Mean hitting time for random walks on a network, defined as the average of hitting times over all possible pairs of nodes, has found a large variety of applications in many areas. In this paper, we first prove that among all $N$ -node networks, the complete graph has the minimum mean hitting time $N-1$ , which scales linearly with network size. We then study a random walk mobility model with location heterogeneity, modeled by scale-free networks, which are ubiquitous in realistic systems such as P2P networks. For this purpose, we consider random walks on two sparse scale-free small-world networks. By using the connection between random walks and electrical networks, we derive explicit formulas about mean hitting time for both networks, the dominant scaling of which exhibits the same behavior as that of complete graphs. This paper demonstrates that heterogeneous sparse networks can have low-mean hitting time with a behavior similar to that of dense complete graphs, which is instrumental in designing networks, where search is fast between any pair of nodes. Algebraic topology studies topological spaces with the help of tools from abstract algebra. The main focus of this paper is to show that many concepts from algebraic topology can be conveniently expressed in terms of (normal) factor graphs. As an application, we give an alternative proof of a classical duality result of Kramers and Wannier, which expresses the partition function of the 2-D Ising model at a low temperature in terms of the partition function of the 2-D Ising model at a high temperature. The puncturing and shortening techniques are two important approaches to constructing new linear codes from old ones. In the past 70 years, a lot of progress on the puncturing technique has been made, and many works on punctured linear codes have been done. Many families of linear codes with interesting parameters have been obtained with the puncturing technique. However, little research on the shortening technique has been done and there are only a handful references on shortened linear codes. The first objective of this paper is to prove some general theory for shortened linear codes. The second objective is to study some shortened codes of the Hamming codes, Simplex codes, some Reed-Muller codes, and ovoid codes. Eleven families of optimal shortened codes over finite fields are presented in this paper. Sidelnikov sequences, a kind of cyclotomic sequences with many desired properties such as low correlation and variable alphabet sizes, can be employed to construct a polyphase sequence family that has many applications in high-speed data communications. Recently, cyclotomic numbers have been used to investigate the linear complexity of Sidelnikov sequences, mainly about binary ones, although the limitation on the orders of the available cyclotomic numbers makes it difficult. This paper continues to study the linear complexity over $\mathbb {F}_{M}$ of $M$ -ary Sidelnikov sequence of period $q-1$ using Hasse derivative, which implies $q=p^{m}$ , $m\geq 1$ and $M|(q-1)$. The $t$ th Hasse derivative formulas are presented in terms of cyclotomic numbers, and some upper bounds on the linear complexity for $M=2$ and 3 are obtained only with some additional restrictions on $q$. Furthermore, concrete illustrations for several families of these sequences, such as $q\equiv 1\pmod {2}$ and $q\equiv 1\pmod {3}$ , show these upper bounds are tight and reachable; especially for $q=2\times 3^{\lambda }+1 (1\leq \lambda \leq 20)$ , the exact linear complexities over $\mathbb {F}_{3}$ of the ternary Sidelnikov sequences are determined; and it turns out that all the linear complexities of the sequences considered are very close to their periods. In 1991, Wei proved a duality theorem that established an interesting connection between the generalized Hamming weights of a linear code and those of its dual code. Wei’s duality theorem has since been extensively studied from different perspectives and extended to other settings. In this paper, we re-examine Wei’s duality theorem and its various extensions, henceforth referred to as Wei-type duality theorems, from a new Galois connection perspective. Our approach is based on the observation that the generalized Hamming weights and the dimension/length profiles of a linear code form a Galois connection. The central result of this paper is a general Wei-type duality theorem for two Galois connections between finite subsets of $\mathbb {Z}$ , from which all the known Wei-type duality theorems can be recovered. As corollaries of our central result, we prove new Wei-type duality theorems for $w$ -demi-matroids defined over finite sets and $w$ -demi-polymatroids defined over modules with a composition series, which further allows us to unify and generalize all the known Wei-type duality theorems established for codes endowed with various metrics. For fixed integers $n$ and $b\geq k$ , let $A(b,k,n)$ the largest size of a subset of $\{1,2,\ldots,b\}^{n}$ such that, for any $k$ distinct elements in the set, there is a coordinate where they all differ. Bounding $A(b,k,n)$ is a problem of relevant interest in information theory and computer science, relating to the zero-error capacity with list decoding and to the study of $(b, k)$ -hash families of functions. It is known that, for fixed $b$ and $k$ , $A(b,k,n)$ grows exponentially in $n$. In this paper, we determine new exponential upper bounds for different values of $b$ and $k$. A first bound on $A(b,k,n)$ for general $b$ and $k$ was derived by Fredman and Komlós in the ’80s and improved for certain $b\neq k$ by Körner and Marton and by Arikan. Only very recently better bounds were derived for general $b$ and $k$ by Guruswami and Riazanov, while stronger results for small values of $b=k$ were obtained by Arikan, by Dalai, Guruswami and Radhakrishnan, and by Costa and Dalai. In this paper, we strengthen the bounds for some specific values of $b$ and $k$. Our contribution is a new computational method for obtaining upper bounds on the values of a quadratic form defined over discrete probability distributions in arbitrary dimensions, which emerged as a central ingredient in recent works. Partial MDS (PMDS) codes are a class of erasure-correcting array codes that combine local correction of the rows with global correction of the array. An $\boldsymbol {m}\times \boldsymbol {n}$ array code