The number-theoretic code is a class of codes defined by single or multiple congruences. These codes are mainly used for correcting insertion and deletion errors, and for correcting asymmetric errors. This paper presents a formula for a generalization of the complete weight enumerator for the number-theoretic codes. This formula allows us to derive the weight enumerators and cardinalities for the number-theoretic codes. As a special case, this paper provides the Hamming weight enumerators and cardinalities of the non-binary Tenengolts’ codes, correcting single insertion or deletion. Linear codes generated by component functions of perfect nonlinear (PN for short) and almost perfect nonlinear (APN for short) functions and the first-order Reed-Muller codes have been an object of intensive study in coding theory. The objective of this paper is to investigate some binary shortened codes of two families of linear codes from APN functions and some $p$ -ary shortened codes associated with PN functions. The weight distributions of these shortened codes and the parameters of their duals are determined. The parameters of these binary codes and $p$ -ary codes are flexible. Many of the codes presented in this paper are optimal or almost optimal. The results of this paper show that the shortening technique is very promising for constructing good codes. The binary quadratic-residue codes and the punctured Reed-Muller codes ${\mathcal {R}}_{2}((m-1)/2, m))$ are two families of binary cyclic codes with parameters $[n, (n+1)/2, d \geq \sqrt {n}]$. These two families of binary cyclic codes are interesting partly due to the fact that their minimum distances have a square-root bound. The objective of this paper is to construct two families of binary cyclic codes of length $2^{m}-1$ and dimension near $2^{m-1}$ with good minimum distances. When $m \geq 3$ is odd, the codes become a family of duadic codes with parameters $[2^{m}-1, 2^{m-1}, d]$ , where $d \geq 2^{(m-1)/2}+1$ if $m \equiv 3 \pmod {4}$ and $d \geq 2^{(m-1)/2}+3$ if $m \equiv 1 \pmod {4}$. $\mathbb {Z}_{2^{s}}$ -additive codes are subgroups of $\mathbb {Z}^{n}_{2^{s}}$ , and can be seen as a generalization of linear codes over $\mathbb {Z}_{2}$ and $\mathbb {Z}_{4}$. A $\mathbb {Z}_{2^{s}}$ -linear code is a binary code (not necessarily linear) which is the Gray map image of a $\mathbb {Z}_{2^{s}}$ -additive code. We consider $\mathbb {Z}_{2^{s}}$ -additive simplex codes of type $\alpha $ and $\beta $ , which are a generalization over $\mathbb {Z}_{2^{s}}$ of the binary simplex codes. These codes are related to the $\mathbb {Z}_{2^{s}}$ -additive Hadamard codes. In this paper, we use this relationship to find a linear subcode of the corresponding $\mathbb {Z}_{2^{s}}$ -linear codes, called kernel, and a representation of these codes as cosets of this kernel. In particular, this also gives the linearity of these codes. Similarly, $\mathbb {Z}_{2^{s}}$ -additive MacDonald codes are defined for $s>2$ , and equivalent results are obtained. Boolean functions with high algebraic immunity are important cryptographic primitives in some stream ciphers. In this paper, two methodologies for constructing minimal binary codes from sets, Boolean functions and vectorial Boolean functions with high algebraic immunity, are proposed. More precisely, a general construction of new minimal codes using minimal codes contained in Reed-Muller codes and sets without nonzero low degree annihilators is presented. The other construction allows us to yield minimal codes from certain subcodes of Reed-Muller codes and vectorial Boolean functions with high algebraic immunity. Via these general constructions, infinite families of minimal binary linear codes of dimension $m$ and length less than or equal to $m(m+1)/2$ are obtained. Besides, a lower bound on the minimum distance of the proposed minimal linear codes is established. Conjectures and open problems are also presented. The results of this paper show that Boolean functions with high algebraic immunity have nice applications in several fields additionally to symmetric cryptography, such as coding theory and secret sharing schemes. Two general constructions of linear codes with functions over finite fields have been extensively studied in the literature. The first one is given by C(ƒ) = {Tr(aƒ(x) + bx)x∈Fqm*: a, b ∈ Fqm}, where q is a prime power, Fqm* = Fqm \ {0}, Tr is the trace function from Fqm to Fq, and ƒ(x) is a function from Fqm to Fqm with ƒ(0) = 0. Almost bent functions, quadratic functions and some monomials on F2m were used in the first construction, and many families of binary linear codes