This paper is situated within the discussion of mega-urbanization, a particular urbanization process that entails a large-scale agglomeration. In this paper, our focus is on urbanization in Java, Indonesia's most dynamic region. We add to the literature by investigating the change and prediction of the land use/land cover (LULC) of mega-urbanization in Java. This research uses a vector machine approach to support the classification of land cover change dynamics, cellular automata-Markov (CA Markov), and the Klassen typology technique. This paper indicates that major metropolitan areas are still expanding in terms of built-up areas, generating a larger urban agglomeration. However, attention should be also given to the urbanization process outside existing metropolis' boundaries given that more than half of the built-up land coverage in Java is located in non-metropolitan areas. In terms of future direction, the projection results for 2032 show that the Conservative scenario can reduce and slow down the increase in built-up land on the island of Java. On the other hand, the Spatial Plan (RTRW) scenario facilitates a rapid increase in the LULC of built-up land from 2019. In response to the call of the New Urban Agenda—Habitat III for a reinvigoration of long-term and integrated planning towards sustainable urban development, this paper presents an empirical comparative study of planning practices based on the "satellite city" and "new town" concepts in Tokyo and Shanghai to examine from a long-term perspective how well they have guided polycentric urban development at a time of massive population growth. We aim to deliver evidence-based contributions to boost the knowledge transfer between the Global North and the Global South. The paper adopts a multi-dimensional framework for the comparative analysis, including a review of long-term urban development policies and an inspection of the population distribution and extent of built-up areas using time-specific categorizations to map the spatiotemporal changes based on GHSL data. The comparative analysis shows that urban plans in Tokyo and Shanghai based on satellite cities and new towns as steering instruments for polycentric urban growth management have not lived up to the original aspirations. With the advancement of urbanization, the contradiction in the man–land relationship becomes more and more difficult to ignore. Investigation of the change in urban land use, population distribution and its mechanism can provide powerful assistance for urban planning. Since the changes in urban land use and population distribution is a complex process with spatial heterogeneity, the current methods for describing them are still lacking in both interpretability and spatial differences. In this paper, we combine the expansion phenomena of urban land use and population distribution with the heat equation to understand the mechanism. The particle swarm optimization (PSO) algorithm is used to identify the diffusion coefficient to obtain the diffusion law in the city's development. In this way, the diffusion coefficient identified from the data is directly associated with urban changes. The mechanism of changes in urban land use and population distribution can be explained with the diffusion equation and the diffusion coefficient. Our model is first validated on land use and land cover data, followed by further refinement of the spatial differences in the artificial impervious surface data. This paper investigates the effect of four driving forces, including elevation, slope, distance to drainage and distance to major roads, on urban expansion in five Saudi Arabian cities: Riyadh, Jeddah, Makkah, Al-Taif and Eastern Area. The prediction of urban probabilities in the selected cities based on the four driving forces is generated using a logistic regression model for two time periods of urban change in 1985 and 2014. The validation of the model was tested using two approaches. The first approach was a quantitative analysis by using the Relative Operating Characteristic (ROC) method. The second approach was a qualitative analysis in which the probable urban growth maps based on urban changes in 1985 is used to test the performance of the model to predict the probable urban growth after 2014 by comparing the probable maps of 1985 and the actual urban growth of 2014. The results indicate that the prediction model of 2014 provides a reliable and consistent prediction based on the performance of 1985. The analysis of driving forces shows variable effects over time. Variables such as elevation, slope and road distance had significant effects on the selected cities. However, distance to major roads was the factor with the most impact to determine the urban form in all five cites in both 1985 and 2014. [ABSTRACT FROM AUTHOR]

During the period of rapid urbanization, the urban fringe area is the area where urban expansion occurs first, and land use change is the most active. Studying its evolution laws and characteristics is of great significance to urban planning and urban expansion, and the primary task of fringe area research is the spatial recognition and boundary division of urban fringe area. The previous methods for defining urban fringe areas are mainly divided into qualitative division based on experience and quantitative division based on indicators constructing. This research avoids the construction of index systems and the selection of mathematical models and improves the objectivity of the experiment. Based on the existing methods, this research considers the correlation between the difference of industrial distribution within cities and the urban spatial structure and spatial distribution of urban elements and considers the distance decay law of urban density. The urban fringe area in this research is defined as the distinction region of the service and manufacturing industry extending outward from the inside of the city. First, calculate the POI density of service industry and manufacturing industry. Then look for the inflection point where its density value drops sharply and get the isoline of that point. The range within the isoline is that the industry extends outward from the inner city and has reached the saturation state. Two types of industries can determine two isolines, and the belt region between those isolines is the urban fringe area. We use the urban fringe area identified from the impervious surface data to verify the result. The comparative results show that the identification method of urban fringe area based on POI works effectively, and it