Islam is becoming an increasingly prevalent religion in Europe due to large inflows of Muslims over the last few decades. Previous social survey research suggests that the European public is critical of immigration from Muslim countries with concerns relating to integration and security. Using the 7th round of the European Social Survey and linking it to other data sources, this paper examines whether threat hypotheses can explain anti‐Muslim sentiment in Europe. The study finds that opposition to Muslims is significantly higher than opposition to migrants in general, particularly in Eastern and Central Europe. The threat hypothesis is not supported on a country level as counties with higher "stock" of Muslim population and higher number of Islamic terrorist attacks are more welcoming towards further Muslim immigration. Furthermore, the study finds that women are more opposed to Muslim immigration than men. The wider implications of these findings and alternative explanations are discussed. [ABSTRACT FROM AUTHOR]

At a time when the belief in a welfare crisis is being connected to a so‐called "migration crisis", in particular in the United Kingdom, it is important to look at the lived experiences of mobile EU citizens and the influence of transnational social protection practices. The article introduces the concept of a "migration‐welfare corridor" – as opposed to the widespread welfare magnet hypothesis – taking into consideration the role of welfare systems in origin and destination countries at different stages of a migrant's life cycle, the changing nature of the welfare habitus as well as migrants' attitudes towards what can be defined as welfare chauvinism. Looking specifically at the case of Spanish and Polish migrants in the UK who have reacted to this protracted environment of deterrence, particularly in respect to their welfare rights, this paper discusses several dimensions that should be taken into consideration when analyzing transnational social protection practices from below. When migration from the Latin American and Caribbean countries to Europe is studied, a preferential stream can be noted towards southern Europe. There would also appear to have been a remarkable growth in the volume of flows in this direction in recent years. The flows themselves vary: in the case of Spain, nationals from Ecuador, Colombia, Peru and Argentina predominate; Portugal is the recipient of Brazilians; and Italy mainly plays host to nationals from Peru and Ecuador. These flows reveal the importance of various factors: economic push and pull mechanisms; the former presence in the region of Spain and Portugal as erstwhile colonial powers; the earlier waves of emigrants in that direction from Spain, Portugal and Italy; a relatively more favourable social reception; and political initiatives that favour the new sending countries. In other words, economic gaps, former historical links, cultural and linguistic affinities, family ties and diplomatic channels suggest that a special route exists for migrants from Latin America. The topics that will be expanded upon in this paper include the factors explaining recent immigration to southern Europe; the economic incorporation of immigrants; the social framework of flows, including reactions from local populations; and the tentative and multiple policy responses to immigration. Conclusions indicate that the potential for movements from Latin America, resulting from both previous and current links, has proved to be a favourable response to the need for immigrant workers in the case of southern European societies. Despite the familiar path (albeit in the reverse direction), the economic incorporation of immigrants has mainly occurred in the low-ranking jobs, as was the case with other inflows. This stemmed from market needs, state failures and the importance of the family. However, given the numerous links between Latin America and southern Europe, the social and policy responses adopted towards these immigrants seem to have been more beneficial than towards other groups. It is difficult to estimate the size of the irregular migrant population in a specific city or country, and even more difficult to arrive at estimates at the European level. A review of past attempts at European-level estimates reveals that they rely on rough and outdated rules-of-thumb. In this paper, we present our own European level estimates for 2002, 2005, and 2008. We aggregate country-specific information, aiming at approximate comparability by consistent use of minimum and maximum estimates and by adjusting for obvious differences in definition and timescale. While the aggregated estimates are not considered highly reliable, they do -- for the first time -- provide transparency. The provision of more systematic medium quality estimates is shown to be the most promising way for improvement. The presented estimate indicates a minimum of 1.9 million and a maximum of 3.8 million irregular foreign residents in the 27 member states of the European Union (2008). Unlike rules-of-thumb, the aggregated EU estimates indicate a decline in the number of irregular foreign residents between 2002 and 2008. This study attempts to examine why European Union cultural policy does not address the issue of migration of people from non-European countries to Europe with sufficient recognition of the major impact it has on European cultural identity, and what are some of the advantages of doing so. It is important to note that a strong cultural policy common to all members of the European Union does not exist and may be said not to be in the interest of European nation states. Nevertheless, the impact of European Union cultural policy on various aspects of cultural and social life in Europe is growing and is therefore assessed both in terms of its official