with few weights were obtained in the literature. This paper studies some punctured codes of these binary codes. Several families of binary linear codes with few weights and new parameters are obtained in this paper. In this paper, we apply two-to-one functions over F2n in two generic constructions of binary linear codes. We consider two-to-one functions in two forms: (1) generalized quadratic functions; and (2) (x2t + x)e with gcd (t, n) = gcd(e, 2n−1) = 1. Based on the study of the Walsh transforms of those functions or their variants, we present many classes of linear codes with few nonzero weights, including one weight, three weights, four weights, and five weights. The weight distributions of the proposed codes with one weight and with three weights are determined. In addition, we discuss the minimum distance of the dual of the constructed codes and show that some of them achieve the sphere packing bound. The family of Goppa codes is one of the most interesting subclasses of linear codes. As the McEliece cryptosystem often chooses a random Goppa code as its key, knowledge of the number of inequivalent Goppa codes for fixed parameters may facilitate in the evaluation of the security of such a cryptosystem. In this paper we present a new approach to give an upper bound on the number of inequivalent extended irreducible binary Goppa codes. To be more specific, let $n>3$ be an odd prime number and $q=2^{n}$ ; let $r\geq 3$ be a positive integer satisfying $\gcd (r,n)=1$ and $\gcd \big (r,q(q^{2}-1)\big)=1$. Linear codes over $\mathbb {Z}_{p^{s}}$ of length $n$ are subgroups of $\mathbb {Z}_{p^{s}}^{n}$. These codes are also called $\mathbb {Z}_{p^{s}}$ -additive codes and can be seen as a generalization of linear codes over $\mathbb {Z}_{2}$ and $\mathbb {Z}_{4}$. A $\mathbb {Z}_{p^{s}}$ -linear code is a code over $\mathbb {Z}_{p}$ , not necessarily linear, which is the generalized Gray map image of a $\mathbb {Z}_{p^{s}}$ -additive code. In 2015, a systematic encoding was found for $\mathbb {Z}_{4}$ -linear codes. Moreover, an alternative permutation decoding method, which is suitable for any binary code (not necessarily linear) with a systematic encoding, was established. In this paper, we generalize these results by presenting a systematic encoding for any $\mathbb {Z}_{p^{s}}$ -linear code with $s\geq 2$ and $p$ prime. We also describe a permutation decoding method for any systematic code over $\mathbb {Z}_{p}$ , not necessarily linear, and show some examples of how to use this systematic encoding in this decoding method. In this paper, we mainly study quaternary linear codes and their binary subfield codes. First we obtain a general explicit relationship between quaternary linear codes and their binary subfield codes in terms of generator matrices and defining sets. Second, we construct quaternary linear codes via simplicial complexes and determine the weight distributions of these codes. Third, the weight distributions of the binary subfield codes of these quaternary codes are also computed by employing the general characterization. Furthermore, we present two infinite families of optimal linear codes with respect to the Griesmer Bound, and a class of binary almost optimal codes with respect to the Sphere Packing Bound. Boolean functions, coding theory and $t$ -designs have close connections and interesting interplay. A standard approach to constructing $t$ -designs is the use of linear codes with certain regularity. The Assmus-Mattson Theorem and the automorphism groups are two ways for proving that a code has sufficient regularity for supporting $t$ -designs. However, some linear codes hold $t$ -designs, although they do not satisfy the conditions in the Assmus-Mattson Theorem and do not admit a $t$ -transitive or $t$ -homogeneous group as a subgroup of their automorphisms. The major objective of this paper is to develop a theory for explaining such codes and obtaining such new codes and hence new $t$ -designs. To this end, a general theory for punctured and shortened codes of linear codes supporting $t$ -designs is established, a generalized Assmus-Mattson theorem is developed, and a link between 2-designs and differentially $\delta $ -uniform functions and 2-designs is built. With these general results, binary codes with new parameters and explicit weight distributions are obtained, new 2-designs and Steiner system $S(2, 4, 2^{n})$ are produced in this paper. Most codes with an algebraic decoding algorithm are derived from Reed-Solomon codes. They are obtained by taking equivalent codes, for example, generalized Reed-Solomon codes, or by using the so-called