is called an $(\boldsymbol {r};\boldsymbol {s})$ PMDS code if each row belongs to an ${[}\boldsymbol {n},\boldsymbol {n}-\boldsymbol {r}, \boldsymbol {r}+\textbf {1}{]}$ MDS code and the code can correct erasure patterns consisting of $\boldsymbol {r}$ erasures in each row together with $\boldsymbol {s}$ more erasures anywhere in the array. While a recent construction by Calis and Koyluoglu generates $(\boldsymbol {r};\boldsymbol {s})$ PMDS codes for all $\boldsymbol {r}$ and $\boldsymbol {s}$ , its field size is exponentially large. Motivated by the error behavior in the DNA storage channel, in this paper, we extend the previously studied sequence reconstruction problem by Levenshtein. The reconstruction problem studies the model in which the information is read through multiple noisy channels, and the decoder, which receives all channel estimations, is required to decode the information. For the combinatorial setup, the assumption is that all the channels cause at most some t errors. Levenshtein considered the case in which all the channels have the same behavior, and we generalize this model and assume that the channels are not identical. Thus, different channels may cause different maximum numbers of errors. For example, we assume that there are N channels, which cause at most t1 or t2 errors, where t1 < t2, and the number of channels with at most t1 errors is at least [pN], for some fixed 0 < p < 1. If the information codeword belongs to a code with minimum distance d, the problem is then to find the minimum number of channels that guarantees successful decoding in the worst case. A different problem we study in this paper is where the number of channels is fixed, and the question is finding the minimum distance d that provides exact reconstruction. In addition to their applications in data storage, communications systems, and consumer electronics, linear complementary dual (LCD) codes—a class of linear codes—have been employed in cryptography recently. LCD cyclic codes were referred to as reversible cyclic codes in the literature. The objective of this paper is to construct several families of reversible cyclic codes over finite fields and analyze their parameters. The LCD cyclic codes presented in this paper have very good parameters in general, and contain many optimal codes. A well rounded treatment of reversible cyclic codes is also given in this paper. This paper studies codes that correct a burst of deletions or insertions. Namely, a code will be called a $b$ -burst-deletion/insertion-correcting code if it can correct a burst of deletions/insertions of any $b$ consecutive bits. While the lower bound on the redundancy of such codes was shown by Levenshtein to be asymptotically $\log (n)+b-1$ , the redundancy of the best code construction by Cheng et al. is $b(\log (n/b+1))$ . In this paper, we close on this gap and provide codes with redundancy at most $\log (n) + (b-1)\log (\log (n)) +b -\log (b)$ . We first show that the models of insertions and deletions are equivalent and thus it is enough to study codes correcting a burst of deletions. We then derive a non-asymptotic upper bound on the size of $b$ -burst-deletion-correcting codes and extend the burst deletion model to two more cases: 1) a deletion burst of at most $b$ consecutive bits and 2) a deletion burst of size at most $b$ (not necessarily consecutive). Linear codes generated by component functions of perfect nonlinear (PN for short) and almost perfect nonlinear (APN for short) functions and the first-order Reed-Muller codes have been an object of intensive study in coding theory. The objective of this paper is to investigate some binary shortened codes of two families of linear codes from APN functions and some $p$ -ary shortened codes associated with PN functions. The weight distributions of these shortened codes and the parameters of their duals are determined. The parameters of these binary codes and $p$ -ary codes are flexible. Many of the codes presented in this paper are optimal or almost optimal. The results of this paper show that the shortening technique is very promising for constructing good codes. In this paper, a family of $[{q}^{2}-1, 4, {q}^{2}-{q}-2]$ cyclic codes over ${\mathbb F}_{{q}}$ meeting the Griesmer bound is presented. Their duals are $[{q}^{2}-1,{q}^{2}-5,4]$ almost MDS codes and are optimal with respect to the sphere-packing bound. The ${q}_{0}$ -ary subfield codes of this family of cyclic codes are also investigated, where ${q}_{0}$ is any prime power such that q is power of ${q}_{0}$. Some of the subfield codes are optimal and some have the best known parameters. It is shown that the subfield codes are equivalent to a family of primitive BCH codes and thus the parameters of the BCH codes are solved. The duals of the subfield codes are also optimal with respect to the sphere-packing bound. A family of $[{q}^{2}, 4, {q}^{2}-{q}-1]$ linear codes over ${\mathbb F}_{{q}}$ meeting the Griesmer bound is presented. Their duals are $[{q}^{2},{q}^{2}-4,4]$ almost MDS codes and are optimal with respect to the sphere-packing bound. This paper addresses the problem of constructing maximum distance separable (MDS) codes that enable exact reconstruction (repair) of each code block by downloading a small amount of information from the remaining code blocks. The total amount of information flow from the remaining code blocks during this reconstruction process is referred to as repair bandwidth of the underlying code. Existing constructions of exact-repairable MDS codes with optimal repair bandwidth require working with large subpacketization levels, which restrict their applicability in practice. This paper presents two general approaches to construct exact-repairable MDS codes that aim at significantly reducing the required subpacketization level at the cost of slightly suboptimal repair bandwidth. The first approach provides MDS codes that have repair bandwidth at most twice the optimal repair bandwidth. In addition, these codes also have the smallest possible subpacketization level $O(r)$ , where $r$ denotes the number of parity blocks. This approach is then generalized to design codes that have their repair bandwidth approaching the optimal repair bandwidth at the cost of graceful increment in the required subpacketization level. The second approach transforms an MDS code with optimal repair bandwidth and large