description as stated by Article 151 of the Treaty of European Union and with regard to the variety of programmes it establishes. The remit and implementation of cultural policy are found to be constricted by various supranational and national issues, and their relation to the impact of migration, while in existence, is limited. Cultural initiatives already being run within the framework of European Union cultural policy and which address issues related to migrant cultures and European citizenry are assessed. This analysis leads to suggestions and recommendations, the aim of which is to foster a greater recognition of the importance of the value of cultural difference due to the influence of migration on European social settings, and to encourage the formulation of European cultural policies that aim at more reciprocity and mutuality. This paper joins a growing number of calls for a change in the perspective of policy-making to reflect the transnational reality of migration and its impact on and contribution to culture in Europe. It does this while at the same time acknowledging the fact that nation states play a largely determining role in the ideation and implementation of European Union cultural policy. This research is based on a theoretical framework that provides the discussion with a foundation from which to assess contemporary models of multiculturalism and integration as well as grapple with the implications of cultural policy on European self-identification and representation. This analysis roots its critical perspective in a close reading of Ziauddin Sardar's propositions of 'mutually assured diversity' and 'transmodernism' which are applied to the context of cultural policy. This paper is based on research carried out through the collection of secondary data, with resources that provide information which is recent and relevant to current issues of migration, social integration and European culture and identity. This paper looks at the migrants' occupational integration process. Two main theoretical perspectives are tested: the first one (assimilation view) claims that in the short-run migrants are penalized, but as they settle in the receiving country they get integrated into the host society; the second one (segmented assimilation view) claims that disadvantages persist in the long-run. EU-LFS and ESS data are described and modelled, in order to compare the labour market performances of migrants in four European old-receiving countries (Germany, France, Great Britain and Sweden) and in two new-receiving countries (Spain and Italy) both in a short-term and in a long-run perspective. We find that a) in the short-run, migrants' labour market condition is worst with respect to the natives; b) this gap decreases with older migrants; c) the ethnic penalty disappears with the second generation, when they achieve a level of education comparable to that of the natives. Why do some immigrants naturalize and others not? While much of the literature emphasizes the importance of country of origin features and individual characteristics, there is surprisingly little systematic research on the relation between citizenship policies in destination countries and citizenship take-up among immigrants. Most research in this field draws on data from single country cases and has limited comparative scope. In this paper we analyze citizenship take-up among first generation immigrants in 16 European countries. We apply an explicit cross-national perspective and argue that immigrant naturalization in Europe is determined not only by country of origin features and individual characteristics, but also by the opportunity structure set by the citizenship laws in the countries of origin and destination. We show that more accessible citizenship policies matter little for immigrants from highly developed countries, particularly those with fewer years of residence, but matter significantly for immigrants from less developed countries. As the composition of immigrant populations and citizenship policies across Europe vary significantly, this comparative design is ideally suited to testing the relative importance of factors related to country of origin, individual background and legal opportunity structure. The key question of this paper is whether social integration, both for minority (migrants) and majority groups (natives) in Western Europe, varies across contexts of exit (ethnic origins) and contexts of reception (Western European countries); and if so, how does religious identity and practice serve to mediate these contextual differences? To investigate this question I draw on the international comparative dataset EURISLAM which includes comparisons between Muslim migrants of ex-Yugoslav, Turkish, Moroccan and Pakistani origin with majority group members of Belgium, Britain, Germany and Switzerland. Social integration is measured through attitudes towards intermarriage across Muslim/non-Muslim lines. As results show, ethnic groups differ in their probabilities to approve of intermarriage. Especially migrants from the former Yugoslavia encounter a significantly lower approval of intermarriage by natives. However, approval of intermarriage is closely tied to religiosity. Once religiosity is controlled for, all migrant groups become significantly more positive about intermarriage than natives. Following theories on in-group favouritism and the homophily principle, we find that religious identity among migrants and practice among both natives and migrants are associated with reluctance to intermarry. Policy makers are advised to take note that contextual differences in perceived social integration of immigrant groups could be confounding other factors, including how differences in religiosity affect social integration. Migrants' significantly higher approval of intermarriage