subfield subcode method, which leads to alternant codes over the underlying prime field, or over some intermediate subfield. The main advantage of these constructions is to preserve both the minimum distance and the decoding algorithm of the underlying Reed-Solomon code. In this paper, we explore in detail the subspace subcodes construction. This kind of codes was already studied in the particular case of cyclic Reed-Solomon codes. We extend this approach to any linear code over the extension of a finite field. We are interested in additive codes who are deeply connected to subfield subcodes. We characterize the duals of subspace subcodes. We introduce the notion of generalized subspace subcodes. We apply our results to generalized Reed-Solomon codes which leads to codes with interesting parameters, especially over a large alphabet. Bazzi and Mitter showed that binary dihedral group codes are asymptotically good. In this paper we prove that the dihedral group codes over any finite field with strong duality property are asymptotically good. If the characteristic of the field is even, self-dual dihedral group codes are asymptotically good. The parameters of a q-ary MDS Euclidean self-dual codes are completely determined by its length and the construction of MDS Euclidean self-dual codes with new length has been widely investigated in recent years. In this paper, we give a further study on the construction of MDS Euclidean self-dual codes via generalized Reed-Solomon (GRS) codes and their extended codes. The main idea of our construction is to choose suitable evaluation points such that the corresponding (extended) GRS codes are Euclidean self-dual. Firstly, we consider the evaluation set consists of two disjoint subsets, one of which is based on the trace function, the other one is a union of a subspace and its cosets. Then four new families of MDS Euclidean self-dual codes are constructed. Secondly, we give a simple but useful lemma to ensure that the symmetric difference of two intersecting subsets of finite fields can be taken as the desired evaluation set. Based on this lemma, we generalize our first construction and provide two new families of MDS Euclidean self-dual codes. Finally, by using two multiplicative subgroups and their cosets which have nonempty intersection, we present three generic constructions of MDS Euclidean self-dual codes with flexible parameters. Linear complementary pairs (LCPs) of codes play an important role in armoring implementations against side-channel attacks and fault injection attacks. One of the most common ways to construct LCP of codes is to use Euclidean linear complementary dual (LCD) codes. In this paper, we first introduce the concept of linear codes with $\sigma $ complementary dual ($\sigma $ -LCD), which includes known Euclidean LCD codes, Hermitian LCD codes, and Galois LCD codes. Like Euclidean LCD codes, $\sigma $ -LCD codes can also be used to construct LCP of codes. We show that for $q > 2$ , all $q$ -ary linear codes are $\sigma $ -LCD, and for every binary linear code $\mathcal C$ , the code $\{0\}\times \mathcal C$ is $\sigma $ -LCD. Furthermore, we study deeply $\sigma $ -LCD generalized quasi-cyclic (GQC) codes. In particular, we provide the characterizations of $\sigma $ -LCD GQC codes, self-orthogonal GQC codes, and self-dual GQC codes, respectively. Moreover, we provide the constructions of asymptotically good $\sigma $ -LCD GQC codes. Finally, we focus on $\sigma $ -LCD abelian codes and prove that all abelian codes in a semi-simple group algebra are $\sigma $ -LCD. The results derived in this paper extend those on the classical LCD codes and show that $\sigma $ -LCD codes allow the construction of LCP of codes more easily and with more flexibility. Linear codes with certain special properties have received renewed attention in recent years due to their practical applications. Among them, binary linear complementary dual (LCD) codes play an important role in implementations against side-channel attacks and fault injection attacks. Self-orthogonal codes can be used to construct quantum codes. In this paper, four classes of binary linear codes are constructed via a generic construction which has been intensively investigated in the past decade. Simple characterizations of these linear codes to be LCD or self-orthogonal are presented. Resultantly, infinite families of binary LCD codes and self-orthogonal codes are obtained. Infinite families of binary LCD codes from the duals of these four classes of linear codes are produced. Many LCD codes and self-orthogonal codes obtained in this paper are optimal or almost optimal