subpacketization level into a longer MDS code with small subpacketization level and near-optimal repair bandwidth. For a given $r$ , the codes constructed using this approach have their subpacketization level scaling logarithmically with the code length. In addition, the obtained codes require field size only linear in the code length and ensure load balancing among the intact code blocks in terms of the information downloaded from these blocks during the exact reconstruction of a code block. We consider the problem of multiple descriptions (MDs) source coding and propose new coding strategies involving both unstructured and structured coding layers. Previously, the most general achievable rate-distortion (RD) region for the $l$ -descriptions problem was the combinatorial message sharing with binning (CMSB) region. The CMSB scheme utilizes unstructured quantizers and unstructured binning. In the first part of the paper, we show that this strategy can be improved upon using more general unstructured quantizers and a more general unstructured binning method. In the second part, structured coding strategies are considered. First, structured coding strategies are developed by considering the specific MD examples involving three or more descriptions. We show that the application of structured quantizers results in strict RD improvements when there are more than two descriptions. Furthermore, we show that a structured binning also yields improvements. These improvements are in addition to the ones derived in the first part of the paper. This suggests that structured coding is essential when coding over more than two descriptions. Using the ideas developed through these examples, we provide a new unified coding strategy by considering several structured coding layers. Finally, we characterize its performance in the form of an inner bound to the optimal RD region using computable single-letter information quantities. We consider list decoding in the zero-rate regime for two cases—the binary alphabet and the spherical codes in Euclidean space. Specifically, we study the maximal $\tau \in [{0,1}]$ for which there exists an arrangement of $M$ balls of relative Hamming radius $\tau $ in the binary hypercube (of arbitrary dimension) with the property that no point of the latter is covered by $L$ or more of them. As $M\to \infty $ the maximal $\tau $ decreases to a well-known critical value $\tau _{L}$. In this paper, we prove several results on the rate of this convergence. For the binary case, we show that the rate is $\Theta (M^{-1})$ when $L$ is even, thus extending the classical results of Plotkin and Levenshtein for $L=2$. For $L=3$ , the rate is shown to be $\Theta (M^{-({2}/{3})})$. For the similar question about spherical codes, we prove the rate is $\Omega (M^{-1})$ and $O(M^{-({2L}/{L^{2}-L+2})})$. Reed-Muller (RM) codes are among the oldest, simplest and perhaps most ubiquitous family of codes. They are used in many areas of coding theory in both electrical engineering and computer science. Yet, many of their important properties are still under investigation. This paper covers some of the recent developments regarding the weight enumerator and the capacity-achieving properties of RM codes, as well as some of the algorithmic developments. In particular, the paper discusses the recent connections established between RM codes, thresholds of Boolean functions, polarization theory, hypercontractivity, and the techniques of approximating low weight codewords using lower degree polynomials (when codewords are viewed as evaluation vectors of degree r polynomials in m variables). It then overviews some of the algorithms for decoding RM codes. It covers both algorithms with provable performance guarantees for every block length, as well as algorithms with state-of-the-art performances in practical regimes, which do not perform as well for large block length. The stochastic block model with two communities, or equivalently the planted bisection model, is a popular model of random graph exhibiting a cluster behavior. In the symmetric case, the graph has two equally sized clusters and vertices connect with probability $p$ within clusters and q$ across clusters. In the past two decades, a large body of literature in statistics and computer science has focused on providing lower bounds on the scaling of |p-q|$ to ensure exact recovery. In this paper, we identify a sharp threshold phenomenon for exact recovery: if \alpha =pn/\log (n)$ and \beta =qn/\log (n)$ are constant (with and is impossible if ({\alpha +\beta }/{2}) - \sqrt {\alpha \beta }<1 . In particular, this improves the existing bounds. This also sets a new line of sight for efficient clustering algorithms. While maximum likelihood (ML) achieves the optimal threshold (by definition), it is in the worst case NP-hard. This paper proposes an efficient algorithm based on a semidefinite programming relaxation of ML, which is proved to succeed in recovering the communities close to the threshold, while numerical experiments suggest that it may achieve the threshold. This paper considers vector network coding solutions based on rank-metric codes and subspace codes. The main result of this paper is that vector solutions can significantly reduce the required alphabet size compared to the optimal scalar linear solution for the same multicast network. The multicast networks considered in this paper have one source with h messages, and the vector solution is over a field of size q with vectors of length t . For a given network, let the smallest field size for which the network has a scalar linear solution be , then the gap in the alphabet size between the vector solution and the scalar linear solution is defined to be q_{s}-q^{t} . In this contribution, the achieved gap is q^{(h-2)t^{2}/h + o(t)}$ for any q \geq 2$ and any even h \geq 4$ . If h \geq 5 . Previously, only a gap of size one had been shown for networks with a very large number of messages. These results imply the same gap of the alphabet size between the optimal scalar linear and some scalar nonlinear network coding solution for multicast networks. For three messages, we also show an advantage of vector network coding, while for two messages the problem remains open. Several networks are considered, all of them are generalizations and modifications of the well-known combination networks. The vector network codes