after controlling religiosity implies that policy makers may conceivably have to shift attention from migrants to natives and undertake some action in order to enable a greater intercultural understanding. Existing high levels of temporary migration between Central and Eastern Europe and the European Union (EU) have highlighted a number of concerns relating to the eastern enlargement of the Union. While much of the debate has focused on the destinations, we use Slovakia as a case study to explore economic implications for the countries of origin of highly skilled migrants. First, the paper examines estimates of the scale of“youth brain migration”, comparing survey-based and expert-opinion estimates with our own estimate based on reconciling labour market and educational data. This identifies a substantial loss of graduate workers from the labour force through migration, accounting for a potentially significant proportion of Gross Domestic Product (GDP) growth. Second, we consider whether such migration will constitute“brain drain/overflow” or“brain circulation”: in other words will it be temporary or permanent? In some ways, however, this is a false dichotomy, for there are strong links between initial temporary migration and intended permanent migration, explored here through a survey of the motivations and social networks of returned migrants. Third, we address the ability of national states to intervene to mediate such losses. We generally concur with other commentators on the need for a multi-scalar and multi-functional approach, focusing especially on economic development. However, we are pessimistic about the likely speed of economic convergence and, moreover, argue that initial temporary migration (with implications for permanent migration) will continue to be driven by non-economic goals. Using microdata from the European Union Labour Force Survey (EU‐LFS) and aggregate indicators of labour market institutions, this article compares the job quality of native and non‐native workers across European countries and analyses the impact of the institutional settings on the job quality differential between both groups. The LFS is used to measure a job quality index for the period 2005–2017. We find that some immigrant groups fare worse than natives, the contribution of the "composition effect" to explain this differential is large, and the institutional framework affects the immigration gap in job quality. In particular, some labour market institutions (more centralized wage bargaining, stricter employment protection legislation) tend to be detrimental for immigrants relative to natives, while integration policies seem to work well in reducing these differences. Migration from Latin American and Caribbean (LAC) countries to Europe has increased in great proportions over the last decade. Researchers (principally from southern Europe) have tried to underscore the reasons explaining this phenomenon while also studying different questions related to the presence of these populations such as that of gender, development, or integration. While many of these works have integrated the transnational dimension of contemporary migration, little has been said so far on the capacity of these migrants to develop transnational political ties and what this means for sending and receiving societies. This publication seeks to address this gap by looking at forms of transnational political involvement as they develop among different LAC communities in different parts of Europe. The level of immigrant welfare dependency is the subject of heated debate in the majority of developed countries, which have experienced a significant increase in immigration in recent years. In both Europe and the US, the problem of potential excessive use of social transfers is beginning to bring real policy consequences. This article addresses this issue by presenting a quantitative assessment of welfare receipt in 17 European countries, as well as Yun decomposition of its differences between natives and immigrants. It adds to existing literature by comparing the levels of welfare dependence among EU and non‐EU migrants for individual benefits including and excluding pensions, using recent data from EU‐SILC. Results suggest that immigrants rely on welfare less often than natives, and receive lower benefits when they do. Those conclusions are reversed, however, when old‐age benefits are not considered – especially in the case of non‐EU migrants. [ABSTRACT FROM AUTHOR]

Gambia, the smallest country on the African continent, is one of the largest contributors, per capita, to irregular migrants in Europe. Aspirations to migrate are ingrained culturally, to the extent that they can be understood as a rite of passage. Unfilled rites, associated with involuntary immobility, have led to pervasive frustration and feelings of entrapment, locally referred to as having the nerves syndrome. This article explores the societal and cultural significance of migration in this context, exploring the meanings that this especially has for effective migration management. It provides evidence and context for the deep motives, embedded socially and culturally, for migration as a significant mechanism to maintain status and achievement of adulthood. In view of this, initiatives by foreign and domestic governments and NGOs to work on campaigns and strategies to entice citizens to remain and work at home should be carefully considered. Foreign policies and funds to so‐called empower youth to stay in their home countries may be misleadingly ineffective. The academic literature does not sufficiently address this. Literature researching the drivers of highly skilled migration (HSM) often prioritizes labor market returns to education and downscales the importance of public welfare. This article develops an innovative empirical strategy which allows us to see how a selection of pull factors attracts temporary and long‐term educated migrants in Europe. To do so, we built a unique longitudinal contextual dataset merging information from the European Labor Force Survey (2000‐2014) with selected Eurostat and OECD country indicators. Country‐fixed effect time series allow us to concentrate on cross‐country effects. Our evidence suggests that returns to education attract temporary HSM and long‐term stayers equally. However, it is also shown that public welfare and taxation operate differently for these two groups and do not deter long‐term residents. Our article proposes revisiting the assumption that HSMs are mere income maximizers. As we argue, long‐term HSM may well be attracted by generous welfare setups. [ABSTRACT FROM AUTHOR]

