The paper, starting from the draft of 73 Rules Museum proposed by Panizzi to the Trustees in March 1839, aims at bringing out Panizzi's underlying design for the new alphabetical catalog of the British Museum. Two temporal perspectives are crossed in contextualizing the process of drafting the rules: one of shorter duration, with a focus on items and actors of a confrontation that became intense between 1834 and 1839; and another, of a wider time span, aimed at reconstructing the conflicts of bibliographic cultures, the lines of tradition and the originality of Panizzi's approach. At the bottom of the draft, there is an intellectual wager: although in the context constraints, to go beyond the boundaries of the English bibliographic traditions of the time by opening up to other bibliographic cultures. The most stimulating perspective comes from Audiffredi's lesson mediated by a principle of exactitude which, if in the most immediate references has roots in the highest peaks of the contemporary French bibliographic culture (Barbier and Querard), draws its sap from the erudite tradition of the Italian eighteenth century (Tiraboschi). The paper discusses whether and what changes were made to this design in the passage from 73 to 91. [ABSTRACT FROM AUTHOR]

- Abstract
For over twenty years public institutions and foundations committed in cultural heritage curation and preservation worked up methodologies, strategies and techniques for long-term digital preservation of digital resources. Thanks to a relevant number of initiatives and services carried on by international institutions and specialized agencies, public and private libraries reached a high level of awareness in this field which requires continuous adaptation due to the constant evolution of publishing industry and the rapid emergence of Open Science. After a quick review of digital preservation milestones, this article looks at some emerging trends and issues which characterize the constant transformation of digital preservation landscape. Dynamic generated digital contents and Open Science to fulfil findability, accessibility, interoperability and reuse (FAIR) of digital assets are engaging new challenges for existing digital preservation services. Digital curation and digital preservation are deeply merged and proceed in parallel to assure long-term usage of digital resources and data. How to select and deploy digital preservation platforms is another complex area where Cloud services can offer the opportunity to reduce the costs of technical infrastructures maintenance and management. Policy and decision making institutional levels need more awareness to draw up digital preservation strategies and to activate services to assure digital contents and data long-term access and reuse. Finally the paper suggests to promote "digital preservation by design" as a new base rule to be applied since the conception of every project and initiative in the cultural heritage, scientific and academic contexts. PHASE transitions , *WORK sharing , *DIGITAL printing , *WEB archives , *ARCHIVES , *WEBSITES - Abstract
In the field of archival publishing, the transition phase in which the relationship between print and digital was in contrast is considered closed and it’s time to move towards a new model of integration. It would be time to start a more mature reflection, in the perspective of imagining a dialectical relationship, not of contrast but capable of overcoming indifference in view of a fruitful integration. For this purpose, this paper provides some ideas and some proposals for work, in the hope that the academic world, Anai and Directorate General Archives will start in collaboration shared work. The paper aims to illustrate how, between the 19th and 20th centuries, the practice of archival inventory was established even in Italian municipalities, in relation to the calls of the Ministry of the Interior, the indications of a developing discipline and professional manuals exemplifying practices and models. Through the use of diagrams, we trace the development of the inventory in the local context, which initially has a patrimonial connotation, but gradually takes on a cultural function. Open peer review (OPR) is a type of review that has long since made space alongside the more well-known single-blind and double-blind peer reviews. Despite this, we still do not have a shared definition by the scientific community and publishers. The purpose of this paper is to offer some reflections on the selection of reviewers in OPR, a process that in its current configuration is traced back to the 19th century. After a brief overview of the best-known definitions of open peer review, the paper continues with an analysis of some aspects of reviewer selection carried out with the help of data from a recent survey. In the last few years, artists' archives have gained a central role in the debate on the nature, treatment and valorization of 20th century and contemporary archives. They are fascinating and precious aggregations, characterized by a plurality of documentary typologies and by specific requirements for their description. Starting from the definition of personal archives, the paper proposes a definition of artists' archives and then attempts to indicate their main characteristics, contents and elements of complexity. Finally, the paper attempts to establish a dialogue between archivists and artists, collectors, gallery owners, critics and curators in order to find common elements and differences in their actions. CONCEPTUAL models , *ENVIRONMENTAL economics , *USER experience , *USER interfaces , *ARCHIVISTS , *ONTOLOGY , *ARCHIVES , *VIRTUE ethics - Abstract
