The article offers a list of programs for the 81st annual conference of the Agricultural Economics Society on April 2-4, 2007. In this paper we analyse the economic and environmental impacts of CAP greening introduced by the 2013 CAP reform using the CAPRI model. CAPRI captures the farm heterogeneity across the EU and it allows to depict the implementation of the greening measures in high detail while integrating the environmental effects and the market feedback of the simulated policy changes. The simulated results reveal that the economic impacts (land use, production, price and income) of CAP greening are rather small, although some farm types, crops (fallow land and pulses) and Member States may be affected more significantly. The CAP greening will lead simultaneously to a small increase in prices and a small decrease in production. Farm income slightly increases because the price effects offset the production decline. Similarly to economic effects, the environmental impacts ( GHG emissions, N surplus, ammonia emissions, soil erosion, and biodiversity-friendly farming practices) of CAP greening are small, although some regions may see greater effects than others. In general, the environmental effects at EU level are positive on a per hectare basis, but the increase in UAA can reverse the sign for total impacts. Overall, simulated GHG and ammonia emissions decrease in the EU, while the total N surplus, soil erosion and biodiversity-friendly farming practices indicator slightly increase due to the CAP greening. Lao PDR has extensive export controls on its staple food, glutinous rice, which keep domestic prices low relative to international prices. Using price, harvest, and export data this paper analyses how glutinous rice prices in Laos PDR are related to those in its trading partners, Thailand and Vietnam. We find that rice prices in Lao PDR are more likely to rise following a good harvest year than a bad or a normal year. This is consistent with export controls being relaxed after good harvests, leading to an increase in exports early in the season and rising prices later as stocks are depleted. There is thus a case for removal of trade restrictions since they give rise to price spikes while keeping the long-term price of glutinous rice low, and thereby hinder increases in income from agriculture. However, since high rice prices are likely to affect the poor negatively in the short to medium term, a combination of an export tax and cash transfers is recommended during the transition period. This paper provides an account of the origins and formation of the UK Research Councils’ Rural Economy and Land Use (RELU) programme and its approach to promoting interdisciplinary working between social and natural scientists. The programme is set in the context of broader developments in science policy, including a policy discourse centred upon sustainable development and the knowledge economy and associated demands for greater accountability in science. Interdisciplinarity promises research that will be more relevant and responsive to public needs and concerns. In describing the provenance of the RELU programme, therefore, the paper seeks to lay out the different stages in its initiation and design to show how, to varying degrees, these were open to external scrutiny and influence. The process of developing the programme illustrates that it is not straightforward to make research agendas and funding more transparent and accountable. Reform of agricultural policies, notably the continuing elimination of production-enhancing subsidies, makes it possible for policies to respond to social issues such as the rural environment and health in future. In this paper, we draw on a Rural Economy and Land Use (RELU) research project which is examining the potential for the development of healthy food chains and the implications for human health and the environment. One of the key issues to be addressed is consumers’ willingness to pay for the nutritionally enhanced food products from these new chains, but it is evident that only a partial understanding can be gained from a traditional economics approach. Understanding the socio-economic and environmental implications of rural change requires the active participation of many research disciplines and stakeholders. However, it remains unclear how to best integrate participatory and biophysical research to provide information useful to land managers and policy makers. This paper presents findings of a RELU scoping study that has formulated and applied a research framework based on stakeholder participation and adaptive learning to model rural change in the Peak District National Park in the north of England. The paper describes a learning process that integrates different types of knowledge to produce future scenarios that describe possible economic and environmental changes due to a national review of burning practices on heather moorland and blanket bogs. We stress the need for using social network analysis to structure stakeholder engagement and outline how a range of participatory approaches can facilitate more inclusive environmental planning and policy development. This special issue is special in two major dimensions: the papers range intentionally over a much wider spectrum of social and natural science approaches and disciplines than is normal for the Journal of Agricultural Economics; and, the articles relate to ongoing research rather than completed work. These reflections, perhaps peculiar to a practicing applied economist and policy analyst, concentrate on the lessons to be learned and messages to be heard from the RELU programme, both by those engaged on the programme's research portfolio, and by other researchers. The article reports on the scoping of an interdisciplinary research agenda. It introduces the scope and purpose of the Great Britain Research Councils' Rural Economy and Land Use (RELU) Program. It mentions that RELU is a unique research program that sets new horizons to its different approach to the interdisciplinarity.

