A function computation problem over a directed acyclic network has been considered in the literature, where a sink node is required to compute a target function correctly with the inputs arbitrarily generated at multiple source nodes. The network links are error free but capacity limited, and the intermediate nodes perform network coding. The computing rate of a network code is the average number of times that the target function is computed for one use of the network, i.e., each link in the network is used at most once. In the existing papers, two cut-set bounds were proposed on the computing rate. However, we in this paper show that these bounds are not valid for general network function computation problems. We analyze the reason of the invalidity and propose a general cut-set bound by using a new equivalence relation associated with the inputs of the target function. We study a class of real robust phase retrieval problems under a Gaussian assumption on the coding matrix when the received signal is sparsely corrupted by noise. The goal is to establish conditions on the sparsity under which the input vector can be exactly recovered. The recovery problem is formulated as residual minimization in the $\ell _{1}$ -norm. The main contribution is a robust phase retrieval counterpart to the seminal paper by Candes and Tao on compressed sensing ($\ell _{1}$ regression) [Decoding by linear programming. The analysis depends on a key new property of the coding matrix called the Absolute Range Property (ARP) which is the analogue to the Null Space Property (NSP) in compressed sensing. When the residuals are computed using squared magnitudes, we show that ARP follows from a standard Restricted Isometry Property (RIP). However, when the residuals are computed using absolute magnitudes, a different kind of RIP or growth property is required. Almost perfect nonlinear (APN) functions over fields of characteristic 2 play an important role in cryptography, coding theory and, more generally, mathematics and information theory. In this paper we deduce a new method for constructing APN functions by studying the isotopic equivalence, concept defined for quadratic planar functions in fields of odd characteristic. In particular, we construct a family of quadratic APN functions which provides a new example of an APN mapping over ${\mathbb F}_{2^{9}}$ and includes an example of another APN function $x^{9}+ \mathop {\mathrm {Tr}}\nolimits (x^{3})$ over ${\mathbb F}_{2^{8}}$ , known since 2006 and not classified up to now. Minimal linear codes have significant applications in secret sharing schemes and secure two-party computation. There are several methods to construct linear codes, one of which is based on functions over finite fields. Recently, many construction methods for linear codes from functions have been proposed in the literature. In this paper, we generalize the recent construction methods given by Tang et al. in [IEEE Transactions on Information Theory, 62(3), 1166-1176, 2016] to weakly regular plateaued functions over finite fields of odd characteristic. We first construct three-weight linear codes from weakly regular plateaued functions based on the second generic construction and then determine their weight distributions. We also give a punctured version and subcode of each constructed code. We note that they may be (almost) optimal codes and can be directly employed to obtain (democratic) secret sharing schemes, which have diverse applications in the industry. We next observe that the constructed codes are minimal for almost all cases and finally describe the access structures of the secret sharing schemes based on their dual codes. [ABSTRACT FROM AUTHOR]

Permutation and multipermutation codes in the Ulam metric have been suggested for use in non-volatile memory storage systems such as flash memory devices. In this paper we introduce a new method to calculate permutation ball sizes in the Ulam metric using Young Tableaux and prove the non-existence of non-trivial perfect permutation codes in the Ulam metric. We then extend the study to multipermutations, providing upper and lower bounds on multipermutation Ulam ball sizes and resulting upper and lower bounds on the maximal size of multipermutation codes in the Ulam metric. An involution over finite fields is a permutation polynomial whose inverse is itself. Owing to this property, involutions over finite fields have been widely used in applications, such as cryptography and coding theory. Following the idea by Wang to characterize the involutory behavior of the generalized cyclotomic mappings, this paper gives a more concise criterion for $x^{r}h(x^{s})\in {\mathbb F} _{q}[x]$ being involutions over the finite field ${\mathbb F}_{q}$ , where $r\geq 1$ and $s\,|\, (q-1)$. By using this criterion, we propose a general method to construct involutions of the form $x^{r}h(x^{s})$ over ${\mathbb F}_{q}$ from given involutions over some subgroups of ${\mathbb F}_{q}^{*}$ by solving congruent and linear equations over finite fields. In this paper, we make use of channel symmetry properties to determine the capacity region of three types of two-way networks: 1) two-user memoryless two-way channels (TWCs); 2) two-user TWCs with memory; and 