In the nowadays world characterized by complexity, the digital systems for archival and bibliographic description are, especially in Italy, a faithful mirror of too many horizontal (among bodies with national functions) and vertical (among central and peripheral levels) complications. The integration of data sets conceived according to the up-to-date conceptual domain models would simplify the dynamics of representation, improve user experiences, and optimize the environmental costs of computing infrastructures. The concepts to be shared should relate to agents (individual or collective), places, and chronological data, deepening on how to address the more complex issues opened by things. This paper introduces three possible scenarios of semantic cooperation between archivists and librarians, not necessarily alternative: activating a conceptual matching through common entities, relying on a neutral semantic data infrastructure such as Wikidata, or, finally, developing a transversal core ontology. Hoping that disciplinary boundaries will not impede cooperation, two types of impediments must be considered: the organizational one (bottom-up, top-down, or a virtuous synergy between the two organizational models?) and the crucial issue of offering easy-to-use interfaces to end users, not only constituted by software agents. The paper presents an analysis of user tasks in the conceptual models, with an overview of the objectives and functions of the catalogue from Cutter to the International Cataloguing Principles, a critical reflection on user tasks and a proposal for a rethinking of these. The user tasks as presented in the conceptual models present critical aspects, in particular they do not bring out some important aspects concerning the users' motivations for searches and the users' competences. The presentation of some critical aspects of user Ttasks is followed by an initial proposal for a more complex reflection on how users use catalogues to carry out searches of different kinds. DIGITAL transformation , *KNOWLEDGE representation (Information theory) , *INFORMATION & communication technologies , *INFORMATION storage & retrieval systems , *INFORMATION modeling , *CATALOGS - Abstract
Since many years libraries, archives and museums, the institutions entrusted with the dissemination and conservation of cultural heritage, contributed to metada standards definition, meta-dating methodologies and metadata representation in different syntaxes, by partecipating to national projects and international initiatives. Management systems and catalogs used in these contexts borrow from information and telecommunication technology tools, metodoligies and techniques to generate, organize, share and use various types of metadata. But the Information and Communication Technology (ICT) area is not only a supplier of technological tools and solutions as it also constitutes a rich basin in which metadata plays a fundamental role in designing architectures, modeling information systems and implementing services. Through an overview that includes national and European initiatives, especially in the digital transformation process of the public sector, this paper aims to offer a look to metadata beyond the traditional boundary of libraries and other cultural institutions and to underline some relevant aspects such as standardization, sharing, reuse and metadata quality assessment. This framework highlights the need to carry on with the path of cooperation between different functional domains and organizational contexts in order to consolidate and extend the (re)use of metadata schemes, ontologies and controlled vocabularies both in the redesign of digitized processes and in the implementation of services supporting them. By undertaking since design early stages a multidisciplinary approach based on metadata standards can ensure greater flexibility and higher interoperability. This vision requires the enhancement of intersectorial skills that meld metadata methodologies and syntaxes representation basic knowledge with the ability to model functional domains using metadata schemes and ontologies. SEMANTIC Web , *DATA modeling , *PROBLEM solving , *CATALOGING , *UNICORNS , *ONLINE library catalogs - Abstract
The aim of this paper is to study the technological implementation of the emergent bibliographic models (IFLA LRM in particular) taking into account one of the most widespread platforms for the semantic web, namely Wikibase. Different initiatives of implementation of LRM have been taken into account, included: a) a prototype cataloging interface; b)the implementation of the new cataloging system for the Bibliothéque Nationale de France (Bnf); c) a test of use of one of the feature of the Wikibase data model - namely the "qualifier" - to find a sustainable solution for the LRM nomen entity. Wikibase and his data model cannot be considered the magical unicorn that solves all problems. More in-depth analysis and tests are needed, but - as an intermediate result - we can consider Wikibase a promising platform also in the bibliographic field with a low entry barrier. ARCHIVES , *DEFINITIONS , *NEW words - Abstract
