We introduce a fundamental lemma called the Poisson matching lemma, and apply it to prove one-shot achievability results for various settings, namely channels with state information at the encoder, lossy source coding with side information at the decoder, joint source-channel coding, broadcast channels, distributed lossy source coding, multiple access channels and channel resolvability. Our one-shot bounds improve upon the best known one-shot bounds in most of the aforementioned settings (except multiple access channels and channel resolvability, where we recover bounds comparable to the best known bounds), with shorter proofs in some settings even when compared to the conventional asymptotic approach using typicality. The Poisson matching lemma replaces both the packing and covering lemmas, greatly simplifying the error analysis. This paper extends the work of Li and El Gamal on Poisson functional representation, which mainly considered variable-length source coding settings, whereas this paper studies fixed-length settings, and is not limited to source coding, showing that the Poisson functional representation is a viable alternative to typicality for most problems in network information theory. This paper investigates the construction of rank-metric codes with specified Ferrers diagram shapes. These codes play a role in the multilevel construction for subspace codes. A conjecture from 2009 provides an upper bound for the dimension of a rank-metric code with given specified Ferrers diagram shape and rank distance. While the conjecture in its generality is wide open, several cases have been established in the literature. This paper contributes further cases of Ferrers diagrams and ranks for which the conjecture holds true. In addition, the proportion of maximal Ferrers diagram codes within the space of all rank-metric codes with the same shape and dimension is investigated. Special attention is being paid to MRD codes. It is shown that for growing field size the limiting proportion depends highly on the Ferrers diagram. For instance, for $[m\times 2]$ -MRD codes with rank 2 this limiting proportion is close to $1/e$. [ABSTRACT FROM AUTHOR]

A Boolean bent function ƒ on F2m-1 × F2 is called a cyclic bent function if for any a ≠ b ∈ F2m-1 and ε ∈ F2, ƒ(ax1, x2)+ ƒ(bx1, x2 + ε) is always bent, where x1 ∈ F2m-1, x2 ∈ F2. Cyclic bent functions look extremely rare. This paper focuses on cyclic bent functions on F2m-1 × F2 and their applications. The first objective of this paper is to establish a link between quadratic cyclic bent functions and a special type of prequasifields, and construct a class of quadratic cyclic bent functions from the Kantor-Williams prequasifields. The second objective is to use cyclic bent functions to construct families of optimal sequences. This paper aims to develop the insights into Bayesian truth serum (BTS) mechanism by postulating a sequence of seven natural conditions reminiscent of axioms in information theory. The condition that reduces a larger family of mechanisms to BTS is additivity, akin to the axiomatic development of entropy. The seven conditions identify BTS as the unique scoring rule for ranking respondents in situations in which respondents are asked to choose an alternative from a finite set and provide predictions of their peers’ propensities to choose, for finite or infinite sets of respondents. This paper presents a joint typicality framework for encoding and decoding nested linear codes in multi-user networks. This framework provides a new perspective on compute–forward within the context of discrete memoryless networks. In particular, it establishes an achievable rate region for computing a linear combination over a discrete memoryless multiple-access channel (MAC). When specialized to the Gaussian MAC, this rate region recovers and improves upon the lattice-based compute–forward rate region of Nazer and Gastpar, thus providing a unified approach for discrete memoryless and Gaussian networks. Furthermore, our framework provides some valuable insights on establishing the optimal decoding rate region for compute–forward by considering joint decoders, progressing beyond most previous works that consider successive cancellation decoding. This paper introduces the simultaneous partial-inverse problem (SPI) for polynomials and develops its application to decoding interleaved Reed–Solomon codes beyond half the minimum distance. While closely related both to standard key equations and to well-known Padé approximation problems, the SPI problem stands out in several respects. First, the SPI problem has a unique solution (up to a scale factor), which satisfies a natural degree bound. Second, the SPI problem can be transformed (monomialized) into an equivalent SPI problem where all moduli are monomials. Third, the SPI problem can be solved by an efficient algorithm of the Berlekamp–Massey type. Fourth, decoding interleaved Reed–Solomon codes (or subfield-evaluation codes) beyond half the minimum distance