We introduce a fundamental lemma called the Poisson matching lemma, and apply it to prove one-shot achievability results for various settings, namely channels with state information at the encoder, lossy source coding with side information at the decoder, joint source-channel coding, broadcast channels, distributed lossy source coding, multiple access channels and channel resolvability. Our one-shot bounds improve upon the best known one-shot bounds in most of the aforementioned settings (except multiple access channels and channel resolvability, where we recover bounds comparable to the best known bounds), with shorter proofs in some settings even when compared to the conventional asymptotic approach using typicality. The Poisson matching lemma replaces both the packing and covering lemmas, greatly simplifying the error analysis. This paper extends the work of Li and El Gamal on Poisson functional representation, which mainly considered variable-length source coding settings, whereas this paper studies fixed-length settings, and is not limited to source coding, showing that the Poisson functional representation is a viable alternative to typicality for most problems in network information theory. Security of linear ramp secret sharing schemes can be characterized by the relative generalized Hamming weights of the involved codes. In this paper, we elaborate on the implication of these parameters and devise a method to estimate their value for general one-point algebraic geometric codes. As it is demonstrated, for Hermitian codes, our bound is often tight. This paper studies the downlink of a cloud radio access network (C-RAN) in which a centralized processor (CP) communicates with mobile users through base stations (BSs) that are connected to the CP via finite-capacity fronthaul links. Information theoretically, the downlink of a C-RAN is modeled as a two-hop broadcast-relay network. Among the various transmission and relaying strategies for such model, this paper focuses on the compression strategy, in which the CP centrally encodes the signals to be broadcast jointly by the BSs, then compresses and sends these signals to the BSs through the fronthaul links. We characterize an achievable rate region for a generalized compression strategy with Marton’s multicoding for broadcasting and multivariate compression for fronthaul transmission. We then compare this rate region with the distributed decode-forward (DDF) scheme, which achieves the capacity of the general relay networks to within a constant gap, and show that the difference lies in that DDF performs Marton’s multicoding and multivariate compression jointly as opposed to successively as in the compression strategy. A main result of this paper is that under the assumption that the fronthaul links are subject to a sum capacity constraint, this difference is immaterial; so, for the Gaussian network, the compression strategy based on successive encoding can already achieve the capacity region of the C-RAN to within a constant gap, where the gap is independent of the channel parameters and the power constraints at the BSs. As a further result, for C-RAN under individual fronthaul constraints, this paper also establishes that the compression strategy can achieve to within a constant gap to the sum capacity. We propose a successive cancellation list (SCL) encoding and decoding scheme for the Gelfand Pinsker (GP) problem based on the known nested polar coding scheme. It applies SCL encoding for the source coding part, and SCL decoding with a properly defined CRC for the channel coding part. The scheme shows improved performance compared to the existing method. A known issue with nested polar codes for binary dirty paper is the existence of frozen channel code bits that are not frozen in the source code. These bits need to be retransmitted in a second phase of the scheme, thus reducing the rate and increasing the required blocklength. We provide an improved bound on the size of this set, and on its scaling with respect to the blocklength, when the Bhattacharyya parameter of the test channel used for source coding is sufficiently large, or the Bhattacharyya parameter of the channel seen at the decoder is sufficiently small. The result is formulated for an arbitrary binary-input memoryless GP problem, since unlike the previous results, it does not require degradedness of the two channels mentioned above. This paper studies the problem of estimating the covariance of a collection of vectors using only highly compressed measurements of each vector. An estimator based on back-projections of these compressive samples is proposed and analyzed. A distribution-free analysis shows that by observing just a single linear measurement of each vector, one can consistently estimate the covariance matrix, in both infinity and spectral norm, and this analysis leads to precise rates of convergence in both norms. Through information-theoretic techniques, lower bounds showing that this estimator is minimax-optimal for both infinity and spectral norm estimation problems are established. These results are also specialized to give matching upper and lower bounds for estimating the population covariance of a collection of Gaussian vectors, again in the compressive measurement model. The analysis conducted in this paper shows that the effective sample complexity for this problem is scaled by a factor of $m^{2}/d^{2}$ , where $m$ is the compression dimension and $d$ is the ambient dimension. This paper considers secret-key generation between several agents and a base station that observe independent and identically distributed realizations of correlated random variables. Each agent wishes to generate the longest possible individual key with the base station by means of public communication. All keys must be jointly kept secret from all external entities. In this many-to-one secret-key generation setting, it can be shown that the agents can take advantage of a collective protocol to increase the sum rate of their generated keys. However, when each agent is only interested in maximizing its own secret-key rate, agents may be unwilling to participate in a collective protocol. Furthermore, when such a collective protocol is employed, how to fairly allocate individual key rates arises as a valid issue. This paper studies the tension between cooperation and self-interest with a game-theoretic treatment. This paper establishes that cooperation is in the best interest of all individualistic agents and that there exist individual secret-key rate allocations that incentivize the agents to follow the protocol. This paper provides upper and lower bounds on the optimal guessing moments of a random variable taking values on a finite set when side information may be available. These moments quantify the number of guesses required for correctly identifying the unknown object and, similarly to Arikan’s bounds, they are expressed in terms of the Arimoto-Rényi conditional entropy. Although Arikan’s bounds are