This paper proposes an optimization model for the joint planning of sectionalizing switches (SSs), including remote-controlled switches (RCSs) and manual switches (MSs), and tie lines among distribution feeders. Considering a flexible installation of SSs and tie lines (i.e., deployment of SSs on both sides of a line and construction of external and internal tie lines on of a feeder), this model is conducive to developing an economic investment scheme while preserving the expected energy not supplied (EENS) reliability criterion. First, the minimum total cost of investment, maintenance and penalty for EENS is chosen as the objective function. Next, a route analysis method is introduced to analyze particular performances of different deployment schemes for RCSs, MSs, external tie lines and internal tie lines. Considering the differences between overhead lines and underground cables, the lower bound of the restoration time of each load is estimated based on optimal restoration strategies in different fault scenarios. Then, the joint planning problem is formulated as a mixed-integer linear programming (MILP) model with the aid of algebraic operations to calculate the global optimal solution. The effectiveness of the proposed model is verified for several cases in a 54-node distribution system. This paper presents a novel procedure for energy management system (EMS) that can utilize the flexibility in transmission networks in a practical way. With the proposed enhanced EMS procedure, the reliability benefits that are provided by corrective transmission switching (CTS) in real-time contingency analysis can be translated into significant cost savings in real-time security-constrained economic dispatch. Simulation results show that the congestion cost with consideration of CTS is largely reduced as CTS can relieve potential post-contingency network violations. The effects of integrating CTS in existing EMS procedure on markets are also analyzed. The flexibility in transmission networks is not fully utilized in existing energy management systems (EMSs). Corrective transmission switching (CTS) is proposed in this two-part paper to enable EMS to take advantage of the flexibility in transmission systems in a practical way. This paper proposes the following two EMS procedures: first, Procedure-A connects real-time security-constrained economic dispatch (RT SCED) with real-time contingency analysis (RTCA), which is consistent with industrial practice; and second, Procedure-B, an enhanced version of Procedure-A, includes CTS in EMS with the proposed concept of branch pseudo limit used in RT SCED. Part-I of this paper presents the methodology, whereas Part-II includes detailed results analysis. It is demonstrated that Procedure-A can effectively eliminate the base case overloads and the potential post-contingency overloads identified by RTCA, and Procedure-B can achieve significant congestion cost reduction with consideration of CTS in RT SCED. This paper studies the optimal transmission switching (OTS) problem for power systems, where certain lines are fixed (uncontrollable) and the remaining ones are controllable via on/off switches. The goal is to identify a topology of the power grid that minimizes the cost of the system operation while satisfying the physical and operational constraints. Most of the existing methods for the problem are based on first converting the OTS into a mixed-integer linear program (MILP) or mixed-integer quadratic program (MIQP), and then iteratively solving a series of its convex relaxations. The performance of these methods depends heavily on the strength of the MILP or MIQP formulations. In this paper, it is shown that finding the strongest variable upper and lower bounds to be used in an MILP or MIQP formulation of the OTS based on the big- $M$ or McCormick inequalities is NP-hard. Furthermore, it is proven that unless $P=NP$ , there is no constant-factor approximation algorithm for constructing these variable bounds. Despite the inherent difficulty of obtaining the strongest bounds in general, a simple bound strengthening method is presented to strengthen the convex relaxation of the problem when there exists a connected spanning subnetwork of the system with fixed lines. With the proposed bound strengthening method, remarkable improvements in the runtime of the mixed-integer solvers and the optimality gaps of the solutions are achieved for medium- and large-scale real-world systems. Sectionalizing a distribution system with distributed energy resources (DERs) into multiple microgrids in the case of power outages has been recognized as a promising solution to restore critical loads. Nevertheless, most existing literatures focus on restoring loads by optimally dispatching distributed generators (DGs), where the controllability on the demand side is usually neglected. Moreover, unbalances in the restored microgrids should be limited in specified levels to prevent DGs from tripping to enhance the operational reliability. To address these issues, this paper proposes a novel method to restore a distribution system into multiple microgrids whilst taking the three-phase demand-side management (T-DSM) into account. The T-DSM exploits optimal phase positions of switchable loads to alleviate the unbalance issue from the demand side, which can be coordinated with network partition and DG dispatching to improve the controllability of microgrids during the restoration process. The problem is formulated as a mixed-integer second-order