This paper aims to give a new definition of the word "Archives" as a result of an accurate survey of doctrinal orientations on this specific subject, analyzing - word by word - each particular lemma which makes up the new proposal. Even though there is no definition that is valid in every context, but archival theory seems to suffer largely from a heterogeneous vision, downstream of a rigorous scientific journey, but dense of conceptual and lexical unexpected contingencies. Each term - with meanings and contexts - does not constitute a simple signifier, but refers to a specific baggage of every disciplinary and cultural tradition. For these reasons, we will attempt to provide an overview of the definitions of archives, from the particular to the general. [ABSTRACT FROM AUTHOR]

The widespread use of social media in people's everyday life has set the basis for big changes in the relationships between individuals, public and private bodies on a global scale. With public administrations willing to adjust their identities to new tools for communication, archival organizations approached to social networks to connect with new users and enhance their heritage. This paper aims to define methods, specificities and limits of the Italian archival institutions' social media policies, opening up to a first comparison with other national strategies, especially with the French one. A special focus has been put on the role of social networks in March and April 2020, when Italian archives faced a two-month lockdown following the health emergency caused by the spread of COVID-19: moved away from the ordinary work, archivists and archival institutes were encouraged to start alternative forms of communication with their users, including a more effective social campaign. LINKED data (Semantic Web) , *SEMANTIC Web , *DIGITAL technology - Abstract
The paper explores the strategies and methods for preserving Linked Open Data (LOD). To this aim it first presents an overview of the main scientific initiatives that have dealt with this topic. Then it describes some digital technologies that may result useful for preserving LOD, providing some insights on their application to LOD. It also provides a concrete example of implementation of the Semantic Web technologies for preserving Linked Data. Finally, it suggests some specific themes and directions that should be further investigated in order to elaborate a comprehensive solution to this problem: the preservation of Linked Open Data cannot be demanded to a single tool or method, it is rather the result of technical, organizational and procedural choices that altogether make up a consistent framework for LOD preservation. INTELLECTUAL freedom , *COLLECTIONS , *MILITARY policy , *SELF-censorship , *LIBRARY associations - Abstract
Intellectual freedom has a continual implementation at library, particularly in collection development. This article first examines intellectual freedom and censorship in some statements of IFLA, of few European library associations and, last, of ALA. The ALA's tools to defend intellectual freedom are then analyzed, focusing in particular, compliant to the specific ALA "manual", on collections development and selection policies and on resources reconsideration procedure, as tools for prevention and defense policies against challenges to intellectual freedom in library. Then this article explains the main types of censorship concerning library collections, including the self-censorship, also called "silent censorship", its characteristics and strategies against it; furthermore this paper deals with a particular type of commercial pressure in the process of selection, with the risk of overlapping collections. Finally, this article exposes the position of Michael Gorman in relation to intellectual freedom, reaffirming again: intellectual freedom is a value also for collections development and selection. - Abstract
The paper aims at proposing some considerations on the evolution of the discipline of archival economy in the transition from 'traditional' to digital archives, focusing in particular on issues related to the use of new prefixes for binary multiples required for correctly estimate the size of digital archives and the capacity of storage systems. In particular, the paper aims at clarifying this particular aspect, which is rarely taken in consideration while it is very important to take it in consideration during the creation of a digital archive. As a consequence, the skills required to archivists who want to deal with digital archives must change and there is the need of a 'new' archival economy which combines the traditional topics with the issues related to the management of digital archives. - Abstract
The article focuses on subject indexing in the National Library Service (Servizio Bibliotecario Nazionale -- SBN), specifically analyzing the historical premises and the diachronic developments that marked its evolution. In particular, it traces the origin and growth of the archive of subjects and classes in the SBN Index (and the collective SBN catalogue) from the founding years of the SBN cooperative bibliographic network up to the most recent transformations coming from the "Evolution of the SBN Index" project. This paper also takes into consideration the observations of the ICCU-BNCF joint working group which worked on the application of the Nuovo soggettario in SBN from 2009 up to 2010 and analyzes the project for implementation of the archive of subjects and classes of the SBN Index (2016-2017). - Abstract