The policy environment for the Irish agri-food sector could change rapidly in the coming decade. A potentially positive factor will be the elimination of milk quotas in 2015, although a potentially negative factor will be further trade liberalisation and increased import competition. These changes come on top of the move to decouple direct aids to farmers in 2005 as part of the Mid-Term Review of the EU's Common Agricultural Policy agreed in 2003. This paper examines these reforms and their impacts on the Irish economy and income distribution using a CGE model particularly rich in detail on the agri-food sectors, differentiated household groups, and agricultural policy instruments including their links to productive factors and households. The results suggest that the past and projected changes in the policy environment have, in sum, a small positive impact on GDP and household income. However, the gains and losses are unequally distributed across sectors and household groups due to the highly differentiated distribution of support and protection. Although all households generally gain from the sequence of policy reforms in the long run, some experience strong adverse effects from particular reforms and in the medium term. This paper investigates the relevance of relative prices and world income as determinants of food exports for the top trading countries in the period 1992-2012 using a panel data framework. We find that price elasticities generally take lower values for processed goods, and the opposite holds for income elasticities. Processed goods are also characterised by an inverse relationship between price elasticities and average unit values. The analysis suggests that both emerging and advanced countries can be expected to increase their export specialisation in processed goods. Furthermore, developed economies can face fierce competition from emerging countries by enhancing the quality content of their processed good exports. [ABSTRACT FROM AUTHOR]

Since the early 1950s, Japanese farmland rents have been regulated and a consensus emerged that rent control led to market failure. Hypothesising a rent-formation model where rents are determined by prices, this paper estimates a threshold autoregressive model which integrates three tests of market failure, namely, inefficiency, bias and asymmetry. There are four results. First, a long-run relationship exists between rents and prices, and the Japanese farmland rental market is efficient. Second, the rent-price elasticity is unity and the market is unbiased. Third, rents are Granger-caused by prices which supports the rent-formation model. Fourth, asymmetry exists where more rapid error-correction occurs immediately after policy reform when rent growth exceeds price growth by 3.6% or more, and rent control has benefitted tenants. The development of the wind energy sector is often promoted as a means of supporting rural economies. This paper focuses on how the ownership structure of on-shore wind power plants (external, farmer or community) affects the size and distribution of impacts within the rural part of a region. Empirical analysis is based on a regional computable general equilibrium model of North East Scotland with the results compared to those generated from a standard social accounting matrix multiplier analysis. With no local ownership, while rural GDP increases, there is almost no effect on household incomes due to the limited direct linkages of the on-shore wind sector. Local ownership increases the household income benefits but there are still limited positive spill-over effects on the wider economy unless factor income is re-invested in local capital. With re-investment, farm household ownership gives rise to the largest increase in total household income but community ownership gives rise to the largest increase in rural (non-farm) household incomes and welfare. The article offers information on several activities and papers discussed at the 76th Annual General Meeting of the Agricultural Economics Society on April 3, 2007. The meeting presents prizes and awards for the 2006 Prize Essay Competition and provides informations on the 2008 and 2009 conference. The event also paid tribute to those members of the society who had passed away during the previous year.

