Construction of smart grid pilot projects was started by SGCC in May, 2009. As a key basic node of robust smart grid, smart substation is important for smart grid construction. Assessment of smart grid pilot projects was started by SGCC in March, 2011. Assessment index system for pilot projects of smart substations is built, combined with development of smart substation technology of China, based on principles of comprehensiveness, objectivity, practicability and typicalness. The system contains indexes of technology, economy, sociability and practicability. Under this system, systematic assessment of intelligent level, engineering construction, operating effect, etc. for smart substations put into operation is done. The results objectively reflect intelligent level of smart substations and problems of design, construction and operation for smart substations. The research and application of assessment index system for pilot projects of smart substations provide basis and references for comprehensive promotion of smart substations in China during 12th Five-Year Plan. As an important basic node of strong smart grid, smart substation is an important part of construction of smart grid. Compared with conventional substation, smart substation adds intelligent terminal, merging unit, electronic instrument transformer, on-line monitoring and other primary intelligent equipment, which increase the construction cost considerably. Moreover, the application of sequential control, device status visualization and other advanced functions reduces the operation cost instead. Therefore, analyzing the life cycle cost and intelligent investment benefit of smart substation timely is of great significance, providing reference and basis for controlling the construction cost level of smart substation and optimizing design scheme. Taking a sample of smart substations in operation, this paper analyzes the difference of life cycle cost between smart substation and conventional substation of the same scale, and calculates the economic benefit of intelligent investment in smart substation. This paper describes the current Smart high voltage substation where Merging Units and other protection devices require high-precision time synchronization, and analyzes the time synchronization significant role in the Smart substation. With the expansion of the IEC 61850 standard in Smart substation automation applying, the IEEE 1588 which can achieve sub-microsecond level of accuracy seems to be a promising way to satisfy the synchronization requirements of Smart substation. The authors provide brief introduction to the time synchronization of Smart substation, then provide details of IEEE 1588 standard for precise time synchronization and describe the potential risks of the IEEE 1588 time synchronization system implemented in the Smart high voltage substation, and finally make a thorough research of the improved methods that have successfully applied in a 330kV Smart substation in the northwestern province of China. With the fast development of the smart grid technology in china, more and more attentions were paid to the condition-based maintenance of the high voltage equipment. To realize the objectives, the standardizations of the online monitoring system hierarchy structure and function are the key steps in the development of the online monitoring system in pilot smart substation project. According to the relevant published online monitoring standards, technical guides and solutions, this paper first introduces the basic structure and function of the high voltage online monitoring system of the smart substation. After that, the detail terms about the monitoring device, comprehensive monitoring unit, substation monitoring unit and communication protocols were covered respectively. To implement the design solution of the online monitoring system, based on a newly built pilot 500kV smart substation project, a pilot transformation equipment online monitoring system and its features were presented. IEC 61850 is an international standard for electrical substation automation that will significantly improve the design and construction of electrical power systems in the future. In 2010, the United States National Institute of Standards and Technologies (NIST) has recognized IEC 61850 as one of the key enablers for Smart Grid implementation. As the public electric utility company in Malaysia, Tenaga Nasional Berhad (TNB) is fully aware of the potential and capabilities of the IEC 61850 standard in a Smart Grid environment. To ensure the successful implementation of IEC 61850 standard, TNB has developed the System Verification and Simulation (SVS) laboratory to simulate and verify systems and devices related to IEC 61850, before actual implementation in substations. The paper introduces the development of relay protection technology in recent years, exemplifies the several stages of relay protection and characteristics by combining electric power technology and renewable energy development. The new development of relay protection technologies are presented, such as fault component based on novel protection algorithm, adaptive relay protection, travelling wave protection, transient component based relay, applications of parameter identification and artificial intelligence technology in protections. This paper discussed the application of online monitoring system based on IEC61850 standard in the smart substation. Firstly, the functions and performance requirements of online monitoring system have been discussed, and the functional model and interface model of online monitoring based on IEC61850 have been established; Secondly, the application schema of online monitoring system has been designed for smart substation.
