Numbers of citations of outstanding conference papers (OCPs) of IEEE Nuclear and Space Radiation Effects Conferences (NSRECs) from 1966 to 2017 are compared with citations of the most highly cited papers (HCPs) of the corresponding special issues of the IEEE TRANSACTIONS ON NUCLEAR SCIENCE (TNS), as well as average numbers of citations and cumulative $h$ index, $h_{\mathrm {cum}}$ , for all TNS papers published in the same year. 85% of NSREC OCPs are cited at a higher rate than the average for all TNS articles in that year. 55% of NSREC OCP citation totals are higher than $h_{\mathrm {cum}}$ for TNS in that year; these rank among the ~8% most highly cited TNS papers for that year. In ~10% of cases, the NSREC OCP is also the most HCP. Similarly high citation impact is found for papers nominated as candidates for OCPs. Radiation effects papers published in annual NSREC special issues comprise a significant fraction of all TNS articles cited $h_{\mathrm {cum}}$ times or more. These results support the use of $h_{\mathrm {cum}}$ as a metric of citation impact in this work and show that the NSREC OCP process generally meets awards criteria guidelines for impact. This paper updates and complements a previously published evaluation of computational methods for total and partial cross sections, relevant to modeling the photoelectric effect in Monte Carlo particle transport. It examines calculation methods that have become available since the publication of the previous paper, some of which claim improvements over previous calculations; it tests them with statistical methods against the same sample of experimental data collected for the previous evaluation. No statistically significant improvements are observed with respect to the calculation method identified in the previous paper as the state of the art for the intended purpose, encoded in the EPDL97 data library. Schwan, Marty R. Shaneyfelt, Jacques Baggio, Paul E. Dodd, James A. Felix, Veronique Ferlet-Cavrois, Philippe Paillet, Damien Lambert, Fred W Sexton, Gerald L. Hash and Ewart Blackmore, was adjudged the winner of NSREC Awards. The paper talked about the effect of proton energy on single-event latchup in modern-day SRAMs over a wide range of proton energies and temperature. The heavy-ion SEL linear energy transfer thresholds of the SRAMs were measured and compared these to high-energy transport calculations of proton interactions with different materials. It was found that the high-LET nuclear recoils are generated by proton interactions with tungsten. It was concluded that for system applications where latchups cannot be tolerated, SEL hardness assurance testing should be performed at a proton energy at least as high as the highest proton energy present in the system environment.

Although there were several strong candidates, one paper clearly stood out in terms of relative ranking and scoring, and a second paper received evaluations well above those of the remaining papers. Accordingly, it was decided to award a best paper and a meritorious paper for NSREC 2021. This paper present the impact on hardness assurance testing and the enhanced degradation of proton and neutron of the semiconductor device. In this work, it is shown that protons and neutrons can induce enhanced degradation in both trench and planar geometry power MOSFETs. Specifically, large shifts in current-voltage characteristics of some devices were observed at extremely low proton total dose levels (as low as 2 rad(SiO2)). These shifts induced significant increases (more than three orders of magnitude) in device "off" state leakage current. Neutron irradiations show similar degradation at equivalent fluence levels, even though neutrons do not deposit dose due to direct ionization. In addition, this increase in leakage current occurs at a much lower total dose level than expected based on 60Co gamma ray data. These data therefore suggest that the mechanism responsible for the enhanced degradation is a microdose effect associated with secondary particles produced through nuclear interactions between protons and neutrons and the materials in integrated circuits. The secondary particles deposit enough charge in the gate oxide to induce a parasitic drain to source leakage path in the transistor. Although the results are demonstrated for only trench and planar geometry power MOSFETs, microdose effects can impact the radiation response of other integrated circuit types. The article presents two stage reviewing process for the selection of award winning papers for the IEEE Nuclear and Space Radiation Effects Conference. In the first stage each presentation was evaluated and scored by at least five, and usually six, members of the Awards Committee. In the second stage of the conference awards process the manuscripts of the twelve nominated papers were reviewed by all 19 committee members for technical quality, significance, clarity and originality. During the conference each committee member also evaluated all the Data Workshop papers for selection of the Outstanding Data Workshop Presentation Award.

An analysis of publications related to high energy physics computing in refereed journals is presented. The distribution of papers associated to various fields of computing relevant to high energy physics is critically analyzed. The relative publication rate of software papers is evaluated in comparison to other closely related physics disciplines, such as nuclear physics, radiation protection and medical physics, and to hardware publications. The results hint to the fact that, in spite of the significant effort invested in high energy physics computing and its fundamental role in the experiments, this research area is underrepresented in scientific literature; nevertheless the analysis of citations highlights the significant impact of software publications in experimental research. The recipients of the 2003 IEEE Nuclear and Space Radiation Effects Conference Outstanding Paper Award are Dale McMorrow, William Lotshaw, Joseph Melinger, Steve Buchner, Younes Boulghassoul, Lloyd Massengill and Ron Pease for their paper entitled "Three-Dimensional Mapping of Single Event Effects Using Two Photon Absorption." This work describes the application of a new technique, two- photon absorption, to examine single event effects in a semiconductor device. In this work, the technique is developed and an example map is shown for single event transients in an LM124 operational amplifier.