that are used as solutions for those networks are based on subspace codes, particularly subspace codes obtained from rank-metric codes. Maximum distance separable (MDS) codes are very important in both theory and practice. There is a classical construction of a family of $[{2^{m}+1, 2u-1, 2^{m}-2u+3}]$ MDS codes for $1 \leq u \leq 2^{m-1}$ , which are cyclic, reversible and BCH codes over ${\mathrm {GF}}(2^{m})$. The objective of this paper is to study the quaternary subfield subcodes and quaternary subfield codes of a subfamily of the MDS codes for even $m$. A family of quaternary cyclic codes is obtained. These quaternary codes are distance-optimal in some cases and very good in general. Furthermore, two infinite families of 3-designs from these quaternary codes and their duals are presented. Non-overlapping codes are a set of codewords in $\bigcup _{n \ge 2} \mathbb {Z}_{q}^{n}$ , where $\mathbb {Z}_{q} = \{0,1, {\dots },q-1\}$ , such that the prefix of each codeword is not a suffix of any codeword in the set, including itself; and for variable-length codes, a codeword does not contain any other codeword as a subword. In this paper, we investigate a generic method to generalize binary codes to $q$ -ary ones for $q > 2$ , and analyze this generalization on the two constructions given by Levenshtein (also by Gilbert; Chee, Kiah, Purkayastha, and Wang) and Bilotta, respectively. The generalization on the former construction gives large non-expandable fixed-length non-overlapping codes whose size can be explicitly determined; the generalization on the latter construction is the first attempt to generate $q$ -ary variable-length non-overlapping codes. More importantly, this generic method allows us to utilize the generating function approach to analyze the cardinality of the underlying $q$ -ary non-overlapping codes. The generating function approach not only enables us to derive new results, e.g., recurrence relations on their cardinalities, new combinatorial interpretations for the constructions, and the superior limit of their cardinalities for some special cases, but also greatly simplifies the arguments for these results. Furthermore, we give an exact formula for the number of fixed-length words that do not contain the codewords in a variable-length non-overlapping code as subwords. Since discovery of Goppa geometric codes, people have been asking the question: are there different constructions of block codes from algebraic curves that give the same parameters as Goppa geometric codes. Despite of great effort by researchers, no such constructions have been found so far. Although in literature, there are many constructions of block code from algebraic curves, most of them are quite different from the one by Goppa in nature and thus they have different parameters. Some of these constructions have the same parameters as Goppa geometric codes, however it was proved that these are essentially the same codes defined by Goppa. In this paper, we solve this question for the case where the characteristic of the ground field is 2, namely, we present a different construction of block codes from algebraic curves that give the same parameters as Goppa geometric codes for the characteristic 2 case. A k-plex of order n is an ${n} \times {n}$ matrix on n symbols, where every row contains k distinct symbols, every column contains k distinct symbols, and every symbol occurs exactly k times. Yi et al. (2019) introduced 3-plex codes which are 2-erasure codes (2-erasure tolerant array codes) derived from 3-plexes. In this paper, we generalize 3-plex codes to k-plex codes. We introduce the notion of a “strong” k-plex which implies the derived k-plex code is 2-erasure tolerant. Moreover, k-plex codes derived from strong $k$ -plexes have a straightforward algorithm for reconstruction. These general k-plex codes offer greater flexibility when choosing a suitable code for a storage system, enabling the operator to better optimize the unavoidable trade-offs involved. Blackburn asked for the maximum number of entries in an ${n} \times {n}$ partial Latin square on n symbols in which if distinct cells $({i},{j})$ and $({i}',{j}')$ contain the same symbol, then the cells $({i}',{j})$ and $({i},{j}')$ are empty. A “strong” k-plex satisfies the Blackburn property (along with two other properties related to erasure coding). We investigate the necessary conditions for the existence of Blackburn k-plexes (and hence necessary conditions for the existence of strong k-plexes). We show that any Blackburn k-plex has order ${n} \geq \lceil (\sqrt {2}+1){k}-2 \rceil $. We describe how to construct strong k-plexes of order n when $k \in \{2,3,4,5\}$ for all possible orders n, and we give a simple construction of strong k-plexes of order ${k}^{2}$ for $k \geq 2$. Boolean functions, coding theory and $t$ -designs have close connections and interesting interplay. A standard approach to constructing $t$ -designs is the use of linear codes with certain regularity. The Assmus-Mattson Theorem and the automorphism groups are two ways for proving that a code has sufficient regularity for supporting $t$ -designs. However, some linear codes hold $t$ -designs, although they do not satisfy the conditions in the Assmus-Mattson Theorem and do not admit a $t$ -transitive or $t$ -homogeneous group as a subgroup of their automorphisms. The major objective of this paper is to develop a theory for explaining such codes and obtaining such new codes and hence new $t$ -designs. To this end, a general theory for punctured and shortened codes of linear codes supporting $t$ -designs is established, a generalized Assmus-Mattson theorem is developed, and a link between 2-designs and differentially $\delta $ -uniform functions and 2-designs is built. With these general results, binary codes with new parameters and explicit weight distributions are obtained, new 2-designs and Steiner system $S(2, 4, 2^{n})$ are produced in this paper. In a Private Information Retrieval (PIR) protocol, a user can download a file from a database without revealing the identity of the file to each individual server. A PIR protocol is called $t$ -private if the identity of the file remains concealed even if $t$ of the servers collude. Graph based replication is a simple technique, which is prevalent in both theory and practice, for achieving robustness in storage systems. In this technique each file