cone programming (MISOCP) which enables applying the off-the-shelve solvers. To improve computational performance, a multi-timescale strategy is developed to enhance its practicality. Conventional droop control methods for power-sharing in a multi-terminal high voltage DC (MTDC) grid lead to voltage deviation from the nominal value. Moreover, the power-sharing is inaccurate in the droop-controlled MTDC system. This paper proposes a secondary controller with a distributed architecture to compensate the voltage deviation and to achieve equal power sharing automatically among the converter stations. A distributed observer is used to estimate the average voltage of the converter stations. The proposed distributed controller and observer use local measurements of output powers and voltages, and only communicate with neighboring stations. Therefore, the requirement of the global information in the centralized secondary control schemes is eliminated, which reduces the communication requirement and improves the reliability of the MTDC grid. The case studies illustrate that the proposed distributed controller regulates the stations’ average voltage and shares the power mismatch accurately. Impact of the communication time-delays and the control gain on stability of the MTDC grid are also investigated using the Lyapunov-KrasovskiiLMI condition. The integration of volatile distributed energy resources (DERs) brings new challenges for the active distribution network maintenance scheduling (DN-MS). Conventionally, the DN-MS is formulated as a deterministic optimization model without considering the uncertainties of DERs. In this paper, the DN-MS is formulated as a multistage stochastic optimization problem, which is cast as a stochastic mixed-integer nonlinear programming model. It aims to reduce the total maintenance cost constrained by the reliability indices. To capture the operational characteristics of active distribution networks, the uncertainties of DERs and post-outage operation strategies of switching devices are incorporated into the model. In general, this type of model is intractable and mainly solved by heuristic search methods with low efficiency. Recently, Monte-Carlo tree search (MCTS) is emerging as a scalable and promising reinforcement learning approach. We propose a stochastic MCTS solution to this problem. In the tree search procedure, a sample average approximation technique is developed to estimate multistage maintenance costs considering uncertainties. To speed up the MCTS, the complicated constraints of the original problem are transformed to penalty or heuristics functions. This approach can asymptotically approximate the optimum with promising computation efficiency. Numerical test results demonstrate the superiority of the proposed method over benchmark methods. An optimal planning model of the sectional switch and tie line for the distribution network is proposed considering the tradeoff between the system reliability and economy. First, the fault incidence matrices are established for the distribution network, and the explicit analytical expression of the system reliability index is realized by the algebraic operation of the fault incidence matrices and fault parameter vectors. Then, the 0–1 integer quadratically constrained optimization model is established for the sectional switch configuration considering the capacity constraint of the tie line. Finally, the sectional switches and tie lines are optimized jointly to ensure the economic investment and maximize the system reliability. The distribution network in Taiwan Power Company is used to verify the applicability of the proposed optimization method. Compared with the intelligent optimization algorithm, the mathematical programming method in this paper can always find the global optimal switch configuration quickly. In addition, the influence of the tie line capacity constraints on the sectional switch configuration is also considered, which can provide practical reference for the power network planners in the optimization design of the distribution network. System operators are required to serve the load in the most cost-effective way while maintaining the integrity of the system and heeding reliability requirements. In the day-ahead market, operators acquire reserves in an attempt to guarantee N-1 reliability; yet, reserve deliverability is not guaranteed. Prior research has shown that the use of transmission switching, or topology control, may help improve reserve deliverability. In this paper, transmission switching is used as a corrective mechanism to help the system achieve N-1-1 reliability, where not only has the system lost a single element, but also it experiences the loss of a second major element after an adjustment period. In an attempt to preserve N-1-1 reliability, for this paper, a day-ahead unit commitment model that acquires supplementary reserves is solved. The day-ahead market solution is then tested for N-1-1 reliability using contingency analysis models with and without transmission switching. The methodology can be employed at the day-ahead time stage to ensure the system has acquired sufficient supplemental reserves. The results demonstrate that not only can corrective transmission switching be beneficial post-contingency without inhibiting the ability to return to N-1 reliability, but it can also help obtain an N-1-1 reliable solution. This paper formulates a block-layer method for the reliability assessment of distribution systems. The