This paper presents a numerical test problem that was used as the basis for ranking the river basin management models that participated in a tender for a World Bank-funded project in India. The problem is deterministic, and it involves a set of constraints and management objectives that were of interest to the Narmada Control Authority. The test problem had five reservoirs, seven off-stream and four on-stream water demands, steady-state inflows based on a 10-daily time step over a period of nine years, and relatively simple reservoir operating rules. The paper describes the problem and discusses the solutions that were obtained from various vendors. The principal finding is that simulation models should not be used to solve optimization problems. Potential changes in hydro-meteorological events have been causing mass damage to the economy and lives. Among several other factors, the progression of climate change over a long time is expected to cause non-stationarity in annual maximum rainfall. Understanding the characteristics of annual maximum rainfall series is crucial for coastal cities as they are highly vulnerable due to the greatly varying weather patterns. In this paper, we propose stationary and non-stationary methods to model the effect of non-stationarity on the differing duration of annual maximum rainfall and demonstrate the impacts on nine coastal cities spread across the Arabian Sea and Bay of Bengal stretch of India. The Bayesian inference parameter estimation technique was used. It was found that while stationary models often fit well for longer-duration rainfall, non-stationary models often best fit the short duration. [ABSTRACT FROM AUTHOR]

This paper outlines the importance of multiple time step optimization (MTO) in river basin allocation. The principal novelty of the work presented here is to provide a methodology for how to use MTO solutions in river basin planning and real-time operation. Two approaches for using the MTO results were tested on Damodar River basin in India and are presented in the paper. Using the proposed approach, the model managed flood flows without exceeding the downstream full bank channel capacity in 35 years of available historical data, while at the same time increasing generated hydropower on average by 63% annually, and supplying an additional 350 million m3 to irrigation and industry compared to the historical levels. The results presented in this study were obtained using the new Web-based Basin Management (WEB.BM) water management model, the only water allocation model with full Linear Programming (LP) optimization capabilities available online free of charge. This paper presents a hybrid approach for stormwater runoff modelling and pollutant load estimation in a hilly catchment. The stormwater runoff hydrograph was simulated by developing a conceptual hybrid model (HM) using transfer function. Model parameters were estimated by non-linear optimization. The simulated runoff hydrographs showed an excellent match with the observed data. Next, a relationship was developed between runoff and pollutant load and the developed relationship was used for estimation of pollutant load. A novelty of this hybrid approach is that it could bring out a generic HM. By using the derived model, the pollutant load was successfully predicted from simulated runoff (R2 > 0.75) by considering rainfall as the only input. In addition, assessment, characterization and analysis of the first flush of urban runoff also form part of the study. The HM was tested and validated by applying it to 25 storm events monitored during two monsoon seasons in the Nainital Lake catchment (approx. 1900 m a.m.s.l.), India. [ABSTRACT FROM AUTHOR]

This paper presents an analysis of trends in six drought variables at 566 stations across India over the period 1901–2002. Six drought variables were computed using standardized precipitation index (SPI). The Mann-Kendall (MK) trend test and Sen's slope estimator were used for trend analysis of drought variables. Discrete wavelet transform (DWT) was used to identify the dominant periodic components in trends, whereas the significance of periodic components was examined using continuous wavelet transform (CWT) based global wavelet spectrum (GWS). Our results show an increasing trend in droughts in eastern, northeastern and extreme southern regions, and a decreasing trend in the northern and southern regions of the country. The periodic component influencing the trend was 2–4 years in south, 4–8 years in west, east and northeast, 8–64 years in central parts and 32–128 years in the north; however, most of the periodic components were not statistically significant. The tenets of sustainable development are often ignored by growing cities in developing countries. Salt Lake City, located on the eastern fringes of Kolkata, despite being a planned township, has failed to manage its water resources in a sustainable way. Results from the study show that the water supplied at the households is hard in nature, saline, and replete with dissolved solids. The problem is further aggravated due to over-extraction of groundwater resources, resulting in an intense fall of the groundwater level in the area.