is replicated on two or more storage servers, giving rise to a (hyper-)graph structure. In this paper we study private information retrieval protocols in graph based replication systems. The main interest of this work is understanding the collusion structures which emerge in the underlying graph. Our main contribution is a 2-replication scheme which guarantees perfect privacy from acyclic sets in the graph, and guarantees partial-privacy in the presence of cycles. Furthermore, by providing an upper bound, it is shown that the PIR rate of this scheme is at most a factor of two from its optimal value for regular graphs. Lastly, we extend our results to larger replication factors and to graph-based coding, a generalization of graph based replication that induces smaller storage overhead and larger PIR rate in many cases. In this paper, we mainly study quaternary linear codes and their binary subfield codes. First we obtain a general explicit relationship between quaternary linear codes and their binary subfield codes in terms of generator matrices and defining sets. Second, we construct quaternary linear codes via simplicial complexes and determine the weight distributions of these codes. Third, the weight distributions of the binary subfield codes of these quaternary codes are also computed by employing the general characterization. Furthermore, we present two infinite families of optimal linear codes with respect to the Griesmer Bound, and a class of binary almost optimal codes with respect to the Sphere Packing Bound. Recent advances in noiseless non-adaptive group testing have led to a precise asymptotic characterization of the number of tests required for high-probability recovery in the sublinear regime $k = n^{\theta }$ (with $\theta \in (0,1)$), with $n$ individuals among which $k$ are infected. However, the required number of tests may increase substantially under real-world practical constraints, notably including bounds on the maximum number $\Delta $ of tests an individual can be placed in, or the maximum number $\Gamma $ of individuals in a given test. While previous works have given recovery guarantees for these settings, significant gaps remain between the achievability and converse bounds. In this paper, we substantially or completely close several of the most prominent gaps. In the case of $\Delta $ -divisible items, we show that the definite defectives (DD) algorithm coupled with a random regular design is asymptotically optimal in dense scaling regimes, and optimal to within a factor of e more generally; we establish this by strengthening both the best known achievability and converse bounds. In the case of $\Gamma $ -sized tests, we provide a comprehensive analysis of the regime $\Gamma = \Theta (1)$ , and again establish a precise threshold proving the asymptotic optimality of SCOMP (a slight refinement of DD) equipped with a tailored pooling scheme. Finally, for each of these two settings, we provide near-optimal adaptive algorithms based on sequential splitting, and provably demonstrate gaps between the performance of optimal adaptive and non-adaptive algorithms. A linear complementary dual (LCD) code is a linear code with complimentary dual. LCD codes have been extensively studied in literature. On the other hand, maximum distance separable (MDS) codes are an important class of linear codes that have found wide applications in both theory and practice. However, little is known about MDS codes with complimentary duals. Reed–Muller (RM) codes encode an m -variate polynomial of degree at most r by evaluating it on all points in \0,1\^m . We denote this code by RM(r,m) . The minimum distance of RM(r,m) is 2^{m-r} and so it cannot correct more than half that number of errors in the worst case. For random errors one may hope for a better result. In this paper we give an efficient algorithm (in the block length n=2^{m} ) for decoding random errors in RM codes far beyond the minimum distance. Specifically, for low-rate codes (of degree r=o(\sqrt m) ), we can correct a random set of (1/2-o(1))n errors with high probability. For high rate codes (of degree m-r for r=o(\sqrt {m/\log m}) ), we can correct roughly m^{r/2}$ errors. More generally, for any integer $r$ , our algorithm can correct any error pattern in $RM(m-(2r+2),m)$ , for which the same erasure pattern can be corrected in $RM(m-(r+1),m)$ . The results above are obtained by applying recent results of Abbe, Shpilka, and Wigderson (STOC, 2015) and Kudekar et al. (STOC, 2016) regarding the ability of RM codes to correct random erasures. The algorithm is based on solving a carefully defined set of linear equations and thus it is significantly different than other algorithms for decoding RM codes that are based on the recursive structure of the code. It can be seen as a more explicit proof of a result of Abbe et al. that shows a reduction from correcting erasures to correcting errors, and it also bares some similarities with the error-locating pair method of Pellikaan, Duursma, and Kötter that generalizes the Berlekamp–Welch algorithm for decoding Reed–Solomon codes. This paper establishes the capacity region for a class of source coding function computation setups, where sources of information are available at the nodes of a tree and where a function of these sources must be computed at its root. The capacity region holds for any function as long as the sources’ joint distribution satisfies a certain Markov criterion. This criterion is met, in particular, when the sources are independent. This result recovers the capacity regions of several function computation setups. These include the point-to-point communication setting with arbitrary sources, the noiseless multiple access network with conditionally independent sources, and the cascade network with Markovian sources. Diameter perfect codes form a natural generalization for perfect codes. They are based on the code-anticode bound which generalizes the sphere-packing bound. The code-anticode bound was proved by Delsarte for distance-regular graphs and it holds for some other metrics too. In this paper we prove the bound for non-binary constant-weight codes with the Hamming metric and characterize the diameter perfect codes and the maximum size anticodes for these codes. We distinguish between six families of non-binary diameter constant-weight codes and four families of maximum size