Arts development policies increasingly tie funding to the potential of arts organisations to effectively deliver an array of extra-artistic social outcomes. This paper reports on the difficulties of this work in Northern Ireland, where the arts sector, and in particular the so-called 'traditional arts', have been drawn into a politically ambiguous discourse centred on the concepts of 'mutual understanding' and, more recently, 'social capital'. The paper traces the recent history of these policies and the difficulties in evaluating the social outcomes of arts programs. The use of the term 'social capital' in the work of Putnam and Bourdieu is considered. The paper argues, through a rereading of Bourdieu's articulation of the 'forms' of capital and Eagleton's 'ideology of the aesthetic', the concept of social capital can be released from its current neoliberal trappings by imagining a reconnection of the concepts of 'capital' and 'the aesthetic'. Abstract : Social capital has been defined by Robert Putnam in his book Bowling Alone: The Collapse and Revival of American Community as "features of social organizations, such as networks, norms and trust, that facilitate action and co-operation for mutual benefit." Cultural capital, as defined by Pierre Bourdieu, has most often been associated with personal interest in and experience with prestigious cultural resources. According to this definition of cultural capital, familiarity with traditional high-culture forms is a defining characteristic of individuals occupying high status positions within a society. In recent years, cultural policy makers have begun to express a stronger interest in the linkages between these forms of capital. This paper focuses on linkages between personal investments in culture and the propensity to volunteer, using data from the Canadian General Social Survey. It concludes that there are collective benefits from investments in cultural capital and that these benefits make a significant contribution to social cohesion. [ABSTRACT FROM AUTHOR]

This study examines the use of culture in South Korean community development by analyzing four cases of 'Initiative for Creating Culture Communities in Everyday Life' (ICCE) and their development discourses. Effectively mobilized by the state during the period of industrialization and modernization that began in the 1960s, culture has been utilized for social development by the South Korean government since the 2000s. The complex relationship between development and culture in terms of economic and social approaches is reflected in the development discourses of ICCE projects. Indeed, as an alternative to previous economic approaches, these projects show that the government still strongly intervenes in social development through symbolic power. To examine this process, we administered a semi-structured questionnaire and held in-depth interviews with eight members of the government-led ICCE project, including its practitioners, artists, and residents. This study finds that despite its efforts to decrease direct intervention in the development of these societies, government power is strongly exercised in symbolic form through discursive practices. We thus suggest that to prevent a specific participant from unilaterally possessing symbolic power in the development process, the government should create an environment in which various agents can participate in the development discourse. The period that takes in the first term of New Labour in Britain also spans the empowerment of a new elected National Assembly for Wales and the designation of Objective One European structural funds to parts of Wales. Analysis of cultural policy documents from those years finds that the endorsement of an eclectic cultural style as a collective identity for a diverse citizenry is compromised by the implication that it is the Welsh language, rather than diversity itself, that signifies diversity. Scrutiny of proposals for, or assertions about, a “branded” cultural identity reveals inconsistencies between the cultural practices of place-based communities and the opportunistic affiliations that are deployed in the interests of social and economic development in a “new” information economy.