In this paper, we apply qualitative methodologies to explore the practice of interdisciplinary research. The UK's Rural Economy and Land Use (RELU) Programme aims to advance understanding of the challenges faced by rural areas through funding interdisciplinary research to inform future policy and practice on management choices for the countryside and rural economies. Addressing the challenges faced by rural areas often requires a combination of different perspectives, involving research to address subjects that may lie beyond the skills of individual researchers. An interdisciplinary approach requires the integration of both data/information and the experiences and perspectives of different people (natural/social scientists, local people and policy-makers). We focus here on the processes involved in making interdisciplinarity work, documenting the experiences, perceptions, ideas and concerns of researchers working in interdisciplinary projects (specifically two EU-funded projects but also the first wave of RELU projects). A key finding from this research is that interdisciplinarity requires conscious effort, time and resources for the development of interpersonal relationships to enhance effective communication and thus successful collaboration. This paper reports on a scoping study, ‘Understanding Loweswater’, funded under the Rural Economy and Land Use (RELU) programme. It highlights the research and policy context supporting the need for this kind of interdisciplinary, stakeholder-inclusive research and explains the way that the research was carried out in practice. The scoping study identified some of the challenges of the interdisciplinary approach taken, as well as highlighted its potential for solving environmental problems that do not fit within the frame of a single discipline. This paper considers the present state of applied economics and the difficulties of integrating its findings and insights with those of other social sciences. The philosophical basis of social science is re-considered as a route to resolving these difficulties. Without a more integrated narrative about how our social systems work, applied economics, and all applied social sciences, run the substantial risk of being considered part of the world's problems, rather than offering serious routes to their solution. Some possible strands of a more coherent and integrated framework are outlined, which indicate some potentially fruitful avenues for further development. Topics include AES membership, the launch of an issue regarding animal health economics, and appointment to AES. The meeting featured several speakers including President Bruce Trail, Chairman of Executive James Jones, and Brian Revell.

This paper examines the empirical data relevant in the analysis of the agrarian transformation of England in the Middle Ages. It presents an empirical analysis of available data that investigates the role and extent of resource scarcity in 14th-century England. The analysis offers a way forward for economists and historians to reach a plausible consensus about the reality of what may be one of the most important transition periods in European economic history. 2004 has been a good year for the Journal and the last under the Nottingham editorial team. The target of a four-month average turnaround for submission has been achieved for the second year in succession and record use has been made of the on-line version of the JAE-which currently attracts around 165 full-text paper downloads per month. The release of the 2003 citations date from the Institute of Scientific Information shows that JAE articles are cited more than ever before, although the change in the JAE's publication dates implemented in 2002 have inadvertly reduced its ‘impact factor’ score , which has slipped from 1st to 7th since 2001. Reversion to the original publication cycle will correct this apparent decline. On the other two measures JAE is ranked 2nd and 3rd in the Agricultural Economics and Policy category. Preparations are on-going to ensure a smooth hand-over of Editorship in April 2005, when Professor David Harvey and colleagues from the University of Newcastle upon Tyne take over the JAE. Asymmetric price transmission has been the subject of considerable attention in agricultural economics. It is not only important because it may point to gaps in economic theory, but also because its presence is often considered for policy purposes to be evidence of market failure. In this paper we survey the literature on asymmetric price transmission. A wide variety of often conflicting theories of and empirical tests for, asymmetry co-exist in this literature. We classify the different types and causes of asymmetric price transmission and describe the econometric techniques used to quantify it. We also briefly review the results of empirical applications. Outstanding methodological problems and suggestions for future research are discussed. Our main conclusion is that the existing literature is far from being unified or conclusive, and that it has often been largely method-driven, with little attention devoted to theoretical underpinnings and the plausible interpretation of results. This paper reports the results of a study of total factor productivity (TFP) growth in UK agriculture, from 1953–2000. It shows that prior to 1984 TFP grew at 1.68% per annum and after that date at only 0.26%. International comparisons show that the UK has fallen far behind the leading EU countries. Yield growth declined even more and only labour productivity continues to grow rapidly. In part, the result is due to better data that incorporates more quality adjustment, but the real decline can be explained mainly by cuts in R&D, less patents, less growth in farm size and the demise of public extension. There are other negative factors, which have not