can successfully identify the multi-center urban core area. Secondary cities are rapidly growing areas in low- and middle-income countries that lack data, planning, and essential services for sustainable development. Their rapid, informal growth patterns mean secondary cities are often data-poor and under-resourced, impacting the ability of governments to target development efforts, respond to emergencies, and design sustainable futures. The United Nations' Sustainable Development Goal (SDG) 11 focuses on inclusive, safe, resilient, and sustainable cities and human settlements. SDG Indicator (SDGI) 11.3.1 calculates the ratio of land consumption rate to population growth rate to enhance inclusive and sustainable urbanization. Our paper compares three cities—Denpasar, Indonesia; Kharkiv, Ukraine; and Mekelle, Ethiopia—that were part of the Secondary Cities (2C) Initiative of the U.S. Department of State, Office of the Geographer and Global Issues to assess SDGI 11.3.1. The 2C Initiative focused on field-based participatory mapping for data generation to assist city planning. Urban form and population data are critical for calculating and visually representing this ratio. We examine the spatial extent of each city to assess land use efficiency (LUE) and track changes in urban form over time. Standardized delimiting of local climate zones (LCZ) will be better applicable to the urban adaptation to climate change when the ecohydrological properties of LCZ units are known. Therefore, the properties of LCZ units based on the methodology of ecohydrological zoning of the urban landscape, which was created in GIS as a basis for planning blue-green infrastructure of cities in the Czech Republic, are presented in the paper. The goal of this study is to compare approaches and results of our own ecohydrological zonation and standardized LCZ delimiting in the city of Pilsen. Both methodological approaches differ in input data, resolution details and parameters used. The results showed that the areas of the individual LCZ classes show different levels of ecohydrological qualities. Internal heterogeneity of LCZ classes demonstrated by variance of ecohydrological parameters' values can be partly explained by different techniques and data sources for delimitation of both zonations, but by different sets of delimitation criteria. The discussion is held on the importance of terrain slope for supplementing the LCZ classification. A case study can be a stimulus for further development of holistic urban zoning methodologies that would take into account both climatological and ecohydrological conditions. [ABSTRACT FROM AUTHOR]

As an important carrier of expanded urban spatial growth, new towns have been a "policy tool" for spatial production in the new era and have received long-term and constant attention from circles such as geography, planning, and economics. National new districts constitute a new regional space for China to implement the national strategy and promote the transformation of urban development mode. They are mutually reinforcing with their mother cities and hinterland provinces. Based on the geodetector method, this paper reveals the key factors driving the development of national new districts by mother cities and hinterland provinces and their interaction effects, which provides a basis for municipal and provincial governments to accurately formulate policies to promote the development of new towns by classification. The study shows that, firstly, there are five types of driving factors, that is, all-round driving factors, scale-increasing factors, expansion and quality-improving factors, expertise driving factors, and non-driving factors. The strength and dimension of the driving factors are characterized by prominent heterogeneity; R&D personnel, export and import trade are the key factors to expand the increment, optimize the inventory, and improve the quality; the overall development driving forces are in the order of innovation > opening > industry > investment > population. Secondly, the pairwise interaction between different factors exhibits two-factor enhancement, and the population shows a nonlinear increase in the driving force of investment, openness, and innovation on a provincial scale. Thirdly, according to the driving force of the factors and the interaction between them, suggestions are put forward based on the development stage and key demands for city and provincial governments to make policies for the development of national new districts, to support the establishment of scientific competition and cooperation between new towns and mother cities or regions, and to build a long-term collaborative development mechanism. Suitability evaluation of urban construction land is critical for both urban master planning and the proper utilization of land resources. Using the Beihu New District of Jining City, China, as a case study, this paper introduces a novel research approach for comprehensive suitability evaluation based on vertical-horizontal processes. First, by considering both the land development potential and ecological constraint resistance, the potential-resistance (PR) model was developed and used to analyze the suitability for urban construction of vertical processes. Then, given the results of the vertical suitability analysis, the current urban built-up areas were selected as the sources of urban expansion, and the minimum cumulative resistance (MCR) model was applied to evaluate the suitability for urban development in terms of horizontal processes. The study area was regionalized into four categories—priority, suitable, restricted, and prohibited areas—which were defined based on the development threshold. The results showed that restricted and prohibited areas for urban construction occupied most of the study area. Totally, 648.51 km2 was categorized as restricted or prohibited, accounting for 12.89% and 54.75% of the total area, respectively. Priority and suitable areas for urban construction covered a total area of 310.37 km2, accounting for 16.55% and 15.81% of the total area, respectively. These areas were mainly distributed around urban centers and urban built-up areas. These findings reflect the substantial potential for future urban development and construction in the study area. The newly developed principles and methods of suitability evaluation for urban construction land presented in this paper provide more appropriate scales and spatial location for urban development and an ecological baseline for future urban growth. The evaluation of urban economies has been