematic story telling approach which draws on ethnographic method and social contagion theories, it presents an in-depth analysis of a single case study – one of Australia's longest standing community protests against a construction project. It concludes that core group members play a critical role, within anarchic structures which provide a high degree of spontaneity and improvisation, in sustaining movement continuity by building collective identity, mobilising resources and a moving interface which developers find hard to communicate with. Abstract: While urbanites are vulnerable to a suite of risks that climate change might aggravate (e.g., mortality from extreme temperatures and property damages from floods), urban populations and decision makers may also be positioned to most effectively respond to such risks. Research is needed however, exploring both the multilevel factors and processes that determine urban risk and the complex pathways from hazards to impacts, and from perceptions and coping responses to adaptation. This paper analyzes whether and under what circumstances urban populations experience risk in selected Latin American neighborhoods of Bogotá, Buenos Aires, Mexico and Santiago; it assesses their adaptation capacity, i.e., ability to perceive and respond to hazards. It finds that urban risk depends on scale: hazards, adaptation capacities, responses and their underlying societal and physical drivers vary across urban households, neighborhoods and cities. Informality is a state of regulatory flux, where access to land and livelihood options cannot be fixed and mapped according to any prearranged sets of laws and planning mechanisms, that has a profound influence on risk and adaptation capacities across scales. For instance, informality becomes the site of considerable state power where some forms of growth in risk-prone areas enjoy state sanction while others are criminalized. The informal status becomes both a source of stigmatization that disempowers informal neighborhoods and a systemic determinant of lack of access to assets and options for adaptation capacity. Abstract: The Chinese government has promulgated a wide variety of low-carbon initiatives to control the rapid growth of energy consumption and carbon emissions in the cities. Past records, however, show that the central government's policies are often poorly implemented or distorted by local officials. Using a case study from the city of Changchun, this paper examines how and why the issue of poor implementation persists despite the establishment of the Energy Conservation Target Responsibility System (ECTRS). As a key institutional mechanism providing local officials with political incentives to implement low-carbon policies, the ECTRS has been constrained by a number of problems, including a poorly designed scoring system, weak targets, the use of energy intensity instead of absolute energy consumption as a policy objective, and the lack of reliable local energy statistics. Abstract: Local government represents a key opportunity for implementing local adaptation to the impacts of climate change. The need for adaptation is most urgent in developing countries, yet most research has focused on the barriers to climate change mainstreaming in municipalities of the global North. This paper presents the results of a study that investigated barriers to action on climate change adaptation in eight municipalities in the Western Cape Province of South Africa. Forty-seven municipal actors (officials and councillors) were interviewed regarding the experience of their municipality with climate impacts and adaptive actions (focussing on ecosystem-based adaptation), as well as their knowledge and belief on climate change and adaptation issues. Results show that multiple barriers affect the ability of municipalities to mainstream adaptation issues, from individual-level barriers (such as a lack of understanding of climate change and adaptation options) to regulatory/institutional barriers (such as the problems posed by party politics) to socio-cultural barriers (such as a lack of interest within municipal constituencies for climate change issues). These numerous barriers are not significantly different to those encountered so far in municipalities of the developed world, suggesting that across the globe there are common problems that national and provincial governments need to address in order to mainstream climate change adaptation at the local level (such as changing planning and other laws by which local governments operate in order to recognise climate change impacts). Our research draws attention to a couple of under-researched issues, that of the effects of party politics and councillor qualifications on local government operation and performance, and suggests that much further research should address these topics in both developed and developing countries. Abstract: Climate change has drawn the attention of many researchers and practitioners to focus on the methods to address the challenges in achieving low-carbon buildings and cities and in future developments. Nevertheless, few studies have explored the application of orthogonal experimental design (OED) method to optimize building design for the lowest carbon emissions of building operational energy consumption. This paper aims at developing a new optimization method to building envelope design for the lowest carbon emissions of building operational energy consumption using OED. Firstly, according to the basic principles of the building heat transfer, the method of building’s energy consumption calculation is analyzed, which includes the simplified algorithm based on steady-state heat transfer theory and the dynamic simulation based on the unsteady heat transfer theory. The classification of the building energy consumption influencing factors are then investigated and discussed. Furthermore, based on the basic concept and principle of OED, a case study from the perspective of OED has been conducted, which involves a public building in Nantong, Jiangsu province. Six influence factors of building envelope to building operational energy consumption are selected as follows: exterior wall type, window frame type, glass type, roof type, floor type, and shading type. Selection of optimal case is then determined by the index that is based on the year-round accumulative total load. In the end, Tianzheng Building Energy Consumption Software is used to calculate the optimal case operational energy consumption. The research would provide a new optimization method for building envelope design to the lowest carbon emissions of building operational energy consumption. [Copyright &y& Elsevier]