can be analyzed in terms of a partial-inverse condition for the error pattern: if that condition is satisfied, then the (true) error locator polynomial is the unique solution of a standard key equation and can be computed in many different ways, including the well-known multi-sequence Berlekamp–Massey algorithm and the SPI algorithm of this paper. Two of the best performance bounds from the literature (the Schmidt–Sidorenko–Bossert bound and the Roth–Vontobel bound) are generalized to hold for the partial-inverse condition and thus to apply to several different decoding algorithms. As an optimal combinatorial object, zero-difference balanced (ZDB) functions introduced by Ding in 2008, are a generalization of the well-known perfect nonlinear functions. ZDB functions have received much attention in recent years due to its important applications in coding theory and sequence design. One objective of this paper is to present a construction of ZDB functions based on a kind of generalized cyclotomy. It generates ZDB functions over cyclic group with new parameters which can not be produced by earlier constructions. Another objective of this paper is to employ these ZDB functions to obtain at the same time: 1) optimal constant-composition codes; 2) perfect difference systems of sets; and 3) optimal frequency-hopping sequences, all with new parameters. This paper investigates the relation between three different notions of privacy: identifiability, differential privacy, and mutual-information privacy. Under a unified privacy-distortion framework, where the distortion is defined to be the expected Hamming distance between the input and output databases, we establish some fundamental connections between these three privacy notions. Given a maximum allowable distortion D , we define the privacy-distortion functions \epsilon _{\mathrm{ i}}^{*}(D) , \epsilon _{\mathrm{ d}}^{*}(D) , and \epsilon \mathrm{ m}^{*}(D) to be the smallest (most private/best) identifiability level, differential privacy level, and mutual information between the input and the output, respectively. We characterize \epsilon \mathrm{ i}^{*}(D) and \epsilon \mathrm{ d}^{*}(D) , and prove that \epsilon \mathrm{ i}^{*}(D)-\epsilon X\le \epsilon \mathrm{ d}^{*}(D)\le \epsilon \mathrm{ i}^{*}(D) for D within certain range, where \epsilon _{X} is a constant determined by the prior distribution of the original database X , and diminishes to zero when X is uniformly distributed. Furthermore, we show that \epsilon _{\mathrm{ i}}^{*}(D) and \epsilon _{\mathrm{ m}}^{*}(D)$ can be achieved by the same mechanism for D$ within certain range, i.e., there is a mechanism that simultaneously minimizes the identifiability level and achieves the best mutual-information privacy. Based on these two connections, we prove that this mutual-information optimal mechanism satisfies \epsilon $ -differential privacy with . The results in this paper reveal some consistency between two worst case notions of privacy, namely, identifiability and differential privacy, and an average notion of privacy, mutual-information privacy. For an odd prime \(p\) and two positive integers \(m\) , \(k\) such that \(m/\gcd (k,m)\geq 3\) is odd, let \(d\) be a positive integer satisfying \(d(p^{k}+1)\equiv 2\,({\rm mod}\,p^{m}-1)\) . In this paper, the cross-correlation between a \(p\) -ary \(m\) -sequence and its \(d\) -decimated sequences is investigated, and the cross correlation distribution is completely determined. The relationship between the decimations \(d\) considered in this paper and some known ones is also studied. In the classical model for (information theoretically secure) Private Information Retrieval (PIR) due to Chor, Goldreich, Kushilevitz and Sudan, a user wishes to retrieve one bit of a database that is stored on a set of ${n}$ servers, in such a way that no individual server gains information about which bit the user is interested in. The aim is to design schemes that minimise the total communication between the user and the servers. More recently, there have been moves to consider more realistic models where the total storage of the set of servers, or the per server storage, should be minimised (possibly using techniques from distributed storage), and where the database is divided into ${R}$ -bit records with ${R}>1$ , and the user wishes to retrieve one record rather than one bit. When ${R}$ is large, downloads from the servers to the user dominate the communication complexity and so the aim is to minimise the total number of downloaded bits. Work of Shah, Rashmi and Ramchandran shows that at least ${R}+1$ bits must be downloaded from servers in the worst case, and provides PIR schemes meeting this bound. Sun and Jafar have considered the download cost of a scheme, defined as the ratio of the message length ${R}$ and the total number of bits downloaded. They determine the best asymptotic download cost of a PIR scheme (as ${R}\rightarrow \infty $) when a database of ${k}$ messages is stored by ${n}$ servers. This paper provides various bounds on the download complexity of a PIR scheme, generalising those of Shah et al. to the case when the number ${n}$ of servers is bounded, and providing links with classical techniques due to Chor et al. The paper also provides a range of constructions for PIR schemes that are either simpler or perform better than previously known schemes. These constructions include explicit schemes that achieve the best asymptotic download complexity of Sun and Jafar with significantly lower upload complexity, and general techniques for constructing a scheme with good worst case download complexity from a scheme with good download complexity on average. Locally repairable codes have been investigated extensively in recent years due to practical applications in distributed storage as well as theoretical interest. However, not much work on asymptotical behavior of locally repairable codes has been done until now. In particular, there is little result on constructive lower bound of asymptotical behavior of locally repairable codes. In this paper, we extend the construction given by Barg et al. via automorphism groups of function field towers. The main advantage of our construction is to allow more flexibility of locality. Furthermore, we show that the Gilbert–Varshamov type bound on locally repairable codes can be improved for all sufficiently large alphabet size $q$. [ABSTRACT FROM AUTHOR]

In this paper, we analyze two types of biometric identification systems with protected templates that also support authentication. In the first system, two terminals observe biometric enrollment and identification sequences of a number of individuals. It is the goal of these terminals to form a common secret for the sequences belonging to the same individual by interchanging public (helper) messages of all individuals such that the information leakage about the secrets from these helper messages is negligible. These secret keys are used for authentication purposes. Moreover, the second terminal should be able to establish the identity of an individual based on the presented biometric identification sequence and helper messages. It is important to realize that biometric data are unique for individuals and cannot be replaced if compromised. Therefore, the helper messages should contain as little as possible information about the biometric data. In the second setting, we consider the first terminal does not generate secret keys from biometric sequences of individuals but chooses them uniformly at random. These keys are conveyed to the second terminal by communicating the corresponding helper messages. For fixed integers $n$ and $b\geq k$ , let $A(b,k,n)$ the largest size of a subset of $\{1,2,\ldots,b\}^{n}$ such that, for any $k$ distinct elements in the set, there is a coordinate where they all differ. Bounding $A(b,k,n)$ is a problem of relevant interest in information theory and computer science, relating to the zero-error capacity with list decoding and to the study of $(b, k)$ -hash families of functions. It is known that, for fixed $b$ and $k$ , $A(b,k,n)$ grows exponentially in $n$. In this paper, we determine new exponential upper bounds for different values of $b$ and $k$. A first bound on $A(b,k,n)$ for general $b$ and $k$ was derived by Fredman and Komlós in the ’80s and improved for certain $b\neq k$ by Körner and Marton and by Arikan. Only very recently better bounds were derived for general $b$ and $k$ by Guruswami and Riazanov, while stronger results for small values of $b=k$ were obtained by Arikan, by Dalai, Guruswami and Radhakrishnan, and by Costa and Dalai. In this paper, we strengthen the bounds for some specific values of $b$ and $k$. Our contribution is a new computational method for obtaining upper bounds on the values of a quadratic form defined over discrete probability distributions in arbitrary dimensions, which emerged as a central ingredient in recent works. In the $q$ -ary online (or “causal”) channel coding model, a sender wishes to communicate a message to a receiver by transmitting a codeword $\mathbf {x} =(x_{1},\ldots,x_{n}) \in \{0,1,\ldots,q-1\}^{n}$ symbol-by-symbol via a channel limited to at most $pn$ errors and $p^{*} n$ erasures. The channel is “online” in the sense that at the $i$ th step of communication the channel decides whether to corrupt the $i$ th symbol or not based on its view so far, i.e., its decision depends only on the transmitted symbols $(x_{1},\ldots,x_{i})$. This is in contrast to the classical adversarial channel in which the corruption is chosen by a channel that has full knowledge of the sent codeword $\mathbf {x}$. In this paper, we study the capacity of $q$ -ary online channels for a combined corruption model, in which the channel may impose at most $pn$ errors and at most $p^{*} n$ erasures on the transmitted codeword. The online channel (in both the error and erasure case) has seen a number of recent studies, which present both upper and lower bounds on its capacity.