been quantified, including asset fixity, convergence and ozone pollution, and a background argument that recent growth rates cannot be sustained. Several studies in the literature have argued that price transmission in vertically-related markets is imperfect, i.e. that farm input price changes are not fully passed-through to the final product price. Market power, notably oligopoly, is presumed to be the principal source of imperfect price transmission. To date, the impact of oligopsony (buyer) power on the degree of price transmission has not been evaluated using a formal theoretical model. Moreover, neither has the combination of oligopoly and oligopsony despite the fact that its influence has been formally acknowledged in both the UK and some European food markets. This paper makes a contribution to the literature by developing a model of price transmission where both oligopoly and oligopsony power co-exist and where industry technology is assumed to be characterised by variable input proportions. It shows that taking the degree of price transmission in a perfectly competitive market as a benchmark, oligopoly and oligopsony power do not necessarily lead to imperfect price transmission, although they can. Indeed, they may counteract each other's impact on the degree of price transmission. The key to these outcomes is to be found in the functional forms for retail demand and farm supply. Abstract: This address explores the communication challenges facing the economics profession and agri‐food and rural economists in particular against a background of reputational damage to the profession and an apparent loss of trust in experts. It argues that a common thread linking many of the challenges is the need for more effective models of communication so that our economic concepts, ideas and research findings can be more timely, better understood and, most importantly, have greater impact. Five important challenges are examined: loss of trust in experts; emotions and decision making; the role of the media; the roles of agri‐food and rural economists; and competition from other disciplines and interests. A good practice communications framework is then proposed embodying ten important communication principles: understanding the target audience; understanding the political context of decision makers; generating a robust evidence base; building reputation and credibility; need for cross disciplinary working; consulting with stakeholder groups; getting the timing right; producing high quality presentations; making use of social media; and being prepared for challenges. Four stereotypical categories of communication incorporating different standards of rigour and relevance are identified: Ivory tower; Gold Standard; Populist; and Quicksand. Responses by the Agricultural Economics Society and the European Association of Agricultural Economists to the need for more accessible communications via the development of the innovative outreach journal EuroChoices are outlined. Abstract: Economists and veterinarians use similar approaches to analyse animal health threats, but veterinarians are concerned primarily with providing practical guidelines to peers and/or policy‐makers, while economists focus more on understanding the benefits to society as a whole and often provide only general guidelines to policy‐makers and little specific direction to practicing veterinarians. Despite the benefits of working together, differences in perspective and analytical approach often cause economists and veterinarians to struggle in dialogue and to lose some of the mutual gains that could be achieved through collaboration. This article discusses the use of economics in animal health management, identifies several useful literature reviews, and analyses a number of recent studies to explore the advantages and disadvantages of different conceptual and methodological approaches. Voluntary sustainability standards, aimed at improving the environmental, social and economic aspects of agricultural production and trade, are becoming increasingly common. The coffee sector is a prime example, where sustainability certification could improve livelihoods for poor smallholders. However, as individual production volumes are low, smallholder farmers need to cooperate in certification as a group, which makes impact assessment more complicated. Previous empirical studies, reporting premia of up to 30%, have neglected the costs associated with group certification. We explore the issue using an agent-based simulation of coffee producer organisations in Uganda, including the certification-related costs for farmers. Our results suggest that certification can have a small positive impact on participating households. But the added value of certification is substantially lower than the price premium, because of certification costs. Increasing both the membership of the producer groups and their deliveries of certified coffee are necessary to improve the rewards of certification. [ABSTRACT FROM AUTHOR]

