A constrained total water-use policy has been implemented to maintain sustainable water supply in some water shortage areas. Managing a constrained water-use quota (T) in water allocation is a challenging goal. This paper proposes a new framework for water allocation under total water-use constraint by utilizing the concept of the Newsboy model, commonly used in operations management and applied economics, and applying it to the Dongjiang River Basin, South China. This framework considersTas a state variable of the objective function, rather than simply dealing with it as a constraint of multi-objective analysis. Using this framework, it is revealed how different schemes ofTplay out in water allocation, and water-use warning is provided for each sector and water governor in water resources management. High-resolution data on the spatial pattern of water use are a prerequisite for appropriate and sustainable water management. Based on one well-validated hydrological model, the Distributed Time Variant Gains Model (DTVGM), this paper obtains reliable high-resolution spatial patterns of irrigation, industrial and domestic water use in continental China. During the validation periods, ranges of correlation coefficient (R) and Nash-Sutcliffe efficiency (NSE) coefficient are 0.67–0.96 and 0.51–0.84, respectively, between the observed and simulated streamflow of six hydrological stations, indicating model applicability to simulate the distribution of water use. The simulated water use quantities have relative errors (RE) less than 5% compared with the observed. In addition, the changes in streamflow discharge were also correctly simulated by our model, such as the Zhangjiafen station in the Hai River basin with a dramatic decrease in streamflow, and the Makou station in the Pearl River basin with no significant changes. These changes are combined results of basin available water resources and water use. In this study, we developed a method to assess reservoir-type water source vulnerability (WSV) and adapted the method to the Yuqiao Reservoir (in Tianjin in North China). First, we identified the factors that influence reservoir vulnerability and selected suitable indexes for vulnerability assessment. Second, the CRITIC, AHP and integrated weighting methods were applied to quantify the index weight. Third, the information diffusion method was applied to process the index data. Finally, the vulnerability of the Yuqiao Reservoir was assessed, and the results showed that the vulnerability of the Yuqiao Reservoir is high, with social factors (i.e. the road traffic system, automatic management control system, potential menace in evaluation scope, destructive man-made accidents, emergency management plan, and per capita water consumption) being the main reasons. The variation of hydrological processes has been extensively discussed worldwide, yet little is known about the relative impact of human activities, and the precipitation–water level relationship in urbanized, watery areas. Thus, the change in water level and the influential variables are analysed for 1960–2014 in the urbanized and watery Taihu Basin, China. The results indicate that the water level displays a significant increasing trend. Furthermore, low-oscillation and high-oscillation periods were found to have occurred in the 1960s–1970s and 2000s, respectively, by the quantile perturbation method. A strong relationship was shown between water level and precipitation in the 1960s–1980s, especially in the flood season. Since then, human activities, such as land-use change, river system degradation and hydrological structures, have played distinct roles and caused more than 82% of the annual and flood-seasonal water level variation. In this study, three representative concentration pathways (RCPs) and 15 general circulation models of the Coupled Model Intercomparison Project Phase 5 were used to assess the behaviour of precipitation (P) and surface air temperature (SAT) over part of the Songhua River Basin. The Water Evaluation and Planning (WEAP) model linked with SAT and P was used for monthly simulation of streamflow to assess the influence of land use/land cover and climate change on the streamflow. The results suggest that, under RCP2.6, RCP4.5 and RCP8.5, the SAT over the study area may increase in the 21st century by 1.12, 2.44 and 5.82°C, respectively. Moreover, by the middle of the 21st century, streamflow in the basin may have decreased by 19%. The decrease in streamflow may be due to changed land use conditions and water withdrawal, having critical implications for management and future planning of water resources in the basin. Rapid urbanization in China has severely disturbed the underlying surface and river systems. The stream structure parameters of Suzhou City were analysed to study the evolution and spatial differentiation of a water system undergoing urbanization. The influencing pattern of different urbanization processes on river system structure and hydrological processes was detected by statistical methods and simulation analysis. The results show that urban sprawl is influenced by both the natural environment and the social economy. At different stages of urbanization, the spatial urban expansion and the natural river characteristics influence the evolution of the river network: during rapid urbanization, the decline in surface water ratio and river density is more intense. The decrease of surface water ratio and river density in rapidly urbanized areas was greatest, followed by that in area urbanized in the 1980s, with few changes in the old town. Under high urbanization, river system indicators tend to stabilize. The rivers' hydrological features were affected by urbanization, with water yield in the study area increasing from 0.81 to 0.95 m3/m2 (1991–2015). With the rapid economic development and urbanization in Taihu Basin (eastern China), the river system has decayed and the connectivity of rivers and lakes has weakened, resulting in frequent floods. The impact of changes in river system structure on hydrological processes in the plain river network area was analysed against a background of urbanization. An indicator system was built to describe the quantitative, morphological and spatial structure of the river system. Analysis of the change in annual average and extreme water levels revealed the influencing mechanism of the changes in river system structure on the hydrological processes. The results indicate a decreasing tendency in the density of the river system in the study area, with a reduction in water surface ratio by about 20% in the past 50 years. Since the 1960s, the maximum and annual average water levels have increased. The degree of change in