in the sense that they meet certain bounds on general linear codes. A locally repairable code (LRC) is a linear code such that every code symbol can be recovered by accessing a small number of other code symbols. In this paper, we study bounds and constructions of LRCs from the viewpoint of parity-check matrices. Firstly, a simple and unified framework based on parity-check matrix to analyze the bounds of LRCs is proposed, and several new explicit bounds on the minimum distance of LRCs in terms of the field size are presented. In particular, we give an alternate proof of the Singleton-like bound for LRCs first proved by Gopalan et al. Some structural properties on optimal LRCs that achieve the Singleton-like bound are given. Then, we focus on constructions of optimal LRCs over the binary field. It is proved that there are only five classes of possible parameters with which optimal binary LRCs exist. Moreover, by employing the proposed parity-check matrix approach, we completely enumerate all these five classes of optimal binary LRCs attaining the Singleton-like bound in the sense of equivalence of linear codes. A primitive $k$ -batch code encodes a string $\boldsymbol {x}$ of length $n$ into a string $\boldsymbol {y}$ of length $N$ , such that each multiset of $k$ symbols from $\boldsymbol {x}$ has $k$ mutually disjoint recovering sets from $\boldsymbol {y}$. In this paper, we discuss new constructions of binary primitive batch codes. First, we develop novel explicit and random coding constructions of linear primitive batch codes based on finite geometries. Second, a new explicit coding construction of binary primitive batch codes based on bivariate lifted multiplicity codes is provided. For any $k=n^ \varepsilon $ with $\varepsilon \in (0,0.47)\setminus \{1/5,1/4\}$ , our proposed codes have a better trade-off between the redundancy and the parameters $k,n$ than previously known batch codes. This paper investigates fundamental properties of nonlinear binary codes by looking at the codebook matrix not row-wise (codewords), but column-wise. The family of weak flip codes is presented and shown to contain many beautiful properties. In particular the subfamily fair weak flip codes, which goes back to Shannon et al. and which was shown to achieve the error exponent with a fixed number of codewords $\mathsf {M}$ , can be seen as a generalization of linear codes to an arbitrary number of codewords. The fair weak flip codes are related to binary nonlinear Hadamard codes. Based on the column-wise approach to the codebook matrix, the $r$ -wise Hamming distance is introduced as a generalization to the well-known and widely used (pairwise) Hamming distance. It is shown that the minimum $r$ -wise Hamming distance satisfies a generalized $r$ -wise Plotkin bound. The $r$ -wise Hamming distance structure of the nonlinear fair weak flip codes is analyzed and shown to be superior to many codes. In particular, it is proven that the fair weak flip codes achieve the $r$ -wise Plotkin bound with equality for all $r$. In the second part of this paper, these insights are applied to a binary erasure channel with an arbitrary erasure probability 0 < $\delta$ < 1. An exact formula for the average error probability of an arbitrary (linear or nonlinear) code using maximum likelihood decoding is derived and shown to be expressible using only the $r$ -wise Hamming distance structure of the code. For a number of codewords $\mathsf {M}$ satisfying $\mathsf {M}\le 4$ and an arbitrary finite blocklength $n$ , the globally optimal codes (in the sense of minimizing the average error probability) are found. For $\mathsf {M}$ = 5 or $\mathsf {M}$ = 6 and an arbitrary finite blocklength $n$ , the optimal codes are conjectured. For larger $\mathsf {M}$ , observations regarding the optimal design are presented, e.g., that good codes have a large $r$ -wise Hamming distance structure for all $r$. Minimal linear codes have interesting applications in secret sharing schemes and secure two-party computation. This paper uses characteristic functions of some subsets of $\mathbb {F}_{q}$ to construct minimal linear codes. By properties of characteristic functions, we can obtain more minimal binary linear codes from known minimal binary linear codes, which generalizes results of Ding et al. [IEEE Trans. Inf. Theory, vol. 64, no. 10, pp. 6536–6545, 2018]. By characteristic functions corresponding to some subspaces of $\mathbb {F}_{q}$ , we obtain many minimal linear codes, which generalizes results of [IEEE Trans. Inf. The binary Hamming codes with parameters $[{2^{m}-1, 2^{m}-1-m, 3}]$ are perfect. Their extended codes