This paper addresses optimization problems subject to an objective function's evaluation‐number constraint arbitrarily given in advance. These problems are practical for black‐box objective functions which cost much money and/or time per evaluation because money and/or time constraints are typically applicable in real‐world projects. This paper suggests a new solution strategy that can be used to adapt metaheuristics to evaluation‐number constraints arbitrarily given in advance. The proposed strategy updates the setting parameters of a target metaheuristic algorithm for every generation by solving a fixed small‐size optimization problem related to the evaluation‐number constraint. It has the advantage of being insensitive to the effects of dimensionality increases in principle. The effectiveness of the proposed strategy is confirmed by numerical experiments with two well‐known metaheuristics, i.e., the particle swarm optimization algorithm and the differential evolution algorithm. © 2024 Institute of Electrical Engineer of Japan and Wiley Periodicals LLC. Energy‐efficient train operation (EETO) in high‐speed railways (HSRs) is an extra cost‐effective and flexible means to promote energy‐saving. This paper first examines the energy consumption sources and energy‐saving measures of high‐speed trains (HSTs). Then presents the EETO in HSRs, including three categories: energy‐efficient train control, energy‐efficient train timetabling, and EETO considering train timetabling and driving strategy. Next, the current research status and progress on three aspects of EETO in HSRs, namely optimization algorithm, constraint condition, and oriented scenario, are sorted out. Finally, the research on EETO in HSRs has prospected and proposed directions that can study in depth in the future. By summarizing and reviewing the research on EETO in HSRs, it is hoped to furnish a reference for the railway sector to enhance quality, efficiency, and green, low‐carbon development. © 2022 Institute of Electrical Engineers of Japan. Multiple‐Input‐Multiple‐Output (MIMO) systems are widely used to enhance the system capacity in wireless communications systems. The complexity and the cost for implementing the multiple radio frequency‐chain (RF‐chain) increases proportional to the number of signal streams. Therefore, so‐called load modulating single‐RF MIMO system is one promising technology in the practical aspects. Load modulating single‐RF MIMO can utilize two‐port network for controlling the load and the desired signal can be generate by loading proper set of impedance. In this paper, the optimization method for choosing the two‐port network impedance solution that is robust to the impedance noise is proposed and the simulations are conducted to verify the robustness. © 2023 Institute of Electrical Engineers of Japan. This study evaluates the optimal expansion of the electricity sector of the BBIN (Bangladesh, Bhutan, India, and Nepal) sub‐region with a detailed analysis of unevenly distributed resources and electricity demand, by developing a multi‐regional dynamic power sector optimization model, characterized by 27 nodes, 45 fuel transport lines, and 63 transmission lines in hourly temporal resolution. Scenarios developed in this paper assess the impact of 2 °C Paris agreement on production, transportation, and consumption of indigenous resources like coal and gas, the share of renewables and nuclear in the power generation mix, the utilization of huge untapped hydro resources through an expansion of cross‐border transmission lines. The simulation results show that hydro, wind, nuclear, and PV will be the dominant power sources, thus reducing the current share of coal, under carbon regulation scenario. The requirements of PV exceed its estimated commercially exploitable potential in most of the nodes in the nuclear‐restricted scenario. Expanding cross‐border transmission capacity will be an effective way to exploit untapped hydro resources so that Bangladesh and India can import power from Bhutan and Nepal. Although there is a slight increase in coal demand in the future, capacity expansion of fuel networks is not economical under adopted emission levels. © 2020 Institute of Electrical Engineers of Japan. Recent years have been characterized by marked progress in industrial instrumentation and mechatronics control technology. This year commemorates the fifth publication year of the IEEJ Journal of Industry Applications (emIEEJ J. IA). Additionally, the Mechatronics Control (MEC) technical committee was formed 3 years ago following a separation from the Industrial Instruments and Control (IIC) technical committee in order to further enhance their respective social contributions. The increased activity of both committees also contributed to the progress of the Journal. This paper discusses the recent advances and outlook in the technical field of industrial instrumentation and mechatronics control based on papers published in the IEEJ J. Voltage stability is very important, as without it voltage collapse will occur. There is therefore a