one key concern identified by scholars. In the past, most research methods on urban development assessments have been based on statistical data, and the analysis results have been presented in the form of statistical tables. Moreover, the development of urban road networks reflects the status of urban development and spatial metrics, which are obtained from the urban road network which can be used to evaluate the growth of the urban economy. The OpenStreetMap (OSM) is collected through crowdsourcing, and the OSM road network has the characteristics of a simplified and efficient approach to collect data, update data, free available data, etc. Therefore, in this paper, the OSM road network density is used as a spatial metric which is taken as the main study subject, to evaluate the economic development of Chinese cities. In our experiment, results show that there is a significant regression correlation between the OSM road network density and municipal gross domestic product (GDP). For the 85 selected Chinese cities, a total of 71 cities with residuals between −0.1 and 0.1 account for 83.53%, and a total of 79 cities with residuals between −0.2 and 0.2 account for 92.94%. Therefore, it is apparent that the OSM road network density can be used as a spatial metric to evaluate the municipal GDP, and as a result, can be used by local governments and scholars to estimate, evaluate, and forecast the urban economic development of China. Many Chinese cities currently are facing increased urban fire risks particularly at places such as urban villages, high-rise buildings and large warehouses. Using a unique historical fire incident dataset (2002–2013), this paper is intended to explore the urban fire dynamics and its association with urban growth in Nanjing, China, with a geographical information system (GIS)-based spatial analytics and remote sensing (RS) techniques. A new method is proposed to define a range of fire hot spots characterizing different phases of fire incident evolution, which are compared with the urban growth in the same periods. The results suggest that the fire events have been largely concentrated in the city proper and meanwhile expanding towards the suburbs, which has a similar temporal trend to the growth of population and urban land at the city level particularly since 2008. Most intensifying and persistent fire hot spots are found in the central districts, which have limited urban expansion but high population densities. Most new hot spots are located in the suburban districts, which have seen both rapid population growth and urban expansion in recent years. However, the analysis at a finer spatial scale (500 m × 500 m) shows no evidences of an explicit connection between the locations of new fire hot spots and recently developed urban land. Peripheral urban sprawl configures new, extensive conurbations that transcend current administrative boundaries. Land use planning, supported by the analysis of future scenarios, is a guide to achieve sustainability in large metropolitan areas. To understand how urban sprawl is consuming natural and agricultural land, this paper analyzes land use changes in the metropolis of Quito, considering a combination of urban planning, natural conservation and risk areas. Using the Dyna-CLUE model we simulate spatial demands for future land uses by 2050, based on two growth scenarios: the trend scenario (unrestricted growth) and the regulated scenario, which considers two parameters—a government proposal for urban expansion areas and laws that protect natural areas. Both scenarios show how urban expansion consumes agricultural and natural areas. This expansion is backed by urban policies which do not sufficiently account for conservation areas nor for risk areas. Therefore, these simulations suggest that planning should follow a more holistic approach that explicitly considers urban growth beyond current administrative limits, in what we refer to as the New Metropolitan Area of Quito. In the provision of urban residential areas, private land developers play critical roles in nearly all stages of the land development process. Despite their important role little is known about how the spatial decisions of individual developers collectively influence urban growth. This paper employs an agent-based modelling approach to capture the spatial decisions of private land developers in shaping new urban forms. By drawing on microeconomic theory, the model simulates urban growth in the Jakarta Metropolitan Area, Indonesia, under different scenarios that reflect the decision behaviours of different types of developers. Results reveal that larger developers favour sites that are more proximate to the city centre whilst smaller developers prefer sites that are located further away from the city, that drive a more sprawled urban form. Our findings show that new urban areas are generated by different developers through different processes. The profit maximisation behaviour by developers with large capital reserves is more predictable than those with small capital funds. The imbalance in capital holdings by different types of developers interacts with one another to exert adverse impacts on the urban development process. Our study provides supporting evidence highlighting the need for urban policy to regulate urban expansion and achieve more sustainable urban development outcomes in a developing world context. In view of intensified disasters and fatalities caused by natural phenomena and geographical expansion, there is a pressing need for a more effective environment logging for a better management and urban planning. This paper proposes a novel utility computing model (UCM) for structural health monitoring (SHM) that would enable dynamic planning of monitoring systems in an efficient and cost-effective manner in form of a SHM geo-informatics system. The proposed UCM consists of networked SHM systems that send geometrical SHM variables to SHM-UCM gateways. Every gateway is routing the data to SHM-UCM servers running a geo-spatial patch health assessment and prediction algorithm. The inputs of the prediction algorithm are geometrical variables, environmental variables, and payloads. The proposed SHM-UCM is unique in terms of its capability to manage heterogeneous SHM resources. This has been tested in a case study on Qatar University (QU) in Doha Qatar, where it looked at where SHM nodes are distributed along with occupancy density in each building. This information was taken from QU routers and zone calculation models and were then compared to ideal SHM system data.