This paper presents the state of the art of the cataloguing description of personal relationships between creators of archival records and people that are related to the life cycle of cultural objects, as highlighted by museums, archives and libraries records (i.e. GLAM, translated in italian MAB). Since people are fundamental access points to the cultural heritage, the representation of relationships between people and corporate bodies in Linked Open Data is of increasing interest. Nonetheless, a shared and comprehensive vocabulary of personal relationships is not available yet. Leveraging on Semantic Web technologies, and ontologies in particular, the aim is to identify existing ontologies that allow to represent relationships in their context (i.e. time, space and events); to map and classify different types of personal relationships; and to provide a formal representation of relationships not available in existing ontologies. As a result, we present an ontology, with a controlled vocabulary, for the representation of the scenario of personal relationships in the cultural heritage domain. [ABSTRACT FROM AUTHOR]

DOCUMENTATION , *ELECTRONIC records , *ELECTRONIC information resources management , *RECORDS management - Abstract
This article is a 'case report' which describes the rationalization experience accomplished on hybrid documentation -- half paper and half electronic -- built up over nearly thirty years in a very unique bank office such as the Historical Archives of Intesa Sanpaolo Group. It comprises not only management documents, common to any administrative organization, but also many cataloguing and internal information files, related to the working team activities. Definitive inventories were not included in the plan, as they are stored in the xDams database. Through the analysis of office-produced electronic documents, the project entailed the review of procedures and workflows, which lead to functions redefinition and a modernization of the office working habits. The description of what happened will therefore be useful to any administrative office. To prepare the basis of this challenging project we scrutinized studies on organization issues and digital resources management. Alongside university textbooks, it was above all important to study working methods already applied elsewhere by reading guidelines, articles, policies and case studies. At that point, work was divided into several phases, which can be summarized in: on-going dialogue with staff members, careful and meticulous analysis of all kind of documents and their application software, the study, selection and retention of duplicate or not definitive documents (such as minutes, drafts, semi-finished studies), the comparison between paper and hybrid archives and their coexistence, and finally the reaching of a new and definitive management system and a related tree network. - Abstract
Accuracy in management and presentation of data is probably the most relevant feature that characterizes libraries catalogues in the wide universe of information available online. This characteristic, which originates from the basic need of organizing knowledge, requires a constant activity of control. Authority control is part of such an activity. This paper examines authority control of personal names, and how it is carried out. The first part shows the international standards and local codes that govern it: these are necessary to understand the activities that create the network of links and references of the data in a catalogue entry. This activity is also influenced by the management information system; the second part of the paper thus examines the Italian Sistema Bibliotecario Nazionale and specifically the library system of the University of Florence, through an analysis of procedures, workflows and monitoring activities. The third part points out the importance of verifying data and access points in databases and in the web itself, in addition to catalogues, in order to manage information in a uniform and shared way. This work aims at showing the topicality of controlling access points to information in order to avoid data proliferation, an event that ultimately produces noise in the activities of information retrieval and data description. It also aims at stressing the importance of promoting correct information in the web within a set of sharing policies pursued by library cooperation systems, also through technologies currently offered by the web itself. - Abstract
The criteria to guide the selection in the varied publishing and commercial landscape of e-books concern many aspects, from platform contents to functionalities, from business models to digital right management. It is not easy to establish the best model among those offered, and information needs change from a library to another. The article examines the elements to take into account before the acquisition and during the monitoring activities, such as title price, use cost, collections' updates. In particular, the paper analyses the parameters that led to the acquisition of some e-book packages of large academic publishers and access data over 12 months. [ABSTRACT FROM AUTHOR]

