This article discusses the proposed open access (OAA) archiving among publishers. This does not require the articles to be published in author-pays OA journals, but simply that published research be made freely available on the Web, whatever publishing route is taken. The stress on OAA has given significant traction to the self-archiving program. Since publishers have historically taken a highly proprietary approach to their business, enforcing OA on them would likely be significant. Not only have they routinely acquired the copyright of papers they publish, but they have also often sought to acquire exclusivity retrospectively too. As researchers began exploring the potential of the Internet, many publishers were initially keen to be involved. Former professor Eberhard Hilf points out that the first response of most publishers to researchers posting and organizing research on the Internet was indifference. For years publishers viewed services like PhysNet and Math-Net as offering no threat. But as publishers began to view the embryonic OA movement as a threat to their traditional print journals, they stopped talking to OA advocates in order to hold on to what they had. Publishers began to migrate their closed model to the new online environment, developing powerful new electronic platforms designed to lock research papers behind a subscription firewall.

Saffo told the audience that there will be more technology in the next few years than there was in the last fifty years. While paper is growing, electronics are growing much faster. Saffo believes that most technological change occurs in three stages, each of which lasts about ten years. In the first stage one realize how uninteresting the new technology is. This yields to a second phase in which inventors attempt to make the technology work in new ways and learn from the attendant failures. In the final stage the invention begins to clarify itself and is finally successfully integrated into daily lives. He predicted that the 1990s will be full of overdue events.

The article presents a report of the 1996 annual conference of the National Federation of Abstracting and Information Services (NFAIS). The conference lived up to its reputation, although the schedule was a bit crowded with about 40 speakers in two and a half days. Taissa Kusman, NFAIS president-elect and the program chair did a terrific job. Dick Kaser, the new executive director, brings an enthusiastic spark to this meeting. He is not just another administrator he knows the information industry and adds much-needed leadership to the organization. The keynote speaker, Bela Hatvany, founder and president of SilverPlatter Information Inc., is one of the better thinkers of the industry. He led the people through the differences between current publishing and cyberspace publishing and brought back to basic thinking about the journal article as the centerpiece of the knowledge-creation process. That process also involves creating maps to the article's information so that it can be found, bought and paid for.

The article reports that Elsevier Science Inc. and OCLC Inc. have signed a memorandum of understanding regarding the electronic distribution of Elsevier journals. Elsevier and OCLC plan to work together under a joint marketing arrangement to make all Elsevier Science titles available electronically. In a pilot project this year, Elsevier's scientific, technical, and medical journals will be made available on a subscription basis to selected test sites. This new service, called Elsevier Electronic Subscriptions, will offer libraries complete electronic editions either in addition to or in lieu of paper journals. At the library's option, the journals can be provided using OCLC's SiteSearch system, which allows building, maintenance, and searching databases locally, and OCLC's Guidon graphical user interface.

The article presents information related to the 15th National Online Meeting (NOM) and 9th Integrated Online Library Systems Conference, held during May 10-12,1994. There seems to be a ground swell of interest in online and CD-ROM, not only among information professionals but also by end users, said Tom Hogan, president of Learned Information Inc. With the amount of press coverage the 1994 meeting received--it shows there is an increased awareness of information services among the public at large. This increased interest in electronic information, on the part of the mainstream business community, as well as from the more traditional users, information professionals, has created a quest for more information about information. The more knowledgeable users become, the more knowledgeable they want to be. In response to this information quest, the NOM conference program has been expanded to accommodate a broader spectrum of electronic information. Naturally the program offered several papers.

The article states that OCLC Online Computer Library Center Inc. has added new options to the FirstSearch Catalog's subscription pricing, including an expanded base package, volume discounts for multiple logon authorizations, and customized database selection in which libraries can subscribe to and pay only for the databases they select. OCLC has expanded the number of databases available in the FirstSearch subscription pricing base package. The base package now includes WorldCat (OCLC Online Union Catalog), Article First, ContentsFirst, MEDLINE, ERIC, and GPO. It will also include ProceedingsFirst and PapersFirst, databases of papers presented at conferences, symposia, and meetings worldwide, when they become available. For purchasers of the base package, the price of a logon decreases as more are added. Libraries may also subscribe to a customized package of FirstSearch databases and pay a per-logon fee plus a per-database fee. The logon fee is a flat rate but the database fee includes volume discounts for 11 or more logon authorizations.

According to the Special Libraries Association (SLA), the United States is at risk of losing its role as an information leader. SLA explained that currently the information function is scattered among dozens of federal government departments and agencies, resulting in a lack of coordination and cooperation. According to SLA, the country needs to create a single independent organization, a National Academy of Information to ensure government and private sector participation in the development and sharing of information technology and resources. The proposed National Academy of Information would help in promoting the use of information in support of national priorities and in monitoring and recommending information policies. According to the SLA, the new academy should be established as an independent, chartered institution similar to the National Academies of Science, Engineering, and Public Administration.

This article reports that the Global Mobility Database has recently become available on STN International and Data-Star in addition to Orbit, ESA-IRS and FIZ Technik. The database, produced by the Society of Automotive Engineers (SAE), provides bibliographic data and abstracts of the authoritative literature on all forms of self-propelled vehicles. Major subjects are design, testing, manufacturing, engines, materials, electronics, safety, fuels, energy, and emissions. The Global Mobility Database provides information on conference proceedings and papers, journals, books, magazines, and news sources from across the world. The news segment of the database is updated daily and the other sources are updated quarterly. The database contains about 70,00 records from 1906 to the present and about 5,000 new records are added each year. While the database is in English, the original documents may also be in German, Japanese, Italian, French, and Korean. SAE provides a document delivery service for, all records, except news, in the database.

This article reports on Disclosure Incorporated's expansion in the number and types of U.S. Securities and Exchange Commission (SEC) filings available in LaserDisclosure, its corporate information workstation. LaserDisclosure is a CD-ROM-based desktop library containing digitized images of thousands of documents filed with the SEC by publicly held corporations. LaserDisclosure subscribers retrieve documents by first entering a company name or ticker symbol; they can then select entire company filings or specific sections and view them on a large, high-resolution screen. Retrieved information can also be printed out on state-of-the-art ion deposition or laser printers. Benefits of the system include rapid document retrieval and minimal storage requirements compared to paper or microfiche document libraries.

Answers.com doesn't compete with search engines such as Google or with reference sites such as Ref-Desk, both of which return links that one has to click through to get information. It is closer to an almanac site such as Infoplease or an encyclopedia site such as Britannica Online. It shines in providing with answers quickly, offering the most important information first and supporting details second. As with an encyclopedia, on shouldn't expect cutting-edge research or the kind of authority one can cite in a scholarly paper.