non-binary constant-weight anticodes. Each one of these families of diameter perfect codes raises some different questions. We consider some of these questions and leave lot of ground for further research. Information-theoretic quantities like entropy and mutual information have found numerous uses in machine learning. It is well known that there is a strong connection between these entropic quantities and submodularity since entropy over a set of random variables is submodular. In this paper, we study combinatorial information measures that generalize independence, (conditional) entropy, (conditional) mutual information, and total correlation defined over sets of (not necessarily random) variables. These measures strictly generalize the corresponding entropic measures since they are all parameterized via submodular functions that themselves strictly generalize entropy. Critically, we show that, unlike entropic mutual information in general, the submodular mutual information is actually submodular in one argument, holding the other fixed, for a large class of submodular functions whose third-order partial derivatives satisfy a non-negativity property. This turns out to include a number of practically useful cases such as the facility location and set-cover functions. We study specific instantiations of the submodular information measures on these, as well as the probabilistic coverage, graph-cut, log-determinants, and saturated coverage functions and see that they all have mathematically intuitive and practically useful expressions. Finally, we also study generalized independence between subsets of datapoints (random variables in the entropic case), and connect the independence characterizations to independence in log-submodular distributions. Regarding applications, we connect the maximization of submodular (conditional) mutual information to problems such as mutual-information-based, query-based, and privacy preserving summarization—and we connect optimizing the multi-set submodular mutual information to clustering and robust partitioning. Ovoids in ${\mathrm {PG}}(3, {\mathrm {GF}}(q))$ have been an interesting topic in coding theory, combinatorics, and finite geometry for a long time. So far only two families of ovoids are known. The first is the elliptic quadrics and the second is the Tits ovoids. It is known that an ovoid in ${\mathrm {PG}}(3, {\mathrm {GF}}(q))$ corresponds to a $[q^{2}+1, 4, q^{2}-q]$ code over ${\mathrm {GF}}(q)$ , which is called an ovoid code. The objectives of this paper are to develop the general theories of subfield codes and to study the subfield codes of the two families of ovoid codes. The dimensions, minimum weights, and the weight distributions of the subfield codes of the elliptic quadric codes and Tits ovoid codes are settled. The parameters of the duals of these subfield codes are also studied. Some of the codes presented in this paper are optimal, and some are distance-optimal. Grassmannian codes are known to be useful in error correction for random network coding. Recently, they were used to prove that vector network codes outperform scalar linear network codes, on multicast networks, with respect to the alphabet size. The multicast networks which were used for this purpose are generalized combination networks. In both the scalar and the vector network coding solutions, the subspace distance is used as the distance measure for the codes which solve the network coding problem in the generalized combination networks. In this paper, we show that the subspace distance can be replaced with two other possible distance measures which generalize the subspace distance. These two distance measures are shown to be equivalent under an orthogonal transformation. It is proved that the Grassmannian codes with the new distance measures generalize the Grassmannian codes with the subspace distance and the subspace designs with the strength of the design. Furthermore, optimal Grassmannian codes with the new distance measures have minimal requirements for the network coding solutions of some generalized combination networks. The coding problems related to these two distance measures, especially with respect to network coding, are discussed. In 1964, Massey introduced a class of codes with complementary duals which are called linear complimentary dual (LCD) codes. He showed that LCD codes have applications in communication system, side-channel attack and so on. LCD codes have been extensively studied in literature. On the other hand, MDS codes form an optimal family of classical codes which have wide applications in both theory and practice. The main purpose of this paper is to give an explicit construction of several classes of LCD MDS codes, using tools from algebraic function fields. The de Bruijn graph, its sequences, and their various generalizations, have found many applications in information theory, including many new ones in the last decade. In this paper, motivated by a coding problem for emerging memory technologies, a set of sequences which generalize the window property of de Bruijn sequences, on its shorter subsequences, are defined. These sequences can be also defined and viewed as constrained sequences. Hence, they will be called locally-constrained de Bruijn sequences and a set of such sequences will be called a locally-constrained de Bruijn code. Several properties and alternative definitions for such codes are examined and they are analyzed as generalized sequences in the de Bruijn graph (and its generalization) and as constrained sequences. Various enumeration techniques are used to compute the total number of sequences for any given set of parameters. A construction method of such codes from the theory of shift-register sequences is proposed. Finally, we show how these locally-constrained de Bruijn sequences and codes can be applied in constructions of codes for correcting synchronization errors in the $\ell $ -symbol read channel and in the racetrack memory channel. In this paper, we study the cycle structure of quasi-cyclic (QC) low-density parity-check (LDPC) codes with the goal of obtaining the shortest code with a given degree distribution and girth. We focus on QC-LDPC codes, whose Tanner graphs are cyclic liftings of fully connected base graphs of size $3 \times n, n \geq 4$ , and obtain minimal lifting degrees that result in girths 6 and 8. This is performed