ELECTRONIC information resources , *ELECTRONIC journals , *RESEARCH libraries , *OPEN data movement , *SCIENTIFIC literature , *DIGITAL preservation - Abstract
There has been a remarkable growth of the use of e-resources, and especially of e-journals by researchers, in every field of studies. Ensuring the accessibility and use by future generations is an important challenge for university and research libraries. The paper is particularly dealing with the problems of digital preservation of relevant scientific documents issued according to the Open access movement. After examining the characteristics of the diffusion and citation impact of Open access papers in scientific literature, the paper highlights the need for all the research libraries to preserve digital contents published in OA, to ensure the access and use for future researchers. The KB e-Depot and DOAJ project for OA digital preservation is taken into consideration, and systems for digital archiving and for cooperative preservation of scholarly journals' contents: PORTICO, the LOCKSS Alliance and CLOCKSS, are presented. ELECTRONIC books , *ACADEMIC libraries , *LIBRARY materials , *MONOGRAPHIC series , *SERIAL publication of books - Abstract
In recent years, the spread of ebooks has grown exponentially. 24/7 availability, portability, the advanced tools offered by platforms make this product particularly interesting for academic libraries, which are in an experimental phase with regard to the selection and acquisition of ebooks. The article analyzes three platforms (EBL, Ebrary, EBSCO), to find out whether an Italian medium-sized university library can buy foreign titles in electronic rather than paper, and under what conditions. It provides information about titles catalog, business model, features available. The cut is practical/experimental, since the comparison among the platforms is based on a set, used as a representative sample, of 150 monographs, published in the last 5 years by different publishers and purchased on paper. - Abstract
This article aims at presenting an overview of the most interesting issues (from the librarians' point of view) happened during the last exercise of the Evaluation of the quality of research (VQR 2011-2014), to which all Italian universities took part. The analysis starts from the direct experience of the author as part of the consultation and assistance service at the University of Florence, both during the evaluation of the quality of research exercise and in the National scientific qualification (ASN). The paper would be helpful to those librarians who, although not involved by their own institutions, are interested in the themes of academic research evaluation and in their consequences for librarians themselves. In particular, issues like double publication data, international IDs and bibliometric results, and copyright are described. [ABSTRACT FROM AUTHOR]

42. Gli archivi online per gli utenti: premesse per un modello di gestione della qualità.

- Abstract
The traditional paradigm of archival mediation had to come to grips with the web environment. If guides, inventories and indexes act as mediation tools between what is inside archives and whoever needs to access them, traditional archival finding aids are not ready to be published on the web, where users are basically free from any mediation. The starting point for rethinking the archival mediation paradigm could be the principle that "output is not input" (Sheir 2005), and the compliance to current archival standards is a necessary condition, but not sufficient to guarantee the usability of archives online. Rarely archival projects organize specific user studies to finalize language, interfaces and architectures of the new environments. The paper aims to propose some first elements to guide the drawing of a new model, built to ensure quality to archives online in terms of user needs, experience and satisfaction, and presents the case study of evaluation of a huge archival portal based on a user-centred approach, during the formative phase. - Abstract
This paper conjectures that standard archival descriptions are no longer efficient in order to answer to society needs, mainly in an intercultural perspective. After a brief evaluation of the peculiarities of cultural heritage different domain languages, the specific issues of archival descriptions are discussed, seeking the possible strategies - technological as well as cultural - valid to open to an integration of descriptive languages. A particular focus is proposed on RDA, an approach which shows to be the best candidate to harmonize the separate descriptions typical of archival domain and activating the potential informative integrations with any limitation of information environments and single content quality. - Abstract
