Guiding industries to produce in an effective and environmentally sustainable manner has become a key issue for governments around the world. Over the past 15 years, series of regional and industrial development policies have been introduced by the Chinese government. This has influenced the geographical distribution and energy efficiency performance of China’s industries. This paper quantifies the influence of enterprises geographical distribution on energy efficiency improvement in the paper industry and aims at providing some helpful suggestions on industrial development to policy makers. The main results show that, firstly, the paper industry in eastern China shows obvious characteristic of agglomeration. The average location quotient is 1.2278. However, following the industrial and regional development policies, the characteristic of agglomeration is weakening. Secondly, only when agglomeration reaches a certain level (location quotient is above 0.5447) will industrial agglomeration positively impact on industrial energy efficiency improvement (a 1% increase in agglomeration will increase dynamic energy efficiency by at least 0.23%). Thirdly, the regional development policies carried out by the government slow the pace of energy efficiency improvement in China’s paper industry. As the path of industrial eco-efficiency (IEE) needs to be re-examined from a multi-dimensional perspective, this research opens the internal "black box" of China's industrial eco-economic system driven by sustainable development goals (SDGs) and decomposes IEE into industrial production and sustainable development stages. It further divides the industrial production stage into two parallel subsystems of water use efficiency (WUE) and energy efficiency (EE) and derives SDG6 efficiency (SDG 6 E) and SDG7 efficiency (SDG 7 E) in the sustainable development stage respectively. The paper proposes a meta two-stage parallel entropy dynamic DDF-DEA model to re-measure IEE of 30 provinces in China from 2015 to 2021, discusses the relationship between overall efficiency and stage efficiency, and by using the Tobit model explores various types of influencing factors by subregion. The results show that the modified DDF-DEA model can explore China's IEE more accurately under SDGs. China's IEE is more stable from 2015 to 2021, with the efficiency value always fluctuating between 0.59 and 0.64, the overall level is low, and there is more room for improvement. There are significant inter-provincial differences in IEE and efficiency inertia. In more than 75% of the provinces SDG 7 E constrains IEE improvement, while the dynamic evolution of IEE and its subsystem efficiency varies across regions. Environmental regulation is a common factor affecting IEE across the country and in the east, central, and west regions, whereas the level of economic development, openness to the outside world, and urbanization rate are differential factors affecting IEE across the country and in the three major regions. This study offers new perspectives for exploring the path of IEE enhancement and providing empirical references for the collaborative construction of industrial ecological civilization. This paper chooses 98 mining cities in China from 2007 to 2021 as research samples. It investigates the policy practice of green development in mining cities according to the point of view of policy combination. We establish a super-efficiency model considering undesirable output to measure the green development level of mining cities and further construct a dynamic panel model based on the Gaussian mixture model (GMM) to test the transmission mechanism and heterogeneous effect of different types of environmental regulation to promote the green development of mining cities. The findings demonstrate that environmental regulations about command control, market incentives, and public participation can all help mining cities develop more sustainably. Additionally, there is a nonlinear relationship of an inverted "U" shape between the degree of green development in mining cities and environmental regulations related to command control. Combining policies can encourage the green development of mining cities, but there are crowding-out and substitution effects when environmental regulations are combined with market forces. Environmental regulation promotes urban green development by improving the energy consumption structure of mining cities. In this process, the level of digital development positively regulates the impact of environmental regulation on urban green development. Whether industrial agglomeration can promote an increase in energy efficiency is of great importance to not only China’s energy conservation and emissions reduction plans, but also China’s future sustainable development. This paper uses statistical data from 285 cities, from 2004 to 2013, to analyze the effect of industrial agglomeration on energy efficiency. The spatial autocorrelation tests show that there is significant spatial autocorrelation and spatial heterogeneity in urban energy efficiency. Although dynamic spatial econometric results show that industrial agglomeration can promote an increase in energy efficiency from a country level, there are significant differences at a regional level. In the east, the effect of industrial agglomeration on energy efficiency has a threshold effect, but in central and western areas, industrial agglomeration can promote the increase of energy efficiency, with the positive effect in western areas greater than that in central areas. The construction industry is one of the most energy-intensive industries in China, which contributes to high carbon emissions and hinders efforts to reduce the emissions. The high energy consumption and emission have seriously constrained the growth of low carbon economy in China's construction industry. And reducing the carbon emission from construction industry (CECI) has become the key to sustainable development and