through an efficient exhaustive search, and as a result, we also find all the possible non-isomorphic codes with the same minimum block length, girth, and degree distribution. The exhaustive search, which is ordinarily a formidable task, is made possible by pruning the search space of many codes that are isomorphic to those previously examined in the search process. Many of the pruning techniques proposed in this paper are also applicable to QC-LDPC codes with base graphs other than the $3 \times n$ fully connected ones discussed here, as well as to codes with a larger girth. To further demonstrate the effectiveness of the pruning techniques, we use them to search for QC-LDPC codes with girths 10 and 12, and find a number of such codes that have a shorter block length compared with the best known similar codes in the literature. In addition, motivated by the exhaustive search results, we tighten the lower bound on the block length of QC-LDPC codes of girth 6 constructed from fully connected $3 \times n$ base graphs, and construct codes that achieve the lower bound for an arbitrary value of $n \geq 4$ . A complex orthogonal design (COD) with parameter $[p, n, k]$ is a combinatorial design used in space-time block codes (STBCs). For STBCs, n$ is the number of antennas, k/p$ is the rate, and p$ is the decoding delay. A class of rate 1/2$ CODs called balanced complex orthogonal designs (BCODs) has been proposed by Adams et al., who constructed BCODs with rate for n=2m$ . Furthermore, they proved that the constructions have optimal decoding delay when m$ is congruent to 1, 2, or 3 modulo 4. The list decoding problem for a code asks for the maximal radius up to which any ball of that radius contains only a constant number of codewords. The list decoding radius is not well understood even for well studied codes like Reed–Solomon or Reed–Muller codes. Fix a finite field \mathbb F . The Reed–Muller code \text RM {\mathbb {F}}(n,d) is defined by n -variate degree- d polynomials over \mathbb F . In this paper, we study the list decoding radius of Reed–Muller codes over a constant prime field \mathbb F= \mathbb Fp , constant degree d , and large n . We show that the list decoding radius is equal to the minimal distance of the code. That is, if we denote by {\delta }(d) the normalized minimal distance of \text RM {\mathbb {F}}(n,d) , then the number of codewords in any ball of radius {\delta }(d)- {\varepsilon } is bounded by c=c(p,d, \varepsilon ) independent of n . This resolves a conjecture of Gopalan et al., who among other results proved it in the special case of \mathbb F= \mathbb F2 ; and extends the work of Gopalan who proved the conjecture in the case of d=2 . We also analyse the number of codewords in balls of radius exceeding the minimal distance of the code. For e \leq d , we show that the number of codewords of \text RM \mathbb F(n,d) in a ball of radius \delta (e) - \varepsilon is bounded by \exp (c \cdot n^d-e) , where c=c(p,d, \varepsilon ) is independent of $n$ . In the problem of compressed phase retrieval, the goal is to reconstruct a sparse or approximately $k$ -sparse vector $x \in \mathbb {C} ^{n}$ given access to $y= |\Phi x|$ , where $|v|$ denotes the vector obtained from taking the absolute value of $v\in \mathbb {C} ^{n}$ coordinate-wise. In this paper we present sublinear-time algorithms for a few for-each variants of the compressive phase retrieval problem which are akin to the variants considered for the classical compressive sensing problem in theoretical computer science. Historically, LCD cyclic codes were referred to as reversible cyclic codes, which had applications in data storage. Due to a newly discovered application in cryptography, there has been renewed interest in LCD codes. In this paper, we explore two special families of LCD cyclic codes, which are both BCH codes. The Reed–Muller (RM) code, encoding n -variate degree- d polynomials over \mathbb Fq for d < q , with its evaluation on \mathbb Fq^{n} , has a relative distance 1-d/q and can be list decoded from a 1-O(\sqrt {d/q}) fraction of errors. In this paper, for d \ll q , we give a length-efficient puncturing of such codes, which (almost) retains the distance and list decodability properties of the RM code, but has a much better rate. Specifically, when q =\Omega ( d^2/ \varepsilon ^2) , we give an explicit rate \Omega \left (\frac \varepsilon d!\right ) puncturing of RM codes, which have a relative distance at least (1- \varepsilon ) and efficient list decoding up to (1-\sqrt { \varepsilon }) error fraction. This almost matches the performance of random puncturings, which work with the weaker field size requirement q= \Omega ( d/ \varepsilon ^{2}) . We can also improve the field size requirement to the optimal (up to constant factors) q =\Omega ( d/ \varepsilon ) , at the expense of a worse list decoding radius of 1- \varepsilon ^{1/3} and rate \Omega \left ({\frac { \varepsilon ^{2}}{d!}}\right )$ . The first of the above tradeoffs is obtained by substituting for the variables functions with carefully chosen pole orders from an algebraic function field; this leads to a puncturing for which the RM code is a subcode of a certain algebraic-geometric code (which is known to be efficiently list decodable). The second tradeoff is obtained by concatenating this construction with a Reed–Solomon-based multiplication friendly pair, and using the list recovery property of algebraic-geometric codes. A well-known inner bound on the stability region of the finite-user slotted Aloha protocol is the set of all arrival rates for which there exists some choice of the contention probabilities such that the associated worst case service rate for each user exceeds the user’s arrival rate, denoted $\Lambda $ . Although testing membership in $\Lambda $ of a given arrival rate can be posed as a convex program, it is nonetheless of interest to understand the properties of this set. In this paper, we develop new results of this nature, including, 1) an equivalence between membership in $\Lambda $ and the existence of a positive root of a given polynomial, 2) a method to construct a vector of contention probabilities to stabilize any stabilizable arrival rate vector, 3) the volume of $\Lambda $ , 4) explicit polyhedral, spherical, and ellipsoid inner and outer bounds on $\Lambda $ , and 5) characterization of the generalized convexity properties