Formal Western education in Nigeria was initiated by various Christian missionaries in 1842, and they continued to dominate the education system after independence in 1960. In a bid to reshape the education system, the military government centralised education management and outlawed missionary and other private school ownership in the 1970s following a civil war. Focusing on this forceful takeover of schools from religious bodies, this paper discusses how the takeover contributed to shaping the future of the Nigerian education system, including impacts on access and quality education and stakeholders' perceptions of the changes. The paper uses data collected from 2617 individuals who discussed their experiences of the changes as parents, students, teachers, head-teachers, principals, and administrators in the education sector between 1970 and 2003. Findings reveal that the military government's takeover of Christian Missionary schools encouraged parents in Muslim-dominated northern Nigeria to enrol their children in school. At the same time, respondents revealed that the expansion of access negatively affected the quality of education. The perceived impacts of these changes vary across ethno-religious groups, which is a manifestation of the political bargaining strategies adopted by the government. This paper examines the extent and drivers of inequality of opportunity in attaining higher education in Egypt, Jordan, and Tunisia. Abstract: India''s Parliament passed the Right to Education Act in 2009, which entitles all children 6–14 years old to at least eight years of schooling. This paper examines the cost of achieving this right to education, and asks whether India can fill the financing gap that must be filled if the right is to be realized. The paper notes the very considerable increase in central and state government allocation implied by the Act, and finds that there will be difficulties in finding the resources, given the large fiscal deficit occasioned by the global economic crisis. Against a backdrop of some two decades of sustained economic growth in Ghana, this paper argues that there are a series of sustainability challenges related to technical and vocational skills development (TVSD) that need to be addressed. This paper analyses several sustainability dimensions of TVSD related to: promoting the sustainability of education-for-all achievements through expanding post-basic education and TVSD; identifying sustainable financing mechanisms for an expansion of TVSD; promoting and sustaining equitable access; ensuring that expansion in quantity does not lead to a compromise on the achievement and sustainability of quality and relevance issues; promoting the sustainability of TVSD expansion by widening opportunities for lifelong learning; creating an enabling environment for skills utilization through sustainable employment growth. In 1998 the Government of Uganda (GoU) began implementing an ambitious reform programme called the Education Strategic Investment Plan (ESIP) in order to effect Universal Primary Education (UPE). This paper offers a perspective on how the GoU has met the challenge of financing education reform, addressed the need to improve the quality of basic education and increased access and equity while improving efficiency at primary and post-primary levels of education. The development model described in this paper privileges good governance and donor co-operation within a Sector Wide Approach. Important lessons have been learned in Uganda including the need for political commitment to universal primary education within a clear conception of whole sector reform. However, the discourse of SWAPs tends to function primarily in the formal sphere and not at the level of the experience of most teachers, pupils and their families, yet it is at this level that national education policies have to be mediated in practice. Over the last decades, we have witnessed the centrality of demand-side education policies intended to improve access and conditions of schooling for the poor. Among these policies, voucher systems have played a prominent role as a mechanism to enhance choice and competition. Actors advocating for and boosting such policies, such as the World Bank, national governments or private corporations, share a common understanding of the ways in which poor people respond to specific market and policy incentives. This article develops a critique of the assumed instrumental rationality of mainstream policies and programmes that focus on market and policy incentives to influence the educational demands of the poor. In the first part, the article describes the main characteristics of demand-side financing of education policies and provides an interpretation of the instrumental rationality embedded in the theory of change of these policies. In the second part of the article, alternative frameworks to interpret the responses of the poor to market and policy incentives are presented and discussed. • No data about (in-)equalities of access to Higher Education in Sub-Saharan Africa. • Unique data on socio-economic background of students to a graduate programme. • Course is entirely funded because 'there is no access for poor African students'. • Analysis of questionnaire completed on entry shows that students are relatively rich. • Rather sad similarity with situation prevailing in Europe 50 years ago. There have been many studies of the socio-economic background of students in developed countries; but – apart from extensive commentary on the gender gap – far fewer in developing countries. In Africa, this is mostly because the University record systems do not record corresponding data; and because the international standard household surveys such as DHS only ask about educational attainment of household members which of course mainly excludes current students. This paper uses the record systems of the African Institute of Mathematical Sciences (AIMS) and specifically the Pre-Assessment form completed by all students on entry with information about their parental background. The combination of parents not having more than primary education, renting and not owning land identified only between 1 and 3 students a year. Taking the opposite extreme, the percentage of entrants