Purpose: The public sector (PS) has extensively utilized information technology (IT); however, research reveals that the failure rate remains high, particularly for national and sectoral IT (NaSIT) applications. To this end, numerous studies have been conducted to gauge the success of IT applications, where a significant number have demonstrated the importance of planning in this regard. Consequently, the current study aims to investigate the factors that influence the success of NaSIT planning and implementation within this sector. Design/methodology/approach: A qualitative methodology and a systematic literature review encompassing papers indexed in seven databases until November 2022 were utilized. Findings: The review of 92 selected papers revealed that the success of NaSIT planning and implementation is influenced by a number of factors divided into nine main categories. These include vision, goals and objectives; alignment; interoperability; infrastructure; involvement; equity and digital divide; privacy, security and trust; administration; and culture. Human, social, economic and organizational factors comprise the vast majority of these factors. By addressing these factors, the failure rate of IT plans can be reduced. Governments will be able to effectively employ this technology to accomplish their missions if these factors are considered in order to decrease the failure rate of IT plans. Originality/value: By examining the factors that influence the success of NaSIT planning and implementation in the PS, this study attempts to provide a comprehensive view of various types of research. Purpose: The purpose of this paper is to review previous research on the effects of continuing public sector management education to systematize existing knowledge, identify gaps in the literature and to point out a need for future research. Design/methodology/approach: The purpose is realized as a systematic literature review using the Scopus and JSTOR databases as well as Google Scholar. A combination of the search words identified in previous research about the topic were used: Effect, outcome, impact and result in a combination with three different types of further adult education within leadership, management and/or administration: Master of Public Administration (MPA), Master of Public Management (MPM) and Master of Public Governance (MPG). The initial search resulted in millions of files. To continue in a manageable way, the first 10 results pages of each search were analyzed according to three categories: Individual level, organizational level and professional level. Findings: Results show a limited number of papers documenting the effects of the education programs. Most papers regard the individual level effects, very few the organizational level and a few more the professional level. Given the low number of studies on the last two levels, these are suggested for future research. Purpose: The aim of this paper is to outline how public managers' reflective thinking capacity is developed through integration of education and practice using a real-life organizational problem as the educational starting point. Managers' reflective thinking capacity becomes important due to an increasing organizational complexity and the growing trend of introducing post-new public management paradigms. Design/methodology/approach: Inspired by Brinkmann's (2012) approach to the inquiry on everyday life materials, semi-structured interviews were conducted with public managers taking a public management program. A phenomenologically inspired content analysis was applied in the process of scrutinizing the findings, subsequently informing the discussion on the development of problem solving through public management education. Findings: The analysis indicates that the managers' pre-understanding of continuing education at the university level, managers' personal objectives, along with a growing experience with and insights into problem-based learning (PBL), appear to facilitate managers' integration of theory and practice. As revealed in this paper, an inquiry that integrates daily organizational practice and theoretical models and terms, as the origin of the personal development module, seems to facilitate managers' reflective thinking and self-reflexivity. Originality/value: This paper illustrates that learning processes facilitated by seminars like the personal development module (PDM) not only facilitates the development of reflective thinking, but managers also seem to develop competencies in self-reflexivity – the latter being an underdeveloped element of Dewey's (1933) notion of reflective thinking. Thus, further theoretical and empirical research is needed to explore the potentials of developing a pragmatically inspired notion that offers an understanding of managers' self-reflexivity. By inquiring about managerial puzzlements through a personal development lens, a self-reflective focus adds to the Dewey-inspired approach to reflective thinking. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this paper is to review previous research on public appointments to systematize existing knowledge, identify gaps and discuss implications for future research in this field. Design/methodology/approach: This paper is based on a systematic literature review, carried out using the Scopus database. We selected academic articles published in journals ranked in the 2018 CABS Academic Journal Guide plus public administration articles in journals classified by Google as falling within the areas of public policy and administration. The papers were analysed according to four categories: geographical area, theoretical framework, research method and organizational setting. Findings: Results show the lack of research regarding areas like Latin America or East Asia; from a theoretical viewpoint, given the lack of explicit theoretical approaches, future research should have more formal and clear theoretical frameworks. Moreover, given the dominance of case study and review/reflection studies, alternative research methods, such as surveys or mixed methods are suggested for future works. Research limitations/implications: We identify a new research agenda to revive the focus on public appointments as a tool for intra- and inter-organizational governance in the public sector. Specifically, we argue that how the process of public appointments is managed has huge democratic implications, and public managers have a key role to play in that respect by designing effective governance systems and organizational procedures. The selection of papers has been limited to articles published in peer- review journals ranked in the 2018 CABS Guide; no distinctions have been made regarding journals' positioning in the ranking. Moreover, this work takes a managerial and organizational approach, while the research on public appointments is clearly interdisciplinary, with previous contributions coming mainly from political scientists. Originality/value: Despite the relevant body of literature on this topic, this study represents the first manuscript to summarize the state of the art of this theme, providing a research agenda on this very relevant but quite neglected issue in public governance.