need to incorporate the consideration of voltage stability into the optimal power flow (OPF). This paper presents a comparison of the effectiveness of five voltage stability indices (VSIs) when incorporated in an OPF. The improved particle swarm optimization (IPSO) algorithm is used to solve the OPF problem. The five VSIs investigated are the L‐index, fast voltage stability index (FVSI), line stability index (Lmn), online voltage stability index (LVSI), and voltage collapse proximity indicator (VCPI). The effectiveness of each VSI is considered in the terms of the generation cost, emission, transmission loss, and voltage stability. The IEEE standard 14‐, 30‐, 57‐, and 118‐bus test systems are used for the comparison. It is found that considering each voltage stability index as part of the objective function for the OPF provided different values of generation cost, emission, transmission loss, and maximum loadability. The results suggest that FVSI and Lmn provide the minimum generation cost values for all test systems, while VCPI and LVSI provide lower emission values for most systems. VCPI gives the lowest transmission losses for all systems, and the L‐index provides the maximum loadability for most systems. Incorporation of these indices into the OPF can provide the optimal values in different terms, and the most suitable voltage stability index will depend on the situation and size of the system, which needs to be judiciously chosen. © 2018 Institute of Electrical Engineers of Japan. In actual applications of inverse synthetic aperture radar (ISAR), continuous measurements may be impossible or the collection of data during some periods are not valid in a long coherent processing interval (CPI). Hence, it is significant to study the ISAR imaging strategy with a short CPI. Compressive sensing is a recently proposed technique that allows recovering an unknown sparse signal with overwhelming probability from very limited samples. However, the standard compressive sensing framework has been developed for real-valued signals. One disadvantage of this method is that any prior phase information is not exploited, which may improve the reconstruction quality by applying some extra constraints. In this paper, a new strategy for ISAR imaging based on improved compressive sensing is proposed, which transforms the ISAR imaging problem into a joint optimization problem over the representation of the magnitude and phase of the complex-valued scatter coefficient. Because of using phase information in the algorithm, the image quality is improved. Distributed generation (DG) may result in voltage fluctuation by changing line flow and reactive power injection, especially DG that generates power from renewable energy resources. To cope with this problem, this paper proposes an optimization process to optimally regulate the system voltage profile to lie close to the desired values by using the adaptive Tabu search (ATS) algorithm. The system voltages will be regulated by using dispatchable DG and voltage control devices, i.e. voltage regulator and capacitor. Moreover, probabilistic load flow calculation by using Monte Carlo simulation is chosen to evaluate the uncertainty of DG powered by renewable energy resources. The number of switching operations of the voltage regulator and capacitor are also accounted for in the optimization constraints, as excessive frequent switching operations can damage these devices. The optimal sizes and locations of dispatchable DGs and capacitors are considered as the optimization variables. This paper presents an integrated system designed to obtain a high-resolution image via super-resolution image reconstruction by using an observer of a motorized head under control. An advantage of this integration is that the constructed system can algebraically and systematically calculate the registration and motion blur identification, which is quite different from the way in which the conventional methods preprocess captured images. High penetration of renewable energy in the future power system will pose a big problem to the load dispatch operation. The large disturbance and high forecast error must be considered when scheduling a limited number of controllable generators to follow rapid change in load. This paper proposes a dynamic economic load dispatch (DELD) problem approach based on the concept of a feasible operation region (FOR). FOR is defined as the region that committed generators may operate in to match the load profile without violating the ramp-rate constraints. The DELD problem is solved in two stages. In the first stage, FOR of each generator is computed using recent real-time forecasted load as well as renewable energy generation. In the second stage, a generation schedule is determined by solving the DELD problem interval by interval while considering ramp-rate constraints and FOR constraints. The method can gives feasible solution for feasible load and specify the amount of compensation required for feasible solution for infeasible load. © 2013 Institute of Electrical Engineers of Japan.