asymptotically tight, the improvement of the bounds in this paper is significant in the non-asymptotic regime. Relationships between moments of the optimal guessing function and the MAP error probability are also established, characterizing the exact locus of their attainable values. The bounds on optimal guessing moments serve to improve non-asymptotic bounds on the cumulant generating function of the codeword lengths for fixed-to-variable optimal lossless source coding without prefix constraints. Non-asymptotic bounds on the reliability function of discrete memoryless sources are derived as well. Relying on these techniques, lower bounds on the cumulant generating function of the codeword lengths are derived, by means of the smooth Rényi entropy, for source codes that allow decoding errors. In this paper, a new model for arbitrarily varying classical-quantum channels is proposed. In this model, a jammer has side information. The communication scenario in which a jammer can select only classical inputs as a jamming sequence is considered in the first part of the paper. This situation corresponds to the standard model of arbitrarily varying classical-quantum channels. Two scenarios are considered. In the first scenario, the jammer knows the channel input, while in the second scenario the jammer knows both the channel input and the message. The transmitter and receiver share a secret random key with a vanishing key rate. The capacity for both average and maximum error criteria for both scenarios is determined in this paper. A strong converse is also proved. It is shown that all these corresponding capacities are equal, which means that additionally revealing the message to the jammer does not change the capacity. The communication scenario with a fully quantum jammer is considered in the second part of the paper. This paper investigates the relation between three different notions of privacy: identifiability, differential privacy, and mutual-information privacy. Under a unified privacy-distortion framework, where the distortion is defined to be the expected Hamming distance between the input and output databases, we establish some fundamental connections between these three privacy notions. Given a maximum allowable distortion D , we define the privacy-distortion functions \epsilon _{\mathrm{ i}}^{*}(D) , \epsilon _{\mathrm{ d}}^{*}(D) , and \epsilon \mathrm{ m}^{*}(D) to be the smallest (most private/best) identifiability level, differential privacy level, and mutual information between the input and the output, respectively. An additive white Gaussian noise energy-harvesting channel with an infinite-sized battery is considered. The energy arrival process is modeled as a sequence of independent and identically distributed random variables. The channel capacity $\frac {1}{2}\log (1+P)$ is achievable by the so-called best-effort and save-and-transmit schemes where $P$ denotes the battery recharge rate. This paper analyzes the save-and-transmit scheme whose transmit power is strictly less than $P$ and the best-effort scheme as a special case of save-and-transmit without a saving phase. In the finite blocklength regime, we obtain new non-asymptotic achievable rates for these schemes that approach the capacity with gaps vanishing at rates proportional to $1/\sqrt {n}$ and $({(\log n)/n})^{1/2}$ respectively where $n$ denotes the blocklength. The proof technique involves analyzing the escape probability of a Markov process. When $P$ is sufficiently large, we show that allowing the transmit power to back off from $P$ can improve the performance for save-and-transmit. The results are extended to a block energy arrival model where the length of each energy block $L$ grows sublinearly in $n$. We show that the save-and-transmit and best-effort schemes achieve coding rates that approach the capacity with gaps vanishing at rates proportional to $\sqrt {L/n}$ and $({\max \{\log n, L\}/n})^{1/2}$ , respectively. This paper presents a new approach, called perturb-max, for high-dimensional statistical inference in graphical models that is based on applying random perturbations followed by optimization. This framework injects randomness into maximum a-posteriori (MAP) predictors by randomly perturbing the potential function for the input. A classic result from extreme value statistics asserts that perturb-max operations generate unbiased samples from the Gibbs distribution using high-dimensional perturbations. Unfortunately, the computational cost of generating so many high-dimensional random variables can be prohibitive. However, when the perturbations are of low dimension, sampling the perturb-max prediction is as efficient as MAP optimization. This paper shows that the expected value of perturb-max inference with low dimensional perturbations can be used sequentially to generate unbiased samples from the Gibbs distribution. Furthermore the expected value of the maximal perturbations is a natural bound on the entropy of such perturb-max models. A measure concentration result for perturb-max values shows that the deviation of their sampled average from its expectation decays exponentially in the number of samples, allowing effective approximation of the expectation. This paper considers the problem of estimating a high-dimensional vector of parameters \theta \in \mathbb R^n from a noisy observation. The noise vector is independent identically distributed Gaussian with known variance. For a squared-error loss function, the James–Stein (JS) estimator is known to dominate the simple maximum-likelihood (ML) estimator when the dimension n exceeds two. The JS-estimator shrinks the observed vector toward the origin, and the risk reduction over the ML-estimator is greatest for {\theta } that lie close to the origin. JS-estimators can be generalized to shrink the data toward any target subspace. Such estimators also dominate the ML-estimator, but the risk reduction is significant only when {\theta } lies close to the subspace. This leads to the question: in the absence of prior information about \theta , how do we design estimators that give significant risk reduction over the ML-estimator for a wide range of \theta ? In this paper, we propose shrinkage estimators that attempt to infer the structure of \theta from the observed data in order to construct a good attracting subspace. In particular, the components of the observed vector are separated into clusters, and the elements in each cluster shrunk toward a common attractor. The number of clusters and the attractor for each cluster are determined from the observed vector. We provide concentration results for the squared-error loss and convergence results for the risk of the proposed estimators. The results show that the estimators give significant risk reduction over the ML-estimator for a wide range of \theta , particularly for large $n$ . A coding scheme for transmission of a bit maps a given bit to a sequence of channel inputs (called the codeword associated with the transmitted bit). In