Taking into account the fact that the economic growth of the country it is based on the following three elements are important, as follows: the accumulation of capital, which includes investments in fixed assets and human resources; the increase in population and therefore labour force; the progress of technological; it follows that research and innovation have an important role to play in this way. Therefore, the investment in the technology, the costs of the research and development workforce in the field of research and innovation, the sources of funding available items there are elements that must be considered thus, in order to be able to be determined the elements that lead to the increase of the productivity of scientific research. More investment in research and development leading to the innovation and technological development the innovation and technological development due to the human capital and the accumulation of knowledge. The present study aims to investigate the situation of research development in Romania, thus, in order to be able to be found in order to go to the reduction of the disparities that exist between Romania and the other member states of the E.U. Another aspect that will be explored is bound by the performance indicators of the research, development and innovation, the indicators may provide information with respect to the position of Romania and of the measures that needs to be taken in order to achieve the objectives set out in the framework of the National Strategy for Research, Development and Innovation 2014-2020.