the achievement of "double carbon target". The paper firstly decomposes the main influencing factors and calculates their effects by LMDI model. Then, the Tapio decoupling index is used to explore the decoupling relationship between carbon emissions and economic output. Finally, the spatial-temporal evolution of carbon emissions is analyzed through spatial autocorrelation theory. The results show that the carbon emissions from construction industry are highly increased by the construction employment rate (EM), and may be reduced by the energy intensity (EI) and carbon emission efficiency (CI). And the regions with better decoupling status are the eastern and central regions, which have relatively developed construction industry. Moreover, the spatial-temporal characteristic of carbon emissions is "high in the east and low in the west, high in the south and low in the north," showing obviously regional differences. Sustainable consumption (SC) is key for sustainable development, but only limited studies have examined how to motivate SC among consumers in developing countries. Younger consumers tend to more sustainable consumption while whether they really understand the SC concept is not clear. To explore the role of SC understanding for motivating SC behaviors, this paper develops a concept model with hypotheses to propose that SC understanding mediates relationships between influencing factors and SC behaviors. Based on 623 usable questionnaires collected from junior high schools and senior high schools in three eastern cities of China, five influencing factors for SC behaviors are identified, they are, education, awareness & attitude, social influence, effectiveness of energy saving and emission reduction for sustainable products, and differentiation of sustainable products from regular products. Statistic results through hierarchical regression analysis demonstrate that SC understanding is necessary to motivate SC behaviors with certain influencing factors. Chinese adolescents can understand the SC concept through education and then purchase sustainable products. Only if sustainable products can show benefits of energy saving and emission reduction, Chinese adolescent would like to use these products. Environmental awareness and attitude can bring environmental treatment and disposal of products, but SC understanding is necessary. This paper contributes to extend the TPB to develop a conceptual model including education as one influencing factor for SC behaviors. It also develops three factors for SC behaviors from the product life cycle perspective. Besides, it also contributes to extend the previous studies about motivation of SC consumption to adolescents in an emergent economy of China to examine the role of SC understanding. Statistic results reveal the low implementation level of SC behaviors, and the government should highlight sustainable education to improve sustainable awareness and SC understanding. It is also shown that adolescents would like to purchase sustainable products if environmental performance of such products can be demonstrated, which also provide insights for enterprises to achieve win-win opportunities. Abstract The sustainability of the water-energy-food (WEF) nexus is a significant challenge faced by developing countries, especially China. Evaluating the sustainability status of China's water-energy-food, and improving its sustainable use, may provide good physical conditions to support China's future development. This paper applied the Pressure, State, and Response (PSR) model to select evaluation indexes. A combination weighting method was used to combine two objective weighting methods to determine index weights. The study constructed the classical field, the limited field, and the matter-element to be evaluated. This allowed the establishment of an improved matter-element extension model to evaluate the sustainability of the water-energy-food nexus; the model was then used to quantitatively evaluate the sustainability of China's water-energy-food nexus. The simulation results indicated that in 2005, the sustainability of China's water-energy-food was at a relatively low efficiency rank. By 2015, the sustainability of China's water-energy-food had reached a general efficiency rank. The results suggested that the sustainability of China's water-energy-food system significantly improved between 2005 and 2015; however, the improved sustainability remained at a general status (The general status means that the sustainability of water-energy-food nexus in China can meet the basic development needs, but it is far from the optimal state and needs further adjustment and improvement). Thus, China should improve its current utilization patterns for the three resources and consider them as a whole. This would help realize synergistic resource use and enhance their sustainability. For the past three decades, the notion of sustainable cities has become central in planning and managing urban areas in the world and the large-scale city formation has been formed in big cities. As a result of economic growth and urban transformation, Shanghai, a major Chinese international metropolis, faces ongoing issues with resource waste and low energy utilization. Therefore, this paper aims to consider the availability of water for energy production from a consumption-based perspective and estimate the water footprint of the energy supply using a regional input-output analysis approach for Shanghai. As a result, we conclude that the water footprint of the energy supply of Shanghai is about 1.28 billion m 3 in 2007, with 46.1% of water used for electricity and heat supply. The total water withdrawal by the energy sector is about 2.35 billion m 3 and additional water withdrawal needed is about 35% of the total water withdrawals by the energy sector in Shanghai. Furthermore, an energy self-sufficiency scenario was developed, and the scenario analysis reveals that 55% more water would be