have parameters $[{2^{m}, 2^{m}-1-m, 4}]$ and are distance-optimal. The first objective of this paper is to construct a class of binary linear codes with parameters $[{2^{m+s}+2^{s}-2^{m},2^{m+s}+2^{s}-2^{m}-2m-2,4}]$ , which have better information rates than the class of extended binary Hamming codes, and are also distance-optimal. MDS codes and self-dual codes are important families of classical codes in coding theory. Therefore, it is of interest to investigate MDS self-dual codes. The existence of MDS self-dual codes over finite field ${\mathbb F}_{q}$ is competely solved for $q$ is even. In the literature, there are many known constructions of MDS self-dual codes for $q$ is odd. In this paper, we present a unified approach on the existence of MDS self-dual codes with concise statements and simplified proof. It is illustrated that some of known results can also be stated in this framework. Furthermore, we can obtain some new MDS self-dual codes, especially for the case when $q$ is not a square. In this paper, we construct several classes of maximum distance separable (MDS) codes via generalized Reed-Solomon (GRS) codes and extended GRS codes, where we can determine the dimensions of their Euclidean hulls or Hermitian hulls. It turns out that the dimensions of Euclidean hulls or Hermitian hulls of the codes in our constructions can take all or almost all possible values. As a consequence, we can apply our results to entanglement-assisted quantum error-correcting codes (EAQECCs) and obtain several new families of MDS EAQECCs with flexible parameters. The required number of maximally entangled states of these MDS EAQECCs can take all or almost all possible values. The largest minimum weights among quaternary Hermitian linear complementary dual codes are known for dimension 2. In this paper, we give some conditions on the nonexistence of quaternary Hermitian linear complementary dual codes with large minimum weights. As a consequence, we completely determine the largest minimum weights for dimension 3, by using a classification of some quaternary codes. In addition, for a positive integer s, an entanglement-assisted quantum error-correcting $[[21{s}+5,3,16{s}+3;21{s}+2]]$ code with maximal entanglement is constructed for the first time from a quaternary Hermitian linear complementary dual [26, 3, 19] code. The Z2s-additive codes are subgroups of Zn2s, and can be seen as a generalization of linear codes over Z2 and Z4. A Z2s-linear Hadamard code is a binary Hadamard code which is the Gray map image of a Z2s-additive code. It is known that either the rank or the dimension of the kernel can be used to give a complete classification for the Z4-linear Hadamard codes. However, when s > 2, the dimension of the kernel of Z2s-linear Hadamard codes of length 2t only provides a complete classification for some values of t and s. In this paper, the rank of these codes is computed for s = 3. Moreover, it is proved that this invariant, along with the dimension of the kernel, provides a complete classification, once t ≥ 3 is fixed. Bent functions, or equivalently, Hadamard difference sets in the elementary Abelian group (${\mathrm {GF}}(2^{2m}), $ +), have been employed to construct symmetric and quasi-symmetric designs having the symmetric difference property. The main objective of this paper is to use bent vectorial functions for a construction of a two-parameter family of binary linear codes that do not satisfy the conditions of the Assmus–Mattson theorem, but nevertheless hold 2-designs. In this paper, we study the decoding error probability of linear codes over the erasure channel under the list decoding. The notion of the $q^\ell $ -incorrigible sets of linear codes is introduced to characterize its decoding error probability under the list decoding or the maximum likelihood decoding. By calculating the $q^\ell $ -incorrigible set distributions, the decoding error probability of a linear code over the erasure channel under the list decoding or the maximum likelihood decoding is expressed by its support weight distributions. For the ensemble of all $[n,k]$ linear codes, the average decoding error probability under the maximum likelihood decoding and the average unsuccessful decoding probability under unambiguous decoding are determined. For locally repairable codes (LRCs), Cadambe and Mazumdar derived the first field-dependent parameter bound, known as the C-M bound. However, the C-M bound depends on an undetermined parameter $ {k}^{({q})}_{{\textbf {opt}}}({n}, {d})$. In this paper, a sphere-packing approach is developed for upper bounding the parameter $ {k}$ for $[ {n}, {k}, {d}]$ linear LRCs with locality $ {r}$. When restricted to the binary field, three upper bounds (i.e., Bound A, Bound B, and Bound C) are derived in an explicit form. More specifically, Bound A holds under the hypothesis that the local repair groups are disjoint and of equal size. Comparing with previous bounds obtained under the same hypothesis, Bound A either covers them as special cases or has an advantage due to its explicit form. Then, the hypothesis is removed in Bound B and Bound C. As the price for explicit form, Bound B specially holds for $ {d}\geq \text {5}$ and Bound C for $ {r}=\textbf {2}$. Through specific comparisons, we show that Bound B and Bound C both tend to outperform the C-M bound, as $ {n}$ goes large. Moreover, a family of binary linear LRCs with $ {d}\geq \textbf {6}$ attaining Bound B are constructed and later extended to a wider range of parameters by a shortening technique. In this paper, two different Gray-like maps from $Z_{p}^\alpha \times Z_{p^{k}}^\beta $ , where $p$ is prime, to $Z_{p}^{n}$ , $n={\alpha +\beta p^{k-1}}$ , denoted by $\varphi $ and $\Phi $ , respectively, are presented. We have determined the connection between the weight enumerators among the image codes under these two mappings. We show that if $C$ is a $Z_{p} Z_{p^{k}}$ -additive code, and $C^\bot $ is its dual, then the weight enumerators of the image $p$ -ary codes $\varphi (C)$ and $\Phi (C^\bot)$ are formally dual. The square $C^{*2}$ of a linear error correcting code $C$ is the linear code spanned by the component-wise products of every pair of (non-necessarily distinct) words in $C$. Squares of codes have gained attention for several applications mainly in the area of cryptography, and typically in those applications, one is concerned about some of the parameters (dimension and minimum distance) of both $C^{*2}$ and $C$. In this paper, motivated mostly by the study of this problem in the case of linear codes defined over the binary field, squares of cyclic codes are considered. General results on the minimum distance of the squares of cyclic codes are obtained, and constructions of cyclic codes $C$ with a relatively large dimension of $C$ and minimum distance of the square $C^{*2}$ are discussed. Linear complementary dual (LCD) cyclic codes were referred historically to as reversible cyclic codes, which had applications in data storage. Due to a newly discovered application in cryptography, there has been renewed interest in LCD codes. In particular, it has been shown that binary LCD codes play an important role in implementations against side-channel attacks and fault injection attacks. In this paper, we first present a new characterization of binary LCD codes in terms of their orthogonal or symplectic basis. Using such a characterization, we solve a conjecture proposed by Galvez et al. on the minimum distance of binary LCD codes. Next, we consider the action of the orthogonal group on the set of all LCD codes, determine all possible orbits of this action, derive simple closed formulas of the size of the orbits, and present some asymptotic results on the size of the corresponding orbits. Our results show that almost all binary LCD codes are odd-like codes with odd-like duals, and about half of $q$ -ary LCD codes have orthonormal basis, where $q$ is a power of an odd prime. In addition to their applications in data communication and storage, linear codes also have nice applications in combinatorics and cryptography. Minimal linear codes, a special type of linear codes, are preferred in secret sharing. In this paper, a necessary and sufficient condition for a binary linear code to be minimal is derived. This condition enables us to obtain three infinite families of minimal binary linear codes with $w_{\min }/w_{\max } \leq 1/2$ from a generic construction, where $w_{\min }$ and $w_{\max }$ , respectively, denote the minimum and maximum nonzero weights in a code. The projective special linear group ${\mathrm {PSL}}_{2}(n)$ is 2-transitive for all primes $n$ and 3-homogeneous for $n \equiv 3 \pmod {4}$ on the set $\{0,1, \ldots, n-1, \infty \}$. It is known that the extended odd-like quadratic residue codes are invariant under ${\mathrm {PSL}}_{2}(n)$. Hence, the extended quadratic residue codes hold an infinite family of 2-designs for primes $n \equiv 1 \pmod {4}$ , an infinite family of 3-designs for primes $n \equiv 3 \pmod {4}$. To construct more $t$ -designs with $t \in \{2, 3\}$ , one would search for other extended cyclic codes over finite fields that are invariant under the action of ${\mathrm {PSL}}_{2}(n)$. The objective of this paper is to prove that