Economic growth encourages development growth in the Gerbangkertosusila (or can be shortened as GKS) region, which is a challenge for the agricultural sector. The phenomenon of changing the function of paddy fields to developed land because of the high demand for land can threaten the food security of a region. This research will model the trend of land use change and its impact on food security in GKS region in the next 20 years using cellular automata methods and quantitative statistics. Data collection was carried out by literature studies, field observations and interviews through questionnaires to relevant stakeholders. The results of the spatial modeling analysis of the paddy field conversion trend show that there are three regions that have the highest conversion rate of paddy fields in the GKS region, namely Sidoarjo, Gresik and Surabaya City. After further analysis related to food demand projections and rice production projections is carried out, Surabaya and Sidoarjo Regency is currently experiencing a food deficit which could last even in the years ahead. Having this result, the role of several other regencies such as Lamongan and Mojokerto Regency is needed in maintaining food security in the GKS region.

This study focused on assessing the vulnerability of public rental housing (Rusunawa) residents facing the risk of COVID-19 transmission. The level of vulnerability was measured through a Weighted Scoring Method (WSM), which considered various aspects that set Rusunawa apart, such as elderly population, occupancy rate, overcrowding, the number of confirmed positive cases in an area, access to clean water service and jobs vulnerable to the spread of the SARS-CoV-2 virus. Results showed that each of the Rusunawa had different levels of vulnerability, which was categorized into 4 clusters: Most Vulnerable (Dupak Bangunrejo and Siwalankerto), Vulnerable (Wonorejo, Pesapen, Jambangan and Dukuh Menanggal), Slightly Vulnerable (Penjaringansari, Keputih and Bandarejo) and Least Vulnerable (Romokalisari, Gununganyar and Tambak Wedi). Dupak Bangunrejo Rusunawa was identified to be one of the most vulnerable Rusunawa towards COVID-19 transmission in comparison to other Rusunawa due to a high amount of older people, high occupancy rate and population density. In contrast, Siwalankerto Rusunawa was caused due to a higher amount older people in conjunction with its residents working in job sectors vulnerable to the virus and the number of confirmed COVID--19 positive case in its area.

Surabaya City is experiencing rapid development. This rapid development of the city can affect the decline in environmental quality. Carrying capacity and environmental capacity are conceptual units that has a close relationship with ecosystem services. The higher the ecosystem services of a region, the higher the ability of the environment to support human life. This study aims to determine the carrying capacity and environmental capacity of the environment in Surabaya based on the value of its ecosystem services. This study is done by calculating the Ecosystem Services Index (ESI) and the Important Ecosystem Services Index (IESI) in Surabaya from 39 types of ecosystem services. The results show that the type of ecosystem services for dwelling (social space) and ecosystem services for cultivation (business/economic space) have the highest ESI values with 0.693335 and 0.632751 values respectively. Moreover, the type of water regulating, and drought prevention ecosystem services and flood control ecosystem services have the lowest ESI values with 0.400491 and 0.398209 values, respectively. Based on the IESI, Surabaya is in class III or moderate level with 29894.0967 Ha extent or 84.15% of the city’s total area.

Surabaya City is one of the second major cities in Indonesia. The development of Surabaya City is very rapid in various fields. Population density increase is supported by the increasing trend of settlement housing development and industry. It can triggers the danger of fire. In 2017, there were 321 fire incidents in Surabaya City and caused huge losses not only materially but also fatalities. So there needs to be an innovative effort to reduce losses due to fires in Surabaya City. However, there are no clear criteria related to smart response for fire emergency response. This study uses descriptive qualitative research (triangulation analysis) strategy to formulate the criteria for smart response to fire disasters Surabaya City. The research will focus on the formulation of smart response criteria based on the existing literature review. From the results of this study, several criteria will be obtained in the implementation of the smart response to the fire disaster in Surabaya City. In this case the smart response prioritizes the use of the Internet of Things in the process. These smart response criteria set limits on the application of the internet of things which is the core of this smart response concept.

Land Use planning method nowadays has been developed from many perspectives. One of the considered approaches is ecosystem based which is integrating ecosystem services in constructing land use plan scenario. The concept of ecosystem services is strictly linked to changes in land use and land cover, which affect ecosystem services, moreover this determine a decrease in global environmental and biodiversity loss. In this paper we aim to construct an ecosystem services-based industrial suitability map as an input for land use planning. The construction of ecosystem services map process involves expert judgement from stakeholders in order to know which ecosystem services classification should be taken into account in determining spatial allocation for industrial use. Furthermore, the carrying capacity map is constructed based on physical aspects such as morphology, water availability, disaster vulnerability, etc. In the construction process, stakeholders are also asked to give weight to the physical aspects, this is important since the data are then merged using weighted overlay method. The suitability map is resulted from the overlay of carrying capacity map and ecosystem services map in East Java Province scope.

Urban and Regional Planning Department, Institut Teknologi Sepuluh Nopember has experienced small fire incident in Computer Laboratory, in the middle of 2015. This incident is caused by short circuiting and electricity used in high activities. In addition, the buildings have not yet equipped with evacuation paths strategies nor fire protection system. This article aims to describe the contingency plan formulation process of fire incident in campus building concerning the hazard, vulnerability, and risk level of fire. The method used is based on disaster risk management process, included identify the hazard, measure the vulnerability, analyse the risk level of fire, then analyse the assembly point and evacuation routes to formulate the contingency plan. The finding shows that the fire risk level is categorised into high, medium, and low fire risk. Then, based on scoring analysis, we found the best route to assembly point in the Northwest side of the building. The results are then combined with the stakeholders perception consists of Department's managers, employees, head of the laboratory and students to formulate contingency plans as an improvement over a fire preparedness. Contingency plan consists of scenarios, policies and strategies according to the fire prevention sectors.