characteristics of the method include: 1) identifying the impact of distribution component reliability on the system and load points using a block-layer structured assessment; 2) incorporating time-dependent failure parameters; and 3) taking account of the topological, seasonal, and meteorological features of the distribution systems under analysis. The proposed method first identifies the three critical parts of the distribution system: main supply, feeder, and secondary substation. It can also include reserve connections and distributed generation. Second, the method frames these parts into the layered structure, each corresponding to the zone of total load curtailment. To verify this reliability technique, this paper simulates distribution feeders assembled in a number of topologies and compares them with the state sampling technique. Data provided by the local utility company are processed to model the equipment and load for the base year. The results show that the proposed method can provide a wide range of partial and system indices. The calculation of standard reliability indices is critical for assessing quality service and guiding the planning and operation of distribution systems. Traditionally, such calculation has relied on the application of analytical methods based on simulation techniques, which preclude the use of exact methodologies when reliability assessment is incorporated into operation and planning models. This shortcoming has been recently addressed by the development of two optimization-based approaches for the analytical reliability assessment of distribution systems. Unfortunately, both methods are either incomplete or computationally expensive as compared with those based on simulation. In order to overcome these issues, this paper presents a novel and efficient algebraic approach to calculate the standard network-dependent reliability indices of distribution systems. As a distinctive feature over previous non-simulation-based methods, no optimization process is involved. Thus, the proposed approach relies on the solution of a set of linear equations for which effective algorithms are available. Several benchmarks including a real-life 1080-node system have been used to demonstrate the computational superiority of the proposed method. During faulty conditions, a sustained and heterogeneous stream of information, coming mainly from field signaling devices and customer calls, arrives at the Distribution Management System. This data should be promptly and systematically processed so that the faulted section can be isolated and service restored to customers as soon as possible. This paper presents a matrix-based framework allowing the status of the distribution grid and associated protection, signaling and switching devices to be compactly modeled and tracked. By means of algebraic expressions, the proposed information management system can infer the existence of a blackout (loss of load) and assist the operator in decision making during the identification and isolation of the affected areas. The proposed framework considers the potential presence of embedded distributed generation. This paper develops an effective model for microgrid optimal scheduling with dynamic network reconfiguration. Network reconfiguration can effectively alter local power flow and thus provide an opportunity to reduce microgrid distribution network losses during grid-connected operation (supporting microgrid economic objectives) and to reduce potential load curtailments during the islanded operation (supporting microgrid reliability objectives). The proposed optimal scheduling model is decomposed into a grid-connected operation master problem and an islanded operation subproblem. A novel and highly accurate dynamic linear power flow model, with the ability of line switching, is developed and included in both problems. The optimal schedule determined in the master problem is assessed to meet the microgrid islanding feasibility in the subproblem. If infeasible, the decision variables are amended using the islanding cuts, which will accordingly revise the network reconfiguration, as well as the schedule of dispatchable units, energy storage, and adjustable loads. Remote-controlled switches (RCSs) play an important role in prompt service restoration of distribution systems (DSs). However, the cost of RCSs and the vast footprint of DSs limit widespread utilization of RCSs. In this paper, we present a new approach to RCS allocation for improving the performance of restoration and optimizing reliability benefits with reasonable RCS cost. Specifically, the optimal number and locations of to-be-upgraded switches can be determined with different objectives: maximizing the reduction of customer interruption cost; maximizing the reduction of system average interruption duration index; or maximizing the amount of loads that can be restored using the upgraded RCSs. We show that these models can actually be formulated as mixed-integer convex programming problems. We further introduce a novel method to equivalently transform and efficiently solve each of them. This paper proposes a method for studying the reliability implications of line switching operations in power systems. Two case studies are conducted on RTS and IEEE 118-bus system to illustrate this method. This method is designed to explore previously overlooked areas in reliability evaluation of line switching operations. Line removal test is proposed to obtain simulation data of the system, and