Massive post-war migrations have posed a fundamental challenge to the nation-states of North-Western Europe. Constructing an ideal-typical model of nation-state membership, this paper begins by specifying the multiply anomalous character of the membership status of immigrants. Next, it seeks to explain the striking and persisting difference in the citizenship status and chances of immigrants in France and Germany. While birth and residence in France automatically transform second-generation immigrants into citizens, birth and residence in Germany have no bearing on citizenship. Vis-à-vis immigrants, the French citizenry is defined expansively, as a territorial community, the German citizenry restrictively, as a community of descent. These diverging definitions of the citizenry embody and express distinctive understandings of nationhood, state-centred and assimilationist in France, ethnocultural and `differentialist' in Germany. Focusing on pivotal moments in the shaping and reshaping of citizenship law -- the 1880s in France, the Wilhelmine era in Germany -- this paper argues that the politics of citizenship vis-à-vis immigrants has been informed by distinctive national self-under-standings, deeply rooted in political and cultural geography and powerfully reinforced at particular historical conjunctures. Chinese migration to the province of British Columbia, Canada, during the late nineteenth and early twentieth centuries occurred in the context of a shortage of labour. Two classes of Chinese migrated to Canada: unfree wage labourers and petit bourgeois traders, merchants and commodity producers. Both classes were the subjects of a process of racialisation to the extent that social significance was attached to patterns of phenotypical variation. But 'white' people of different class backgrounds articulated different racialised representations of the Chinese in Canada. This paper roots these differential processes of radalisation, some of which also entailed an ideology of racism, in the lived experiences and contradictions which different classes of 'white' people in British Columbia faced. It suggests that racism is not a homogeneous ideology which is imposed on the working class by a ruling class, but rather an ideology which comes 'from below' and which is an attempt on the part of class actors to make sense of and interpret the world. This paper provides a critical review of existing studies about bow migration alters women's position in the course of social change. Two major goals are accomplished. First, the conceptual and methodological issues that bear on the assessment of changing gender relations are distilled from the existing literature. Second, for heuristic purposes we delineate three alternative outcomes for migrant women using the distribution-redistribution analytical framework, although we acknowledge the difficulty of distinguishing among them empirically. Finally, we provide a selective review of case studies illustrating alternative outcomes for migrant women in Africa and Latin America. The concluding discussion summarises the major findings in an attempt to distinguish issues that cross-cut social settings from those which are country-specific. [ABSTRACT FROM AUTHOR]

Comparative studies of post-1945 migration into Western Europe, and of the political and ideological responses to migration, have become increasingly common. While these studies demonstrate a number of common processes, their particular mode of expression can differ substantially from one country to another. This requires the development of a theoretical framework which is formulated at a level of generality which can encompass the historical specificity of, and variation between, particular instances, yet which permits a general explanation which is sensitive to that specificity and variation. The framework offered in this paper proposes a comparative analysis of the migration of four analytically distinct categories of person which highlights the role of the state in the reproduction of the imagined community of nation. That role is carried out in the context of a more general process of the regulation of scarcity, in the course of with people are simultaneously included in and excluded from the hierarchy of economic, political and ideological positions in the nation-state. Of special interest is the content of the processes of signification and categorisation that are generated in the inclusionary and exclusionary processes. In the context of the completion, by 1993, of a single European market and of the resulting liberalisation of internal borders, labour migration in Europe is attracting increased attention from policy-makers and social actors in the twelve member states. The present paper is an attempt to analyse and forecast the following major issues relating to migration in Europe after 1992: (i) the evolution and structure of intra-European flows in the forthcoming single European market; (ii) the integration, after 1992, of established immigrant communities, including ethnic minorities and second generation groups; (iii) future immigration from non-EC member states, in relation, inter alia, to the recent coming into play of the Eastern European periphery. The article explains that, in addition to policy-related mutations inherent in the completion of the internal market, other factors (demographic changes and insufficient enrolment of national graduate students in key disciplines) and issues (emergence of atypical groups such as second generation and Eastern European migrants), are due to generate new patterns and modified interests in European labour migration after 1992. This paper is based on an analysis of field work carried out in Trinidad and Tobago. It focuses on the occupational dissatisfaction among nurses in the public health services, which results in a massive exodus of nurses from the government health services to international destinations, particularly in the US. This emigration is enhanced by a change in US migration policy, specifically to facilitate the direction of labour migration. While the migration of nurses from the Caribbean to metropolitan destinations is not a new phenomenon, I argue that the size and direction of this wave of outward migration of female service workers represent new changes in the internationalization of labour in the present period. 