The concept of eco-efficiency is becoming increasingly popular as a tool to capture economic and environmental aspects of agricultural production. The literature to date has exclusively used the Data Envelopment Analysis (DEA) approach to measure producers' eco-efficiency. We show that it can also be estimated using a Stochastic Frontier Analysis (SFA) approach. Our approach not only allows controlling for random noise in the data but also permits an analysis of the potential substitutability between environmental pressures. We elicit willingness to pay for conventional, organic and/or food-safety-inspected tomatoes in a traditional African food market. We identify four elicitation methods that can be conducted with one respondent at a time, and use them in a field setting: the Becker-DeGroot-Marschak mechanism, multiple price lists, multiple price lists with stated quantities, and real-choice experiments. All four methods give similar results; showing that consumers are willing to pay a premium for organic and food-safety-inspected tomatoes. However, the size of the premium is significantly larger when consumers choose between alternatives than when they indicate their reservation price. The new multiple price lists with stated quantities were easy to explain in the busy market setting, gave the respondents the opportunity to determine the amount they wanted to buy, and had valuations in line with the other non-comparative valuation methods. Most studies of input subsidy programmes confine their analyses to measuring programme effects over a one-year period. This article estimates the potential longer-run or enduring effects of fertiliser subsidy programmes on smallholder farm households' demand for commercial fertiliser and maize production over time. We use four waves of panel data on 462 farm households in Malawi for whom fertiliser use can be tracked for eight consecutive seasons between 2003/2004 and 2010/2011. Panel estimation methods are used to control for potential endogeneity of subsidised fertiliser acquisition. Results indicate that farmers acquiring subsidised fertiliser in three consecutive prior years are found to purchase slightly more commercial fertiliser in the next year. This suggests a small amount of crowding in of commercial fertiliser from the receipt of subsidised fertiliser in prior years. In addition, acquiring subsidised fertiliser in a given year has a modest positive impact on increasing maize output in that same year. However, acquiring subsidised fertiliser in multiple prior years generates no statistically significant effect on maize output in the current year. These findings indicate that potential enduring effects of the Malawi fertiliser subsidy programme on maize production are limited. Additional interventions that increase soil fertility can make using inorganic fertiliser more profitable and sustainable for smallholders in sub-Saharan Africa and thereby increase the cost-effectiveness of input subsidy programmes. This article revisits a conventional wisdom that inorganic fertiliser use across sub-Saharan Africa is too low. This expectation that more farmers should be using inorganic fertiliser, and at higher rates, implies it is profitable to use rates higher than observed if farmers are rational expected profit maximisers. We obtain consistent estimates of the effects of applied nitrogen on rice production. We find the yield response to applied nitrogen to be low in the main rice growing farming system. Farmer behaviour is not inconsistent with expected profitability which is limited by a low yield response to applied fertiliser, high transportation costs, and low selling prices for rice in rural areas. In particular, we do not find any farmers for whom applied nitrogen is profitable that are not using fertiliser in the study sample for each of our survey years (2010 and 2012). It is well known that the price of a food in general and fish in particular is a function of a number of attributes such as species, product form, processing form and size. However, limited attention has been given to the influence of private labels, production method, eco-labels and promotions. We use a unique dataset which identifies these attributes in the German seafood market. We estimate a hedonic price function, and our results highlight the importance of brand and labels for seafood prices in Germany. Our results also suggest that private label products are discounted by 20%, while branded products achieve substantial price premiums, as do fish products from aquaculture. [ABSTRACT FROM AUTHOR]

We analyse the evolution of beer consumption between countries and over time. Historically, there have been major changes in beer consumption in the world. In recent times, per capita consumption has decreased in traditional beer drinking countries while it increased strongly in emerging economies. Recently, China has overtaken the US as the largest beer economy. A quantitative empirical analysis studies the relationships among economic growth, globalisation and beer consumption. The relationship between income and beer consumption has an inverse U-shape. Beer consumption initially increases with rising incomes; but at higher levels of income beer consumption falls. Increased globalisation has contributed to a convergence in alcohol consumption patterns across countries. In countries that were originally beer drinking countries, the share of beer in total alcohol consumption reduced, while this is not the case in countries which traditionally drank mostly wine or spirits. The adoption and diffusion of sustainable agricultural practices (SAPs) has become an important issue in the development-policy agenda for sub-Saharan Africa, especially as a way to tackle land degradation, low agricultural productivity and poverty. However, the adoption rates of SAPs remain below expected levels. This study analyses the factors that facilitate or impede the probability and level of adoption of interrelated SAPs, using recent data from multiple plot-level observations in rural Ethiopia. Multivariate and ordered probit models are applied to the modelling of adoption decisions by farm households facing multiple SAPs, which can be adopted in various combinations. The results show that there is a significant correlation between SAPs, suggesting that adoptions of SAPs are interrelated. The analysis further shows that both the probability and the extent of adoption of SAPs are influenced by many factors: a household's trust in government support, credit constraints, spouse education, rainfall and plot-level disturbances, household wealth, social capital and networks, labour availability, plot