this paper, we study the problem of designing the best code for a discrete Poisson channel with memory (under peak-power and total-power constraints). The outputs of a discrete Poisson channel with memory are Poisson distributed random variables with a mean comprising of a fixed additive noise and a linear combination of past input symbols. Assuming a maximum-likelihood (ML) decoder, we search for a codebook that has the smallest possible error probability. This problem is challenging because error probability of a code does not have a closed-form analytical expression. For the case of having only a total-power constraint, the optimal code structure is obtained, provided that the blocklength is greater than the memory length of the channel. For the case of having only a peak-power constraint, the optimal code is derived for arbitrary memory and blocklength in the high-power regime. For the case of having both the peak-power and total-power constraints, the optimal code is derived for memoryless Poisson channels when both the total-power and the peak-power bounds are large. In contrast to their seemingly simple and shared structure of independence and stationarity, Lévy processes exhibit a wide variety of behaviors, from the self-similar Wiener process to piecewise-constant compound Poisson processes. Inspired by the recent paper of Ghourchian, Amini, and Gohari, we characterize their compressibility by studying the entropy of their double discretization (both in time and amplitude) in the regime of vanishing discretization steps. For a Lévy process with absolutely continuous marginals, this reduces to understanding the asymptotics of the differential entropy of its marginals at small times, for which we obtain a new local central limit theorem. We generalize known results for stable processes to the non-stable case, with a special focus on Lévy processes that are locally self-similar, and conceptualize a new compressibility hierarchy of Lévy processes, captured by their Blumenthal–Getoor index. The mutual information (MI) of Gaussian multi-input multi-output (MIMO) channels has been evaluated by utilizing random matrix theory (RMT) and shown to asymptotically follow Gaussian distribution, where the ergodic mutual information (EMI) converges to a deterministic quantity. However, with non-Gaussian channels, there is a bias between the EMI and its deterministic equivalent (DE), whose evaluation is not available in the literature. This bias of the EMI is related to the bias for the trace of the resolvent in large RMT. In this paper, we first derive the bias for the trace of the resolvent, which is further extended to compute the bias for the linear spectral statistics (LSS). Then, we apply the above results on non-Gaussian MIMO channels to determine the bias for the EMI. It is also proved that the bias for the EMI is −0.5 times of that for the variance of the MI. Finally, the derived bias is utilized to modify the central limit theory (CLT) and calculate the outage probability. Numerical results show that the modified CLT significantly outperforms previous methods in approximating the distribution of the MI and improves the accuracy for the outage probability evaluation. In this paper, we study the problem of finding a joint probability distribution in ${\mathcal{ C}}(p, q)$ of minimum entropy (equivalently, a coupling that maximizes the mutual information between $X$ and $Y$), and we discuss several situations where the need for this kind of optimization naturally arises. Since the optimization problem is known to be NP-hard, we give an efficient algorithm to find a joint probability distribution in ${\mathcal{ C}}(p, q)$ with entropy exceeding the minimum possible at most by 1 bit, thus providing an approximation algorithm with an additive gap of at most 1 bit. Leveraging on this algorithm, we extend our result to the problem of finding a minimum-entropy joint distribution of arbitrary $k\geq {2}$ discrete random variables $X_{1}, \ldots , X_{k}$ , consistent with the known $k$ marginal distributions of the individual random variables $X_{1}, \ldots , X_{k}$. This paper considers the fundamental limit of random linear estimation for i.i.d. signal distributions and i.i.d. Gaussian measurement matrices. Its main contribution is a rigorous characterization of the asymptotic mutual information (MI) and minimum mean-square error (MMSE) in this setting. Under mild technical conditions, our results show that the limiting MI and MMSE are equal to the values predicted by the replica method from statistical physics. We study the first- and second-order asymptotics of covert communication over binary-input discrete memoryless channels for three different covertness metrics and under maximum probability of error constraint. When covertness is measured in terms of the relative entropy between the channel output distributions induced with and without communication, we characterize the exact first- and second-order asymptotics of the number of bits that can be reliably transmitted with a maximum probability of error less than $\epsilon $ and a relative entropy less than $\delta $. When covertness is measured in terms of the variational distance between the channel output distributions or in terms of the probability of missed detection for fixed probability of false alarm, we establish the exact first-order asymptotics and bound the second-order asymptotics. Pulse position modulation achieves the optimal first-order asymptotics for all three metrics, as well as the optimal second-order asymptotics for relative entropy. The main conceptual contribution of this paper is to clarify how the choice of a covertness metric impacts the information-theoretic limits of covert communications. The linear model, in which a set of observations is assumed to be given by a linear combination of columns of a matrix (often termed a dictionary), has long been the mainstay of the statistics and signal processing literature. One particular challenge for inference under linear models is understanding the conditions on the dictionary under which reliable inference is possible. This challenge has attracted renewed attention in recent years, since many modern inference problems (e.g., high-dimensional statistics and compressed sensing) deal with the underdetermined setting, in which the number of observations is much smaller than the number of columns in the dictionary. This paper makes several contributions for this setting when the set of observations is given by a linear combination of a small number of groups of columns of the dictionary, termed the block-sparse case. First, it specifies conditions on the dictionary under which most block submatrices of the dictionary (often termed block subdictionaries) are well conditioned. This result is fundamentally different from prior work on block-sparse inference because: 1) it provides conditions that can be explicitly computed in polynomial time; 2) the given conditions translate into near-optimal scaling