'America has a negro problem', the Swedish economist Gunnar Myrdal stated in the introduction to his modern classic An American Dilemma first published in 1944 Half a century later the so called immigrant problem is moving to the top of the political agenda of EU Europe. To speak about a European dilemma in this context means to relate established European values of social solidarity and social responsibility to an increasingly ethnicised and racialised social inequality in European cities How can the dilemma be made transparent? How can we transcend the disjunctures between 'creed' and reality? This paper reviews the factors that have recently elevated the emigration potential of Russia and Eastern Europe. It also assesses that potential in the light of a unique February 1991 survey of 4,269 respondents conducted in Czechoslovakia, Hungary Lithuania Poland and Russia Bearing in mind the volatility of the situation in the region, it is demonstrated that the proportion of adults wishing to emigrate from each of these countries in February 1991 varied from a low of 2 per cent an Lithuania to a high of 13 per cent in Poland. Total emigration potential from the region is estimated to have been between 10.2 and 16.7 million. An analysis of bivariate relationships shows that there were negligible rural-urban and educational differences between potential emigrants and others, while young men who were pessimistic about their country's economic and political prospects tended more than others to desire emigration A multiple regression analysis indicates that age and pessimism concerning democracy are the main factors that were independently associated with desire to emigrate. The main objective of this study was to explore the types and nature of climate induced human displacement and migration, and their socioeconomic consequences in the agro-ecological zones of Bangladesh. The study followed a qualitative research design, where six agro-ecological zones were selected purposively from different parts of Bangladesh. A multi-method data collection method was applied, where the study conducted six participatory rural appraisals (PRAs), eight focus group discussions (FGDs), 24 key informant interviews (KIIs) and 12 in-depth case studies. Data were collected in 2012, and the study used a thematic approach for data analysis. Results showed that the dramatic onset disasters usually caused mass displacement, while the slow onset disasters affected the environment, local ecosystem services and employment opportunities that forced people to undergo routine economic migration at first, followed later by permanent migration. This permanent migration had long-term negative consequences on their livelihoods in terms of poverty, and especially for women, the elderly and those with a disability. It is concluded that while the study focuses on Bangladesh, the implications are international in scope. This article analyzes temporary migration schemes in Canada and Australia. Unlike the bulk of affluent states, both countries eschewed guestworker programs for most of the twentieth century, embracing migrants as permanent settlers and future citizens. Acting within neoliberal templates of government, political officials have recently promoted temporary migration as a mechanism of labor market regulation. While valorized workers are extended opportunities to transition to permanent status, for less-skilled workers state-imposed legal categories and regulations are being employed to attenuate attachment to the receiving society and heighten their flexibility and tractability. This research argues such trends embody and extend transformations concerning the restructuring and globalization of labor markets, the regulatory profile of states, and nature and significance of citizenship. Despite the long presence of migrant communities, Ireland was only transformed to a net-receiving immigration nation in 1996, and is currently experiencing net emigration in the wake of a sharp economic downturn. Debates about immigrant incorporation and educational responses are still at a relatively early stage. This study, which forms part of a larger project, set out to explore the role of schools and curricula in developing citizenship and the conception of Irish identity implicit therein. The article draws on citizenship curricula as well as some textbooks used in citizenship lessons. It argues that the curriculum at primary level emphasizes diversity and active citizenship in a plural society to a greater extent than the curriculum at secondary level. Moreover, there are discrepancies between the progressive rhetoric of policy documents and the content of textbooks and other curriculum material. Several studies in the migration literature have hypothesized that social contacts, in particular contacts with natives, are important for immigrant employment. Empirical work, however, has been inconclusive whether social contacts indeed have a causal effect. This study uses the German Socio-Economic Panel (1984—2004) to estimate the effect of social contacts of male and female immigrants on their employment position. Results show that contacts with family, friends and neighbours and being active as a volunteer have no significant effect on employment for both immigrant men and women. It is also found that having contacts with Germans increases the likelihood of male and female employment. The positive effect of having German contacts remains when social contacts are lagged, when host-country human capital is taken into account and also when unmeasured time-constant characteristics of immigrants are considered. While a multitude of immigration officers enforce the numerous laws and policies regulating the arrival of asylum seekers, their work is often hidden from the public eye and ignored by academic debate, leaving fundamental questions unanswered: Is the migration debate blinded by bureaucracy or oblivious to the complexity of the asylum screening process? This article originates from an ethnographic study, which included over 80 interviews, six months of participant observation and four years of familiarization with the main actors, framed by a triangulation scheme that allowed in-depth exploration of the field from within. The study’s conclusions expose how identifying immigration officers’ subculture is key to understanding asylum controls and to reach beyond the legal shield and the rhetorical concepts of political debate. Based on this empirical research, this article exposes how officers’ criteria for screening individuals are not derived from regulations or laws but their own categorizations, rules and values derived from ambiguous stereotypes nurtured by officers’ experiences and social prejudices.