required to ensure a self-sufficient energy sector. To achieve green development, ample environmental subsidies have been invested into many energy-intensive firms (such as thermal power firms) in China. Investigations of the effects of this kind of subsidy can help to provide specific and important implications for ongoing regulations. Unlike previous studies on the national, regional or sectoral level, this paper measures green efficiency and its compositions of thermal power firms and studies the impact of environmental subsidies on green efficiency by using the classical Slacks-based Measure and Tobit model. The results show that the average green efficiency ranges from 0.509 to 0.663 during 2010–2015, which is much lower than the general efficiency. The green scale efficiency is the main reason for the low green efficiency, thus indicating large room for improvement. Environmental subsidies negatively affect green efficiency and its decompositions from 2010 to 2013. The negative effect becomes weak and insignificant in 2014, and the environmental subsidies start to significantly promote green efficiency and its decompositions in 2015. According to our findings, some implications relating to improving green scale efficiency, increasing the intensity of environmental subsidies to firms and strengthening their supervision are proposed. Currently, the iron and steel industry (ISI) accounts for more than 16% of China's total energy consumption. Improving energy efficiency (EE) and promoting energy savings in this industry have vital significance for China's further sustainable development. Using provincial panel data from 2000 to 2014 and meta-frontier data envelopment analysis (DEA), this paper investigates EE and the energy-saving potential (EP) of China's ISI by considering regional technology heterogeneities. The results show that (1) from 2001 to 2014, EE in China's ISI achieved significant improvement. Technological progress is the most powerful driving factor, while the declines in scale efficiency and pure technical efficiency are two obstructive factors; (2) the sources of energy inefficiency (EI) show distinct spatial difference characteristics. EI in the eastern region mainly stems from scale inefficiency and pure technical inefficiency, while that in the central and western regions stems from three aspects of scale inefficiency, pure technical inefficiency, and technology gap; and (3) there is considerable EP in China's ISI, which represents nearly 80% of ISI's current total energy consumption. As for the academics and policymakers, more attention has been given to the issue on how to drive green development of the manufacturing through regulations and innovations. We construct the extended Crépon-Duguet-Mairesse (CDM) model and employ the panel data of Chinese manufacturing industries during 2003–2014 to examine the effects of environmental regulation on industrial innovation and green development. The findings reveal that (1) in the long term, environmental regulation has crowded out R&D investment. (2) Environmental regulation has inhibited patent outputs so that the “weak” version of Porter hypothesis is not underpinned. (3) In the short term, environmental regulation has promoted the improvements of labor productivity, energy efficiency and environmental efficiency in the manufacturing industry excluding green total factor productivity (GTFP), whereas in the long term, environmental regulation only has increased energy efficiency while it has obstructed labor productivity, which provides no support for the “strong” version of Porter hypothesis. (4) Different innovation outputs have distinct influences on labor productivity, energy efficiency, environmental efficiency and GTFP. Finally, this paper provides pertinent policy implications. Because industrial sectors in China are energy-intensive, improving energy efficiency and promoting energy savings in these sectors are of great importance for the further sustainable development of China’s economy. Using a proposed meta-frontier data envelopment analysis (DEA), this paper analyzes the total-factor energy efficiency and energy savings potential in China’s provincial industrial sectors for the years 2000–2014 from three perspectives, namely, the technology gap, management, and scale. The results indicate that (1) driven by technological progress, energy efficiency during the sample period was greatly improved, though the expansion of technology gaps between regions and the decline in scale efficiency represented two significant handicaps; (2) the current energy efficiency in China’s industrial sectors remains extremely low, indicating that there is considerable potential for energy efficiency improvement and energy savings; and (3) the sources of energy inefficiency and energy savings potential in China’s industrial sectors exhibit spatially distinct characteristics. Accordingly, it is determined that most of China’s eastern provinces should focus on improving scale and management efficiency, whereas most of its central and western provinces should concentrate on three factors: narrowing the regional technology gap, improving management efficiency, and optimizing the industrial scale. The rapid development of the magnesia refractory industry has caused serious problems of resource and energy waste and environmental pollution. Cleaner Production and Cleaner Production Audit are considered effective tools for energy conservation and emission reduction in the industry. This study presents an application of cleaner production and cleaner production audit in a typical large-scale magnesia raw material production plant in Liaoning, China and the results of their implementation. Through the 7 steps of a cleaner production audit (planning and organization, pre-assessment, assessment, option generation and screening, feasibility analysis, implementation, and maintenance of cleaner production), the resource and energy consumption and environmental emissions of the enterprise are investigated, the key auditing procedures are identified, and the cleaner production opportunities are analyzed. 