Criminal procedure code is to provide prosecution of anybody who has commited a crime according to the level of being guilty. Temporary criminal procedure rules for the judges, prosecutors and investigators of Kyiv in 1942 had the same aim and were created by the Kiev city government to manage judicial branch of power. The city court and General provisions were paid much attention. Judicial sitting and pre–trial procedure were considered in detail.