As is known, the creation of academic journals in a digital environment, as well as their transformation from print to online, is constantly growing. This trend is in its maturity thanks to the spread of journal management and publishing softwares. Open Journal System by the Public Knowledge Project is one of the most widespread software for this purpose, with over 7,000 new International journals using it in 2013. The aim of this paper is to analyze OJS functionalities and to verify their application on two Italian academic journals as case-study. These are two publishing projects belonging different disciplines: Annals of Geophysics has a long tradition in the geophysics; Between, started in 2009, collects contributions on theory and history of comparative literature. The research finds its basis in the analysis of applications and online platforms examined, combined with interviews to John Willinsky - PKP Director, and to the journal managers. From this observation point, moreover, the tangible relationship between software architecture and planning and academic publishing projects comes out. In the end, this investigation helps to define OJS cultural and political role. [ABSTRACT FROM AUTHOR]

- Abstract
The paper proposes a sample survey to discover and to point out the state of Documentation Centres of Italian Chambers of Commerce, which are very different one from each other, even if they belong to the same institutional framework. The differences consist in the territory and in the context in which they are grafted, in the entity and in the use of financial resources, in the objectives that are marginally related to economic and commercial aspects. Through the analysis of services and resources, this contribution highlights the characteristics of the libraries in this bibliographic area on one side, and identifies the strengths and common problems of the documentation reality in corporate bodies and companies on the other. - Abstract
The paper explains the standpoint of a regional public custodian, the "Polo archivistico dell'Emilia-Romagna" (ParER), engaged in the long-term preservation of electronic medical records. This perspective points out that this documentary domain, which is characterized by a mature use of information technology that goes under the name of e-Health, represents a broad front of challenges and issues. The analysis focuses on the various aspects of the dynamism that distinguishes the steps of creation, handling, maintenance of electronic medical records, in contrast with the stability that is peculiar of the long-term preservation. The analysis highlights that the electronic medical records renew the traditional relationship among context, metadata, documentary form. But above all it is worthy of note that electronic medical records urge the "Polo archivistico" to adopt a custodial perspective not inward-looking, but that is able to give preserved digital archives back their nature of "social construction". - Abstract
This article deals with the introduction, the management and the use of the videogames in the library services. The reasons for reassessing the videogame medium in cultural institutions have been examined, along with the features of its language and its possible applications (circulation, gaming...). Manuals on the specific management of the game in the library, from circulation to gaming in library have been taken into account during the writing of this paper, as well as essays and articles on videogames (on blogs and online newspapers). The debate with librarians who have experience in these services have also led to a detailed analysis of the current reality, both in Italy and abroad. The introduction of videogames can causes some preservation, space, provisions, cataloging issues. There is still little attention to the cultural value of videogames, especially in Italy, but libraries starting similar are growing, as well as the interest on this topic by other institutions, although Italy is still lagging behind other nations. In the paper, Bibliography as a discipline is examined as a form and a tool for understanding knowledge built by society. While outlining the main characteristics of an historia literaria for each indexed text, Bibliography selects writing in order to delineate the fundamental appearance of a certain period of time. These peculiarities are faraway from creating the false identity that social networks and the Internet offer to many users in present times, causing to them an overload of communication instead of information. - Abstract
This paper presents a reflection on some topics related to the semantic modeling of cultural heritage description. In particular, the authors move from some ontologies as developed in - and for - the archival domain. The purpose of this approach is double: to understand, from the one hand, the role of the archival conceptual metodology for the cultural heritage enhancement; from the other, to propose a model to let heterogeneous disciplines able to dialogue in a shared semantic perspective. We adopt a triple level vision: 1. the importance of the documentary unit as a primary full text source, 2. the possibility to integrate models from potentially different research environments and domain, 3. the relevance of agents' roles and functions as an exploratory approach to the meaning of documents. In particular we reflect on the concept of 'creator' - the agent - as a key to manage multiple relationships (between people and between people and resources) in a provenance-oriented perspective. We finally discuss about an ontology that formally describes our vision: PRoles (Political Roles Ontology). [ABSTRACT FROM AUTHOR]