the mean monthly, annual lowest and annual highest water levels was great, with that in the non-flood season being higher than in the flood season. Recently, the land surface in the Haihe River basin has changed, influencing the flood processes in the basin. To quantify this impact, seven typical sub-catchments were selected from different hydrological regions of the Haihe River basin for study. The non-parametric Mann-Kendall test was used to analyse for trends, and the non-parametric Pettitt test was adopted to detect any change point in the flood time series. Then, a hydrological model was established to simulate the effects of each potential driving factor on flood peak and volume. It was shown that flood peak and volume time series had decreased significantly, and the change point was around the year 1980. Groundwater depletion was not the main contribution to flood peak (FP) and volume (FV) decrease. In the Shifokou, Mubi and Lengkou sub-catchments, small hydraulic structures are the main driving factors for FP and FV decreasing. In the Xitaiyu, Daomaguan and Fuping sub-catchments, both land-use change and hydraulic structures are the main driving factors. The decreasing percentage decreases with the increase of the flood magnitude. The results provide valuable information for flood simulation and control in the Haihe River basin. This study proposes an improved nonstationary model for flood frequency analysis by investigating the relationship between flood peak and flood volume, using the Three Gorges Dam (TGD), China, for verification. First, the generalized additive model for location, scale and shape (GAMLSS) is used as the prior distribution. Then, under Bayesian theory, the prior distribution is updated using the conditional distribution, which is derived from the copula function. The results show that the improvement of the proposed model is significant compared with the GAMLSS-based prior distribution. Meanwhile, selection of a suitable prior distribution has a significant effect on the results of the improvement. For applications to the TGD, the nonstationary model can obviously increase the engineering management benefits and reduce the perceived risks of large floods. Changes in monthly streamflow and the potential influences and feedbacks of agricultural activities are investigated. Significant decreases in streamflow are observed in northern China, including the Yellow, Huaihe and Haihe river basins, while in southern China streamflow increases significantly in the Yangtze, Pearl and South river basins. This spatial pattern of changes in streamflow indicates that the imbalance in water resources between northern (dry) and southern (wet) China has increased during past decades. On the one hand, available water resources are a controlling factor determining the expansion of irrigated land and the structure of crop plantation (i.e. rice, wheat, corn or bean); on the other hand, crop planting structure and effective irrigated areas are important determinants of changes in streamflow. The increasing effective irrigation and rice planting areas in northern China may increase water withdrawal from rivers, causing subsequent decreases in streamflow, while in southeastern China, decreasing effective irrigation areas enhance the increases in streamflow. The chaos characteristics for system complexity, e.g. randomness and fractality, are generally ignored when researchers study the complex behaviour of precipitation time series, which makes it difficult to elicit adequate information for such series. The main objective of this study was to diagnose the complexity of seasonal precipitation by using wavelet entropy and mean wavelet entropy, and to find the complex system of spatial variation in seasonal precipitation for the sub-areas of Jiansanjiang Administration in China as a case study. The results illustrate that the complexity characteristic of the seasonal precipitation series is greatest in the North sub-area, lowest in the Middle sub-area, and intermediate in the South sub-area; topography and agricultural development are the key driving factors of the complex dynamic variation in the local seasonal precipitation time series. The nonparametric Mann-Kendall test and the Pettitt test were employed to examine the change trends and shifts of runoff and sediment input to Poyang Lake between 1961 and 2013. Water balance and linear regression models were used to evaluate the impacts of climate variability and human activities on the runoff and sediment discharge changes. The results showed that runoff inputs to the lake had insignificant temporal trends and change points, while sediment inputs had significant decreasing trends, with an abrupt change in 1989. Quantitative assessment demonstrated that human activities led to a small decrease (5.5%) in runoff inputs to the lake, and a dramatic (121.4%) decrease in sediment inputs to the lake between the reference period (before the change point) and the human-influenced period (after the change point). This work provides a useful reference for future policy makers in water resource utilization and environmental safety of the Poyang Lake basin. [ABSTRACT FROM PUBLISHER]

Climate change and its impact on hydrological processes are overarching issues that have brought challenges for sustainable water resources management. In this study, surface water resources in typical regions of China are projected in the context of climate change. A water balance model based on the Fu rational function equation is established to quantify future natural runoff. The model is calibrated using data from 13 hydrological stations in 10 first-class water resources zones of China. The future precipitation and temperature series come from the ISI-MIP (Inter-Sectoral Impact Model Intercomparison Project) climate dataset. Taking natural runoff for 1961–1990 as a baseline, the impacts of climate change on natural runoff are studied under three emissions scenarios: RCP2.6, RCP4.5 and RCP8.5. Simulated results indicate that the arid and semi-arid region in the northern part of China is more sensitive to climate change compared to the humid and semi-humid region in the south. In the near future (2011–2050), surface water resources will decrease in most parts of China (except for the Liaozhong and Daojieba catchments), especially in the Haihe River Basin and the middle reaches of the Yangtze River Basin. The decrement of surface water resources in the northern part of China is more than that in the southern part. For the periods 2011–2030 and 2031–2050, surface water resources are expected to decrease by 12–13% in the northern part of China, while those in the southern part will decrease by 7–10%.EDITOR D.