then with risk analysis and impact analysis, six reliability indices are used to evaluate reliability performance of each transmission line in the system. Instead of the traditionally used mean value, this method introduces variance into analysis. Weibull distribution is used to reconstruct distributions of reliability indices which provide worst case scenario comparisons in reliability evaluation. Eventually, with results obtained from the proposed reliability evaluation method, categorization for line switching operations is introduced to classify all transmission lines based on their reliability performance. Implementing automation system in distribution networks needs a huge investment that usually cannot be funded entirely in a short period of time. So distribution companies (DISCOs) should develop long-term plans to equip their network with automation technologies as far as economically justifiable. Aiming to provide a methodology for development such plans, this paper presents a novel multistage planning model for implementing distribution automation system considering all main hardware and software infrastructures. The proposed method optimally determines the type, location, and time in which an equipment or infrastructure must be added to network considering the network capacity expansion plan. The objective function of the planning problem is to maximize the net present value of the DISCO's profit in the planning time horizon. In this method, the optimization problem is solved using the genetic algorithm approach as a promising technique in solving the mixed integer nonlinear programming problems. There is currently a national push to create a smarter grid. Currently, the full control of transmission assets is not built in network optimization models. With more sophisticated modeling of transmission assets, it is possible to better utilize the current infrastructure to improve the social welfare. Co-optimizing the generation with the network topology has been shown to reduce the total dispatch cost. In this paper, we propose the concept of just-in-time transmission. This concept is predicated on the fact that transmission that is a detriment to network efficiency can be kept offline when not needed and, with the proper smart grid/advanced technology, can be switched back into service once there is a disturbance. We determine which lines to have offline based on the optimal transmission switching model previously proposed. A secondary topic of this paper focuses on flowgate bidding. Approved by the Federal Energy Regulatory Commission and implemented within the SPP and NYISO networks, flowgate bidding is defined as allowing a line's flow to exceed its rated capacity for a short period of time for a set penalty, i.e., price. Reserve requirements serve as a proxy for N-1 reliability in the security-constrained unit commitment (SCUC) problem. However, there is no guarantee that the reserve is deliverable for all scenarios (post-contingency states). One cheap way to improve reserve deliverability is to harness the flexibility of the transmission network. Flexible AC transmission system (FACTS) devices are able to significantly improve the transfer capability. However, FACTS utilization is limited today due to the complexities these devices introduce to the DC optimal power flow problem (DCOPF). With a linear objective, the traditional DCOPF is a linear program (LP); when variable impedance based FACTS devices are taken into consideration, the problem becomes a nonlinear program (NLP). A reformulation of the NLP to a mixed integer linear program, for day-ahead corrective operation of FACTS devices, is presented in this paper. Engineering insight is then introduced to further reduce the complexity to an LP. Although optimality is not guaranteed, the simulation studies on the IEEE 118-bus system show that the method finds the globally optimal solution in 98.8% of the cases. Even when the method did not find the optimal solution, it was able to converge to a near-optimal solution, which substantially improved the reliability, very quickly. [ABSTRACT FROM PUBLISHER]

A smart distribution system should restore service to interrupted customers as quickly as possible after an outage. Upgrading manual switches to remote-controlled switches (RCSs) enhances restoration capability. The placement of RCSs should consider both functional and economic requirements. This paper presents a systematic method to determine the set of switches to be upgraded for an existing distribution system. The maximum restoration capability is achieved by upgrading a near-minimum number of manual switches to RCSs. The RCS placement problem is formulated as a weighed set cover (WSC) problem. A greedy algorithm with a polynomial-time computational efficiency is designed to generate a near-optimal solution for the WSC problem. In this paper, a novel solution method is proposed for the optimal topology control problem in AC framework with N-1 reliability. The resultant new topology of the proposed method is guaranteed to yield a better objective function value than the global solution of the problem with the original topology. In order to prove our statement, semi-definite programming relaxation is formulated to find a lower bound to the objective function value of the problem. The proposed method is favorable for parallelization to increase the computational efficiency, and the parallel computing flowchart is presented. Computational time of the algorithm for IEEE test