of the number of columns of the block subdictionaries as a function of the number of observations for a large class of dictionaries; and 3) it suggests that the spectral norm, rather than the column/block coherences of the dictionary, fundamentally limits the scaling of dimensions of the well-conditioned block subdictionaries. Second, in order to help understand the significance of this result in the context of block-sparse inference, this paper investigates the problems of block-sparse recovery and block-sparse regression in underdetermined settings. In both of these problems, this paper utilizes its result concerning conditioning of block subdictionaries and establishes that near-optimal block-sparse recovery and block-sparse regression is possible for a large class of dictionaries as long as the dictionary satisfies easily computable conditions and the coefficients describing the linear combination of groups of columns can be modeled through a mild statistical prior. Fundamental relations between information and estimation have been established in the literature for the continuous time Gaussian and Poisson channels. In this paper, we demonstrate that such relations hold for a much larger family of continuous-time channels. We introduce the family of semi-martingale channels where the channel output is a semi-martingale stochastic process, and the channel input modulates the characteristics of the semi-martingale. For these channels, which includes as a special case the continuous time Gaussian and Poisson models, we establish new representations relating the mutual information between the channel input and output to an optimal causal filtering loss, thereby unifying and considerably extending results from the Gaussian and Poisson settings. Extensions to the setting of mismatched estimation are also presented where the relative entropy between the laws governing the output of the channel under two different input distributions is equal to the cumulative difference between the estimation loss incurred by using the mismatched and optimal causal filters, respectively. The main tool underlying these results is the Doob–Meyer decomposition of a class of sub-martingales. The results in this paper can be viewed as the continuous-time analogues of recent generalizations for relations between information and estimation for discrete-time Lévy channels. An open problem in polarization theory is to determine the binary operations that always lead to polarization (in the general multilevel sense) when they are used in Arıkan style constructions. This paper, which is presented in two parts, solves this problem by providing a necessary and sufficient condition for a binary operation to be polarizing. This (first) part of this paper introduces the mathematical framework that we will use in the second part to characterize the polarizing operations. We define uniformity preserving, irreducible, ergodic, and strongly ergodic operations, and we study their properties. The concepts of a stable partition and the residue of a stable partition are introduced. We show that an ergodic operation is strongly ergodic if and only if all its stable partitions are their own residues. We also study the products of binary operations and the structure of their stable partitions. We show that the product of a sequence of binary operations is strongly ergodic if and only if all the operations in the sequence are strongly ergodic. This paper deals with two typical random number generation problems in information theory. One is the source resolvability problem (resolvability problem for short) and the other is the intrinsic randomness problem. In the literature, optimum achievable rates in these two problems with respect to the variational distance as well as the Kullback-Leibler (KL) divergence have already been analyzed. On the other hand, in this study we consider these two problems with respect to $f$ -divergences. The $f$ -divergence is a general non-negative measure between two probabilistic distributions on the basis of a convex function $f$. The class of $f$ -divergences includes several important measures such as the variational distance, the KL divergence, the Hellinger distance and so on. Hence, it is meaningful to consider the random number generation problems with respect to $f$ -divergences. In this paper, we impose some conditions on the function $f$ so as to simplify the analysis, that is, we consider a subclass of $f$ -divergences. Then, we first derive general formulas of the first-order optimum achievable rates with respect to $f$ -divergences. Next, we particularize our general formulas to several specified functions $f$. As a result, we reveal that it is easy to derive optimum achievable rates for several important measures from our general formulas. In their seminal 1996 paper, Anantharam and Verdú showed that feedback does not increase the capacity of a queue under First-in-First-Out service policy and exponentially distributed service time. Since the channel has memory, this negative result raises the question whether it extends to other non-trivial combinations of service policy and service time. This paper addresses this question by providing two sufficient conditions under which feedback either increases capacity or does not increase capacity. The first is a sufficient condition on the service time distribution for feedback to increase capacity under First-In-First-Out service policy. The second is a sufficient condition for feedback not to increase capacity and is general in that it depends on the output distribution of the queue, but explicitly depends neither on the queue policy nor on the service time distribution. This paper studies an $n$ -dimensional additive Gaussian noise channel with a peak-power-constrained input. It is well known that, in this case, when $n=1$ the capacity-achieving input distribution is discrete with finitely many mass points, and when $n>1$ the capacity-achieving input distribution is supported on finitely many concentric shells. However, due to the previous proof technique, not even a bound on the exact number of mass points/shells was available. This paper provides an alternative proof of the finiteness of the number mass points/shells of the capacity-achieving input distribution while producing the first firm bounds on the number of mass points and shells, paving an alternative way for approaching many such problems. The first main result of this paper is an order tight implicit bound which shows that the number of mass points in the capacity-achieving input distribution is within a factor of two from the number of zeros of the downward shifted capacity-achieving output probability density function. Next, this implicit bound is utilized to provide a first firm upper on the support size of optimal input distribution, an $O(\mathsf {A}^{2})$ upper bound where $\mathsf {A}$ denotes the constraint on the input amplitude. The second main result of this paper generalizes the first one to the