3) three-user multiaccess/degraded broadcast (MA/DB) TWCs. For each network, symmetry conditions under which a Shannon-type random coding inner bound (under independent non-adaptive inputs) is tight are given. For two-user memoryless TWCs, prior results are substantially generalized by viewing a TWC as two interacting state-dependent one-way channels. The capacity of symmetric TWCs with memory, whose outputs are functions of the inputs and independent stationary and ergodic noise processes, is also obtained. Moreover, various channel symmetry properties under which the Shannon-type inner bound is tight are identified for three-user MA/DB TWCs. The results not only enlarge the class of symmetric TWCs whose capacity region can be exactly determined but also imply that interactive adaptive coding, not improving capacity, is unnecessary for such channels. A method is proposed, called channel polarization, to construct code sequences that achieve the symmetric capacity I(W) of any given binary-input discrete memoryless channel (B-DMC) W. The symmetric capacity is the highest rate achievable subject to using the input letters of the channel with equal probability. Channel polarization refers to the fact that it is possible to synthesize, out of N independent copies of a given B-DMC W, a second set of N binary-input channels {WN(i) : 1 ≤ i ≤ N} such that, as N becomes large, the fraction of indices i for which I(WN(i) is near 1 approaches I(W) and the fraction for which I(WN(i) is near 0 approaches 1 - I(W). The polarized channels (WN(i) are well-conditioned for channel coding: one need only send data at rate 1 through those with capacity near 1 and at rate 0 through the remaining. Codes constructed on the basis of this idea are called polar codes. The paper proves that, given any B-DMC W with I(W) > 0 and any target rate R < I(W), there exists a sequence of polar codes {ℭn; n ≥ 1} such that ℭn has block-length N = 2n, rate ≥ R, and probability of block error under successive cancellation decoding bounded as Pe (N, R) ≥ O(N-1/4) independently of the code rate. The notion of tweakable block ciphers was formally introduced by Liskov--Rivest--Wagner at Crypto 2002 (the 2002 Annual International Cryptology Conference). The extension and the first construction, called CMC, of this notion to tweakable enciphering schemes which can handle variable length messages was given by Halevi--Rogaway at Crypto 2003. In this paper, we present HCH, which is a new construction of such a scheme. The construction uses two universal hash computations with a counter mode of encryption in-between. This approach was first proposed by McGrew--Viega to build a scheme called XCB and later used by Wang-Feng-Wu, to obtain a scheme called HCTR. A unique feature of HCH compared to all known tweakable enciphering schemes is that HCH uses a single key, can handle arbitrary length messages, and has a quadratic security bound. An important application of a tweakable enciphering scheme is disk encryption. HCH is well suited for this application. We also describe a variant, which can utilize precomputation and makes one less block cipher call. This paper compares the power divergence statistics of orders α > 1 with the information divergence statistic in the problem of testing the uniformity of a distribution. In this problem, the information divergence statistic is equivalent to the entropy statistic. Extending some previously established results about information diagrams, it is proved that the information divergence statistic in this problem is more efficient in the Bahadur sense than any power divergence statistic of order α > 1. In this paper, we study moments of soft bits of binary-input symmetric-output channels and solve some extremal problems of the moments. We use these results to solve the extremal information combining problem. Further, we extend the information combining problem by adding a constraint on the second moment of soft bits, and find the extremal distributions for this new problem. The results for this extension problem are used to improve the prediction of convergence of the belief propagation decoding of low-density parity-check (LDPC) codes, provided that another extremal problem related to the variable nodes is solved. In this paper, we characterize functions that simulate independent unbiased coin flips from independent coin flips of unknown bias. We call such functions randomizing. Our characterization of randomizing functions enables us to identify the functions that generate the largest average number of fair coin flips from a fixed number of biased coin flips. We show that these optimal functions are efficiently computable. Then we generalize the characterization, and we present a method to simulate an arbitrary rational probability distribution optimally (in terms of the average number of output digits) and efficiently (in terms of computational complexity) from outputs of many-faced dice of unknown distribution. In this paper, we generalize the theorem given by R. M. Wilson about weights modulo pt in linear codes to a divisible code version. Using a similar idea, we give an upper bound for the dimension of a divisible code by some divisibility property of its weight enumerator modulo pe.
