Across the globe, the expansion of large‐scale commodity agriculture is occurring not into empty space but over existing social systems. An understanding of the dynamics of expansion and associated impacts of commodity agriculture thus fundamentally requires examining how existing control regimes are dissolved and, simultaneously, how novel ones are assembled in order to make way for the changes in resources use that characterize these transitional moments. With this in mind, in this article, I provide a broad review of the strategies used to secure control over land prospected for agricultural commodity production, distinguishing between the tactics that are applied by agro‐interested actors in order to 'break down' forms of existing land control, those they apply in parallel to 'build up' new control structures, and those strategies that are applied by actors (often smallholders) wishing to 'hold on to' the control that they have. I then present a framework for examining the dynamics of control transfer that builds on this analytical structure of 'breaking down', 'building up', and 'holding on to' control. After nearly two and a half decades with a Land Law widely considered progressive, Mozambique is preparing to revise its legal framework for land. Land activists accuse the government of pursuing an authoritarian approach, excluding civil society participation, and falsifying public consultations. The revision would mark a major shift in Mozambique's land policy towards an even more neoliberal framework to allow the transfer of individual land titles. This turning point is a crucial moment for popular movements to mobilize against the consolidation of agrarian neoliberalism and fight for pro‐poor land policy that benefits small‐scale food producers and rural communities at large. While recognizing different rural and agrarian class formations and interests in Mozambique, I argue that embryonic forms of a cross‐class alliance are becoming apparent. As deagrarianization proceeds, the National Union of Peasants (UNAC) plays a key role in mobilizing the rural poor — petty commodity producers, farm workers, fishermen, small agrarian capitalists, and agrarian civil society at large — using left‐wing populism to oppose agrarian neoliberalism, which takes authoritarian forms. During the post‐genocide period, the Government of Rwanda embarked on a land tenure reform programme that culminated in a land registration and titling process in 2009. This paper intends to capture women's experiences in relation to this programme. The empirical data were collected in Musanze District using a household survey, semi‐structured interviews, and focus group discussions. The main findings reveal that there is support of the general idea that women should benefit from the land tenure reform in Rwanda. However, there is some criticism towards parts of the land laws, and women have limited actual knowledge about land‐related laws. With land titles, women mostly have a say on the land use decisions requiring each of the spounses' legal consents but not on the daily management of land and its produce. Finally, the paper reports the persistence of social norms and culturally biased gender ideologies affecting the effective implementation of land‐related laws and policies. Therefore, the paper underscores the need to build the implementation of new laws and policies on a good understanding of customary practices to strengthen women's land rights in Rwanda. In Cambodia, the interactions between large-scale land investment and land titling gathered particular momentum in 2012-13, when the government initiated an unprecedented upland land titling programme in an attempt to address land tenure insecurity where large-scale land investment overlaps with land appropriated by peasants. This paper is based on a spatially explicit ethnography of land rights conducted in the Samlaut district of north-west Cambodia - a former Khmer Rouge resistance stronghold - in a context where the enclosures are both incomplete and entangled with post-war, socially embedded land tenure systems. We discuss how this new pattern of fragmentation affects the prevailing dynamics of agrarian change. We argue that it has introduced new forms of exclusion and a generalized perception of land tenure uncertainty that is managed by peasants through the actualization of hybrid land tenure arrangements borrowing from state rules and local consensus. In contrast with common expectations about land formalization, the process reinforces the patterns of social differentiation initiated by land rent capture practices of early migrants and pushes more vulnerable peasants into seeking wage labour and resorting to job migration. This paper examines the process of land commodification in the commercialization of agriculture and housing in Turkey. Specific mechanisms involved include cadastre modernization, land titling, land registration and land-consolidation schemes. Through these techniques, the state increases its control over common-public lands, reconfigures land-use and access patterns, and deepens commodification. The paper traces historical variation in land use from the national developmentalist to the neoliberal phases of capital accumulation in Turkey, with comparative, contextual examples drawn from the Ottoman Empire. It highlights the combined and socio-spatially differentiated processes of commodification across sectors that engender a multiplicity of outcomes in simultaneously framing commercialization of agriculture and housing. Contextual analysis of official documents and histories is complemented by information gathered from fieldwork and in-depth interviews in several former wheat-cultivating villages, a former gecekondu neighbourhood, and a small agricultural town in the province of Ankara. This paper provides a systematic basis, hitherto missing in the current scholarship, to quantify land transfers in Zimbabwe after 1980. It uses title deed information to determine year of sale via a number of sources. The main finding of this research is that a great deal of land changed ownership during this period, which, if the government had been committed to land reform, it could have acted upon. Evidence suggests as much as 67 per cent of white-owned land changed ownership after 1980.The second is that, while a large amount of land did change hands, it was not the 80 per cent that many white farmers and their supporters have claimed. The figure of 69 per cent is still very high, but it is apparent that much of this did not represent 'true' transfer of land. By further investigating the land that did change hands, this paper also raises questions about (a) the possibilities of market-led land reform in Zimbabwe and Southern Africa, and (b) the relationship between white capital and the new political elite in the postcolonial state. Agriculture, countryside and peasantry have been priority concerns of the Chinese government, with land and agriculture being the most crucial. With a growing population, less arable land and often relatively low-quality land, Chinese peasant agriculture has been undergoing a form of modernization. While peasants enjoy land-contract rights as a result of the Household Responsibility System ( HRS), the state has been promoting transfer of land-use rights in order to promote modern agriculture. This paper seeks to understand recent developments in land and agriculture, particularly exploring the transitions of land and agricultural institutions since 1949 and land transfers since the HRS. In so doing, this paper reveals that the state has been strategically responding to various challenges in order that land institutions and policies are always geared to achieving agricultural modernization. During the state's continual drive for modernizations, particularly agricultural modernization, peasants' livelihood is impacted and needs to be protected. [ABSTRACT FROM AUTHOR]

In recent years, the Ethiopian government has introduced reforms to promote gender equality in land rights, including legislative changes and a land registration programme that requires the names of both husbands and wives on certificates. This paper examines implementation of these reforms through a case-based approach that links national policy processes to analysis of two village-level case studies, based on fieldwork conducted in 2009-10. In both cases, government initiatives do appear to have enhanced women's land rights to a certain degree. However, the causal process involved is considerably more complex than the direct link between titling and women's land rights that is assumed in much of the existing literature. The cases suggest that government initiatives are contingent upon state-society relations, and that change to informal institutions and power relations within society can constitute an important complement to land registration.