case when $n>1$ , showing that, for each and every dimension $n\ge 1$ , the number of shells that the optimal input distribution contains is $O(\mathsf {A}^{2})$. In this paper, we study a security problem on a simple wiretap network, consisting of a source node S, a destination node D, and an intermediate node R. The intermediate node connects the source and the destination nodes via a set of noiseless parallel channels, with sizes n1 and n2 , respectively. A message $M$ is to be sent from S to D. The information in the network may be eavesdropped by a set of wiretappers. The wiretappers cannot communicate with one another. Each wiretapper can access a subset of channels, called a wiretap set. All the chosen wiretap sets form a wiretap pattern. A random key $K$ is generated at S, and a coding scheme on $(M, K)$ is employed to protect $M$ . We define two decoding classes at D. In Class-I, only $M$ is required to be recovered, and in Class-II, both $M$ and $K$ are required to be recovered. The objective is to minimize $H(K)/H(M)$ for a given wiretap pattern under the perfect secrecy constraint. The first question we address is whether routing is optimal on this simple network. By enumerating all the wiretap patterns on the Class-I/II (3, 3) networks and harnessing the power of Shannon-type inequalities, we find that gaps exist between the bounds implied by routing and the bounds implied by Shannon-type inequalities for a small fraction (<2%) of all the wiretap patterns. The second question we investigate is the following: What is $\min H(K)/H(M)$ for the remaining wiretap patterns where gaps exist? We study some simple wiretap patterns and find that their Shannon bounds (i.e., the lower bound induced by Shannon-type inequalities) can be achieved by linear codes, which means routing is not sufficient even for the (3, 3) network. For some complicated wiretap patterns, we study the structures of linear coding schemes under the assumption that they can achieve the corresponding Shannon bounds. This paper establishes the exact exponents for the soft-covering phenomenon of a memoryless channel under the total variation metric when random (i.i.d. and constant-composition) channel codes are used. The exponents, established herein, are strict improvements in both directions on bounds found in the literature. This complements the recent literature establishing the exact exponents under the relative entropy metric; however, the proof techniques have significant differences, and thus, neither result trivially implies the other. The found exponents imply new and improved bounds for various problems that use soft-covering as their achievability argument, including new lower bounds for the resolvability exponent and the secrecy exponent in the wiretap channel. In this paper, we analyze the tradeoff between coding rate and asymptotic performance of a class of generalized low-density parity-check (GLDPC) codes constructed by including a certain fraction of generalized constraint (GC) nodes in the graph. The rate of the GLDPC ensemble is bounded using classical results on linear block codes, namely, Hamming bound and Varshamov bound. We also study the impact of the decoding method used at GC nodes. To incorporate both bounded-distance (BD) and maximum likelihood (ML) decoding at GC nodes into our analysis without resorting on multi-edge type of degree distributions (DDs), we propose the probabilistic peeling decoding (P-PD) algorithm, which models the decoding step at every GC node as an instance of a Bernoulli random variable with a successful decoding probability that depends on both the GC block code and its decoding algorithm. The P-PD asymptotic performance over the BEC can be efficiently predicted using standard techniques for LDPC codes such as density evolution (DE) or the differential equation method. Furthermore, for a class of GLDPC ensembles, we demonstrate that the simulated P-PD performance accurately predicts the actual performance of the GLPDC code under ML decoding at GC nodes. We illustrate our analysis for GLDPC code ensembles with regular and irregular DDs. In all cases, we show that a large fraction of GC nodes is required to reduce the original gap to capacity, but the optimal fraction is strictly smaller than one. We then consider techniques to further reduce the gap to capacity by means of random puncturing, and the inclusion of a certain fraction of generalized variable nodes in the graph. In this paper, we extend the notion of Cauchy–Schwarz divergence to point processes and establish that the Cauchy–Schwarz divergence between the probability densities of two Poisson point processes is half the squared L^2 -distance between their intensity functions. Extension of this result to mixtures of Poisson point processes and, in the case where the intensity functions are Gaussian mixtures, closed form expressions for the Cauchy–Schwarz divergence are presented. Our result also implies that the Bhattacharyya distance between the probability distributions of two Poisson point processes is equal to the square of the Hellinger distance between their intensity measures. We consider the problem of multiple descriptions (MDs) source coding and propose new coding strategies involving both unstructured and structured coding layers. Previously, the most general achievable rate-distortion (RD) region for the $l$ -descriptions problem was the combinatorial message sharing with binning (CMSB) region. The CMSB scheme utilizes unstructured quantizers and unstructured binning. In the first part of the paper, we show that this strategy can be improved upon using more general unstructured quantizers and a more general unstructured binning method. In the second part, structured coding strategies are considered. First, structured coding strategies are developed by considering the specific MD examples involving three or more descriptions. We show that the application of structured quantizers results in strict RD improvements when there are more than two descriptions. Furthermore, we show that a structured binning also yields improvements. These improvements are in addition to the ones derived in the first part of the paper. This suggests that structured coding is essential when coding over more than two descriptions. Using the ideas developed through these examples, we provide a new unified coding strategy by considering several structured coding layers. Finally, we characterize its performance in the form of an inner bound to the optimal RD region using computable single-letter information quantities. In this paper, the optimal sampling strategies (uniform or nonuniform) and distortion tradeoffs for Gaussian bandlimited periodic signals with additive white Gaussian noise are studied. Our emphasis is on characterizing the optimal sampling locations as well as the optimal presampling filter to minimize the reconstruction distortion. We first show that to achieve the optimal distortion, no presampling filter is necessary for any arbitrary