28 cleaner production options, including raw material and energy substitution, technology improvement, facility maintenance and updates, process optimization and control, waste reutilization, management, and staff training and motivation, have been developed and implemented in a feasible way. After complete implementation of these options, great environmental and economic benefits are expected to be achieved: increased utilization of magnesite tailing powder by 281,000 t per year; annual savings of 25,000 t of magnesite ore; savings of 384,000 kW h of electricity; a 21.7% reduction in magnesite consumption per ton of FM product; improvement of the wastewater utilization rate from 70% to 100%; the removal of dust, SO 2 and NO x emissions produced by burning coal or producer gas; savings of 1.066 million USD per year. The results demonstrate that implementing cleaner production can not only bring huge environmental benefits, but also significant economic gains. Moreover, factory staff have recognized the benefits that cleaner production can bring to the plant, and plan to continue the process. Since there are few studies on the application of cleaner production in the magnesia refractory industry, this paper provides scientific guidelines for its implementation in other similar enterprises, and a theoretical and practical basis for promoting the sustainable development of the industry. Emerging economies account for a fast-growing share of the global energy market. In particular, energy use in China has become significant from both economic and environmental standpoints. This trend makes it necessary to balance the need for affordable, reliable electricity supply with the need to ensure that the power infrastructure is environmentally sustainable. As such, this paper presents a multi-dimensional pinch analysis (MDPA) of the power generation sector in China; the analysis considers five key indices: carbon footprint, energy return on investment (EROI), water footprint, land footprint, and risk to humans. By simultaneously quantifying five different indices under a common methodological framework, we are able to coherently assess the impact on five different environmental concerns. This approach provides a more complete picture of the true environmental impact of China's power sector. This information can thus help policymakers avoid the problem of shifting environmental impacts to other domains, which can occur when the analytic procedure used focuses on a single environmental dimension. As China's economy is transforming into a new normal stage, the energy industry is becoming increasingly innovation-driven, which is shown particularly in renewable energy. Given that the green innovation transformation is crucially critical during China's new normal stage, this paper analyzes the direct impact of energy consumption on energy innovation and innovation transformation, and reveals the net effect of green innovation transformation on economic sustainability and energy consumption. Micro and macro empirical evidence are both provided in this paper by implementing two estimation methodologies: fixed effect model and Generalized Method of Moments (GMM) Vector AutoRegression (VAR) approach, respectively. Estimating Chinese micro 153 listed energy companies' data and macro 30 provincial data from 2009 to 2016, we find that: (1) In terms of energy enterprises' innovation activity behavior, energy consumption could promote total energy innovation, of which renewable energy innovation is stimulated far more significantly. (2) There is an increasing tendency for energy structure to transform into renewables as the energy consumption increases. (3) The green innovation transformation, instead of total innovation counts, can reduce energy consumption and benefit economic sustainability. Therefore, the structure of innovation transformation plays more significant role than total energy innovation in stimulating economic growth, and alleviating the energy consumption antinomy during China's new normal stage. The amount of coal gangue, a by-product of coal mining and washing, is rapidly increasing with the growing trend of energy consumption. The accumulated coal gangue without appropriate utilization has resulted in a squander of resources, waste disposal and environmental pollution issues. Over the past few decades, there has been wide attention in developing strategies for the utilization of coal gangue due to a cultural shift towards sustainable development coupled with increasing demand for disposing the challenge of coal gangue accumulation. However, to our knowledge, there is no thorough and in-depth review on the series address of coal gangue reuse. In spite of some advantages of using coal gangue, it is notable that negative environmental problems cannot be ignored, so the scientific utilization is necessary to control the environmental impacts. Therefore, the main objective of this paper is to provide a comprehensive literature review of coal gangue utilization in building material production, energy generation, soil improvement and other high-added applications, analyze the worldwide dynamics of the studies on coal gangue utilization and identify the potential environmental risks in various pathways. The key focus of the review is on detecting the potential problems and thus giving recommendations for the solution. In addition, based on the progress of previous research, this paper also points the directions for further research within the field. A bibliometric analysis was developed in China National Knowledge Internet and Web of Science and a systematic review was conducted for related 237 articles to understand the physicochemical properties and utilization characteristics of coal gangue as well as corresponding environmental risks. The results indicated