This article explores whether differences in the implementation of nationality laws explain gaps between nationality laws and nationality acquisition across Europe. Previous research confirms that nationality acquisition among the foreign‐born in Western European countries is largely determined by the inclusiveness of nationality policies and the characteristics of the immigrant population. Drawing on recent data on nationality procedures across Europe, this article argues that, regardless of the nationality laws in place, nationality procedures create major obstacles for different types of immigrants. This article uses data from the European Social Survey to conduct multi‐level analysis of nationality acquisition in 17 European countries among long‐settled foreign‐born adult arrivals, controlling for their individual, origin and destination country characteristics. The analysis finds that nationality procedures are as important as nationality laws for nationality acquisition among most immigrants living in Europe today, especially for immigrants who are most likely to benefit and apply: immigrants from developing countries. Since the 1990s young South Europeans have been attracted to London by the dynamic labour market and cultural radiance of the city, but also pushed by unfavourable conditions in the labour markets of their origin countries. Subsequently, the Eurozone crisis, austerity politics and their socio‐political consequences have markedly intensified migration rates. But did they also signify a rupture in terms of the motivations, experiences and aspirations of the migrants? Drawing on in‐depth interviews with Greek, Italian and Spanish migrants of different educational levels, we find that post‐materialist motivations and pro‐migration dispositions prevail among the "crisis‐migrants". Migration is seen and experienced as a step forward, rather than a disruptive force, signalling a positive message in defence of intra‐EU free mobility. Yet at times of neoliberal deregulation and economic and political uncertainty, aspirations for socio‐economic stability and settlement are also of growing importance, questioning mobility as the normative way of contemporary life. With the beginning of the 21st century, there has been an acceleration of migratory flows from Latin America and the Caribbean (LAC) to Europe. As a result, and despite the negative impact of the economic crisis, 4.6 million Latin American and Caribbean immigrants reside in Europe, half of them in Spain. This article analyses the recent evolution of these migratory flows, their territorial distribution, and their demographic profiles according to the 2011 European census data disseminated by a new tool —the Census Hub— implemented by the European Statistical System. The analysis shows the existence of a high LAC immigrant concentration in Spain and in certain European cities, a marked young and feminized demographic profile, a great variety of educational levels and a different insertion in each European labour market, although many LAC immigrants work in low‐skill occupations, being overqualified and underemployed in most of the countries. The article analyses why asylum‐seekers choose Hungary as an entry point to the European Union. Among the Central and Eastern European countries Hungary has been by far the most popular choice for asylum‐seekers between 2002 and 2016, yet surprisingly, it has been neglected by the literature. Using a panel dataset and fixed effects regressions, the article finds that beyond being 'conveniently' located on the Balkans migration route, variables related to Hungary's immigration policy are the most significant determinants of asylum‐seeker choices. The article finds no evidence to support recent claims by the Hungarian government that arrivals to the country are actually economic migrants and not asylum‐seekers; quite the contrary, the results indicate that on average asylum‐seekers entering Hungary are fleeing violent conflict in their countries of origin. This article presents data from a study of Syrian diaspora organizations providing assistance to conflict‐affected Syrians in Europe, the Middle East, and North America. Using interview data from leaders in four Syrian diaspora non‐profit organizations, this article examines the social mechanisms used to ensure accountability within the challenging environments where the organizations operate. We find that Syrian diaspora organizations benefit from informal social accountability mechanisms that derive from individuals' social network ties. Personal, social forms of accountability are particularly valuable to these organizations because these mechanisms help circumvent uncertainty and challenges in the operational environment. These findings reflect an important theme in the extant literature on diaspora philanthropy: diaspora members may have an advantage over other actors because of dense personal networks that make them adept at identifying dependable partners and enforcing