Neoliberal theories—whether the new public management, principal-agent theory, or performance management—have provided the rationale for sweeping reforms in the governance and operation of higher education. This paper expands our understanding of neoliberal theory and practice by examining a leading neoliberal reform: performance-based funding (PBF) for higher education in the USA, Europe, Canada, Australia, and elsewhere. Our analysis of PBF examines not only its impacts but also its origins and implementation. Neoliberal theory has been used not only prospectively to design and argue for certain public policies but also retrospectively to analyse the origins and implementation of neoliberal policy. Hence, this paper examines this retrospective neoliberal analysis in order to determine how well neoliberal theory helps us understand the origins and implementation of neoliberal policy: in this case, the socio-political forces that gave rise to PBF; and the political and organizational features of the processes by which PBF was implemented. In this paper, we consider whether certain countries are particularly adept (or particularly poor) at getting children from disadvantaged homes to study for a bachelor's degree. A series of university access models are estimated for four English-speaking countries (England, Canada, Australia and the USA), which include controls for comparable measures of academic achievement at age 15. Our results suggest that socioeconomic differences in university access are more pronounced in England and Canada than Australia and the USA and that cross-national variation in the socioeconomic gap remains even once we take account of differences in academic achievement. mid the many recent treatments of the global growth of both Christianity and higher education, little to no attention has been given to distinctly Christian higher education. The survey reported in this essay uses an understanding of Christian education developed from analytical work by Robert Benne to examine the number and nature of colleges and universities that retain and nurture a distinct Christian identity. The results indicate that Christian higher education continues to expand throughout the world, challenging the assumed linear trend toward secularization. This paper focuses upon the results of our survey in countries beyond Canada and the United States where most of the recent growth is occurring. We found a total 579 institutions outside of these areas. When we analyzed the origins, denomination, size, funding, and areas of study of these institutions we found some unique patterns that shed light upon the group as a whole and how they relate to larger trends within higher education. Global health is becoming an important area of inquiry and learning in North American research universities, stemming from on-going and new commitments to the field by multiple governmental and non-governmental agents. External demands for research and education in global health require enhanced inter-disciplinary, inter-sectoral and international collaborations, all perceived as growing trends but often not easily accommodated in universities. This paper investigates how four leading universities in Canada and the US have entered the field of global health, exploring the relationships among national contexts, academic structures, and institutional strategies. Content analysis of institutional records is triangulated with data from sixty interviews with academic leaders and researchers at Harvard, Johns Hopkins, McGill and Toronto. Resource asymmetries emerge as an important differentiating factor shaping the emergence of global health in the American and Canadian institutions. Domestic sources of support and previous academic structures provided important cumulative advantages to the US campuses in claiming national and international leadership in the field. The global expansion of access to higher education has increased demand for information on academic quality and has led to the development of university ranking systems or league tables in many countries of the world. A recent UNESCO/CEPES conference on higher education indicators concluded that cross-national research on these ranking systems could make an important contribution to improving the international market for higher education. The comparison and analysis of national university ranking systems can help address a number of important policy questions. First, is there an emerging international consensus on the measurement of academic quality as reflected in these ranking systems? Second, what impact are the different ranking systems having on university and academic behavior in their respective countries? Finally, are there important public interests that are thus far not reflected in these rankings? If so, is there a needed and appropriate role for public policy in the development and distribution of university ranking systems and what might that role be?