sampling rate. Then, we provide a complete characterization of optimal distortion for low and high sampling rates (with respect to the signal bandwidth). We also provide bounds on the reconstruction distortion for rates in the intermediate region. It is shown that nonuniform sampling outperforms uniform sampling for low sampling rates. In addition, the optimal nonuniform sampling set is robust with respect to missing sampling values. Many determinantal inequalities for positive definite block matrices are consequences of general entropy inequalities, specialized to Gaussian distributed vectors with prescribed covariances. In particular, strong subadditivity (SSA) yields \ln \det VAC + \ln \det VBC - \ln \det VABC - \ln \det VC \geq 0 for all $3\times 3$ block matrices V_{ABC} , where subscripts identify principal submatrices. We shall refer to the above-mentioned inequality as SSA of log-det entropy. In this paper, we develop further insights on the properties of the above-mentioned inequality and its applications to classical and quantum information theory. In the first part of this paper, we show how to find known and new necessary and sufficient conditions under which saturation with equality occurs. Subsequently, we discuss the role of the classical transpose channel (also known as Petz recovery map) in this problem and find its action explicitly. We then prove some extensions of the saturation theorem, by finding faithful lower bounds on a log-det conditional mutual information. In the second part, we focus on quantum Gaussian states, whose covariance matrices are not only positive but obey additional constraints due to the uncertainty relation. For Gaussian states, the log-det entropy is equivalent to the Rényi entropy of order 2. We provide a strengthening of log-det SSA for quantum covariance matrices that involves the so-called Gaussian Rényi-2 entanglement of formation, a well-behaved entanglement measure defined via a Gaussian convex roof construction. We then employ this result to define a log-det entropy equivalent of the squashed entanglement measure, which is remarkably shown to coincide with the Gaussian Rényi-2 entanglement of formation. We study the channel capacity of a general discrete energy harvesting channel with a finite battery. Contrary to traditional communication systems, the transmitter of such a channel is powered by a device that harvests energy from a random exogenous energy source and has a finite-sized battery. As a consequence, at each transmission opportunity, the system can only transmit a symbol whose energy is no more than the energy currently available. This new type of power supply introduces an unprecedented input constraint for the channel, which is simultaneously random, instantaneous, and influenced by the full history of the inputs and the energy harvesting process. Furthermore, naturally, in such a channel, the energy information is observed causally at the transmitter. Both of these characteristics pose great challenges for the analysis of the channel capacity. In this paper, we use techniques developed for channels with side information and finite-state channels, to obtain lower and upper bounds on the capacity of energy harvesting channels. In particular, in a general case with Markov energy harvesting processes, we use stationarity and ergodicity theory to compute and optimize the achievable rates for the channels, and derive a series of computable capacity upper and lower bounds. Parties connected to independent sources through a network can generate correlations among themselves. Notably, the space of feasible correlations for a given network, depends on the physical nature of the sources and the measurements performed by the parties. In particular, quantum sources give access to nonlocal correlations that cannot be generated classically. In this paper, we derive a universal limit on correlations in networks in terms of their covariance matrix. We show that in a network satisfying a certain condition, the covariance matrix of any feasible correlation can be decomposed as a summation of positive semidefinite matrices each of whose terms corresponds to a source in the network. Our result is universal in the sense that it holds in any physical theory of correlation in networks, including the classical, quantum and all generalized probabilistic theories. Distributed Arithmetic Coding (DAC) is a practical realization of Slepian-Wolf coding that partitions source space into cosets. Coset Cardinality Spectrum (CCS) is an important property of DAC that was defined in our previous work. In this paper, we give two applications of CCS. First, we find that DAC bitstream is not compact. The rate loss of DAC bitstream is caused by two factors: unequal coset partitioning and bit indivisibility. It is proved that as code length goes to infinity, the expected value of bit-indivisibility rate loss will tend to 0.5 for any irrational Rate Change Step (RCS), where the RCS refers to the rate change when one source bit is flipped. With the help of CCS, the bit-indivisibility rate loss can be compensated to some extend. Especially, for any irrational RCS, as code length goes to infinity, the expected value of the remaining bit-indivisibility rate loss after compensation will tend to about 0.47. The second application of CCS is DAC decoder design. We derive the formula of path metric and find that in the original paper on DAC, the intuitive formula of path metric is not correct. The paper deals with linear information inequalities valid for entropy functions induced by discrete random variables. Specifically, the so-called conditional Ingleton inequalities are in the center of interest: these are valid under conditional independence assumptions on the inducing random variables. We discuss five inequalities of this particular type, four of which has appeared earlier in the literature. Besides the proof of the new fifth inequality, simpler proofs of (some of) former inequalities are presented. This paper studies large scatter matrix estimation for heavy tailed distributions. The contributions of this paper are twofold. First, we propose and advocate to use a new distribution family, the pair-elliptical, for modeling the high dimensional data. The pair-elliptical is more flexible and easier to check the goodness of fit compared to the elliptical. Secondly, built on the pair-elliptical family, we advocate using quantile-based statistics for estimating the scatter matrix. For this, we provide a family of quantile-based statistics. They outperform the existing ones for better balancing the efficiency and robustness. In particular, we show that the propose estimators have comparable performance to the moment-based counterparts under the Gaussian assumption. The method is also tuning-free compared to Catoni’s M-estimator for covariance matrix estimation. We further apply the method to conduct a variety of statistical methods. In this paper, we study the problem of channel simulation via