agreements even in places where banking and legal systems are fragile. This study examines the relationship between social inclusions of migrant and income inequality. Both positive and negative impacts of social inclusion on income inequality have been observed in the previous literature. This study specifically considers two types of migration flow: migration flow from EU and migration flow from non‐EU. The aim of this article is twofold: 1) is there a strong association between social inclusion of migrants and income inequality, 2) is there any different impact of social inclusion of two types of migrants (EU vs non‐EU)? Using data from 33 mainly European countries over the period 2003‐2015 and controlling for savings rate, arable land rate and age‐dependency ratio, our results indicate that there is a significant negative relationship between social inclusion and income inequality. In particular, we find that social inclusion from non‐EU migrants significantly reduces income inequality compare with EU migrants. [ABSTRACT FROM AUTHOR]

Mainstream migration research examines migrant integration mainly as a function of integration policies in the country of destination, paying relatively little attention to policy frameworks in the country of origin. In this article we introduce the concept of "integration constellations" in order to describe multiple actors and actions involved in migrant integration in Europe. The analysis of such constellations includes policies frameworks produced by countries of destination and by countries of origin along with activities by civil society organizations. Our study encompasses all these actors in examining three empirical cases: Chinese student migration to the UK, Iranian refugees in Sweden, and Ukrainian labour migrants in Poland. These examples illustrate how actions by the states of origin and of destination can either complement or oppose each other. Although we concentrate on just three dimensions of integration (education, labour market and political participation), we point out the multidimensional reality of migrant integration. European debates on immigrant integration focus on employment because of its implications for assimilation. Although studies show that Sub‐Saharan African immigrants are most disadvantaged across Europe, cross‐national analyses do not examine labour force participation (LFP) or control for selection into the labour force before estimating employment, calling these results into question. Furthermore, studies rarely discuss visible minority status or gender making it unclear whether (1) country‐context matters for African LFP and employment and (2) visible minority status matters differently by gender. I use French and Spanish census data to determine whether Sub‐Saharan Africans are most disadvantaged in new and traditional receiving countries. My results indicate that country‐context matters, but previous employment findings likely reflect variation in LFP. Despite smaller penalties to migration characteristics in Spain, Sub‐Saharan African men are the only group significantly less likely to be employed in Spain, indicating that they experience unique barriers to job access. Abstract: This article examines the level of development of integration policies in the European Economic Area and the attempts to compare and standardize them. We discuss national integration models and policies based on the results of the Migrant Integration Policy Index (MIPEX) and OECD/EU indicators of integration. Indicating the possible pitfalls of measuring and comparing integration policies, the results of researches into labour mobility and access to citizenship are examined. This comparative study shows that the indicators of immigrant integration are often at odds with the development level of integration policies, which results in their inadequate implementation in practice. Furthermore, EU countries face different challenges in the enactment of integration policies which spring from diverse (im)migration experiences, the scope of past migrations, and recent migratory flows. This is why integration policies should be re‐indexed, taking into consideration the particularities of (im)migration flows, the size of the immigrant population and other relevant factors. Abstract: Economic literature suggests that economic factors and the availability of amenities act as determinants of migration choices together with socio‐demographic factors. Migration has also been found to be the consequence of political instability. This article argues that specific political events, i.e., democratic elections, may be linked to migration flows. By using European data over the 1999‐2012 time period, our system GMM estimations reveal that there is an emigration political cycle across European democracies and across the young democracies of Central and Eastern European countries. We observe that regular elections tend to diminish emigration ratios, whereas endogenous elections have the opposite effect. This article focuses on gendered discourses in integration policy and the problems immigrants pose in the reproduction of inequalities in a number of European countries. There has been little consideration of how gender categories operate in relation to broader political discourses around the construction of 'us' and 'them' and the constitution of national social and political communities and identities. Yet gender issues have become significant in the backlash against multiculturalism and gender and sexual relations have moved to the centre of debates about the necessity to enforce integration, if not assimilation. The first section outlines recent developments in the immigration-integration nexus in different European states. The second section draws out some of the reasons for the focus on family migration and spouses