Fast restoration of critical loads and non-black-start generators can significantly reduce the economic losses caused by power system blackouts. In a parallel power system restoration scenario, the sectionalization of restoration subsystems plays a very important role in determining the pickup of critical loads before synchronization. Most existing research mainly focuses on the startup of non-black-start generators. The restoration of critical loads, especially the loads with cold load characteristics, has not yet been addressed in optimizing the subsystem divisions. As a result, sectionalized restoration subsystems cannot achieve the best coordination between the pickup of loads and the ramping of generators. In order to generate sectionalizing strategies considering the pickup of critical loads in parallel power system restoration scenarios, an optimization model considering power system constraints, the characteristics of the cold load pickup and the features of generator startup is proposed in this paper. A bi-level programming approach is employed to solve the proposed sectionalizing model. In the upper level the optimal sectionalizing problem for the restoration subsystems is addressed, while in the lower level the objective is to minimize the outage durations of critical loads. The proposed sectionalizing model has been validated by the New-England 39-bus system and the IEEE 118-bus system. Further comparisons with some existing methods are carried out as well. The network reconfiguration is an important stage of restoring a power system after a complete blackout or a local outage. Reasonable planning of the network reconfiguration procedure is essential for rapidly restoring the power system concerned. An approach for evaluating the importance of a line is first proposed based on the line contraction concept. Then, the interpretative structural modeling (ISM) is employed to analyze the relationship among the factors having impacts on the network reconfiguration. The security and speediness of restoring generating units are considered with priority, and a method is next proposed to select the generating unit to be restored by maximizing the restoration benefit with both the generation capacity of the restored generating unit and the importance of the line in the restoration path considered. Both the start-up sequence of generating units and the related restoration paths are optimized together in the proposed method, and in this way the shortcomings of separately solving these two issues in the existing methods are avoided. Finally, the New England 10-unit 39-bus power system and the Guangdong power system in South China are employed to demonstrate the basic features of the proposed method. [ABSTRACT FROM AUTHOR]

Abstract: Power system restoration after a large area outage involves many factors, and the procedure is usually very complicated. A decision-making support system could then be developed so as to find the optimal black-start strategy. In order to evaluate candidate black-start strategies, some indices, usually both qualitative and quantitative, are employed. However, it may not be possible to directly synthesize these indices, and different extents of interactions may exist among these indices. In the existing black-start decision-making methods, qualitative and quantitative indices cannot be well synthesized, and the interactions among different indices are not taken into account. The vague set, an extended version of the well-developed fuzzy set, could be employed to deal with decision-making problems with interacting attributes. Given this background, the vague set is first employed in this work to represent the indices for facilitating the comparisons among them. Then, a concept of the vague-valued fuzzy measure is presented, and on that basis a mathematical model for black-start decision-making developed. Compared with the existing methods, the proposed method could deal with the interactions among indices and more reasonably represent the fuzzy information. Finally, an actual power system is served for demonstrating the basic features of the developed model and method. [Copyright &y& Elsevier]

• A novel generator start-up sequence optimization strategy is proposed in this work, taking the integration time of wind-solar hybrid systems into account. • The proposed model requires fewer variables compared with other models, therefore the computational efficiency can be greatly improved. • The confidence gap decision theory based generator start-up sequence strategy is proposed to address the generation uncertainty of wind-solar hybrid systems. • Better generator start-up sequence solutions with higher computational efficiency and less conservatism can be attained by employing the proposed strategy. A reasonable start-up sequence of generators considering renewable energy generation integration can effectively improve the restoration efficiency of the power system concerned. The restoration strategy of generators is time-sensitive, however, the computation procedure of existing methods is not fast enough to meet the requirements of practical applications. In this paper, the generator start-up sequence optimization (GSSO) problem is addressed with the integration of wind-solar hybrid systems (WSSs) considered in bulk power systems. Specifically, a deterministic model for GSSO is formulated to maximize the total generation capability during the restoration procedure, in which fewer auxiliary variables are required to promote the computational efficiency. On this basis, in order to deal with the inherent and significant uncertainties of WSSs, a confidence gap decision theory (CGDT) based approach is proposed combining the advantages of stochastic optimization and the information gap decision theory based method while considering the worst-case realization of unknown probability distributions, so that a chance-constrained robust generator start-up solution is thereby attained. Moreover, the formulated CGDT based model is transformed into a mixed integer linear programming problem. Finally, the IEEE 39-bus power system and a modified version of an actual power system in China are employed to demonstrate the feasibility and efficiency of the proposed method.