and market access. These results imply that policy-makers and development practitioners should seek to strengthen local institutions and service providers, maintain or increase household asset bases and establish and strengthen social protection schemes in order to improve the adoption of SAPs. This article provides an introduction to the special feature on agriculture-related issues in the emerging economies of Brazil, Russia, India and China (BRIC) contained in this issue of Journal of Agricultural Economics. The special feature is motivated by the increased interest which these countries have received since the turn of the millennium and by the significance of agriculture in their development. It considers economic and social development in BRICs, their integration in world agricultural trade as well as environmental concerns. This article presents key figures on economic, social and agricultural features in BRICs and compares them across countries. A synthesis of the articles included in the special feature is provided by highlighting the selection of topics likely to be crucial for further development across BRICs. [ABSTRACT FROM AUTHOR]

This article addresses the challenge of developing a 'bottom-up' marginal abatement cost curve (MACC) for greenhouse gas (GHG) emissions from UK agriculture. An MACC illustrates the costs of specific crop, soil and livestock abatement measures against a 'business as usual' scenario. The results indicate that in 2022 under a specific policy scenario, around 5.38 Mt CO equivalent (e) could be abated at negative or zero cost. A further 17% of agricultural GHG emissions (7.85 Mt COe) could be abated at a lower unit cost than the UK Government's 2022 shadow price of carbon [£34 (tCOe) ]. Management of livestock diseases is important in ensuring food safety to consumers in both domestic and export markets. Various measures are prescribed under the Sanitary and Phytosanitary Standards (SPS) agreement of the World Trade Organization. In order to prevent the spread of trans-boundary cattle diseases, the SPS agreement recommends the establishment of Disease-Free Zones (DFZs). These have been implemented successfully in some major beef-exporting countries, but in Kenya are still at a pilot stage. To understand Kenyan farmers' preferences on the type of DFZ that would be readily acceptable to them, a choice experiment was conducted using a D-optimal design. Results show that farmers would be willing to pay to participate in a DFZ where: adequate training is provided on pasture development, record keeping and disease monitoring; market information is provided and sales contract opportunities are guaranteed; cattle are properly labelled for ease of identification; and some monetary compensation is provided in the event that cattle die due to severe disease outbreaks. Preferences for the DFZ attributes are shown to be heterogeneous across three cattle production systems. We also derive farmers' preferences for various DFZ policy scenarios. The findings have important implications for policy on the design of DFZ programmes in Kenya and other countries that face similar cattle disease challenges. [ABSTRACT FROM AUTHOR]

The landscape has long been an important object of rural policy, particularly in terms of protecting scenic areas. Increasingly, however, landscape is seen as a multifunctional and holistic entity, which provides a framework for the governance and interdisciplinary study of spatial units. A central dilemma in the maintenance of cultural landscapes is that the historical practices which produced them are often obsolete, and new social and economic forces may fail to reproduce their valued properties. Sustainable development strategies therefore seek to instil ‘virtuous’ circles in cultural landscapes, linking society and economy to environmental service functions and land uses, in order to generate mutually reinforcing feedback loops resulting in socially preferred outcomes. We explore ways of investigating these linkages as a basis for future rural research and policy. We conceptualise cultural landscapes as ‘socio-ecological systems’ (SESs), and consider their capacity for resilience and stability. Noting that resilient systems are characterised, not by simple equilibria, but by ‘basins of attraction’, we argue the need to understand the ways in which SESs stabilise within a particular basin, or move to an alternative. In particular, we reflect on the dynamics of ‘adaptive cycles’ that may lead to changes in system state. Finally, we discuss the development of appropriate models as tools for investigating whether a landscape is trending towards stability within a ‘vicious’ or a ‘virtuous’ circle, and evaluating potential interventions to alter this trajectory. We present a micro-econometric analysis of agricultural credit market outcomes in Poland that investigates the relationship between contractual arrangements and interest rates. An innovative theoretical framework based on a hedonic market model is developed. We interpret the factors that influence interest rates as ‘quality’ components of the credit contract. Using unique data allows us to consider both nominal interest rates and additional bank fees. The results show that banks have preferences for particularly liquid types of collateral, whereas they care little about the purpose for which the loan is used. Furthermore, the analysis allows quantification of the effects of socioeconomic attributes of farmers, different lending sources and government subsidies on interest rates. The latter effect is small compared with the officially declared reduction of the nominal interest rate. A simulation shows that enabling more borrowers to use liquid forms of collateral implies lower rates than those obtained by participating in the subsidy programme. [ABSTRACT FROM AUTHOR]