interactive communication, known as the coordination capacity, in a two-terminal network. We assume that two terminals observe independent identically distributed (i.i.d.) copies of two random variables and would like to generate i.i.d. copies of two other random variables jointly distributed with the observed random variables. The terminals are provided with two-way communication links, and shared common randomness, all at limited rates. Two special cases of this problem are the interactive function computation studied by Ma and Ishwar, and the tradeoff curve between one-way communication and shared randomness studied by Cuff. The latter work had inspired Gohari and Anantharam to study the general problem of channel simulation via interactive communication stated above. However, only inner and outer bounds for the special case of no shared randomness were obtained in their work. In this paper, we settle this problem by providing an exact computable characterization of the multiround problem. The history of infections and epidemics holds famous examples where understanding, containing, and ultimately treating an outbreak began with understanding its mode of spread. Influenza, HIV, and most computer viruses spread person to person, device to device, and through contact networks; Cholera, Cancer, and seasonal allergies, on the other hand, do not. In this paper, we study two fundamental questions of detection. First, given a snapshot view of a (perhaps vanishingly small) fraction of those infected, under what conditions is an epidemic spreading via contact (e.g., Influenza), distinguishable from a random illness operating independently of any contact network (e.g., seasonal allergies)? Second, if we do have an epidemic, under what conditions is it possible to determine which network of interactions is the main cause of the spread—the causative network—without any knowledge of the epidemic, other than the identity of a minuscule subsample of infected nodes? The core, therefore, of this paper, is to obtain an understanding of the diagnostic power of network information. We derive sufficient conditions that networks must satisfy for these problems to be identifiable, and produce efficient, highly scalable algorithms that solve these problems. We show that the identifiability condition we give is fairly mild, and in particular, is satisfied by two common graph topologies: the $d$ -dimensional grid, and the Erdös-Renyi graphs. We consider the problem of information embedding where the encoder modifies a white Gaussian host signal in a power-constrained manner to encode a message, and the decoder recovers both the embedded message and the modified host signal. This partially extends the recent work of Sumszyk and Steinberg to the continuous-alphabet Gaussian setting. Through a control-theoretic lens, we observe that the problem is a minimalist example of what is called the triple role of control actions. We show that a dirty-paper-coding strategy achieves the optimal rate for perfect recovery of the modified host and the message for any message rate. For imperfect recovery of the modified host, by deriving bounds on the minimum mean-square error (MMSE) in recovering the modified host signal, we show that Dirty-Paper Coding-based strategies are guaranteed to attain within a uniform constant factor of 16 of the optimal weighted sum of power required in host signal modification and the MMSE in the modified host signal reconstruction for all weights and all message rates. When specialized to the zero-rate case, our results provide the tightest known lower bounds on the asymptotic costs for the vector version of a famous open problem in decentralized control: the Witsenhausen counterexample. Numerically, this tighter bound helps us characterize the asymptotically optimal costs for the vector Witsenhausen problem to within a factor of 1.3 for all problem parameters, improving on the earlier best known bound of 2. In coding schemes for the wire-tap channel or for broadcast channels with confidential messages, it is well-known that the sender needs to use stochastic encoding to avoid information about the transmitted confidential message from being leaked to an eavesdropper. In this paper, we investigate the tradeoff between the rate of random numbers needed to realize the stochastic encoding and the rates of common, private, and confidential messages. For the direct theorem, we use the superposition coding scheme for the wire-tap channel, recently proposed by Chia and El Gamal, and its strong security is proved. The matching converse theorem is also established. Our result clarifies that a combination of ordinary stochastic encoding and channel prefixing by channel simulation is suboptimal. The degrees of freedom (DoFs) of the $K$ -user Gaussian interference channel determine the asymptotic growth of the maximal sum rate as a function of the signal-to-noise ratio. Subject to a very general sufficient condition on the cross-channel gains, we give a formula for the DoFs of the scalar interference channel as a function of the deterministic channel matrix, which involves maximization of a sum of information dimensions over $K$ scalar input distributions. This paper addresses a two-user Gaussian multiple access channel (MAC) under peak power constraints at the transmitters. It is shown that generating the code-books of both users according to discrete distributions with a finite number of mass points achieves the largest weighted sum-rate in the network. This verifies that any point on the boundary of the capacity region of a two-user MAC under peak power constraints at both transmitters is achieved by discrete distributions with a finite number of mass points. Although the capacity-achieving distributions are not necessarily unique, it is verified that only discrete distributions with a finite number of mass points can achieve a point on the boundary of the capacity region. It is shown that there exist an infinite number of sum-rate-optimal points on the boundary of the capacity region. In contrast to the Gaussian MAC with average power constraints, we verify that time division (TD) cannot achieve any of the sum-rate-optimal points in the Gaussian MAC with peak power constraints. Using the so-called I-MMSE identity of Guo et al., the largest achievable sum-rate by orthogonal code division (OCD) is characterized where it is shown that Walsh–Hadamard spreading codes of length 2 are optimal. In the symmetric case where the peak power constraints at both transmitters are identical, we verify that OCD can achieve a sum-rate that is strictly larger than the highest sum-rate achieved by TD. Finally, it is demonstrated that there are values for the maximum peak power at the transmitters such that OCD can not achieve any of the sum-rate-optimal points on the boundary of the capacity region. A computable expression for Heegard and Berger’s rate-distortion function has eluded information theory for nearly three decades. Heegard and Berger’s