cases is reported. An in-house power market simulator is developed to simulate a market environment complete with optimal topology control mechanism. Simulations held by participating human subjects are analyzed under the subtitles of the total operating cost, real power losses, and locational marginal price (LMP) variance. A simple example is illustrated to show that the resultant network topology may increase the real power losses while still providing a lower operating system cost than that of the original topology. Reliability analysis of power systems has been attracting increasing attention. Regulatory agencies establish reliability standards that, if infringed, result in costly fines for the utility suppliers. A special concern pertains to the distribution networks on which most failures occur. The allocation of switches is a possible strategy to improve reliability, by allowing network reconfiguration to isolate contingencies and restore power to dark areas. This paper proposes an optimization methodology to allocate switches on radially operated distribution networks. The solution framework considers sectionalizing and tie switches of different capacities, with manual or automatic operation schemes. The approach minimizes the costs of allocation and energy not supplied, under reliability and flow capacity constraints. The solution framework is based on memetic algorithm concepts with a structured population. Case studies with a large network and real-world scenarios were used to evaluate the methodology. Telecontrol of distribution switching devices is recognized as a major means for reducing interruption duration after a fault occurrence in modern distribution systems, since it allows one to isolate the faulted sections and to restore the healthy ones as quickly as possible. In order to reduce interruption frequency as well, it is necessary to increase the number of series automatic circuit breakers. Further benefits in terms of service continuity improvement can be obtained by allowing islanded operation of relatively small portions of distribution network (microgrids) in the presence of distributed energy resources in order to supply the local load autonomously during upstream faults. Microgrids are able to provide a coordinated integration of the increasing share of distributed generation (DG) units in the network. The primary control of the DG units is generally performed by droop-based control algorithms that avoid communication. The voltage-based droop (VBD) control is developed for islanded low-voltage microgrids with a high share of renewable energy sources. With VBD control, both dispatchable and less-dispatchable units will contribute in the power sharing and balancing. The priority for power changes is automatically set dependent on the terminal voltages. In this way, the renewables change their output power in more extreme voltage conditions compared to the dispatchable units, hence, only when necessary for the reliability of the network. This facilitates the integration of renewable units and improves the reliability of the network. This paper focusses on modifying the VBD control strategy to enable a smooth transition between the islanded and the grid-connected mode of the microgrid. The VBD control can operate in both modes. Therefore, for islanding, no specific measures are required. To reconnect the microgrid to the utility network, the modified VBD control synchronizes the voltage of a specified DG unit with the utility voltage. This second part of a two-part paper presents the implementation and simulations of a risk-based optimization approach for distribution expansion planning with distributed generation (DG), as described in Part I. The proposed approach is first applied to a test system in order to test convergence of the optimization algorithm and then comparing its numerical results with the ones from the exhaustive method. Later, the expansion planning of a typical Latin American distribution network is assessed and analyzed. For this, two expansion optimizations are performed: one, taking into account traditional expansion alternatives (without DG) and, the other, considering DG as flexible expansion options. Finally, the computational effort is analyzed. Results show that the greatest contribution of DG lies in the flexibility it gives to expansion planning, mainly by deferring network reinforcements. Due to the lack of feeder corridors, the Chinese utility companies frequently choose the technique of putting multiple overhead feeders on a same tower (MFST) to meet the load demand in a heavy load area. In many situations, the distance among the feeders of MFST in an electrical distribution network (EDN) is usually too small to meet the requirements of safety regulation for repairing and maintenance. Therefore, when a fault occurs on a feeder of MFST, the other feeders have to be in a triggered passive outage (TPO) state to assist the repairing of the failed feeder. This paper presents a reliability evaluation algorithm for EDNs containing MFST using the section technique. The definition of TPO and the equivalent TPO rate and TPO duration are also proposed. Based on the TPO parameters and the section technique, the reliability evaluation algorithm containing the MFST can be obtained. Case studies on the modified RBTS-BUS6 and the EDNs of three districts in Dongguan city, China, show that the MFST has a significant impact on the EDN reliability and should be considered in the reliability evaluation.