reporting that their parents had a post-Secondary qualification is considerably higher (around 57% on average) than the norm at the time the parents would have been studying (around 7%). These students were certainly not poor, they are upper middle class. Further analysis identifies differences in the patterns for those at Anglophone or Francophone centres; and trends over the last four years. The paper then reviews the trends in inequality in access to higher education in the 'mother' countries – UK and France – from about sixty years ago until recently, to ask whether the social inequalities observed among AIMS students can be seen as 'derived' from those in the mother countries, with a nuanced positive conclusion. This paper examines the extent to which increased access to primary schooling in ten Southern and East African countries between 2000 and 2007 was also accompanied by increased access to actual learning. We develop a measure of access to learning that combines data on education access and learning achievement to measure the proportions of children in the population (including those enrolled and not enrolled) that reach particular thresholds of literacy and numeracy. In all countries there was greater access to learning in 2007 than in 2000. These improvements in access to learning especially benefited girls and children from poor households. Learning is a fundamental human right, the basis of developing human capital and the foundation of human development. Basic skills provide individuals, their families and communities with the foundations needed to participate in society and to achieve better life chances. The shift in focus from mass access to mass learning has drawn attention to the question of who is and is not attaining these skills, and why. Opportunities to learn depend on access to schooling, but also the effectiveness of that schooling. There is considerable evidence of learning inequalities, both across and within countries. However, less is known about whether these patterns of inequality are rooted in variations in school effectiveness. In this paper we use evidence from Young Lives school surveys in Ethiopia, India and Vietnam to consider differences in girls' and boys' learning outcomes and progress and investigate how these patterns relate to school effectiveness. We explore whether girls or boys are 'sorted' into more or less effective schools and whether the same schools are differentially effective for boys and girls. Findings from India are perhaps closest to the 'typical' story that is often heard, in which girls, particularly those in rural areas, have lower attainment and attend less effective schools. In comparison, in Vietnam, girls have higher test scores and attend more effective schools on average, with this pattern driven by the higher performance of girls in rural areas. In Ethiopia, the divide between urban and rural areas is predominant in this context, over and above other areas of inequality including gender. Comparing results from these different areas of analysis and from three very different countries reveals the complexities of understanding how gender relates to educational outcomes. Abstract: This paper considers how the issue of child labour is located in Cambodian education policy debates and how it is affected by the major constraints surrounding the Cambodian education sector. In particular, it asks why Cambodian policy makers have not sought to address the issue explicitly despite its considerable, and adverse, impact on children''s school education. In doing so it first identifies the Cambodian education sector''s passive approach to child labour, leaving it as a problem to be resolved by wider economic development. Secondly, it finds that the major constraints surrounding the education sector, including the issue of its governance, contribute to sustain a wide gap between stated education policies and actual practice, thus further diminishing working children''s chances to benefit from a school education. Abstract: This paper is divided into three complementary parts. First, we examine the challenges to the Universal Primary Education (UPE) policy in Uganda, including insufficient instructional materials and family-level poverty. Second, guided by asset theory, and based on a systematic review of studies on asset-based development programs and interventions, we assess the potential of these programs in addressing the challenges of UPE, and improving access to UPE. Abstract: Despite moves to ‘fast-track’ progress towards universal primary education, few fragile states have been able to access Fast Track Initiative (FTI) funding facilities. Weak systems and capacity have made these countries a high-risk proposition for donor investment. The absence of credible education sector plans has meant that the majority of fragile states are not eligible for endorsement to receive financial resources via the FTI. The analysis presented in this paper suggests that the FTI has struggled to identify suitable channels for resourcing education in these difficult development environments. Importantly, it finds that procedural and governance issues in particular have presented obstacles that have stymied the promotion of wider access to education in fragile states under the FTI umbrella. Abstract: In the last decade the national Sarva Shiksha Abhiyan (SSA) programme has focussed on universaling access to elementary education (Grades I–VIII). Most recently the Right to Education Act provides the legislative framework to guarantee schooling to all children between 6 and 14 years of age. It remains the case however that less than half of all children attend and complete secondary school especially in the Northern states. Under the 11th National Plan Rastriya Madhyamic Shiksha Abhiyan (RMSA) has been launched to increase the numbers entering secondary school. This paper explores some of the key issues in planning and managing the growth in participation that is envisaged so that 75% or more enjoy the benefits of transition to Grades IX and X. The issues include the constraints on expansion that arise from the restricted output of elementary school graduates, the continued exclusion of the poorest and those from disadvantaged groups from progression to