single-letter achievability bound is well known to be optimal for physically degraded side information; however, it is not known whether the bound is optimal for arbitrarily correlated side information (general discrete memoryless sources). In this paper, we consider a new setup where the side information at one receiver is conditionally less noisy than that at the other. The new setup includes degraded side information as a special case, and it is motivated by the literature on degraded and less noisy broadcast channels. Our key contribution is a converse proving the optimality of Heegard and Berger’s achievability bound in a new setting, where the side information is conditionally less noisy and one distortion function is deterministic. The entropy power inequality (EPI) and the Brascamp-Lieb inequality (BLI) are fundamental inequalities concerning the differential entropies of linear transformations of random vectors. The EPI provides lower bounds for the differential entropy of linear transformations of random vectors with independent components. The BLI, on the other hand, provides upper bounds on the differential entropy of a random vector in terms of the differential entropies of some of its linear transformations. In this paper, we define a family of entropy functionals, which we show are subadditive. We then establish that Gaussians are extremal for these functionals by adapting a proof technique from Geng and Nair (2014). As a consequence, we obtain a new entropy inequality that generalizes both the BLI and EPI. By considering a variety of independence relations among the components of the random vectors appearing in these functionals, we also obtain families of inequalities that lie between the EPI and the BLI. Mathematical tools that are widely employed for the distribution-free analysis of the finite-sample performance of empirical estimators—like Efron-Stein’s inequality, or Azuma’s martingale inequality and derivatives—rely on the provision of tight bounds for the Lipschitz constants of the estimators. Lipschitz constants can be easily derived for simple functionals of the empirical measures, such as the Shannon or the Tsallis entropy. However, obtaining tight bounds for more generalized entropy functionals which cannot be decomposed into sums of identical terms is much more involved. The goal in this paper is the derivation of (empirical) Lipschitz constants for the maximum likelihood estimator of the family of Renyi entropies of order $\lambda >0$ , $\lambda \neq 1$. Analytic solutions for the optimal constants are obtained for the most important special cases; namely, for $0 < \lambda < 1$ , for $1 < \lambda < 2$ as well as for $\lambda =2$ (collision entropy) and $\lambda = 3$. For 35 years, the cryptographic community has created the impression that anonymous communication is always possible. Chaum’s dining cryptographer’s solution is regarded as achieving unconditional security. Chaum’s MIX approach, namely, applying a uniformly random permutation on the plaintexts to be sent, is often given as a definition for anonymity. However, people working in law enforcement know that attempts by whistle-blowers and criminals to remain at large, often fail. The content of the message may reveal the name of the sender or may leak for whom the message is really intended. To understand this issue, we give a definition of perfect anonymity. The random variable simulation problem consists in using a $\boldsymbol {k}$ -dimensional i.i.d. random vector $\boldsymbol {X}^{\boldsymbol {k}}$ with distribution $\boldsymbol {P}_{\boldsymbol {X}}^{\boldsymbol {k}}$ to simulate an $\boldsymbol {n}$ -dimensional i.i.d. random vector $\boldsymbol {Y}^{\boldsymbol {n}}$ so that its distribution is approximately $\boldsymbol {Q}_{\boldsymbol {Y}}^{\boldsymbol {n}}$. In contrast to previous works, in this paper, we consider the standard Rényi divergence and two variants of all orders to measure the level of approximation. These two variants are the max-Rényi divergence $\boldsymbol {D}_{\boldsymbol {\alpha }}^{\mathsf {max}}(\boldsymbol {P},\boldsymbol {Q})$ and the sum-Rényi divergence $\boldsymbol {D}_{\boldsymbol {\alpha }}^{+}(\boldsymbol {P},\boldsymbol {Q})$. When $\boldsymbol {\alpha }=\infty $ , these two measures are strong because for any $\boldsymbol {\epsilon }\ge 0$ , $\boldsymbol {D}_{\infty }^{\mathsf {max}}(\boldsymbol {P},\boldsymbol {Q})\leq \boldsymbol {\epsilon }$ or $\boldsymbol {D}_{\infty }^{+}(\boldsymbol {P},\boldsymbol {Q})\leq \boldsymbol {\epsilon }$ implies $\boldsymbol {e}^{-\boldsymbol {\epsilon }}\leq ({\boldsymbol {P}(\boldsymbol {x})}/{\boldsymbol {Q}(\boldsymbol {x})})\leq \boldsymbol {e}^{\boldsymbol {\epsilon }}$ for all $\boldsymbol {x}$. Under these Rényi divergence measures, we characterize the asymptotics of normalized divergences as well as the Rényi conversion rates. The latter is defined as the supremum of ${\boldsymbol {n}}/{\boldsymbol {k}}$ such that the Rényi divergences vanish asymptotically. Our results show that, when the Rényi parameter is in the interval $(\textbf {0},\textbf {1})$ , the Rényi conversion rates equal the ratio of the Shannon entropies ${\boldsymbol {H}\left ({\boldsymbol {P}_{\boldsymbol {X}}}\right)}/{\boldsymbol {H}\left ({\boldsymbol {Q}_{\boldsymbol {Y}}}\right)}$ , which is consistent with traditional results in which the total variation measure was adopted. When the Rényi parameter is in the interval $(\textbf {1},\infty)$ , the Rényi conversion rates are, in general, smaller than ${\boldsymbol {H}\left ({\boldsymbol {P}_{\boldsymbol {X}}}\right)}/{\boldsymbol {H}\left ({\boldsymbol {Q}_{\boldsymbol {Y}}}\right)}$. When specialized to the case in which either $\boldsymbol {P}_{\boldsymbol {X}}$ or $\boldsymbol {Q}_{\boldsymbol {Y}}$ is uniform, the simulation problem reduces to the source resolvability and intrinsic randomness problems. The capacity under strong asynchronism was recently shown to be essentially unaffected by the imposed decoding delay—the elapsed time between when information is available at the transmitter and when it is decoded—and the output sampling rate. This paper shows that, in contrast with capacity, the second-order term in the maximum rate expansion is sensitive to both parameters. When the receiver must locate the sent codeword exactly and therefore achieve minimum delay equal to the blocklength $n$ , the second-order term in the maximum rate expansion is of order $\Theta (1/\rho)$ for any sampling rate $\rho =O(1/\sqrt {n})$ (and $\rho =\omega (1/n)$ for otherwise reliable communication is impossible). Instead, if $\rho =\omega (1/\sqrt {n})$ , then the second-order term is the same as under full sampling and is given by a standard $\Theta (\sqrt {n})$ term. However, if the delay constraint is only slightly relaxed to $n(1+o(1))$ , then the above order transition (for $\rho =O(1/\sqrt {n})$ and $\rho =\omega (1/\sqrt {n})$) vanishes and the second-order term remains the same as under full sampling for any $\rho =\omega (1/n)$.