the extended quadratic residue binary codes are the only nontrivial extended binary cyclic codes that are invariant under ${\mathrm {PSL}}_{2}(n)$. In this paper, a generic construction of codebooks based on binary codes is introduced. With this generic construction, a few previous constructions of optimal codebooks are extended, and a new class of codebooks almost meeting the Levenshtein bound is presented. Exponentially many codebooks meeting or almost meeting the Levenshtein bound from binary codes are obtained in this paper. The codebooks constructed in this paper have alphabet size 4. This paper studies the parameters for which binary Reed–Muller (RM) codes can be decoded successfully on the binary erasure channel and binary symmetry channel, and, in particular, when can they achieve capacity for these two classical channels. Necessarily, this paper also studies the properties of evaluations of multivariate $GF(2)$ polynomials on the random sets of inputs. For erasures, we prove that RM codes achieve capacity both for very high rate and very low rate regimes. For errors, we prove that RM codes achieve capacity for very low rate regimes, and for very high rates, we show that they can uniquely decode at about the square root of the number of errors at capacity. The proofs of these four results are based on different techniques, which we find interesting in their own right. In particular, we study the following questions about $E(m,r)$ , the matrix whose rows are the truth tables of all the monomials of degree $\leq r$ in $m$ variables. What is the most (resp. least) number of random columns in $E(m,r)$ that define a submatrix having full column rank (resp. full row rank) with high probability? We obtain tight bounds for very small (resp. very large) degrees $r$ , which we use to show that RM codes achieve capacity for erasures in these regimes. Our decoding from random errors follows from the following novel reduction. For every linear code $C$ of sufficiently high rate, we construct a new code $C'$ obtained by tensorizing $C$ , such that for every subset $S$ of coordinates, if $C$ can recover from erasures in $S$ , then $C'$ can recover from errors in $S$ . Specializing this to the RM codes and using our results for erasures imply our result on the unique decoding of the RM codes at high rate. Finally, two of our capacity achieving results require tight bounds on the weight distribution of RM codes. A classical method of constructing a linear code over \mathrm GF(q) with a $t$ -design is to use the incidence matrix of the $t$ -design as a generator matrix over \mathrm GF(q) of the code. This approach has been extensively investigated in the literature. In this paper, a different method of constructing linear codes using specific classes of 2-designs is studied, and linear codes with a few weights are obtained from almost difference sets, difference sets, and a type of 2-designs associated to semibent functions. Two families of the codes obtained in this paper are optimal. The linear codes presented in this paper have applications in secret sharing and authentication schemes, in addition to their applications in consumer electronics, communication and data storage systems. Codes over Galois rings have been studied extensively during the last three decades. Negacyclic codes over \mathop \mathrm GR\nolimits (2^a,m) of length 2^s have been characterized: the ring \mathcal R2(a,m,-1)= {\mathrm{ GR}}(2^{a},m)[x]/\langle x^{2^{s}}+1\rangle is a chain ring. Furthermore, these results have been generalized to \lambda -constacyclic codes for any unit \lambda of the form 4z-1 , . In this paper, we study more general cases and investigate all cases, where {\mathcal{ R}}_{p}(a,m,\gamma) = {\mathrm{ GR}}(p^{a},m)[x]/\langle x^{p^{s}}-\gamma \rangle is a chain ring. In particular, the necessary and sufficient conditions for the ring {\mathcal{ R}}_{p}(a,m,\gamma) to be a chain ring are obtained. In addition, by using this structure we investigate all \gamma -constacyclic codes over \mathop {\mathrm {GR}}\nolimits (p^{a},m) when {\mathcal{ R}}_{p}(a,m,\gamma)$ is a chain ring. The necessary and sufficient conditions for the existence of self-orthogonal and self-dual \gamma$ -constacyclic codes are also provided. Following the very recent studies on \mathbb Z2\mathbb Z4 -additive codes, \mathbb Z2\mathbb Z2[u] -linear codes have been introduced by Aydogdu et al. In this paper, we introduce and study the algebraic structure of cyclic, constacyclic codes and their duals over the R -module \mathbb {Z}_{2}^\alpha R^\beta where R=\mathbb {Z}_{2}+u\mathbb {Z}_{2}=\left \{{0,1,u,u+1}\right \} is the ring with four elements and u^2=0 . We determine the generating independent sets and the types and sizes of both such codes and their duals. Finally, we present a bound and an optimal family of codes attaining this bound and also give some illustrative examples of binary codes that have good parameters which are obtained from the cyclic codes in \mathbb Z_2^\alpha R^\beta . Locally repairable codes (LRCs) are a class of codes designed for the local correction of erasures. They have received considerable attention in recent years due to their applications in distributed storage. Most existing results on LRCs do not explicitly take into consideration the field size $q$ , i.e., the size of the code alphabet. In particular, for the binary case, only a few results are known. In this paper, we present an upper bound on the minimum distance $d$ of linear LRCs with availability, based on the work of Cadambe and Mazumdar. The bound takes into account the code length $n$ , dimension $k$ , locality $r$ , availability $t$ , and field size $q$ . Then, we study the binary linear LRCs in three aspects. First, we focus on analyzing the locality of some classical codes, i.e., cyclic codes and Reed–Muller codes, and their modified versions, which are obtained by applying the operations of extend, shorten, expurgate, augment, and lengthen. Next, we construct LRCs using phantom parity-check symbols and multi-level tensor product structure, respectively. Compared with other previous constructions of binary LRCs with fixed locality or minimum distance, our construction is much more flexible in terms of code parameters, and gives various families of high-rate LRCs, some of which are shown to be optimal with respect to their minimum distance. Finally, the availability of LRCs is studied. We investigate the locality and availability properties of several classes of one-step majority-logic decodable codes, including cyclic simplex codes, cyclic difference-set codes, and 4-cycle free regular low-density parity-check codes. Most bounds on the size of codes hold for any code, whether linear or not. Notably, the Griesmer bound holds only in the linear case and so optimal linear codes are not necessarily optimal codes. In this paper, we identify code parameters $(q,d,k)$ , namely, field size, minimum distance, and combinatorial dimension, for which the Griesmer bound also holds in the (systematic) nonlinear case. Moreover, we show that the Griesmer bound does not necessarily hold for a systematic code by explicit construction of a family of optimal systematic binary codes. In a locally recoverable or repairable code, any symbol of a codeword can be recovered by reading only a small (constant) number of other symbols. The notion of local recoverability is important in the area of distributed storage where a most frequent error-event is a single storage node failure (erasure). A common objective is to repair the node by downloading data from as few other storage nodes as possible. In this paper, we bound the minimum distance of a code in terms of its length, size, and locality. Unlike the previous bounds, our bound follows from a significantly simple analysis and depends on the size of the alphabet being used. It turns out that the binary Simplex codes satisfy our bound with equality; hence, the Simplex codes are the first example of an optimal binary locally repairable code family. A Z2Z4 -linear Hadamard code of length \alpha +2\beta =2^t is a binary Hadamard code, which is the Gray map image of a Z2Z4 -additive code with \alpha binary coordinates and \beta quaternary coordinates. It is known that there are exactly \lfloor \frac t-12 \rfloor and \lfloor \frac t2 \rfloor nonequivalent Z2Z4 -linear Hadamard codes of length 2^t , with $\alpha =0$ and \alpha \not =0$ , respectively, for all t\geq 3$ . In this paper, it is shown that each \alpha =0$ is equivalent to a Z2Z4 -linear Hadamard code with \alpha \not =0 nonequivalent Z2Z4 -linear Hadamard codes of length 2^t . Moreover, the order of the monomial automorphism group for the Z2Z4 -additive Hadamard codes and the permutation automorphism group of the corresponding Z2Z4 -linear Hadamard codes are given. Recently, there has been intensive research on the weight distributions of cyclic codes. In this paper, we compute the weight distributions of three classes of cyclic codes with Niho exponents. More specifically, we obtain two classes of binary three-weight and four-weight cyclic codes and a class of nonbinary four-weight cyclic codes. The weight distributions follow from the determination of value distributions of certain exponential sums.