Grade VIII, the costs to households and government of universal secondary schooling as currently structured, the limits to growth of private provision, the massive infrastructure needs, and the problems associated with increasing teacher supply and deployment. Policy dialogue around secondary school expansion is a central concern if India is to close the gap between itself and China and other rapidly developing countries in educating most of its population beyond the elementary level. Abstract: The right to education has an established legacy in international agreements and debates, but has nonetheless proved difficult to achieve across the countries of the world. This paper explores why this might be so. It begins by locating the current architecture of rights in Enlightenment philosophy and the political and legal formations of modernity, exploring the paradoxical legacy this brings. It then looks more specifically at the right to education, and why it cannot be assumed that statements of rights deliver what they promise. Finally, it looks at education in South Africa to explore both the limits and the possibilities of using a framework of rights to achieve greater social justice in global times. Abstract: The Millennium Development Goals (MDGs) have shaped much educational target setting by governments and their development partners to the extent that they have focused on just two of the commitments—universal enrolment and completion of primary schooling, and gender equality in primary and secondary school access and achievement. A consequence is that many countries in Sub-Saharan Africa have yet to develop coherent plans for the post-primary sub-sector. Yet without expanded access beyond primary it is unlikely that the MDGs will be achieved. Privileging investment in the enrolment and completion of the last primary child over-investment at post-primary levels may satisfy a rights-based approach to development; it may not be the best strategy to sustain gains in access to educational services or to alleviate poverty through redistribution or growth. Skews in investment unfavourable to post-primary are partly the result of target setting that has been narrowly interpreted and which depends on assumptions that become questionable on close analysis. This paper first summarises the case for reconsidering investment strategies for post-primary education in general, and for secondary schooling in particular. Second, it explores issues related to target setting and target getting in relation to post-primary provision, many of which apply to target setting generally. Finally, concluding remarks draw together the case to reconsider how targets are defined and how they might be used in national planning more productively. [Copyright &y& Elsevier]

Abstract: International consensus on education priorities accords an important place to achieving gender justice in the educational sphere. Both the Dakar ‘Education for All’ goals and the Millennium Development goals emphasise two goals, in this regard. These two goals are distinguished as gender parity goals [achieving equal participation of girls and boys in all forms of education based on their proportion in the relevant age-groups in the population] and gender equality goals [ensuring educational equality between boys and girls]. In turn these have been characterised as quantitative/numerical and qualitative goals respectively. In order to consider progress towards both types of goal, both quantitative and qualitative assessments need to be made of the nature of progress towards gender equality. Achieving gender parity is just one step towards gender equality in and through education. An education system with equal numbers of boys and girls participating, who may progress evenly through the system, may not in fact be based on gender equality. Following Wilson (Human Rights: Promoting gender equality in and through education. Background paper for EFA GMR 2003/4, 2003) a consideration of gender equality in education therefore needs to be understood as the right to education [access and participation], as well as rights within education [gender-aware educational environments, processes, and outcomes], and rights through education [meaningful education outcomes that link education equality with wider processes of gender justice]. • Empathy in a higher education system is a crucial factor in support policies for the integration of refugee students. • The coherence of higher education policy is an essential factor and a catalyst for the convergence of social and cultural values ​​in a host country. • A policy that supports the integration of student refugees in higher education must be directed both upwards, at the central administration, and downwards, at the university institutions. • Real solidarity is not limited to a simple offer of support to show that the system cares, nor is it just about setting out procedures for the integration of refugees into higher education, as a box-ticking exercise. It needs to be followed up with good practices to materialize. • Policies for refugee integration can only be made effective through a process that addresses the psychological and sociological needs of refugees. Since 2015, Germany has followed a welcoming policy for refugees and has made efforts to integrate them in German society through initiatives such as development programs. However, very few refugee students have actually managed to enter German Higher Education (HE) institutions. Using a qualitative methodology, the researcher interviewed Arab refugee students studying in pre-academic and academic degree programs in Germany, to obtain answers to the following two main questions: 1) What are the main challenges that refugee students have experienced on their path to Germany as a host country? 