that the number of published articles has increased in recent years, and the researches were mainly from China, with the contribution of 78.94% of the total selected publications. Besides, these researches mainly focused on the utilization of coal gangue, while there was a lack of attention to environmental risks. Abstract: With the world’s largest population and consistently rapid rates of economic growth, China faces a choice of whether it will move towards a more sustainable development trajectory. This paper identifies the different factors driving innovation in the fields of green chemistry and green engineering in China, which we find to be largely driven by energy efficiency policy, increasingly strict enforcement of pollution regulations, and national attention to cleaner production concepts, such as “circular economy.” We also identify seven key barriers to the development and implementation of green chemistry and engineering in China. They are (1) competition between economic growth and environmental agendas, (2) regulatory and bureaucratic barriers, (3) availability of research funding, (4) technical barriers, (5) workforce training, (6) industrial engineering capacity, and (7) economic and financial barriers. Our analysis reveals that the most crucial barriers to green chemistry and engineering innovations in China appear to be those that arise from competing priorities of economic growth and environmental protection as well as the technical challenges that arise from possessing a smaller base of experienced human capital. We find that there is a great deal of potential for both the development of the underlying science, as well as its implementation throughout the chemical enterprise, especially if investment occurs before problems of technological lock-in and sunk costs emerge. Abstract: China has now the largest annual outputs of galvanized steel and the most amount of galvanizing plants in the world. However, with obsolete technology, the hot dip galvanizing industry has been proved as one of the industries, which consume large amounts of raw materials and energy, produce numerous pollutants and causes serious contamination in China. Cleaner Production in the hot dip galvanizing industry is now the only way to achieve the sustainable development of hot dip galvanizing industry. The implementation of the Common Fund for Commodities (CFC) project: The Transfer of Technology and Promotion of demand: Batch hot dip galvanizing in China launched by International Zinc Association (IZA) is introduced in this paper, The Best Available Technologies of operation, energy and environmental management in the world are also introduced. With the implementation of the project, an assessment system of Cleaner Production and a training system have been developed and implementation of technical updating to the demonstration plant shows that the reduction of zinc loss, and water and fuel cost savings can be achieved. Considering the current national conditions of China, developing coal-to-liquid process is an attractive way to alleviate the domestic oil crisis. Coal-to-liquid process mainly includes six subsystems and the most essential unit of the system is the gasification unit. This paper aims to provide suggestions for the cleaner production and sustainable development of coal-to-liquid technology. Lurgi, Texaco, and Shell coal-to-liquid process are modelled and simulated. The techno-economic analysis is conducted to investigate their performance using simulation-based results. Results showed that the greenhouse gas emissions of Lurgi, Texaco, and Shell coal-to-liquid process are 5.26 t/t fuel, 4.86 t/t fuel, and 3.49 t/t fuel. Lurgi coal-to-liquid has better performance on reducing oxygen cost and total investment; Texaco coal-to-liquid is advantageous in saving steam cost and production cost; Shell coal-to-liquid shows better performance in terms of energy efficiency, reducing the consumption of coal and water, and greenhouse gas emission. Shell gasifier is recommended in water-deficient areas. Texaco gasifier is recommended when access to water and coal is sufficient. Lurgi gasifier is recommended in pilot-scale projects. In the view of sustainable development, Shell gasifier is prior to Texaco gasifier and Lurgi gasifier because of the low greenhouse gas emission and well resistance to high coal price and high carbon taxes. Gasification unit occupies the largest proportion of total capital investment of coal-to-liquid processes and significantly affects the syngas composition. Coal gasification technology is potentially limiting the overall acceptance and practice of coal-to-liquid process in the future. Sanitary ware industry consumes vast amounts of energy and materials; however, little is known about the environmental impacts and economic costs associated with the production of sanitary ware. Selecting a factory of a leading Chinese sanitary ware company, Huida Co. Ltd., this paper employs a combined "cradle-to-gate" life cycle assessment (LCA) and life cycle costing (LCC) methodology to evaluate the environmental impacts and economic costs related to the production of one tonne of sanitary ware. The LCA results indicate firing and drying are the processes with the greatest environmental impacts, attributing to the combustion of coke oven gas. The LCC results show that casting, body preparation and firing are the greatest contributors to the total equipment, material and energy costs, respectively. The results of sensitivity analysis confirm that increasing fuel efficiency, natural gas usage and recycling rates can reduce the overall environmental impacts, but the total costs would be increased by 13.8% if coke oven gas is fully replaced by natural gas, even considering carbon tax. Based on the findings, recommendations such as using green materials and improving energy efficiency, are provided to promote both the environmental and economic sustainability of sanitary ware production.