who are seen as the main importers of the 'backward' practices and with 'doubtful' parenting practices for future generations of citizens. The third section tackles the shift of current debates about integration of migrant women from the periphery, where they were largely invisible or mere appendages of men, to the centre, where they have acquired in the process a heightened, though not necessarily positive, visibility. Too often, representations of migrant women are based on a homogenised image of uneducated and backward migrants as victims of patriarchal cultures, legitimizing in this way the use of immigration controls to reduce the numbers entering and to tackle broader social issues, as has clearly been the case with forced marriages. Furthermore, the more discourses focus on Muslim women and Islam as inimical to European societies, the more the debate becomes culturalised and marginalises the socio-economic dimension of integration and the structural inequalities migrants face. Immigration policies reflect to varying degrees the calibration and stratification of desirable knowledge. The criteria adopted have varied across countries and immigration systems. However, despite the evidence that skilled women migrate more than men, little attention has been paid to the extent to which immigration policies impact differently on women and men and result in gender inequalities, and how the valuation of skills is gendered in its criteria and outcomes. Several European states have developed policies to attract the (highly) skilled in an attempt to make themselves as competitive as possible within a knowledge economy. The key criteria are salaries and educational qualifications which, together with the differential evaluation of skills, produce gender outcomes. This article explores how European policies for the (highly) skilled produce and reinforce inequalities in gendered circulations, not just between women and men, but also in terms of intersectional differences, such as race/nationality and age. This article is based on an exploratory study of Polish 'returned' migrants aided by the Barka Foundation, carried out in 2010 shortly after the men were returned to Poland, during the liminal stage of readjustment and decision-making about whether to remain in Poland, return to the UK or migrate elsewhere. The interviews centred on migrants' assessment of their migration projects; engagement with Barka outreach workers; decision-making processes about returning to Poland; assessment of most pressing needs; evaluation of provided services once they returned to Poland; and plans for the future. Discussions with service providers mirrored these themes to compare the emic or insiders' (migrants) and etic or outsiders' (programme staff's) assessment of the strategies employed to aid Polish 'returned' migrants. This article deals with individual and contextual effects on the religiosity of first and second generation migrants in Europe. Noticing that little attention has been directed towards intergenerational transmission of religion in processes of integration, we argue for an intergenerational perspective on immigrant religiosity. Social integration theory is used to derive the hypothesis that second generation immigrants are less religious than the first generation. Perceived discrimination is introduced in the immigrant-religion research to account for the stress buffering capacities of religion. On the contextual level we expect a positive effect of native religiosity and religious diversity. Three aspects of religiosity are examined: (1) religious affiliation, (2) inner religiosity and (3) praying. We use four waves (2002-2008) of the European Social Survey ( ESS) in a 3-level random intercept multilevel model with 19,567 individuals, 235 regions and 26 countries. Among others, the most interesting results are that (1) second generation immigrants are less religious than their first generation counterparts, (2) perceived discrimination has a positive effect on immigrant religiosity and the effect is greater for the second generation, (3) native religiosity has a positive effect on immigrant religiosity with a greater effect on the second generation as well and (4) the influence on migrant religiosity is more salient at the regional than at the national level. Wild assumptions, estimates and number games are made in regard to irregular migration flows. While the numbers cited are, in fact, often dated and of unclear origin, reports use such numbers to suggest a rise in irregular migration; they also usually assume that irregular entry and, to some extent, overstaying are the only significant pathways into irregularity. To properly account for irregular migration flows, however, both in- and outflows, as well as the complex ways of becoming (or ceasing to be) an 'irregular migrant', have to be included. Thus, apart from irregular migration flows in the narrow sense, like unlawful entry and emigration of persons (unrecorded returns, registered voluntary returns and deportations), other flows - notably status-related inflows (overstaying, withdrawal of residence status, rejection of asylum claims), status-related outflows (regularisation, ex lege changes of the legal status of irregular migrants, etc.) and flows related to vital events (births and deaths), must be considered. The article provides a critical appraisal of available data sources, indicators, estimates and methods to estimate irregular migration flows. In the context of a case study, we then analyse statistics of apprehensions at the EUROPEAN UNION's external borders in Eastern Europe as indicators of geographical flows -- migration flows in the narrow sense -- arguing that despite the many limitations of the available data, the data can nevertheless be used as indicators of certain trends.