2) What are the challenges that refugee students faced in HE in Germany and how does the German HE system respond to their needs? The findings suggest that, despite Germany's desire to open up access to HE for refugees, the implementation of the policies adopted often sets administrative and social challenges to refugee students along their pathways to German HE institutions. These challenges include rigid access policies and procedures, unwelcoming public discourse and feelings of alienation. Nevertheless, students positively valued the new window of opportunity and universally applicable procedures offered in Germany, although they had not quite provided adequate responses to the refugees' needs. The paper concludes with implications for policy makers wishing to open pathways for refugees to HE in intercultural academic spaces where they can interact and integrate within the academic community in preparation for their full integration into their host society. • This article explores the extent to which COVID-19 is deepening education vulnerabilities in LMICs. • Gender differentials in access to distance education are surprisingly uneven across contexts. • Our findings reveal disadvantages for girls in Bangladesh and Ethiopia, but the reverse in Jordan. • Adolescents with disabilities face greater barriers to all forms of distance education. • Measures to tackle social inequalities are critical to prevent entrenching prior disadvantages. This article explores the social determinants of adolescents' access to education during the COVID-19 pandemic in three diverse urban contexts in Bangladesh, Ethiopia and Jordan. It provides novel empirical data from the Gender and Adolescence: Global Evidence longitudinal study, drawing on phone surveys (4441), qualitative interviews with adolescents aged 12–19 years (500), and key informant interviews conducted between April and October 2020. Findings highlight that the pandemic is compounding pre-existing vulnerabilities to educational disadvantage, and that gender, poverty and disability are intersecting to deepen social inequalities. • One of the first papers to study the impact of the Right to Education Act (in India) on social integration in a classroom. • Students admitted through RTE quota are significantly less likely to cite non-RTE students as their friends (and vice versa). • Although RTE students have lower test scores, those who have a higher share of non-RTE friends score better. • Social segregation and difference in test scores between RTE and Non-RTE is lowest in the central government schools. • Commitment from the school authorities is one of the strongest determinants of the success of the act. Although Affirmative Action policies have been enforced in many countries, their consequences are highly understudied, especially in the context of developing economies. Section 12(1)(c) of the Right to Education (RTE) Act enforced in 2009 is the first attempt to introduce affirmative action in primary schools in India. The act requires all private schools to reserve at least twenty five percent seats for children from economically weaker sections. To understand the effect of the act on i) social integration and ii) academic outcomes, we asked 1500 children (grades one to three) from four schools to answer friendship surveys and short tests in Mathematics and English. The schools in our sample vary considerably in constitution and were intentionally chosen to understand the impact of the act in different school settings. The friendship surveys show strong homophily i.e. non-RTE students cite other non-RTE students as friends, while RTE students chose to be friends primarily with other RTE students. Trends in test scores reveal that students admitted under the RTE quota score significantly lower than non-RTE students. However, RTE students who have a higher share of non-RTE friends have better test scores, suggesting that affirmative action may have a positive influence on learning outcomes for RTE children. Further we note that commitment from the school authorities and systematic monitoring and evaluation of the implementation of the act will go a long way in bringing out some of the benefits that this act was designed to achieve. • After focusing on expanding physical access for last few decades, India is confronting the challenge of 'small' schools and moving toward school closure or rationalisation. But potential impact of such a policy remains under-investigated. • 'Small' schools are situated in villages which are relatively backward compared to the villages in which non- 'small' schools are situated. Students attending 'small' schools have fewer alternatives in that village. • 'Small' schools have higher probability of multi-grade teaching and are less likely to have basic infrastructural facilities. • Learning outcomes of students in 'small' schools are not different than that of students in non- 'small' schools. • School rationalisation is likely to have adverse consequences on children's access to schooling without any gains as far as learning levels are concerned. Alarmed by declining enrolment in government schools and potentially adverse academic, administrative and fiscal consequences associated with it, policy makers in India have initiated experimenting with closure of government schools with low enrolments ('small' schools), an exercise commonly referred to as 'school rationalisation'. However, the impact of this policy on access to schooling and learning remains empirically unexplored. Utilising ASER 2014 data, this paper asks three key questions: (a) what are the characteristics of villages in which 'small' schools are located?, (b) what options would students have if 'small schools' were to be closed, and finally (c) what are the differences in characteristics of 'small' and non-'small' schools? Results indicate that the villages which have 'small' schools are more disadvantaged in terms of essential public services such as all-weather roads leading to village, availability of government health facilities or banks and post offices. Additionally, these villages are less likely to have an alternative to the 'small' school, either government or private. Results also show that 'small schools' are much more likely to have multi-grade teaching. They are less likely to have basic infrastructural facilities. Interestingly, learning levels are unlikely to be different in 'small' schools than non- 'small' schools even after controlling for child, household and village attributes. Thus, the analysis suggests that school rationalisation can potentially have severe consequences on children's access to schools without any meaningful impact on learning levels in a 'business as usual' scenario.