Abstract: In facilitating the progress towards low-carbon cities, there is no lack of available green technologies, planning techniques, economic tools, social development strategies, etc. These technologies, strategies and techniques have, in fact, long been deployed in many cities and communities around the world. However, the outcomes have been somewhat slow and less than expected. This is also manifested in the lower-than-expectation outcomes of the formation of a meaningful global climate change treaty so far. The barriers have clearly been unveiled as disconnection among the triple bottom lines (TBL) in the approach. By linking the concept of low-carbon cities to sustainable development (informed by the TBL), the paper highlights the implication of misinterpretation of a popular TBL diagram, leading to fragmented, compromised approach to LCC. Cases in point are isolating and excluding social and economic activities that are not environmental friendly, and trading-off environmentally-friendly activities that are not profitable in economic sense. Re-interpretation the popular TBL diagram literally from a three-dimensional lens offers an alternative approach, presented in an integrated framework towards low-carbon cities. The vital factors in the framework are safeguarding the positive dynamic interconnectivities of the three bottom lines, aligning their core values (in contrast to the isolating and excluding exercise), amplifying their common interest (instead of trading-off activities), and deploying strategies from planning, renewable technologies, education and policy making to address multiple and interconnected issues reciprocally. Abstract: Sustainability policies that have quantitative emission or carbon footprint measurements are important in view of climate change and current rapid urbanization in developing countries like Malaysia. Although sustainability policies are mentioned in national development plan as early as in the 1990s, many of these policies are piecemeal and expressed qualitatively. In achieving environmental sustainability, planning of city or a region can be more functional and implementable by using low carbon city concept. Planning a low carbon city uses sustainable development principles; this demonstrates a high level of energy efficiency using low carbon energy sources and production technologies. It also adopts patterns of consumption and behavior that are consistent with low levels of greenhouse gas emissions in the urban areas. The planning of the fast developing region of Iskandar Malaysia, which is located in southern part of Peninsular Malaysia, provides a good opportunity for urban managers to incorporate the ideas of low carbon cities in this proposed high growth urban conurbation. This paper aims to explore implementation of the concept and vision of low carbon scenarios and examine the strategies toward the reduction of CO2 emission. Abstract: It is well acknowledged that low carbon emissions is one of the key factors contributing to sustainable urban development and effectively tackling climate change. Adaptive reuse of buildings is a form of sustainable urban regeneration, as it extends the building''s life and avoids demolition waste, encourages reuses of the embodied energy and also provides significant social and economic benefits to the society. Thus, it embraces the different dimensions of sustainability. However, the debates over which sustainability factors are key, and how to address them all in practice, remain unresolved. This study begins with an intensive literature review of the factors that contribute to the goal of sustainable development in the conservation of built heritage. This is followed by in-depth interviews with practitioners who have participated in adaptive reuse projects in Hong Kong. These interviews confirm the reliability of the shortlisted sustainability factors. More importantly, this paper examines the challenges in incorporating a sustainability framework into adaptive reuse projects. The authors stress that the framework for achieving sustainable, low carbon adaptive reuse should be viewed more holistically, integrating social, economic, environmental, urban and political policies. Abstract: The Yangtze River Delta (YRD), one of China’s most developed, dynamic, densely populated and concentrated industrial area, is growing into an influential world-class metropolitan area and playing an important role in China’s economic and social development. The formation and the urbanization process of YRD are inseparable from climate change. This paper explores such interrelationship from two perspectives. On one hand, using historic data, we summarized the urbanization process in the YRD, and concluded that climate change has been shaping the Delta and its socioeconomic development. On the other hand, the urbanization process of the Delta has shaped its geography and built environment, which, however, are not adaptable to future climate change. Potential disruptive effects include large flooded land area, flood disasters, production and energy inefficiency, and other environmental threats. Abstract: This work focuses on the efforts being made by King County, Washington to respond to the challenges of global climate change, concentrating on both mitigation and adaptation. King County is a leader in the United States in the development and implementation of meaningful climate change efforts in local government. The county, in conjunction with ICLEI, recently produced a workbook on Preparing for Climate Change at the Local, Regional, and State levels. While the vast majority of local governments in the United States have only taken limited steps to respond to global warming, King County stands out as aggressively looking to move in a new direction. The King County Climate Plan is based on the conviction that climate change is both a problem and an opportunity for communities to improve environmental quality through mitigation of greenhouse gases and simultaneously build resilience to adapt to global climate change. Its exceptional combination of responsibilities in planning and opportunities makes this an invaluable experience to other local governments throughout the world. The work to be presented is a case study that examines the underlying issues and challenges faced by this jurisdiction in adopting its climate change plan; the development and adoption of the plan; issues associated with monitoring and sustaining these efforts; and the broader challenges of building more resilient and adaptive communities. The case study will focus both on procedural issues, as well as, on the types of mitigation and adaptive responses. One aspect of the paper will examine King County''s efforts to link climate change efforts/policy/plans to other critical community concerns (e.g., issues of equity and race), and to the economic opportunities that have become critical motivators to successfully as moving forward the county attempts to establish itself as a global leader in meeting the challenges of global climate change. Spatial planning plays a significant role in enhancing climate change adaptation especially within urban areas by improving their resilience. Despite all this, cities especially in developing countries still experience the effects of climate change. This paper adopted a mixed method approach to examine township spatial planning and climate change adaptation in identifying potentialities for an integrated approach. Mdantsane case study as one of the largest townships in South Africa was assessed as a unique landscape with reminiscent of apartheid legacies to improve the people's climate change adaptation under urban poverty, lack of basic facilities and other environmental challenges. In keeping with a case study design, we collected data making use of pretested open and close-ended survey forms with an interplay of GIS and remote sensing techniques. This study reveals that Mdantsane is extremely susceptible to the impacts of climate change due to their built-up and natural environment set up as well as the existing interrelations. Thus, comprehensive integration of spatial planning is essential for proofing, health, wellbeing and resilience. Consequently, recommendations to seek strategic intervention and planning were made to sustain adaptation of residents to climate change in the future with specific focus to reduce climate and environmental risks in Mdantsane Township.