of a natural “excess rate” function associated with $\Lambda $ , including the convexity of the set of contention probabilities that stabilize a given arrival rate vector. Let \mathbb Zn[i] be the ring of Gaussian integers modulo a positive integer n . Very recently, Camarero and Martínez et al. showed that for every prime number p>5 such that p\equiv \pm 5 \pmod 12 , the Cayley graph \mathcal Gp={\mathrm{ Cay}}( \mathbb {Z}p[i], S2) , where S2 is the set of units of \mathbb Zp[i] , induces a two-quasi-perfect Lee code over \mathbb Zp^{m} , where m=2\lfloor p/4\rfloor . They also conjectured that \mathcal Gp is a Ramanujan graph for every prime $p$ , such that p\equiv 3 \pmod {4} . In this paper, we solve this conjecture. Our main tools are Deligne’s bound from 1977 for estimating a particular kind of trigonometric sum and a result of Lovász from 1975 (or of Babai from 1979) which gives the eigenvalues of Cayley graphs of finite Abelian groups. Our proof techniques may motivate more work in the interactions between spectral graph theory, character theory, and coding theory, and may provide new ideas toward the famous Golomb–Welch conjecture on the existence of perfect Lee codes. The paper proposes an improved difference-of-syndromes decoding algorithm for decoding quadratic residue codes up to half the minimum distance. Therein, soft-decision information is not essential, but it can be used to speed up the computations. The improvement over the prior art is demonstrated by simulations. An $[{n}, {k}, {n}-{k}+1]$ linear code is called an MDS code. An $[{n}, {k}, {n}-{k}]$ linear code is said to be almost maximum distance separable (almost MDS or AMDS for short). A code is said to be near maximum distance separable (near MDS or NMDS for short) if the code and its dual code both are almost maximum distance separable. The first near MDS code was the [11, 6, 5] ternary Golay code discovered in 1949 by Golay. This ternary code holds 4-designs, and its extended code holds a Steiner system ${S}(5, 6, 12)$ with the largest strength known. In the past 70 years, sporadic near MDS codes holding t-designs were discovered and a lot of infinite families of near MDS codes over finite fields were constructed. However, the question as to whether there is an infinite family of near MDS codes holding an infinite family of t-designs for $ {t}\geq 2$ remains open for 70 years. This paper settles this long-standing problem by presenting an infinite family of near MDS codes over $ {GF}(3^{ {s}})$ holding an infinite family of 3-designs and an infinite family of near MDS codes over $ {GF}(2^{2 {s}})$ holding an infinite family of 2-designs. In this paper we define a new (output) multiplicative differential, and the corresponding c-differential uniformity. With this new concept, even for characteristic 2, there are perfect ${c}$ -nonlinear (PcN) functions. We first characterize the ${c}$ -differential uniformity of a function in terms of its Walsh transform. We further look at some of the known perfect nonlinear (PN) functions and show that only one remains a PcN function, under a different condition on the parameters. In fact, the p-ary Gold PN function increases its c-differential uniformity significantly, under some conditions on the parameters. We then precisely characterize the c-differential uniformity of the inverse function (in any dimension and characteristic), relevant for the Rijndael (and Advanced Encryption Standard) block cipher. Permutation polynomials (PPs) and their inverses have applications in cryptography, coding theory and combinatorial design theory. In this paper, we make a brief summary of the inverses of PPs of finite fields, and give the inverses of all PPs of degree ≤ 6 over finite fields $\mathbb {F}_{q}$ for all $q$ and the inverses of all PPs of degree 7 over $\mathbb {F}_{2^{n}}$. The explicit inverse of a class of fifth degree PPs is the main result, which is obtained by using Lucas’ theorem, some congruences of binomial coefficients, and a known formula for the inverses of PPs of finite fields. Partial MDS (PMDS) codes are erasure codes combining local (row) correction with global additional correction of entries, while sector-disk (SD) codes are erasure codes that address the mixed failure mode of current redundant arrays of independent disk (RAID) systems. It has been an open problem to construct general codes that have the PMDS and the SD properties, and previous work has relied on Monte-Carlo searches. In this paper, we present a general construction that addresses the case of any number of failed disks and in addition, two erased sectors. The construction requires a modest field size. Free will (or randomness) has been studied to achieve loophole-free Bell’s inequality test and to provide device-independent quantum key distribution security proofs. The required randomness such that a local hidden variable model (LHVM) can violate the Clauser–Horne–Shimony–Holt (CHSH) inequality has been studied, but a tight bound has not been proved for a practical case that: 1) the device settings of the two parties in the Bell test are independent and 2) the device settings of each party can be correlated or biased across different runs. Using some information theoretic techniques, we prove, in this paper, a tight bound on the required randomness for this case, such that the CHSH inequality can be violated by certain LHVM. Our proof has a clear achievability and converse style. The achievability part is proved using type counting. To prove the converse part, we introduce a concept called profile for a set of binary sequences and study the properties of profiles. The relevance in a sampling theory of U -invariant subspaces of a Hilbert space \mathcal {H} , where U denotes a unitary operator on \mathcal H , is nowadays a recognized fact. Indeed, shift-invariant subspaces of L^2(\mathbb R) become a particular example; periodic extensions of finite signals also provide a remarkable example. As a consequence, the availability of an abstract $U$ -sampling theory becomes a useful tool to handle these problems. In this paper, we derive a sampling theory for finite dimensional multiple generated $U$ -invariant subspaces of a Hilbert space \mathcal {H} . As the involved samples are identified as frame coefficients in a suitable euclidean space, the relevant mathematical technique is that of the finite frame theory.
