This article proposes to present and discuss the role of activist mothers in the Baixada Fluminense region. Knowing the Fluminense territorial context of the rise of lethal violence that elects, mainly, black subjects as victims and also the recurrence of the State's ineffectiveness to solve these cases (Atlas of violence, 2019); (Iser, 2018), mothers' social movements play a central role in the struggle for justice and denunciation of the ongoing black genocide. Bringing to the discussion the concepts of Margin (DAS; POOLE, 2008) and the contributions on periphery presented by (ROLNIK, 2010) seek to trace a relationship between the movement carried out by these mothers, as coming from a reaction/action of the margins, the periphery that they are inserted and the State.
